Opis:: Media, during Taliban five years period from 1996-2001, had been totally suffocated. Only limited number of print media would publish to spread the propaganda of Taliban Emirate under Sharia Law. Post-Taliban era, media landscape obtained new image with the establishment of democratic government. Independent media were allowed to operate in accordance with the formation of new constitution of 2004. Afghanistan to rise and promote the voice of right, equality and justice, defend human rights and spread public awareness in order to serve for social responsibilities. Despite continued challenges media outlets and journalists have made tremendous progress which it has resulted in harm of their personal life from time to time due to threats of insecurity, war, warlords, strongmen, corrupted actors in government as well as in attacks of Taliban and ISIS insurgents. Hence, media outlets and journalists have been carrying on their responsibilities despite of availed risks to them and their families. In this paper, it has been viewed the status of media freedom, process of development and continued challenges to media freedom and journalists.

Opis:: The purpose of this article is to describe the phenomenon of the digital crowd, which is a phenomenon specific to the functioning of political debate on the Internet (with particular emphasis on social media). Referring to the concept of Le Bon and Girard, it presents the behavior of the digital crowd and its importance for the development of public debate in the area of mass communication such as the Internet.
Celem artykułu jest opisanie zjawiska cyfrowego tłumu, specyficznego dla funkcjonowania debaty politycznej w Internecie (ze szczególnym uwzględnieniem mediów społecznościowych). Odnosząc się do koncepcji G. Le Bona i R. Girarda, przedstawia sposób zachowania się cyfrowego tłumu i jego znaczenie dla rozwoju debaty publicznej w obszarze komunikacji masowej, jakim jest Internet.

Opis:: The role of the public sphere has increasingly come to the fore in studies concerning the state of democracy in Europe. Similarly the role of culture in formations and transformations not only of personal but of political identities as well has attracted attention. It is the purpose of this article to bring these areas together in a comprehensive approach to media, culture and democracy with a view of the public sphere as a crucial mediating field. Article focuses on the role of media in sustaining and developing democracy, a democratic dialogue and in fulfilling the role of media as the critical watchdog of the political system and other powerful players on the European scene. The concept of knowledge democracy is meant to enable a new focus on the relationships between knowledge production and dissemination, the functioning of the media and our democratic institutions. The emerging concept of knowledge democracy moreover obliges us to realise that the institutional frameworks of today’s societies may appear to be deficient as far as the above mentioned undercurrents, trends and other developments demand change. Democracy is without a doubt the most successful governance concept for societies during the last two centuries. It is a strong brand, even used by rulers who do not meet any democratic criterion. Representation gradually became the predominant mechanism by which the population at large, through elections, provides a body with a general authorization to take decisions in all public domains for a certain period of time. Fragmentation of values has lead to individualisation, to uniqueness but thereby also to the impossibility of being represented in a general manner by a single actor such as a member of parliament. More fundamentally media-politics destroy the original meaning of representation.

Aspekty aksjologiczne, wyrażające wartości, na których zbudowano Unię, znalazły odzwierciedlenie w ważnym akcie prawnym, przedstawionym przez Komisję Europejską we wrześniu 2022 r. Europejski akt o wolności mediów udowadnia, że kwestie wolności i pluralizmu usług medialnych stały się dla Unii obszarem wrażliwym. Dokument ten uwypukla dwoistą naturę mediów – ekonomicznych graczy na rynku oraz ważnego aktora na arenie społecznej, mającego kreować sferę obywatelskiej aktywności oraz przestrzeń dla promocji standardów demokracji liberalnej: wolności gospodarczych i wolności jednostki.
The European Union’s activity in the area of media, which has been undertaken for the past four decades, demonstrates a growing interest in the problems of the sector od media services, not only in economic terms but also in establishing regulations to strengthen their independence, pluralism and the quality of their contene. Axiological aspects, expressing the values on which the EU was built, are reflected in an important piece of legislation that was presented by the European Commission in September 2022. The European Media Freedom Act proves that issues of freedom and pluralism have become a sensitive area for the Union. The document highlights the dual nature of the media – economic players in the market and an important actor in the social areas, meant to create a sphere of civic society activities and a space for promoting the standards of liberal democracy: economic freedoms and individual liberties.
