The article aims to address the following question: in the case of a war in Ukraine, is public international law an obstacle to the application of combined international enforcement action within the framework of the collective security system under the auspices of the United Nations, or whether such impediments lie elsewhere? Russia’s presence in the Security Council as a permanent member, and thus endowed with the privilege of vetoing resolutions, paralyses this body. Therefore, the subject of the analysis is what other actions of the United Nations are permitted by law. It is important for assessing the status of the UN as a collective actor in international relations, the main objective of which, under Art. 1 of the UN Charter, is “to maintain international peace and security, and, to that end: to take effective collective measures for (…) the suppression of acts of aggression”. Bearing in mind the fact that international law is a consensual legal order, the article assesses its available compulsory mechanisms and instruments. The supplementary objective is to determine whether it is permissible to use the term “war” with regard to the armed conflict between Russia and Ukraine.

Opis:
For centuries, the death penalty has been a subject of interest not only to lawyers, political scientists, philosophers or psychologists, but also to representatives of various types of organizations, including non-governmental organizations and politicians. The death penalty is the merciless murder of a human being, committed premeditatedly by the state in the name of justice. It is a violation of the right to life guaranteed by the Universal Declaration of Human Rights. It is the most cruel, inhuman and degrading punishment. A mistake cannot be eliminated, which is all the more dangerous because the death penalty is an irreversible punishment. The death penalty was and still is sometimes treated as a political tool, used to eliminate inconvenient opponents. In Poland, the last execution was carried out in 1988, followed by a moratorium on the adjudication and execution of the death penalty, and finally amended legislation. Today Poland is a member of the Council of Europe and the European Union, which strictly oppose the death penalty. However, there is no shortage of voices, both among politicians and the public, to reinstate the death penalty for the most serious crimes. This article presents the history of the death penalty in Poland and selected contemporary views, on the possibility of reinstating the death penalty in Polish criminal law.

The goal of the article is to examine if in international public law there is the prohibition of the use of chemical weapons during internal armed conflicts. The first part of the article deals with the previous regulations on the chemical weapons. Secondly, the Chemical Weapons Convention is discussed in relation to the scope of the prohibition. Then, the UN Security Council Resolution 2118 upon the Syrian conflict should be analyzed. Finally, the scope of the prohibition is related to the terms ‘war’ and ‘armed conflict’. The conclusions drawn from the abovementioned analyses depict that there is the strong need for an extension of the existing prohibition; however, no legal act has established it for now.

On 26 April 1994, the Lithuanian and Polish presidents signed in Vilnius the Treaty between the Republic of Lithuania and the Republic of Poland on friendly relations and good neighbourly cooperation. The Lithuanian press devoted much attention to the progress of negotiations in drafting this document and to its ratification by the Lithuanian Seimas in October 1994. During 1993–1994, the Lithuanian newspapers Lietuvos rytas, Respublika, Lietuvos aidas, Tiesa, Kurier Wileński, also several smaller newspapers, such as Voruta, Gimtasis kraštas, Atgimimas, SSI, Amžius, published the articles devoted to a discussion of the Lithuanian-Polish relations. This publication aims at conducting an analysis of the Lithuanian press and reviewing the articles devoted to the drafting, signature and ratification of the Treaty between the Republic of Lithuania and the Republic of Poland on friendly relations and good neighbourly cooperation, as well as to the political situation in Lithuania at the time of the drafting and signature of the mentioned agreement.
