The paper briefly reviews what is encompassed in the term ministerial responsibility in Ita-lian and Hellenic constitutional system. In this respect, the paper seeks to define the key concept of political ministerial responsibility, and also the distinction between collective and individual ministerial responsibility in the frame of the Hellenic and Italian parlia-mentary system. It then presents an overview of the substantive and procedural rules on such responsibility found in the Constitution of Greece, Constitution of Italy, Hellenic Par-liament’s Standing Orders, Italian Parliament’s Order. This is followed by an assessment of basic concerns related to the actual application of the institution of ministerial responsibi-lity. In conclusion, the paper presents some normative reflections on the issue.
Niniejszy artykuł dotyczy zagadnienia politycznej odpowiedzialności ministerialnej w greckim i włoskim systemie konstytucyjnym. Analizie została poddana kluczowa koncepcja politycznej odpowiedzialności ministrów, a także rozróżnienie między solidarną i indywidualną odpowiedzialnością ministerialną w ramach greckiego i włoskiego syste-mu parlamentarnego. W kolejnej części artykułu zostały omówione przepisy materialne i proceduralne w odniesieniu do omawianego problemu, zawarte w Konstytucji Grecji, Konstytucji Włoch oraz w regulaminach parlamentarnych obu państw. Zostały przedsta-wione podstawowe problemy związane z faktycznym stosowaniem instytucji ministerial-nej odpowiedzialności oraz kilka uwagę natury normatywnej omawianego zagadnienia.

Instytucja indywidualnego wotum nieufności jest elementem przyjętego w Konstytucji z 1997 r. zracjonalizowanego systemu parlamentarno-gabinetowego. Jej znaczenie wiąże się z możliwością kontrolowania członków rządu, a nawet doprowadzenia do usunięcia z gabinetu ministra (lub innego członka Rady Ministrów), którego działalność została negatywnie oceniona. W świetle obowiązujących regulacji konstytucyjnych winna to być instytucja wykorzystywana w szczególnych okolicznościach, wkracza bowiem w uprawnienia prezesa Rady Ministrów do kształtowania osobowego składu gabinetu. Praktyka polityczna pokazuje, jednak że jest to instytucja często wykorzystywana w rozgrywkach politycznych, zmierzająca do destabilizacji prac rządu.
The institution of individual vote of no confidence is a part of the rationalized cabinet-parliamentary system adopted in Constitution of 1997. Its significance is associated with the ability to control the members of the government, and even to bring about the removal of a minister (or another member of the Council of Ministers), whose activities were negatively evaluated, from the office. In light of current constitutional regulations it ought to be an institution used in special circumstances, because it interferes with the powers of the Prime Minister to form the personal composition of the Cabinet. Political practice shows, however, that the institution is often used for political purposes, aiming to destabilize the work of the government.

The goal of upbringing is affirmation of the student, self-development within the system of values that is recognized by a group and eventually interiorized. A correctly shaped hierarchy of values, which fulfills a regulatory and motivating role, provides favorable conditions for maturation of a young person, gaining autonomy and at the same time integration with society. In the article the results of the research conducted to identify the system of values of youth with hearing impairments are discussed. The position of responsibility, whose essence consists in regulating one’s free conduct, was identified within the hierarchy of values. Responsibility is an instrumental value that is relatively highly valued by youth (rank 3 for hearing youth and rank 4 for youth with hearing impairment), which is a rewarding fact.

Isaiah Berlin said that it is part of the human condition to make choices between absolute values. Obviously, this choice cannot be easy. To be well informed, it has to be made in full awareness of the contingency of our criteria. This ability to make choices between absolute values in the light of contingencies is what distinguishes a civilized man from a barbarian, says Berlin, following Joseph Schumpeter. Similar ideas can be found in the philosophy of Richard Rorty, who believes that our liberal societies create more people who understand the contingencies of their vocabularies, but at the same time are still faithful to them. He calls this “freedom as acknowledgement of contingency.” This freedom is bound by the existence of a plurality of voices, which does not mean that it is bound by the existence of chaos. In such a spirit, Jürgen Habermas emphasizes the fact that in spite of the plurality of contingent views, we can find a unity of reason. In spite of plurality of views, we can still come to an agreement thanks to dialogue. The close analysis of Rorty’s and Habermas’s philosophy allows us to see that they share a common stance: thanks to disenchantment of the world, as Rorty says, or thanks to decentralization of the world, as Habermas says. Both are seeing such stance as a precondition to use our freedom in a way to be more tolerant, more open to dialogue and responsible for it. Further analysis allows us to see that there is a possibility to present a new understanding of the notion of freedom – freedom conceived as responsibility.

It can be striking for us today that when so little divides us there is still so much that separates us from each other. We observe the fragility of social cohesion and witness the degradation of social capital even though some say that our religious belief as well as material conditions or differences in political rights no longer divide us. In the light of critical observations, one can say that there is a need to reconcile people with each other, to establish bonds between us, that we need to establish civil society. When trying to establish a well-functioning civil society we have to ask ourselves a few crucial questions. These questions include: How can Western individualism be combined with the values of community and social solidarity? What are the necessary conditions for freedom and solidarity among people? To answer these questions it is worth reaching the philosophical thought of John Dewey and Roberto Unger. In his text Roberto Unger points out that today’s social and political order is not something solid and stable. Even our democratic order that I was referring to in this paper faces challenges that may undermine its base. Without the right preparation to face these challenges-through responsible and critical public participation and deliberation-it is possible that instead of us having some sort of possibility of steering the growth of our societies and having an impact on political and economic evolution, the evolving situations will steer us. If this happens, we will be left behind, being unable to grasp and handle the different new situations.

The article Victim and Guardian: A Short Ethical Reconnaissance is a proposal for fundamental rethinking of the phenomenon of care and support in the context of the experience of evil. The author analyses the phenomenon of transitivity of evil, and describes suffering of a guardian as an extension of the harm done to the victim. He notices that the expectation of care occurring in a difficult situation is one of the fundamental claims in social life, and not receiving it is one of the most painful moral experiences. Finally, the author emphasizes the moral value of guardian’s participation in the defeat of the victim. He says that we do not need the notion of triumph over evil to recognize this value.

Presented study concentrates on both forming and the crisis of the concept of local leadership in Poland, which concerns voits, mayors, and presidents of cities, directly elected by the citizens – e.g. a local government leaders. Particular attention was paid to legal and political mechanisms of their elections and political (democratic) responsibility towards the citizens. In these mechanisms, the factors were detected, which substantially weaken social trustworthiness of the role of the leader. Among them: particularly low rate of voting turnout in both local elections and referenda concerning deposition from appointments listed above and various manipulations distorting the true picture of public in these matters. Concept of a local leader in Poland has met very serious difficulties in practice and seems to be not attractive to the community.

All the time, we encounter social, political, or economic crises. Those crises were not and are not a sheer result of poorly designed and malfunctioning state institutions, supposed to control (or not) the sphere of individual activities. This is what we are presented with as their cause. This, however, is not a complete picture of the situation. Crises occur also due to inadequate stressing of the categories which have become central for our societies, as Karl Popper pinpoints. In The Open Society and Its Enemies, he claims that it is our attachment to thinking that there is a one history, progress, pursuit of power and glory, as measures of individual success in the hostile world, that contributes to the reoccurrence of crises and the violence that accompanies them. We live focused on abstract categories and interpretations detached from the everyday life experience. In consequence, we still have to struggle with the phenomenon of exploiting individuals, we still do not create opportunities for satisfying their needs and space for working out solutions which would aid us in tackling the emerging problems. As Popper preaches, if we want to break free from the limitations of our minds so as to act differently, as fully free, selfrealized and responsible, we have to try to verify our beliefs, even if it turns out that we should abandon them. This essay is another attempt at presenting the crucial aspects of Popper’s thought that are particularly difficult to comprehend and accept: namely, that there is no history independent of our doing, there are only our descriptions; there is no progress; it is us that create history without even being aware of that.

Educational organizations, more generally, have been organized on the basis of teaching, sustaining and protecting social values. Young generations could be trained by emphasizing the social values and social responsibilities against the destructive effects of globalization broadcast in the media, such as murder, terrorism, rape, vandalism, etc. The purpose of this study is to train students to be sensitive to social issues and make them aware of the importance of social responsibility. Under the coordination of the local National Educational Directorate (NED), the steps of the Project were developed with principals. Nearly 2000 students, 110 teachers and 120 classes, participated in the Project in ten different schools in Bilecik, Turkey.

Humanitarian intervention and the Responsibility to Protect (R2P) are currently limited and encumbered by a pervasive absence of a political will. In states’ calculations, political considerations are constantly winning-out over the moral considerations of saving at-risk segments of our planet. While institutional and legal reforms undoubtedly play a role in addressing this challenge, such reforms and structures have existed for generations now, and have largely failed to bridge this gap from ‘moral necessity to political action’. What has been lacking is a moral understanding of humanitarian crises that is capable of reliably motivating the international community to undertake remedying actions, rather than merely expressions of concern. Such a moral foundation is achievable through institutional cosmopolitanism, an understanding of humanitarian intervention as satisfactions of our negative duties, and specifically the work of Thomas Pogge.

This qualitative study examined the roles and duties of the administrators, teachers, stakeholders, and students in a conducive learning environment and how to make the learning environment conducive to the 21st century learners. Administrators, teachers, stakeholders, and learners were the participants of this study for the year 2018. Since the constructivist grounded theory method was used, data were gathered through in-depth interviews and observations. After going through initial coding, focused coding and comparative analysis, three categories emerged on what makes the environment conducive for learning: teaching efficiently, learning collaboratively, and performing responsibilities. Finally, the core category that emerged was committing to corporate social responsibility.

The text is an analysis of the Bulgarian legal regulations concerning the constitutional responsibility of the President. President of Bulgaria for committing a constitutional delict is responsible before the Constitutional Court. The proposal in this regard may submit a group of parliamentarians and parliament puts indictment. If the Constitutional Court decides the merits of allegations made in the indictment, the president shall be deposited with the office.
