It is widely recognised, that the status of any scientific discipline is vitally determined by its methodological autonomy. These are theoretical rules on the acquirement of information about a given reality, its definitions, systematization, clarification and interpretation. It is a specific challenge with regards to political science, which stems from the subject of knowledge, the politics. This realm is known to humanity from the onset of structure-shaping and institutionalisation of social life, and since ancient times attempts at its theoretical clarification are being undertaken. It has taken an important place within philosophical thought, historical and legal analysis. This reality led to political science becoming an integrating platform for knowledge from areas of political and social philosophy, law, economy, history. This integration has made cognitive challenges superficial and as a consequence raised such questions as: is political science a scientific discipline? The unfavourable image was revealed as it was included in broad process of political education of society.

In reality of getting stronger influence of shaping the cultural and civilization mass-media image, human studies are facing new challenges. It is observed that the mass-media are trying to replace some of the sciences, namely the political science. In the practice of cultural life, we can notice the blurring of the borders between mass-media knowledge and actual science. The media commentary of political life is trying to become a research work. The marginalization of the methodology research in the political science leads to deformation of its own science creation. In the scientific recognition of socio-political reality, the methodology is responsible for creating theories, based on defining terms, methodological knowledge ordering, explaining and interpreting the knowledge according to particular rules, models, paradigms, etc.

In this article the author is going to answer the question, that intrigues many researchers of international relations and political science – is it possible to build a grand theory explaining actions and behaviours of political, and international, entities? International relations are distinguished from other disciplines of science by its special character: they are polyarchic, plural, complex and impulsive. This is why we find here, exceptional in contrary to other, more mature disciplines, diversity of opinions and answers to the question – in what way international relations shall be build? Searching for the right answer the researchers of international relations have to cross borders of many disciplines, also using research methods of sociologists, historians, economists, lawyers, psychologists and anthropologists. There is a similar problem with political science, as the political matter is widely interpreted and, depending on the researcher and the analysed political system, its scope is wide as when using so called largo sense in the totalitarian states, where even the choice of school for a child has a political character or as when using so called strict sense in the democratic systems.

One of the characteristic features of modern world are migrations of people. They are caused either by social or economic and political reasons of respective states and regions of the world. Population processes constitute, at present, a global problem. In the consequence of population’s number fast increase and the irregular economic development of the world, they still remain as an actual research question. An universal regularity of present migratory processes is a decrease of birth rate along with improving the life conditions. The highest birth rate can be observed in the poorest countries. Depopulation tendencies occur, in turn, in economically developed countries. Apart from economic factors, the differences in population increase, are also influenced by social and cultural conditions of a certain region, and the evolution of political system and programs of ruling elite. Greatly diverse is also, so called, the “quality” of contemporary migration. It is presented alike by poor, uneducated people and highly educated specialists from different fields of social and economic life.

A distinctive trend developed in 19th and 20th century Europe, which saw the universalisation of principles of state political systems. This tendency expressed itself in proclaiming in the constitutions of individual states and in the practical application by European democracies of the political principles inspired by the ideas of the Enlightenment. Over a period of over two centuries, the constitutions of many countries developed with a similar catalogue of principles of government, in a similar legal form. These principles express the same ideas and political values and aim at developing an identical model of government structure based on liberal-democratic ideals. It is characteristic that during the last decade of the 20th century there was a sudden increase in this tendency and the spreading of those principles to over twenty countries.

The article discusses transformations of political science studies in Poland in the last two decades. The emphasis is put on the changes that took place in higher education system and in political science itself, as well as on the fact that the number of political science higher education institutions is increasing together with the number of candidates for the studies, political science students and graduates. The condition of political science studies is compared to the condition of other, selected faculties. Data presented in this article shows that political science, as a faculty, recently underwent rapid changes. Fast increase in the number of students in the 90’, as well as in the number of educational institutions at the beginning of the XXI century caused political science to become one of the most popular faculties in Poland. However, in the past few years the total number of students has been decreasing, political science students included. This change is significant enough to have an influence on the condition of educational institutions, many of which face difficulties maintain the faculty. What is important, these changes seem to be independent of the tendency observed in higher education in Poland in general, as well as other faculties.
Artykuł przedstawia przekształcenia studiów politologicznych w Polsce w ostatnich dwudziestu latach z uwzględnieniem: zmian w zakresie sektora szkolnictwa wyższego i nauki w Polsce, przyrostu ośrodków kształcenia politologicznego, liczby studentów, absolwentów oraz kandydatów na studia politologiczne. Dane na temat politologii są analizowane na tle innych, wybranych kierunków. Prezentowane informacje nie pozostawiają wątpliwości, że politologia, jako kierunek studiów, przeszła w ostatnich latach gwałtowne zmiany. Szybki przyrost studentów pod koniec lat 90. oraz ośrodków kształcenia na początku XXI wieku, uczynił z politologii jeden z najliczniejszych kierunków studiów w kraju. W ostatnich latach następuje jednak systematyczny spadek liczebności studentów, jednocześnie notuje się spadek zainteresowania kandydatów studiami politologicznymi. Zmiany te są na tyle duże, że nie pozostały bez wpływu na kondycję ośrodków kształcenia politologicznego, z których wiele przeżywa kłopoty z uruchomieniem studiów. Co ważne, zmiany te wydają się niezależne od tendencji dla studiów wyższych w Polsce w ogóle, jak i dla wybranych kierunków studiów.

This text is a record of a speech given during the Third Polish Conference of Chairs and Departments of Political Systems. The main subject of this paper is the need to carry out research on political systems using diverse methods and takes, both legal and “humanistic”. The paper shows how important in terms of methodology it is to compare particular legal status with reality using examples when legal analysis is not sufficient, for example, on the account of social rebellion. The text identifies challenges that researchers of political systems face due to that fact. In this context is also discusses the problems related to studying such institutions as, for example, the Ukrainian Maidan.

One of the most important aspects of academic life is cooperation between researchers from different centres. Different levels of experience, approaches and paradigms enable researchers to observe the complete image of categories. The Political Leadership Section of the Polish Political Science Association has been formed during the Second Nationwide Congress of Political Science in Poznań (2012). The Association’s Board has established it on February 7, 2013. Since that day the section integrates scholars from different universities interested in issues of political leadership, it supports development of this research field in Poland, it collects published monographs, editions and papers relevant to this field and it coordinates development of teaching standards in education on political leadership. The section’s activity and its role in Polish academic community proves that this topic has become a significant aspect of social sciences in the country.

Model of methodological and theoretical pluralism, developed after the behavioral revolution, allows different methods and purposes of approach in research of political spheres of social life. For many years, it seemed that the current consensus is not threatened, that the acceptance of the status quo is widespread. As it turned out, however, post-behavioral order and peace were hiding under the surface of old conflicts and contradictions, and generated new ones. Somewhat like 100 years ago, at the beginning of the new century, they flowed on the surface – colliding with each other – as completely different visions of policy research, based on a different meaning of objectivity and truth and the role that the gained knowledge plays in the society. In October 2000, to a dozen American political scientists and publishers of professional magazines there was sent an e-mail, signed “Mr. Perestroika”, containing harsh criticism of the system of forces existing in the American political science, under which there is a strong dominance of representatives of science-oriented mathematical modeling and quantitative methods, and representatives of other approaches are being discriminated against. This letter, commonly called the “Perestroika Manifesto”, has rapidly spread in the network, gaining a few hundred followers within a few weeks. It became the nucleus of an informal Perestroika Movement, which brought together a larger group of political scientists dissatisfied with the current model of discipline. They performed against the domination of investigator-driven assumptions of logical positivism and radical behaviorism, based on the assumption that it is possible to predict the political behavior on the basis of the theories of rationality. They also questioned focusing on discovering universal, independent of context, truths about politics, based on testing causal hypotheses with regard to the behavior of political actors and the quest to build a general theory. Th is results in their opinion that there is the marginalization of other studies aimed at clarifying and resolving specifi c issues and, on the other hand, the need of search for a more explicit link between theory and practice. Supporters of the Perestroika Movement do not reject entirely quantitative methods, only tend to criticize their absolutizing character, involving the complete discrediting of approaches which are not referring to the quantifi cation of data or treating this type of treatment only as a complementary knowledge considerations based on normative narrative. Th erefore, they generally tend to the concept of methodological triangulation, in which quantitative techniques may complement and partially be a form of verifi cation of qualitative methods in various research issues, of course, if you can combine both types of approaches. Th ey are clearly in favor of the primacy of the essence of research method. From this point of view, based on compliance with the applicable rules of methodological research, they do not have to be in this respect particularly innovative, hyper-precise or mathematicised. Th ey should, however, contain a well-constructed argumentation, allowing reliably resolve important issues. Th e result should be to restore compounds research and theoretical knowledge with the real problems of political life, moving away from the extreme containment and academic character towards the relationship of knowledge about politics of social practice.

Artykuł poświęcony jest kategorii post- -prawdy i jej wątpliwemu znaczeniu dla badań politologicznych w ogóle i dla teorii polityki w szczególności. W tekście przedstawiono liczne zastrzeżenia pod adresem koncepcji post-prawdy, przede wszystkim definicyjne i teoretyczne, jak również starano się wykazać, iż koncept post- -prawdy opiera się na rozumowaniu potocznym i nie spełnia kryteriów naukowości, co wyklucza post-prawdę z katalogu kategorii naukowych. Rozważania osadzono w szerszym kontekście teoriopolitycznym i właśnie na potrzeby teorii polityki wyprowadzono odpowiednie wnioski.
This article focuses on the category of post-truth and its doubtful significance for political research in general and particularly for political theory. In the paper, numerous definitional and theoretical objections toward the concept of post-truth were presented, as well as it was attempted to point out that it is based on colloquial reasoning and does not fulfil scientific criteria, which disqualify posttruth from the catalogue of scientific categories. These considerations were embedded in wide theoretical context and congruent conclusions were formulated for enhancement of polish political theory.

Zygmunt Wojciechowski (1900–1955) was a historian of law at the University of Poznan. A student of one of the greatest Polish historians – Oswald Balzer – he was a medievalist, heavily involved in politics both in the times of Second Republic and the beginning of the Polish People’s Republic. His works comprised of content of cognitive qualities, but was always strongly coloured with politics. He was the creator of the theory of native Polish lands, located between Odra, Warta and Vistula Rivers. He is looking at history through the prism of Polish-German relations and he critically evaluates the history of the state, which moved away from traditional Polish settlement areas and led a disastrous policy of expansion to the East, which brought its fall and partitions. Wojciechowski welcomed the return of Poland to the western lands (recovered) in 1945, as a compensation of wrongs suffered in the struggle against Germany. The literature on works of Wojciechowski is controversial and requires recognition in a new synthetic book, which is the main thesis of this study

Poniższy artykuł stanowi refleksję nad zastosowaniem teoretycznej kategorii symboli politycznych w ujęciu Erica Voegelina do badań politologicznych oraz praktycznych problemów współczesnego prawa i polityki. Oryginalny wkład badawczy tego tekstu stanowi przy tym prześledzenie rozwoju koncepcji symboli politycznych u Voegelina i skupienie się na wczesnych, rzadko opisywanych tekstach tegoż autora. Konkluzją jest obserwacja, iż voegelinowska kategoria symboli politycznych to narzędzie znacznie powiększające nasze możliwości poznawcze i otwierające nowe pola dialogu społecznego. Kategoria ta przezwycięża bowiem nieprzystający już w pełni do współczesnej polityki podział na religie i ideologie, a równocześnie unika problemów charakterystycznych dla myśli politycznej Carla Schmitta i pozwala na bardziej szczegółową analizę niż upraszczające huntingtonowskie pojęcie cywilizacji.
This article examines the theoretical category of political symbols as proposed and developed by Eric Voegelin. The main focus is the usefulness of political symbols for politics, political analysis, and law. The original element of this study is a description of the genesis of the concept with a special focus on Voegelin’s early works, which are rarely mentioned in other similar analyses. The study concludes that political symbols are a theoretical tool that opens new avenues of research and can facilitate public dialogue in modern societies. Voegelin’s political symbols overcome the division into religion and ideologies. Moreover, the theory avoids some of the pitfalls that are characteristic of Carl Schmitt’s philosophy and enables a more nuanced analysis than the one based on the Huntingtonian category of civilizations.
