    Opis:
    The paper tries to carry on a philosophical analysis of some antinomies of the process we describe as globalization. We point out the disagreement between the expert and post-modern definition of globalization, the trend to drive out the post-modern conception of globalization from the public area. The globalization process is set in a broader context of social and political changes the liberal democracies went through in the second half of the 20th century. The examples presented by the author put emphasis on some negative externalities.

    The political transformation in Poland, initiated in the first half of 1989, was the beginning of deep, systemic changes in all mechanisms of collective life and public authority. The transformations were characterized as complex and multifaceted, which generated new conflicts and socially perceptible costs. However, such deep changes were necessary because they opened the way for Poland and Polish society towards European standards of organization and activity of all entities of public life. The most important principles on the basis of which the new constitutional model of the state was built were deconcentrating the authority mechanism and decentralizing its powers. This meant that the administration alsobecame a very important area of transformational changes. In this regard, a special role was played by actions aimed at reconstructinglocal government which was to become an integral part of the new public authority system and to carry out a significant part of public tasks.

    Opis:
    The author of this paper describes the history and presence of the Constitutional Court of Ukraine from the perspective of principles forming its composition. The aim is to provide a diagnosis of the past and present state of the independence of the Constitutional Court of Ukraine from political influence. The author concludes that stabilization of the Ukrainian constitutional judiciary has not yet taken place, and the development of its shape has a very dynamic course. In her opinion, a political agreement on the clarification of principles for the appointment of judges will be crucial for the success of the ongoing process.
    Autor artykułu przedstawia historię i teraźniejszość Sądu Konstytucyjnego Ukrainy z perspektywy zasad kształtowania jego składu osobowego. Celem opracowania jest postanowienie diagnozy co do przeszłego i aktualnego stanu niezależności Sądu Konstytucyjnego Ukrainy od wpływów politycznych. Autor dochodzi do wniosku, iż stabilizacja ukraińskiego sądownictwa konstytucyjnego jeszcze nie nastąpiła, a wypracowywanie jego kształtu ma bardzo dynamiczny przebieg. Jego zdaniem dla powodzenia tego trwającego procesu zasadnicze znaczenie będzie miało porozumienie polityczne w sprawie doprecyzowania zasad wyboru sędziów.

    This lecture includes an attempt to answer the question: what the connection of Mao Zedong, Zhou Enlai and Zhu De was, and what conditions contributed to the fact that both Zhou Enlai and Zhu De did not share the fate of the political opponents of Mao Zedong, inter alia Liu Shaoqi, Wang Ming, Gao Gang and others. Recognizing the political reality of China of the period from the creation of the CPC to the death of the heroes, the synthetic approach shows their resumes, and an attempt was taken to involve the most important facts to answer the questions, inter alia about civil, war of national liberation, domestic and foreign policy of China implemented in accordance with the provisions of the Communist Party of China and the role of the heroes in shaping the cultural and civilisation order after the declaration of the establishment of the People’s Republic of China.

    Celem artykułu jest przegląd głównych zagadnień badawczych związanych z analizą zmian systemów wyborczych. Począwszy od lat dziewięćdziesiątych XX w. problematyka ta stała się bowiem popularnym tematem badawczym eksploatowanym w badaniach politologicznych i konstytucyjnych. W oparciu o przegląd literatury przedmiotu zwrócono uwagę na badania dotyczące podmiotów zaangażowanych w zmiany systemów wyborczych, motywacji leżących u podstaw tych decyzji, świadomości politycznych konsekwencji uczestników zmian, przekładania politycznych preferencji w efekty zmian systemów wyborczych, czynników kształtujących procesy reform wyborczych.
    The aim of the article is to review the main research issues related to the analysis of changes in electoral systems. Since the nineties of the twentieth century, the issue has become a popular research. Based on the literature review, attention was drawn to research on entities involved in changes to electoral systems, the motivations underlying these decisions, awareness of the political consequences of participants into the effects of changes in electoral systems, factors shaping electoral reform processes.

    It is indicated in the lecture that science, as human activity that aims at the objective recognition of a person and his universe, is nowadays perceived as a fundamental power that generates the cultural and civilizational nature of mankind and the world around it. The widening horizon of cultural life has been changing and still changes the scientific and research challenges, including the way, in which science is defined. At present, scientific and technological progress, legal solutions, educational requirements, constantly generate new challenges for science and make it a productive force. The role of social and political sciences that until recently strived to make their ways to achieve the title of science that is a methodologically structured knowledge about human, society and the world, has been changing.At present, the place of social and political reality in the sphere of scientific cognition is perceived as dichotomous – on the one hand, due to the methodology of researches, including attempts to compare them with exact sciences, their scientific separateness is assessed critically; however, on the other hand, taking into account the worked out methods and ways of defining cultural and civilizational reality, explantation of occurrences, processes, humanistic and social values, they are set in the classical science studies, as a whole.
