Opis:
The objective of this article is to describe surveys carried out in Poland which facilitated a comparison of selected forms of cultural activity and ways of cultural participation by people in their early and late adulthood, as well as its conditions and associated opinions. The analysis demonstrated that the model of cultural participation changes with age, which is a factor strongly differentiating between the mentioned fields of research. The majority of young people prefer mediated cultural participation, in which the Internet plays a significant role. Seniors prefer direct and elite forms of cultural activity. The respondents also differ in the way they assess the attractiveness of the forms of direct contact with culture. Most young people find popular music concerts and film screenings attractive, while seniors tend to go to classical music concerts, operettas and theatre performances. Adults also differ in respect of their opinions on the benefits of cultural participation and the majority of the associated barriers.

Opis:
Representative surveys, carried out by the Central Statistical Office reveal how low is in Poland the scale of participation in culture: expenses connected with culture represent about 3% of household expenditure, and 1/3 of this amount is spent on television. Almost half of householders didn’t buy a book in year, 60% of Poles didn’t go to the cinema and 90% didn’t go to the theatre. In the same time, participation in culture is shown as a condition for social and economic development. The gap between absence of participation in culture and promoting culture is depicted in more detail in terms of statistics illustrating the scale of absence and in diagnosis of barriers. But this analysis leads to next questions – on the one hand about the apparent shallowness of these barriers, on the other – about the need for different way of task posed questions, new methods which break with the traditional questions about the museum visit or buying newspapers. As the culture changes, we should change tools of researching culture. Perhaps the picture will continue to indicate the dominance of absence, but maybe will penetrate beyond the enigmatic „I did not feel the need” to participate.

The reverted demographic pyramid makes youth a decreasing percentage of our increasingly ageing population, leaving youth groups with less power and chances to influence the future of public policies and services through established participation channels. There is a potential risk of losing the interests of broader, including less heard, youth groups in democratic decision-making and implementation. Research evidence shows that we need to broaden knowledge and accountability towards these groups by including them more in co-creation to secure their trust and meaningful policy impact. One major way to improve trust in the public sector is by enhancing the abilities of professionals, managers, politicians and NGOs to co-create public and individual values with youth groups for better services and solutions instead of acting and making decisions on their behalf. Also, cross-sector collaboration among institutional units or stakeholders from different sectors on a local scale is often required to enhance the value of services or local community decisions. This paper explores from a comparative perspective the readiness of the local governments for enhanced democratic participation and co-creation of public services and public value with youth. Based on document studies, interviews and cross-sectoral learning dialogues between engaged researchers, public sector and NGO representatives conducted in three countries – Sweden, Finland, and Estonia – the paper illustrates the current perceptions of public professionals and managers regarding their approach to co-creation with youth and the public.

Judicial control of the conformity of law to the constitution nowadays serves as one of the basic guarantees of the observance of the constitution. In majority of continental European states it is performed by a particular body a constitutional court. So the same is true in Poland, however it seems still to be one of the least understood aspects of the functioning of our political system. And especially with regard to the opportunities offered by that for nonpublic entities to protect their rights and to influence the public decision making process. The awareness in this respect seems to be on a very low level. That is why the aim of the author is to verify a research assumption that the Constitutional Court jurisdiction has a serious social dimension, noticeable for Polish nonpublic actors.

The paper explores Wrocław Civic Budget in the context of procedures and impact. It reviews various data to present different aspects of this process: number of projects submitted and implemented, citizens’ participation in the selection process, geographical distribution of the implemented projects and their contents, showing the significant fall in the citizens’ interest in the process after two years of its implementation. The paper aims to analyze whether the project in its current form actually succeeds in activating the citizens’ and involving them in the local decision-making on one hand, and changing the city on the other. The effectiveness of participatory budgeting in Wrocław is explored, considering such criteria as reliability, impact, activation and innovativeness. The data reveal both the successes and drawbacks of Wrocław Civic Budget, allowing for presentation of recommendations.

Contemporary cultural phenomenon and the type of their receipt uncover that applied up to now ideas are faulty. More and more we have to do witch texts that their receivers do not pay attention to signs and values but to sensual qualities. “Return to things” and “neomaterialism” are popular slogans in contemporary humanities but without conviction that it means necessity of resignation prevailing foundations (for ex. understanding or interpretation) and forces us to acceptation rather naturalistic ideas. Describe of enterprises which are popular on rural and in small towns in Poland shows us that this change is important and unavoidable.

The article addresses the issue of the social implications of participating in religious groups, with particular emphasis on shaping the type of social capital among members of the mentioned religious groups or any group of a religious nature. It is not sufficiently represented in research work on modern sociology, especially the sociology of religious and modern lives, considering the context of the functioning of a modern man in their interpersonal space. To this end, qualitative research was carried out involving individual case studies. Various qualitative techniques were used: interviews, an analysis of document contents, photographs, biographies, observing participants in their social activities, trust, social ties (among members of the mentioned groups), the social roles of members, the implementation of social functions, participation in the common good, and the values and norms of social coexistence that guide the studied person. These imply the emergence of negative social capital, closing social capital, amoral familism and strong bonds in the norms developed by the group to which the analysed case belongs.

The article analyses the Polish political thought after 1989 concerning the local self-government. Attention was drawn to various currents of the Polish political thought, such as liberalism, conservatism, the teaching of the Church, social democracy or nationalism. The participatory budget is an important element of the catalogue of tools for involving residents in the local decision-making. The positive effects of involving many citizens in the decision-making process slowly bear fruit in attempts to transfer p.b. into other spheres. This article analyses how these well-known patterns are adapted to new conditions – at universities. Several of them decided to introduce their own participatory budget. A comparative analysis of the local government model and solutions adopted by three universities provides the answer to this question. The hypothesis assumes that the civic budget at universities and polytechnics is, for the most part, a modification of the model used in cities with district status. As shown, the municipal participatory budget is a proven basis for creating its own regulations. However, the available schemes should be modified.

W artykule podniesiono i zasygnalizowano istotny problem badawczy współczesnej nauki o polityce, jaki stanowi kwestia partycypacji wyborczej obywateli w wyborach i referendach oraz determinantów ją stymulujących. Wykazano, iż frekwencja wyborcza w Polsce należy do najniższych w Europie i podstawowymi sposobami przeciwdziałania dalszemu jej obniżaniu wydają się konieczne działania, mające na celu uczynienie polskiego systemu wyborczego bardziej przyjaznym obywatelom. Podstawowym zadaniem w tym względzie wydaje się zarówno aktywność państwa zmierzająca do wzrostu poziomu kultury politycznej i kreowania postaw proobywatelskich, ale niezbędne wydają się również działania reformujące system wyborczy, polegające m.in. na możliwości głosowania poprzez pełnomocnika wyborczego, głosowania drogą pocztową, internetową, a nawet SMS-ową. Konieczność podjęcia wskazanych działań wiąże się nie tylko ze starzejącym się społeczeństwem, ale powiązana jest również z ułatwieniami w podejmowaniu decyzji wyborczych dla polskich migrantów.
The article focuses on one of the most essential problems of contemporary science of politics which is the issue of participation of citizens in elections and referenda and factors which stimulate and determinate this participation. It has been proved that the attendance at elections in Poland is one of the lowest in Europe and therefore ways of making Polish electoral system more citizen-friendly seem to be necessary. The state ought to stimulate the increase of political culture and create pro-civic attitudes among citizens. What may also be implemented is the reform of the electoral system which would allow citizens to vote by pro- xy, mail, the Internet, or even by sending a text message. Introduction of actions shown above seems to be inevitable and is not only linked with the fact that Polish society is aging, but also with simplifying the process of electoral decision- making for Polish migrants.

Within a wealth of literature on the subject of the social and political participation of immigrants little has been said about the issue of the mount of immigrants’ engagement in immigrant organizations and its conditions. This paper, based on analysis of CAWI survey of 3500 Polish immigrants describes participations of Poles abroad in Polish immigrant organizations. It also defines three sets of factors determining the amount of engagement. The analysis of empirical data shows that the engagement of Poles abroad in activities of Polish immigrant organizations is limited. Hypotheses concerning factors determining participation in Polish immigrant organizations has been positively verified. Both previous experience of social participation in Poland as well as contemporary experience in country of residence positively influence engagement in Polish immigrant organizations. Also the relation between the country of residence, length of stay, as well as the year of with the level of activity in Polish immigrant organizations emigration has been observed. The participation in those organizations tends also to be influenced by such characteristics of a migrant like: age, size of the locality in which a migrant lives after migration, and type of professional activity. Only two of the assumed variables: size of the origin locality and material situation have not been related to participations of Poles abroad in Polish immigrant organizations.

The citizens’ assembly is a relatively new form of democracy, consisting of developing a thoughtful set of recommendations preceded by a detailed analysis of a given issue. The suggestions formulated are agreed upon by a representative group of residents and this process is preceded by an education phase that aims to provide participants with reliable knowledge regarding the subject of the panel. These characteristics make this co-decision mechanism increasingly popular, including in Poland. Citizens’ assemblies have been implemented in most major Polish cities. However, there is no doubt that for organizers, as well as for participants and urban communities, this is something new. Therefore, it seems important to conduct in-depth research on the implementation of panels in Polish conditions. In this context, the aim of the article is to present the results of a study on the II Łódź Citizens’ Assembly. The obtained results show that the citizens’ assembly is positively evaluated by those participating in it. Participants of the Łódź panel particularly emphasized its educational and social merits, while somewhat less so the political aspect, that is the opportunity to influence the city, which is the primary function of the panel.
Panel obywatelski to stosunkowo nowa forma demokracji, polegająca na wypracowaniu przemyślanego zbioru rekomendacji poprzedzonego szczegółowym przeanalizowaniem danego problemu. Formułowane sugestie uzgadniane są przez reprezentatywną grupę mieszkańców, a proces ten poprzedzony jest fazą edukacji, mającą na celu przekazanie uczestnikom rzetelnej wiedzy dotyczącej przedmiotu panelu. Właściwości te sprawiają, że ten mechanizm współdecydowania zyskuje coraz większą popularności, w tym także w Polsce. Panele obywatelskie zostały zrealizowane w większości polskich dużych miast. Nie ulega jednak wątpliwości, że dla organizatorów, a także dla uczestników oraz społeczności miejskich jest to coś nowego. W związku z powyższym ważne wydaje się prowadzenie pogłębionych badań dotyczących realizacji paneli w polskich warunkach. W tym kontekście celem artykułu jest przedstawienie rezultatów badania dotyczącego II Łódzkiego Panelu Obywatelskiego. Uzyskane wyniki dowodzą, że panel obywatelski jest pozytywnie ocenianym narzędziem przez osoby biorące w nim udział. Uczestnicy łódzkiego panelu w szczególności zwracali uwagę na jego walory edukacyjne i społeczno-towarzyskie, natomiast w nieco mniejszym stopniu na aspekt polityczny tj. możliwość wpływania na miasto, czyli podstawową funkcję panelu.

It is difficult to characterize Ukrainian society as fully active or passive, as, on the one hand, public participation and involvement in political life as well as large mobilization in situations where civil interests are violated are clearly visible, and, on the other, we can notice a decrease of political activity as a consequence of these events. The aim of the present work was to analyze and explain the specificity of the functioning of Ukrainian society in the years 2000 – 2012. The study was conducted with the author’s own designed tool based on the concept of ideal types developed by Max Weber. The analysis of political apathy used a dissonant category of political activity and the conclusions were drawn on the basis of whether the legislation of Ukraine promotes an active attitude of society and the extent to which the provisions of the law are reflected in real involvement of Ukrainian citizens in political matters. The results show that participation of Ukrainian society in different forms of political activity does not entail its full realization, while the fact that Ukrainian citizens got involved in public affairs excludes the recognition of Ukrainian society as fully apathetic. Thus, in the case of Ukraine, we are dealing with a hybrid society characterized by political activity with elements of political apathy.

This article discusses the legal basis of citizen e-participation, understood as the use of digital media in the relations of citizens and governments in order to increase participation by citizens. The concept of top-down e-participation determines the scope of analysis. The legal review of the local, national and international law shows that there are some well-regulated levels of e-participation in Poland while others are not a subject of legal regulations.
Celem artykułu jest prezentacja podstaw prawnych e-partycypacji obywatelskiej rozumianej jako wykorzystanie mediów cyfrowych w relacji obywateli z rządami w celu zwiększenia uczestnictwa obywateli. Zakres analizy wyznacza koncepcja odgórnej e-partycypacji. Z przeglądu źródeł prawa lokalnego, krajowego i międzynarodowego wynika, że pewne poziomy e-partycypacji w Polsce są dobrze uregulowane, podczas gdy inne nie podlegają regulacjom prawnym.
