The term State appropriately reflects the dichotomous condition of contemporary journalism. The tension between the commercial and the functional side of the mass media leaves the journalist standing alone on the battlefiield facing a harsh dilemma to remain faithful to professional ethics or to give way to the pressure of ratings. In other words, striving to describe objectively, inform critically, and earnestly, leaves some space for your opponents or makes you dig out seemingly meaningful information and present it in the form of a factoid or a story that probably will not bring you closer to the truth but generates more buzz around the news and entertain the audience. It all comes down to a single choice – serious journalism versus tabloid journalism. In my opinion, it is a serious issue which has to be brought up in any discussion concerning the media. One can see it more clearly by looking closely at both notions. Serious journalism is responsible for its words, along with the awareness of the influence it has on the audience. Tabloid journalism, on the other hand, is marked by a nonchalant audience attitude. It is aware of its influence on the fans, but its impact is simplified compared to mass media doctrines, and comes down to the brutal slogan “riffraff would buy”. Though, not making a big fuss, it is worth saying that with journalism, having the meaning of a public service and letting down society, we are dealing with conflict of values and hitting rock bottom.

Recent worldwide convergence of telecommunication and information technologies and dynamic development of mass media lead to noticeable changes in functioning of contemporary countries and societies. Currently, modern information and telecommunication technologies (ICT) begin to play greater role and filter down to almost every field of contemporary human life becoming a very popular subject of researches. Information revolution, that is a rapid technological development, within the scope of computers, communication processes and so" ware (involving substantial decrease in the costs of processing and sharing information), is the driving force behind globalisation. As a result, many social spheres of men remain greatly influenced by modern technologies. Easy access to information (being a consequence of development of the Internet, television and mobile communications) affects millions of people in the world, and also changes rules of social life in a broader perspective. Increasingly greater social impact of telecommunication and information technologies and growing political importance of the Internet (as a form of ICT) seem to be vital arguments that substantiate the usefulness of this study. The aim was to answer question about influence of the Internet on political life, and thus its application into contemporary democracies. Answers to the above questions should be backed up with data concerning the usage of ICT (mostly the Internet) in various political processes. The further analysis include three phenomena: informing, communicating and voting.

The unethical advertising does not necessarily have to be forbidden. Sometimes a thing arousing common objection is not prohibited. The thing forbidden may only be something synonymously codified. The unethical advertisement which affects ones subconsciousness, constitutes an interesting instance. It was and has been of interest not only of scientists but also various impostors. Zigmund Freud was the one who proved that subconsciousness plays an enormous role in human’s life and may govern one’s acting without the consciousness taking part. There is nothing more tempting for advertising specialists, then and as a result, majority of countries forbids this kind of activity. In Poland as well, in “The Law Concerning Combating the Unfair Competition” (1993), such practices were prohibited. In the art. 3, law 1 it is said that by the unfair competition we understand acting against the law or against good custom if it establishes a threat or violates other contractor’s or client’s business. In the art. 16, law 1, point 4, one may read that such a deed in the advertising domain stands for the utterance, which by encouraging to purchase or to make use of particular service makes an impression of a neutral information. In particular, we mean here the so-called hidden advertisement or cryptoadvertisement. For many years the Polish legislator had not perceived it as necessary to refer to the subconscious or unethical (subliminal) advertisement.

A widely held belief has it that mass media is the fourth power. A question arises, however, as to whether the media create information instead of simply providing it. The editor of the book under review indicates that this situation leads to a number of pathologies, such as sponsoring, lack of objectivity, manipulations etc. The media, especially those in the hands of private owners, are profit-driven. Sensational journalism is aimed at attracting as wide audience as possible.

The most important issue of this paper is contained mostly, though vaguely, in the title. What is agenda-setting and how it is related with freedom of speech domain? In further part I will try to present those, theoretically distant problems. I will also try to present how political and business organizations can affect on daily agenda, so in fact how thy can create access to free speech. There are some situations in mass media world, when those practices can be considered as internal or external censorship. In this paper I specific cases, all selected from American political and media systems. I think that US system is full of contradictions, from law confl icts (state vs federal law, First Amendment), owners of mass media competition (corporations, FCC) and finally state controlled media on the contrary to free speech (censorship).

The category of nostalgia is the element of artistic message frequently used in popular music, which influences the reception of a particular song. In their activity musicians refer to the musical past by employing cultural references and utilise fashions present in a certain environment for their own benefit. This category is present in lyrics and music, in the stage shows (performing live, festivals, TV shows) and promotional activities (interviews, promotional video clips for the songs). Such referring to tradition became a constant element of artistic communication, anchoring the music in the past and taking into account the cultural specificities. Definitional capturing of nostalgia is not entirely possible: research into this category require approaches which take into account the aspects of context important for decoding the cultural content. Interpretive tools used by semiology or cultural studies allow to depict the elements included in the form and content of music and lyrics. They indicate the presence of nostalgia as a category determining the reception of artistic work.

Mass media, and especially digital media, have become an important tool of literacy and have increased their use in classrooms for educational purposes. This is of great interest in scientific literacy and Brossard and Shanahan (2006) developed an instrument to evaluate the understanding of scientific terms and basic science concepts. In this quantitative study we analyse the relationship between Spanish digital mass media and scientific literacy in pre-service primary teachers (N = 189). Results showed that these university students have a term knowledge level lower than the one found by Brossard and Shanahan in the USA. On the other hand, conceptual knowledge was not correlated at all to the term frequency in the Spanish digital newspapers considered. The conclusions suggest that participants do not use digital newspapers to improve their science education so a change in students’ use of those digital media from ludic to educational purposes is needed.

Celem artykułu jest interpretacja radiowej audycji autorskiej w antropologicznych kategoriach rytuału. Zakładam, że audycja radiowa, zwłaszcza prowadzona przez charyzmatycznego i obdarzonego autorytetem dziennikarza, jest swoistym rytuałem medialnym. Jego struktura i przebieg noszą znamiona działania rytualnego, determinowanego przez specyfikę medium, w jakim do rytuału dochodzi. Działanie rytualne przebiega w kontekście mediów masowych i charakteryzuje się wielokodowością i wielością parametrów, co wynika z faktu, że w procesie komunikacji tworzone są kontekstowe znaczenia na linii radiowi dziennikarze–słuchacze. Kategoria rytuału medialnego zostanie w tekście zilustrowana przykładami z audycji autorskich prowadzonych w Programie Trzecim Polskiego Radia przez Piotra Kaczkowskiego i Marka Niedźwieckiego w latach 80. XX wieku.
The objective of the paper is the interpretation of an author’s radio broadcast in the anthropological context of ritual. I imply that radio broadcast, especially led by a charismatic journalist enjoying the authority status, can be presented as a special kind of media ritual. Its structure and course bear the features of ritual activity, determined by the specific character of the medium in which such a ritual is held. The ritual activity runs in the context of the mass media and is characterized by multi-code features and multitude of parameters, which stem from the fact that in the process of communication the contextual meanings are generated between the journalists and the radio listeners. The category of media ritual will be illustrated in the text by the examples of the selected author’s broadcasts led by Piotr Kaczkowski and Marek Niedźwiecki held in the Programme Three of the Polish Radio in the Eighties of the 20th century.

The main purpose of the article is to present the principles of functioning of the Republic of Kazakhstan together with descriptions of two branches of law – copyright law and mass media law in Kazakhstan. The beginning of the article is dedicated to the legislature, which is represented by bicameral parliament. Its seats, the legislative process as well as the current political situation are described. Followed by the executive power description together with its representative, the Government of Kazakhstan, which can be formed or dismissed by the president. The way the Government is formed and its authority are presented as well. In the next part of the article is the judiciary of Kazakhstan which is described together with the system of common and special courts followed by description the way the judges are appointed. A separate part in the article is dedicated to the President of Kazakhstan who plays an important role in the authority system and officially does not belong to any branch of the power. While describing the functions of the president, the characteristic title of the First President of the Republic of Kazakhstan, “Elbasy” (the National Leader), which belongs to the current President Nursultan Nazarbayev, is also analyzed together with the features which make this title so special. The next part describes the ruling political party “Nur-Otan” (“the Luminosity of the Motherland”) which has been in charge since the year of 2004. The last part of the article is dedicated to the foundations of the copyright law in Kazakhstan and especially its basic legal acts, the bodies which are called to implement the copyright law and the copyright law specific features. The main legal acts and norms of Kazakhstani mass media law have been described as well, especially in the areas of advertising, print, radio and TV transmissions, rights and obligations of journalists.

Artykuł poświęcony jest roli odgrywanej przez dezinformację i propagandę w kształ-towaniu bezpieczeństwa państwa. Powszechne rozumienie pojęć nacechowane jest określoną oceną wartościującą i odbiega od interpretacji przytaczanej w literaturze przedmiotu. Zarówno informacja, jak i propaganda nie są działaniami nowymi, ale towarzyszą społeczeństwom praktycznie od samego ich powstania. Ich użyteczność w działaniach wojennych potwierdzają liczne przykłady historyczne. Rozwój dezinfor-macji i propagandy związany jest z rozwojem techniki komunikowania społecznego. Szczególne znaczenie obu rodzajów aktywności komunikacyjnej zostało potwierdzo-ne w trakcie rozwoju sytuacji na Ukrainie w 2014 r. Istnieją potencjalne zagrożenia dla Rzeczypospolitej Polskiej wynikające z jej zaangażowania w demokratyzację Europy Środkowo-Wschodniej. Obejmują one m.in. dezinformację i propagandę. Sposobem ni-welowania skutków tego rodzaju działań jest poznanie ich mechanizmów
The paper presents the role played by disinformation and propaganda in shaping sta-te security. Common understanding of the terms is characterized by value judgment and differs from the one included in the subject matter literature. Both disinformation and propaganda are not newly implemented activities but they accompany the society from its beginning. Their usefulness during war has been proved by numerous histori-cal examples. Development of disinformation and propaganda is connected with deve-lopment of mass communication technology. Special meaning of the mentioned com-munication activities was confirmed during development of crisis situation in Ukraine in 2014. There are potential threats posed to Republic of Poland as a result of Polish in-volvement in democratization of Central and Eastern Europe. They include, inter alia, disinformation and propaganda. The way of eliminating the effects of disinformation and propaganda is understanding their mechanisms.
