In July 2021, Russia submitted its first inter-state complaint against Ukraine to the European Court of Human Rights. It was an unexpected and intriguing step of the Russian government, especially since many of the presented allegations are linked to the events that initiated the Russian-Ukrainian conflict. Referring to the hostilities that began in 2014, the international community was, in principle, unanimous in assessing who the aggressor was. The focus of this research is the strategy of the Russian Federation in its recently initiated legal battle before the Strasbourg Court. This paper presents an attempt to outline the possible motives for taking such a step. Moscow's position on this case is particularly puzzling, as some of the allegations concern the Crimean Peninsula, widely recognized under international law as territory occupied by Russia. In spite of that, doubt arises about the strategic objectives of the Russian authorities in the conflict with Ukraine; the question is whether the actions taken by Russia fall within the scope of its previous strategy or if there has been a new turn in the matter. The first part of this paper outlines the background of the given conflict, the second details Russian policy after the annexation of Crimea, and the third, which is crucial for the formulating of conclusions, presents considerations on Russia's possible motivation and goals in filing a complaint to the European Court Human Rights. The research was conducted mainly based on the merits of the complaint, the statements of the representatives of Russia and Ukraine in the matter, the author's observations, and practitioners' considerations.

Among the axiological foundations of European integration, security was undoubtedly the most important of them. The inclusion of post-war Germany in the bloodstream of Western European economic and social ties, on the one hand, and, on the other, fears of the Soviet Union growing in strength and hostile to Western values, were the reasons behind the projects to strengthen cooperation between the countries west of the Elbe. Understandably, integration processes progressed fastest in the sphere of economic exchange and regulation of its rules, and slower in areas related to the very tissue that creates the sovereignty of each state, i.e. security and defense. The aim of the article is to present the shaping of a common European policy on this last issue. For its purposes, three different dimensions of the integration processes were adopted, which complemented each other and led to the present institutional order of the Common Security and Defense Policy. The first of them, which can be called a kind of laboratory of formal structures of cooperation of Western European states in the field of security and military, covered the creation and evolution of the Western European Union. The second perspective is the development of the idea of political and defense integration through the formulation of various initiatives, reports and analyzes by actors of the political life of the Member States, which often informally constituted a strong impulse to accelerate the integration processes. The last area of analysis is the provisions of the treaty, which organized and reformed the functioning mechanisms of the community elements of the European security and defense space.
Wśród aksjologicznych podstaw integracji europejskiej bezpieczeństwo było niewątpliwie najważniejszym z nich. Włączenie powojennych Niemiec w krwiobieg zachodnioeuropejskich powiązań gospodarczych i społecznych z jednej strony, a z drugiej obawy przed rosnącym w siłę Związkiem Sowieckim i wrogim zachodnim wartościom, były przesłankami realizacji projektów zacieśnienia współpracy między państwami położonymi na zachód od Łaby. Zrozumiałe jest, że najszybciej procesy integracyjne postępowały w sferze wymiany gospodarczej i regulowania jej zasad, a wolniej w obszarach związanych z samą tkanką tworzącą suwerenność każdego państwa, czyli bezpieczeństwem i obronnością. Celem artykułu jest przedstawienie kształtowania się wspólnej polityki europejskiej w tej ostatniej kwestii. Na jej potrzeby przyjęto trzy różne wymiary procesów integracyjnych, które wzajemnie się uzupełniały i doprowadziły do obecnego ładu instytucjonalnego Wspólnej Polityki Bezpieczeństwa i Obrony. Pierwsza z nich, którą można nazwać swoistym laboratorium formalnych struktur współpracy państw Europy Zachodniej w dziedzinie bezpieczeństwa i wojskowości, obejmowała powstanie i ewolucję Unii Zachodnioeuropejskiej. Druga perspektywa to rozwój idei integracji politycznej i obronnej poprzez formułowanie różnych inicjatyw, raportów i analiz przez aktorów życia politycznego państw członkowskich, co często nieformalnie stanowiło silny impuls do przyspieszenia procesów integracyjnych. Ostatnim obszarem analizy są postanowienia traktatu, który uporządkował i zreformował mechanizmy funkcjonowania wspólnotowych elementów europejskiej przestrzeni bezpieczeństwa i obrony.

Based on analysis of the research material shown Council of Ministers actions for the implementation of the project for the construction of the LNG terminal. The purpose of the article was to obtain answers to the following research questions: What are the reasons of delaying the opening of the LNG terminal in Świnoujście? In what extent the activities of the gas terminal in Świnoujście enhance the Polish energy security? After the analysis, it was found that there are several reasons for not giving to use LNG terminal in Świnoujście. One of them was and is the lack of involvement of the Polish government in this investment. Poland is still dependent on Russian natural gas. Activity of LNG terminal in Świnoujście would increase gas safety of Poland and limit its dependence on the Russian Federation.

The beginning of XXI century is characterized by the rise of the role of East Asia in the contemporary world. The rivalry of great powers embraced all region, included Southeast Asia, which for a long time was at the forefront of development and regional integration initiatives, especially with the ASEAN. It became the area of interventions and influences of major external powers such as the United States, China, India, Japan, Australia, and the EU and Russia. Unfortunately also old local animosities included unresolved territorial disputes and new challenges like terrorism and pandemics, affect Southeast Asia. The American presidential election campaign in 2016 and particularly campaign of Donald Trump exerted great influence on situation in Southeast Asia. Some controversial decisions of Donald Trump such as withdrawal from Trans Pacific Partnership and the absence of the clear policy in the region, after the policy of “pivot/rebalance” of president Obama, almost completely changed political situation in Southeast Asia. The immediate consequence is the rise of the Chinese position in the area and extraordinary activation of diplomacy of Japan, Vietnam and some other countries, making attempt to stop Chinese influence. The political situation in the region turned more dynamic, unforeseeable and complicated. The countries of Southeast Asia sooner or later will face the crucial choice between the United States and China.

Relations between Russia and Central European countries at the background of domestic transformations and global crisis have passed several stages of development: their almost complete breakdown in the mid 1990-ies, had improved during the 2000-ies, but after the crisis in Ukraine has returned back towards the lowest point of the last 25 years. If in 1990-ies the state of relations had been largely determined by the countries themselves, now, in the absence of subjective reasons for their decline, they are forced to obey the new commitments dictated from Brussels. Against this background, the bilateral relations continue to influence the circumstances that can be associated rather with the formation of the foundations of the new policy and its ideological basis. The current situation, and mainly the crisis in Ukraine, as the country situated between us, had put a real call to our relationship. The ability to give an adequate answer to it would prove the maturity of our relations.
Отношения России и стран Центральной Европы на фоне внутренних трансформаций и глобального кризиса прошли несколько этапов: от их практически полного разрыва в середине 90-х годов, до улучшения в пер- вом десятилетии 2000-ых, но после кризиса на Украине вновь вернулись на низший за 25 лет уровень. Если в 90-е годы состояние отношений опре- деляли сами страны, то ныне, при отсутствии субъективных причин к их снижению, они вынуждены подчиняться новым союзническим обязатель- ствам, диктуемым из Брюсселя. К тому же, на двусторонние отношения продолжают влиять обстоятельства, которые можно связать скорее с раз- работкой самой формулы новой внешней политики, ее идеологических составляющих. Нынешняя ситуация, кризис в находящейся между нами Украине, ставят наши отношения перед реальным вызовом времени. Возможность совместными усилиями найти выход из этой ситуации будетсвидетельствовать о зрелости взаимоотношений России и стран Центральной Европы.

Ustanowienie od 1999 r. województwa, jako jednostki samorządu terytorialnego w Polsce miało przełomowe znaczenie w procesie decentralizacji państwa. Województwo uzyskało nie tylko klasyczne atrybuty samorządu terytorialnego, ale wyraźnie ewoluuje w kierunku instytucji regionu. Proces ten uległ intensyfikacji wraz z wstąpieniem Polski do Unii Europejskiej. Szczególne znaczenie w tym procesie mają zarządy województw, którym ustawa z 6 grudnia 2006 r. o zasadach prowadzenia polityki rozwoju powierza szereg istotnych zadań w zakresie rozwoju regionalnego. Zadania te, realizowane w okresie recepcji środków europejskich tj. w latach 2007–2013 (2015) oraz w latach w latach 2014–2020 w zasadniczy sposób wpływają na dynamiczny rozwój społeczno-gospodarczy wspólnot lokalnych, ale przede wszystkim stymulują przekształcanie się samorządu województwa w region europejski.
The establishment of voivodeship in 1999, as the unit of local government, had a break- through role in the process of decentralization of the state. Voivodeship has gained not only the traditional attributes of the local government, but is clearly evolving in the direction of the institution of the region. This process has intensified because of the accession to the European Union. The voivodeship board has got major importance in this process on the basis of The Act of Regional Development, which ensures the voivodeship board a lot of undertakings in the area of regional development. These undertakings, performed during the reception of EU funds in the years 2007–2013 (2015) and in the years between 2014–2020 have significantly affected the dynamic socio-economic development of local communities, but above all have stimulated the transformation of the self-government of the voivodeship into the European region.

The comprehensive support offered by the rural policy is an extremely important element of public support, which should be continued in order to achieve sustainable development, enabling the maintenance of rural life, while contributing to the competitiveness of the agricultural sector. It is necessary also to stress that the Polish, like other new member countries, rural development policy, in addition to cohesion policy – is and will remain a key element in the process of development and catching-up countries of the old „fifteen”. Rural Development Programme for the years 2007–2013 has aroused great interest among farmers and rural people, contributing substantially to support the competitiveness of Polish agriculture, environment and quality of life in rural areas. Therefore, Poland should strive to many elements of this support was continued in the coming years.
W pracy podjęto próbę oceny wpływu wybranych programów Wspólnej Polityki Rolnej na przemiany agrarne w Polsce. Analizę przeprowadzono w oparciu o dostępną literaturę, opracowania wewnętrzne i opracowania własne. Zaprezentowane wyniki świadczą o znacznym wpływie WPR na kształtowanie struktury agrarnej, szczególnie tam, gdzie widoczne jest wzmacniające zróżnicowanie sytuacji ekonomicznej gospodarstw.

Autor w pierwszej kolejności wyjaśnia pojęcie „uchwały okolicznościowej”. Uchwała okolicznościowa Senatu stanowi solenną, symboliczną, niewiążącą i niewładczą formę parlamentarnej ekspresji. Przedmiotowy rodzaj uchwały nie jest ani aktem normatywnym (źródłem prawa), ani aktem stosowania prawa. Uchwała okolicznościowa nie przynależy do systemu prawnego, lecz jest częścią szerszej kategorii porządku prawnego. Wyróżnia się dwa typy uchwał okolicznościowych, mianowicie właściwe uchwały okolicznościowe i tzw. uchwały problemowe. Pierwsze służą do upamiętniania narodowych bohaterów i ważnych wydarzeń w historii i tradycji narodu oraz państwa. Przy pomocy drugich Senat odnosi się do bieżących spraw krajowych i zagranicznych. W tej formie senatorowie zwracają się do konkretnych organów władzy o podjęcie stosownych działań potrzebnych do osiągnięcia antycypowanych przez izbę parlamentarną celów. W kolejnej części opracowania przedstawiono procedurę podejmowania uchwał okolicznościowych, ze szczególnym uwzględnieniem różnic w stosunku do procedury przyjmowania zwykłych uchwał. Autor odniósł się do odpowiednich postanowień regulaminu Senatu, włącznie z jego nowelizacją z dnia 20 czerwca 2013 r. Ostatnia część artykułu jest poświęcona uchwałom okolicznościowym w parlamentarnej praktyce Senatu w latach 1997–2013. Autor podaje dane statystyczne dotyczące niniejszych uchwał, zamieszczając je w trzech tabelach. Bazując na badaniach ilościowych, wskazuje, że liczba uchwał okolicznościowych zwiększyła się z 5 w Senacie czwartej kadencji do 38 w Senacie siódmej kadencji. Rozważania autor konkluduje stwierdzeniem, że uchwały okolicznościowe są częścią polityki historycznej państwa. Przy ich pomocy izba wyższa „strzeże dziedzictwa narodowego”, jak wymaga tego art. 5 Konstytucji RP, oraz „przekazuje przyszłym pokoleniom wszystko, co cenne z ponad tysiącletniego dorobku” RP, jak wskazuje preambuła ustawy zasadniczej.
The author at the outset clarifies the title concept of „commemorative resolution”. The Senat’s commemorative resolution is a symbolic, nonbinding, nonauthoritative and solemn form of parliamentary expression. The given kind of resolution is neither normative act (source of law) nor an act of law administration. It doesn’t belong to the legal system, but is part of the broader construct of the legal order. There are two types of commemorative resolutions, namely commemorative resolutions in the strict sense and the so called problem resolutions. The first ones serve to pay tribute to national heroes and to commemorate important moments in the nation’s and the state’s history and tradition. With the second ones the Senat usually addresses the current domestic and international affairs. In this form MPs turn to specified authorities to take appropriate actions to achieve the desired purposes anticipated by parliament. The next part of the article presents the procedure for adopting commemorative resolutions, in particular with an emphasis on the aspects distinguishing it from the procedure for adopting ordinary resolutions. The author references to relevant provisions of The Standing Orders of the Senat including it’s amendment introduced in the Resolution of 20 June 2013. The last section of the study deals with commemorative resolutions in the Senat’s parliamentary practice in the years 1997–2013. The author gives statistical data related to these resolutions and contained in three tables. Based on quantitative research He indicates that number of commemorative resolutions has increased from 5 in the Senat of the fourth term to 38 in the Senat of the seventh term. Finally, the author concludes that commemorative resolutions are part of the historical policy of the state. In this way, the upper house „safeguards the national heritage”, as required by article 5 of the Constitution of the Republic of Poland and „bequeaths to future generations all that is valuable from over one thousand years’ (Poland’s) heritage” as referred to in the preamble to the same act.

The participation of Poland in the Union’s military missions was dictated by a conviction about the need of a common, solidary cooperation in solving problems on a local, as well as international level, especially in the situation, when local issues could transform into a problem of a wider, so regional or global nature. Ensuring a state’s safety and strengthening of the position of Poland on the international arena, as constant purposes of our national policy, required joining in any international initiatives that were supposed to serve as a realization of strategic national aims. Due to the fact that different processes and phenomena happening in surroundings, regions and in the world influenced by the Polish safety, Poland had to actively participate in these actions. The active membership of Poland in foreign missions had been creating conditions that favor economical development and a progress of civilization. The participation in missions lead under the aegis of the European Union was also a realization of allied commitments and they were the one to constitute the credibility of Poland. The participation of Poland in the Common Security and Defence Policy can be divided into two periods. The first once embraces a time, when Poland was not a member of the European Union and, to be honest, its participation in a decisive process under the CSDP had more of a personal nature of engagement into lead missions. Therefore, Poland activated its military forces in military operations, as well as civilian ones, of which there were more. A second period is the time after 2004, when Poland had become a member of the European Union. In this case, we had a formal right to participate or make decisions ands not to participate in certain initiatives of the European Union. In operations that had national forces involved, it is possible to notice happening there processes of the Europeanization. Generally, they were based on taking over soft regulation aspects elaborated on a Union’s level and implementing them in actions of Polish organizations. Even though under the CSDP decisions were made and are made in an intergovernmental way, in situations when Poland participated in operations lead by the European Union, it has always adjusted to the dictate of Brussels. It resulted from an operational, organizational and logistic subordination of the Polish Military Contingent. To sum up, it can be assumed that even in a policy considered as a field with many flaws, there still are ongoing processes of Europeanization based on taking over elements of soft laws and in some cases – hard regulations as well. In this context, Polish armed forces received some “best practices”, learnt to act in completely different conditions and fields that made their adjustments and taking over good practices have some kind of a socialization nature.

Modernisation of the European Union or just another modifi cation? Such a dilemma appears regularly during all inter-governmental conferences, specially before and after approving another revision treaty for the European Union. To answer such a question, fi rst the essence and meaning of these terms has to be explained, and to do so, the best option is to refer to their etymology. And so, according to the PWN “Dictionary of Foreign Words”, ‘modification’ »latin modification = measuring« is a change, transformation, remake; a modifi ed object, while ‘modernisation’ »fr. moderne = modern« is making something modern or making something contemporary’. Therefore, modernisation shall mean a broader and deeper process, these are actions leading to radical transformations and changes as compared to modifi cation, which usually precedes modernisation. It may then be said that as far as the European Union is concerned, commencing from its origination by the Maastricht treaty of 7th February 1992 till the latest revision treaty, i.e. the Lisbon treaty which became eff ective on 1st December 2009, we only witnessed its successive (permanent) modifi cation, that is slow transformations which were generally named extension and enhancement processes. Today, after nearly twenty years of remakes and use, the European Union needs not only a radical overhaul but rather modernisation, meaning its update and adapting to contemporary times. Today, the European Union requires adaptation to challenges and requirements of the 21st century determined by acceleration and globalisation progressing within all spheres of life.

As a result of the active promotion of Western traditions of understanding and functioning of political systems, cardinal reforms and transformations in gender policy, education, socio-economic level, etc. have taken place in the countries of the studied region. The relevance of the study of the proposed topic is due to the fact that the Middle East, including and the Arabian Peninsula become important in Ukraine’s international relations. Although, as the practice of post-reform events shows, often these changes are only declarative rather than systemic. This is primarily due to the slow and unstable movement towards the transformation of socio-political institutions, despite the rather strong pressure in this context from leading international organizations and the leadership of key Western political states.

The basic function of agricultural areas is, according to the European Charter for Rural Areas, agriculture and preservation of the natural environment based on a well-functioning agricultural sector that operates in harmony with nature. The Council Regulation (EC) 1257/1999 on support for rural development from the European Agricultural Guidance and Guarantee was adopted in 1999. The programmes that are currently binding in the territory of Poland were developed in accordance with the EU policy expressed in the abovementioned acts and other documents concerning development of rural areas. These included: the Rural Development Programme that focused on social and environmental aspects, as well as a part of the Sectoral Operational Programme devoted to the development of rural areas, as well as restructuring and modernization of the food sector. Based on the priorities of the Council regulation, two strategic objectives have been set: 1) Improvement of competitiveness of the agriculture and food economy, 2) Sustainable development of rural areas. Implementation of these objectives requires the support of the Common Agricultural Policy. Polish European Union membership contributed to setting its objectives and increasing the ability to subsidise economic entities, as well as develop both the food and rural areas economy.

This paper provides a theoretical explanation of what causes historical issues to impact bilateral relations between two states. The case which was chosen for analysis – popularly known as the Katyń issue – involves changes in Polish foreign policy towards the Russian Federation due to the remembrance of the Katyń Massacre. The main assumptions are based on the concept of securitization and its analytical framework, particularly the societal portion, which is proposed by the Copenhagen School of security study. The process of European integration can be seen as the main causal factor leading to a complex of vertical and horizontal competition between Poland, the EU, and Russia over the construction of their historical identities with a referent object of securitization in Poland. The main conclusion of this paper suggests that significant differences in the understanding of various nations’ roles in WW2 between the EU and Russia have led to the securitization of the Polish historical image of WW2. The Polish audience considered it important to accept the historical truth. The Katyń issue in Polish–Russian relations has become a case that reflects the process which leads to securitization of disputes between historical victims and victimizers on a state–to–state level.

Since 2004, the UK has enjoyed a decade of experience in managing migration from EU8 countries. This time around, how well founded are the fears that 2014 will see another ‘flood’ of migrants, on par with levels experienced in 2004? This essay argues that EU2 migration, from Romania and Bulgaria, will not be a repeat of 2004. To begin, this paper will examine the reasons why there was a twenty-fold discrepancy between official estimates of expected migrants following the 2004 enlargement. Then, by using Poland as a case study of typical migration flows after the 2004 migration period, this paper will show that— contrary to predictions based on standard migration theory— mass migration outflows in 2004 is not a good predictor of events to come in 2014. Among other factors, given that those who wanted to migrate to the UK from Romania and Bulgaria already have migrated pre-accession and more countries opened their labour markets in 2014 than they did in 2004, the UK is not likely to see a mass influx of Romanian and Bulgarian migrants as it did with those of Polish origin in 2004. However, like Polish migration, Romanian and Bulgarian migration will tend to be more circular and ‘fluid’.
