The purpose of this paper was to present ideas related to the creation of a self-government party in Poland, bringing together representatives of local authorities, community activists and all those for whom the idea of local self-government built „from the bottom up” was close to their hearts. The idea of creating a local government party appeared several times in discussions of members of Liga Krajowa association, which was an active entity on the political scene, a member of Electoral Action Solidarity of the Right, from the list of which League had its parliamentary representation. These concepts first appeared at the basis of the association's formation and then had a close connection with its further presence on the political scene. The local government party was supposed to be an electoral platform with a specific right-wing and centre-right political orientation, as well as to be the most important support for representatives of local authorities, but all efforts in this regard failed.

The article presents the result of quantitative research on local government elections in Poland carried out on October 21 and November 4, 2018. Its goal is to examine the proportions of lists registered by political parties and nonpartisan electoral committees and the mandates they have obtained. This proportion shows the degree of presence of political parties in local governments of various levels and sizes. The data were selected so that all provinces in Poland were examined (16), a number of districts were randomly selected (in provinces with less than 20 districts, data from half districts were examined, in provinces with over 20 districts, from one third). Within the selected districts, all communes were examined. The quantitative research shows that local governments elected in 2018 are not political only in small and medium-sized communes, in which the councils are made up mostly of councilors who were candidates from nonpartisan committees.

The main goal of the presented article is to form basic aims of research on the problems of family violence in the local community. In order to do so, an analysis of various international and national documents has been made as they are sources of standards applicable to local research on family violence. Adopting the perspective of the social sector as an essential one to counteract the phenomenon, and at the same time, to carry out research on the problem, four basic aims of research were suggested by the author: establishing the picture of the problem of family violence, working out the context of its incidence, recognizing and monitoring the possibility to reduce it in a local environment and the assessment of the effectiveness of applied solutions, programmes and means.

The paper explores Wrocław Civic Budget in the context of procedures and impact. It reviews various data to present different aspects of this process: number of projects submitted and implemented, citizens’ participation in the selection process, geographical distribution of the implemented projects and their contents, showing the significant fall in the citizens’ interest in the process after two years of its implementation. The paper aims to analyze whether the project in its current form actually succeeds in activating the citizens’ and involving them in the local decision-making on one hand, and changing the city on the other. The effectiveness of participatory budgeting in Wrocław is explored, considering such criteria as reliability, impact, activation and innovativeness. The data reveal both the successes and drawbacks of Wrocław Civic Budget, allowing for presentation of recommendations.

From 20 to 21 April 2009, in the cinema room of the Town Hall in Toruń, there was a two-day National Academic Conference entitled “Local Government: What it Should be Like?”. The conference was organised by the Institute of Political Studies at the University of Nicolaus Copernicus (UMK). The session’s initiator, as well as the academic director, was Prof. PhD (Prof. Dr Hab.) Alfred Lutrzykowski, a specialist and an expert of the subject of local governments. The organiser of the session chose as his main goal to explain the idea of local government in a state, as well as to define the direction of local governments development in Poland and in the world. Local government is an important and inseparable element, which decides about the level of democracy of both society and the state. It constitutes an arena, on which both smaller and bigger interests of various social groups are defined, but it is also an area in which the interests can be fully presented.

This article examines changes in Polish local press at the turn of the second and the third decade of the 21st Century, directly or indirectly related to the coronavirus pandemic. For years, statistics have been showing declining sales of printed press. This is mainly the case of the general-interest newspapers – national, regional, and local alike. Internet media platforms are increasingly important and often take over the role of the leading local media. Due to their limited reach, local publishers felt the losses from reduced advertising revenue and copy sales even more acutely than national publishers. Local press and small publishing teams struggled to cope with the impact of the pandemic and demand for digitization. So, what will the local press look like in the following years? How will the pandemic change the face of the local press? This study addresses these issues based on findings from desk research, case studies, and content analysis of relevant media. The result of the research is the confirmation of changes in the field of local communication, especially in its channels. The printed press arouses less and less interest among recipients and ceases to function as the fourth estate.

The political transformation in Poland, initiated in the first half of 1989, was the beginning of deep, systemic changes in all mechanisms of collective life and public authority. The transformations were characterized as complex and multifaceted, which generated new conflicts and socially perceptible costs. However, such deep changes were necessary because they opened the way for Poland and Polish society towards European standards of organization and activity of all entities of public life. The most important principles on the basis of which the new constitutional model of the state was built were deconcentrating the authority mechanism and decentralizing its powers. This meant that the administration alsobecame a very important area of transformational changes. In this regard, a special role was played by actions aimed at reconstructinglocal government which was to become an integral part of the new public authority system and to carry out a significant part of public tasks.

The text presents an outline of the history of local government development in Poland over the last hundred years, with particular emphasis on the last three decades. Its importance was discussed in the process of decentralization and democratization of the broadly understood political system. It was emphasized that it was this segment that was the first to be subjected to democratic changes and that it is in this area, both objectively and in the opinion of the public, that one can speak about the greatest success in rebuilding the social and political system of Poland. The extremely important role of self-government in the socio-economic development of the state was also pointed out, which is also connected with the fact that in no other country local governments play such a significant role in using EU structural funds. The role of local self-government as a school of democracy was also presented, showing that it is increasingly a kind of a center for the cadres of central power elites. Particular emphasis was placed on the fact that it is at this level that the instruments of direct democracy are used to the greatest extent, which favors democratic education in increasing social subjectivity. . It was also pointed out that after the parliamentary elections in 2015, won by the "Prawica Razem" coalition, the central authorities are taking steps to strengthen their position in relation to the local government.

Creation of new foundations for local government after regaining independence covered in practice only the former Russian partition. In remaining areas of the Reborn Republic of Poland, it was decided to temporarily preserve the administrative structures remaining after the former partitioners, adapting them only to the extent necessary. The first legal actions were the decree of the Head of the Polish State of 27-th November 1918 on the establishment of municipal councils in the area of former Congress Kingdom. There were two levels of self-government – rural communes and municipalities and the poviat. In the Prussian partition there were three levels of self-government – municipal (rural and urban), poviat, and at the highest level, there was a provincial council with an executive body. Structure of self-government in the area of former Austrian partition varied depending on the Crown Country. In Galicia and in Cieszyn Silesia showed many similarities.
Tworzenie nowych podstaw samorządu terytorialnego po odzyskaniu niepodległości objęło w praktyce jedynie były zabór rosyjski. Na pozostałych terenach odrodzonej Rzeczypospolitej zdecydowano się na czasowe zachowanie struktur administracyjnych, pozostałych po byłych zaborcach, dostosowując je jedynie w niezbędnym zakresie. Pierwsze działania prawne stanowił dekret Naczelnika Państwa Polskiego z 27 listopada 1918 r. o utworzeniu rad gminnych na obszarze byłego Królestwa Kongresowego. Funkcjonowały dwa szczeble samorządu – gmina wiejska i miejska oraz powiat. W zaborze pruskim istniały trzy szczeble samorządu – gminny (wiejski i miejski), powiatowy, a na najwyższym szczeblu sejmik prowincjonalny. Struktura samorządu na terenie byłego zaboru austriackiego była zróżnicowana w zależności do kraju koronnego. W Galicji i na terenie Śląska Cieszyńskiego wykazywał wiele podobieństw.

This article raises the issue of violation of legal interest which is crucial for the capacity to file complaints against the resolutions of the local government authorities concerning local climate fee. The author discusses the problem of local climate fee and its implementation as well as the legitimacy to file complaint. The article mainly deals with the problem of the meaning of the ‘violation of legal interest’ term during the court control of the acts of local law concerning local climate fee and includes a review of case law. The legal interest can be presumed as violated if someone is obliged to pay local climate fee or is a tax collector. It is also claimed that the applicant is entitled to demand the full legality of local climate fee which is also the part of the ‘violation of interest’ term.

The 5th French Republic was established aft er a period of parliamentary instability of the 4th Republic. It emerged from the concept of Charles de Gaulle, who presented its main ideas in his speech in Bayeux in 1946. As researchers indicate, the Constitution of the 5th Republic of 1958 met a wave of criticism after it came into force. For some it meant the introduction of the authoritarian political system in the state; others saw it as a system that will stabilize the situation in France and will prompt its development. It must also be noted that, although the French constitution has been amended a few times, its structure has never been questioned – even when some politicians changed their political stance and electorate. It is also worth pointing out that the critics of the existing political system focus on the excessive centralization of power in the executive bodies and on the minor role of public opinion in the formation of state ss policy. It should be noted here that until the constitutional reform of 2008, only the executive branch had initiated a referendum.

Celem artykułu jest przeanalizowanie budżetu obywatelskiego na przykładzie miasta Katowice pod kątem wpływu, jaki ma on na podnoszenie efektywności zarządzania gminą. Czy dzięki jego zastosowaniu rozwija się świadomość i zaangażowanie mieszkańców w sprawy lokalne. W artykule przedstawiono oprócz danych ogólnodostępnych wyniki badań własnych autora, przeprowadzanych w jednej z dzielnic miasta.
Local governance as a mechanism of comanagement in local government can be called as an effective tool to support quality of decisionmaking processes. One of its possible forms is participatory budget, which has been being implemented in Poland for several years. The aim of the article is to analyze the participatory budget on the example of the city of Katowice. The author is determined to verify the impact of this kind of budget on the municipality’s management efficiency. Whether thanks to its application, citizens’ awareness and involvement in local matters develops. The article presents, in addition to public data, the results of author’s own research carried out in one of the city’s districts.

The article presents a theoretical and legal analysis of local democracy. The top place in democratic transformations in local democracy; is an effective system of local self-government that is impossible without working mechanisms to implement legislation in the field of local democracy at both national and local levels. The author points out that the importance of local democracy is determined by its essence and role. After all, the local level is the closest to the population, needs, and problems. The creation of appropriate living conditions should be determined locally. It is determined that the term «local area» means a reasonably extensive range of phenomena and processes. In defining this term in scientific doctrine, emphasis is placed on a particular phenomenon or process. The predominance of local democracy is understood as a national model of democracy, as the participation of citizens in governance, as a form of self-organization of citizens and as a democratic system at the municipal level. Based on the analysis of scientific points of view, conclusions are made about the peculiarities of local democracy. The main characteristics of local democracy are an organization of the life of the territorial community on the principles of equality, participation, public dialogue; involvement of citizens in community affairs, dissemination of practices of local initiatives, referendums; self-organization of the population. The local democracy is the development of the people, the broad involvement of local people in participation in matters of meaning. Effective local democracy is a prerequisite for sustainable and equitable economic and social development, good governance, and the promotion of democratic values. The proper functioning of democratic institutions and processes at the local level is a determining and vital factor. Active citizenship at the local level lays the foundation for a stable and robust democracy at the national level because the policy at the national level uses practices and methods at the local level. In contrast, experience at the local level is the basis for national policy and reform.

The article presents the lowest level of local government – a commune – against the background of international local government standards formulated by such organizations as the Council of Europe, UNDP, OECD, the World Bank, the European Union. Firstly, the evolution of these standards is presented – starting from European Charter of Local Self-Government, through European Charter of Local Self-Government, ending with The Strategy for Innovation and Good Governance at Local Level and European Governance. Then, the range of implementation of these principles in Polish local government is analyzed. It can be determined that external influence in the form of international standards has been one of the key factors shaping the Polish self-government in the last 25 years.
