The analysis of women’s participation in elections has long been an important theme within political studies. Scholars have looked at factors that affect women’s participation in politics in general, as well as their decisions to run in parliamentary or regional elections. In 2011, as the second Central and Eastern Europe country (the first being Slovenia), Poland introduced gender quotas into the proportional electoral system. Researchers looking into the consequences of such systemic solutions in various countries have established that the intended goal of increasing the proportion of women in legislative bodies has not always been achieved. In fact, the outcomes have varied widely. Such discrepancies invite further examination. The presented study focuses on regional assembly elections in Poland between 2010 and 2018. The article elaborates on and complements the results of the authors’ prior work on the 2010 and 2014 elections. The research looks at how effective women were in winning the available mandates, what were their placements and which parties managed to get most women into the assemblies.

South Korea is a country where gender inequality has been observed from the past to the present. Many studies point out that gender inequality in Korean society is a consequence of Confucianism which still exists in the social norms, structure and hierarchy of society and the mentality of contemporary Korean people. It causes that gender inequality remains strong not only in the job market but also in the gender division of homework and care work issues, particularly in the sphere of family life. The main object of this paper is to investigate the possibility of making marital relationships equal while women are economically active. To achieve the paper’s main goal, the statistical analysis was carried out with logistic regression on data from the Korean Longitudinal Survey on Women and Families in 2012 and 2020. The results indicated that despite the significant social and economic changes in Korean society, women’s activity in the job market did not introduce a significant change in the division of household duties among men and women, which shows women’s involvement in economic support of the family it does not make any significant changes to the aspect of equality in the relationship.

While reforming of the Ukrainian state, an important part of ensuring the social process is gender issues, providing equal opportunities for self-realization of a person regardless of gender, age, nationality or social origin. In accordance with the Millennium Development Goals adopted by the world community in 2000, one of the priorities of international development and indicators of social and economic development is ensuring gender equality. The implementation of gender equality ideas contributes to the effective use of human potential and, consequently, to the expansion of human development opportunities. Studying the processes of creation and implementation of gender policy in public administration is one of the new areas of research at the current stage of state formation. Its relevance is due to the processes of democratization of the Ukrainian society and search for ways to increase the effectiveness of public policy concerning equal rights and opportunities for women and men. Nowadays it is paid considerable attention to gender equality aspects by many international organizations. Thus, the United Nations (UN) has developed a number of global Sustainable Development Goals (CDGs) for 2015-2030, which were approved in 2015 at the UN Summit on Sustainable Development and which now all countries are committed to. The fifth of the seventeen CDGs is to achieve gender equality and empower all women and girls. In 2017, the Government of Ukraine presented the “Sustainable Development Goals: Ukraine” national report, which addresses gender equality as an essential task. It is emphasized that in Ukraine it is necessary to create conditions for elimination of all women discrimination forms. In this regard the relevant objectives and basic indicators for their achievement have been identified. Despite the fact that the world pays more and more attention to research in the field of gender equality, in Ukraine this issue remains one of the marginal segments in the public administration science. Therefore a systematic study of the formation of a gender-balanced staff at local executive bodies is becoming important. It is the management staff of local executive bodies that is sharply criticized; its mistakes and misjudgments significantly affect the standard of living, the welfare of citizens of a particular administrative-territorial unit, and the image and authority of government and the state as a whole. In the article it is analyzed the principles and mechanisms of state gender policy in Ukraine in the social and labor area, in particular in the civil service, it is studied the latest changes in the legal framework on gender issues, and it is described the existing legal issues that slow the further development of gender integration in all spheres of public administration, it is developed proposals to improve gender policy legal framework at the current stage.

In the conditions of the full-scale invasion of the Russian Federation on the territory of Ukraine, the issues of gender-based violence, discrimination based on gender and domestic violence are more acute than ever before the Ukrainian society. The war became the catalyst that caused not only an increase in cases of such violence, but also complicated the process of identifying and recording them. Despite the military actions, Ukraine continues to take decisive steps to overcome this problem, following the Euro-Atlantic and NATO course. Ukraine supports the policy of gender equality aimed at overcoming all forms of discrimination based on gender. Ukraine has recognized gender equality as one of the global standards – one of the basic principles of a democratic society, and strives to achieve real, factual equality between women and men. Evidence of this is the active implementation of international and European legislation and the implementation of its provisions in the practical activities of state bodies and institutions of all levels. In order to overcome gender stereotypes, education is actively developing, the institutional capacities of state bodies and institutions, and local self-government bodies are being strengthened. Alongside this, statistical research findings suggest that women still have limited access to decision-making in armed conflict, despite their disproportionate contribution to humanitarian aid, and that women remain under-represented in the security and defense sectors , in particular at the level of decision-making, including in military and civilian positions in the Armed Forces of Ukraine, the National Police, in international operations to maintain peace and security. In view of the above, the issue of gender equality in the security and defense sector of Ukraine, in particular, in the bodies of the National Police, deserves special attention and remains relevant.

Ukraine continues to take decisive steps to overcome this problem, following the Euro- Atlantic and NATO course. Ukraine supports the policy of gender equality aimed at overcoming all forms of discrimination based on gender. Ukraine has embraced gender equality as a fundamental global standard, a cornerstone of democratic societies. The nation is actively working towards attaining authentic and factual equality between women and men, underscoring its commitment to fostering a society where equal opportunities and rights are afforded to individuals of all genders. Evidence of this is the active implementation of international and European legislation and the implementation of its provisions in the practical activities of state bodies and institutions of all levels. In order to overcome gender stereotypes, education is actively developing, the institutional capacities of state bodies and institutions, local self-government bodies are being strengthened. Furthermore, statistical research indicates that women continue to face restricted access to resolutions in armed conflicts, despite their significant contributions to humanitarian efforts. Women remain underrepresented in key sectors like security and defense, particularly at decision-making levels. This includes both military and civilian roles within the Armed Forces of Ukraine, the National Police, and international peacekeeping operations, highlighting an ongoing imbalance in gender representation within these critical areas. In view of the above, the issue of gender equality in the security and defense sector of Ukraine, in particular, in the bodies of the National Police, deserves special attention and remains relevant. The responsibility for implementing a cohesive state gender policy within the units of the National Police of Ukraine lies with the Human Rights Office of the General Inspection and Human Rights Department of the National Police of Ukraine (hereinafter referred to as the Human Rights Office). Despite the considerable volume of the legal framework outlining a diverse range of competences for the Human Rights Office as a subject of administrative and legal relations, it can be confidently stated that there has been no thorough examination of the regulatory and legal aspects governing the activities of the Human Rights Office in the field of implementing the unified state gender policy. This lack of comprehensive study contributes to the presence of numerous gaps in the legislative foundation of the Human Rights Office’s activities. All this actualizes the topic of the corresponding scientific research, testifies to its scientific and practical usefulness, taking into account the recent significant intensification of domestic law-making processes aimed at defining the legal foundations of gender equality and nondiscrimination, the integration of European and international legislation into domestic legislation.

The aim of the research is to analyze research reports, articles and diaries showing how women function during the COVID-19 pandemic. The subject of my analyzes was quantitative and qualitative data showing differences in the functioning of women and men during the pandemic, along with their real and potential consequences from the perspective of gender equality. Although I was mainly interested in the situation of women in the text, the adopted perspective of gender equality required me to often (for comparative purposes) compile data regarding men. The article attempts to answer the question: What changes in particular areas of women’s social functioning have been caused by the COVID-19 pandemic? I decided to use nonreactive research using the method of analyzing existing data. My research shows that the Covid pandemic has caused unfavorable changes from the perspective of gender equality, not only in Poland, but also in other countries belonging to the European Union. Women suffered health consequences, felt exhausted by their duties and returned to stereotypical social roles. Despite the attempts to eliminate gender inequality in European Union countries (including Poland), the COVID-19 pandemic has significantly reversed progress in these activities.
Celem badań jest analiza raportów badawczych, artykułów i pamiętników ukazujących sposoby funkcjonowania kobiet podczas pandemii COVID-19. Przedmiotem podjętych przeze mnie analiz były dane o charakterze ilościowym oraz jakościowym ukazujące różnice w funkcjonowaniu kobiet i mężczyzn podczas wspomnianej pandemii wraz z ich realnymi oraz potencjalnymi konsekwencjami z perspektywy równouprawnienia płci. Choć w tekście interesowała mnie głównie sytuacja kobiet, to jednak przyjęta perspektywa równości płci, wymagała ode mnie często (w celu porównawczym) zestawiania danych dotyczących mężczyzn. W artykule podjęto próbę odpowiedzi na pytanie: Jakie zmiany w poszczególnych obszarach społecznego funkcjonowania kobiet wywołała pandemia COVID-19? Zdecydowałam się na zastosowanie badań niereaktywnych, korzystając z metody analizy danych zastanych. Z prowadzonych przeze mnie badań wynika, że pandemia Covid spowodowała niekorzystne zmiany z perspektywy równouprawnienia płci, nie tylko w Polsce, ale również w innych krajach należących do Unii Europejskiej. Kobiety poniosły konsekwencje zdrowotne, odczuwały przemęczenie obowiązkami i ponownie powróciły do stereotypowych ról społecznych. Pomimo obowiązującej w krajach Unii Europejskiej (również w Polsce) próby niwelacji nierówności płci pandemia COVID-19 mocno cofnęła postępy w tych działaniach.

The objective of the article is to analyze equal access of women and men to positions in the Polish Council of Ministers after 1989. The percentage of women in the Councils of Ministers established between 1989 and 2019 was at the level of 12.55%. Only in the office of Kopacz, the female ratio reached the value of 31.58%, i.e. the level of the so-called critical mass of 30%, which may constitute the threshold of the real influence of women on political decisions. The governments of Morawiecki (1st government) and Szydło were composed of 27% and 25% women, respectively. However, only 13% of women were in the subsequent (2nd) cabinet of Morawiecki. This proves that in the coming years in Poland, the perspective of gender balanced governments, which were created, among others: by the Prime Ministers of Sweden in 2014–2021 and of Canada since 2015, is unlikely to be realized.
Celem artykułu jest analiza równego dostępu kobiet i mężczyzn do stanowisk w Radzie Ministrów po 1989 r. Wolumen kobiet w Radach Ministrów funkcjonujących pomiędzy 1989 a 2019 kształtował się na poziomie 12,5%. Jedynie w gabinecie Ewy Kopacz współczynnik kobiet osiągnął wartość 31,6%, czyli poziom tzw. masy krytycznej wynoszącej 30% i mogącej stanowić próg rzeczywistego wpływu kobiet na decyzje polityczne. W skład rządów Mateusza Morawieckiego (I. rząd) i Beaty Szydło Kobiety wchodziło odpowiednio 27% i 25% kobiet. Natomiast w kolejnym gabinecie Morawieckiego (II. rząd) znalazło się zaledwie 13% kobiet. To świadczy, że w najbliższych latach w Polsce raczej nie zarysuje się perspektywa rządów zrównoważonych pod względem płci, które zostały utworzone m.in.: przez premierów Szwecji w latach 2014–2021 oraz Kanady od 2015 r.

Celem podjętej analizy było stwierdzenie, czy i w jaki sposób ustawowe regulacje dotyczące równego statusu kobiet i mężczyzn, zawarte w Kodeksie wyborczym, uchwalonym przez parlament 5 stycznia 2011 r., wspierają udział kobiet w sferze publicznej na poziomie lokalnym. Zbadano, jak kształtowała się reprezentacja kandydujących i wybranych do organów stanowiących samorządu terytorialnego w okręgu nr 9, w zależności od obowiązującego sytemu wyborczego (proporcjonalnego i większościowego). Analiza dotyczyła obecności kandydatów-mężczyzn i kandydatów-kobiet na listach wyborczych oraz liczby uzyskanych przez obie płci mandatów na poziomie gmin, powiatów i województwa. Na jej podstawie dowiedziono, że wyrównywaniu szans wyraźnie sprzyja system proporcjonalny, ale tylko na etapie partycypacji kobiet na listach wyborczych. Porównując odsetki uzyskanych mandatów zauważono, że więcej miejsc w organach stanowiących kobiety zajęły tam, gdzie obowiązuje reguła większościowa, tj. w radach gmin (za wyłączeniem miast na prawach powiatu).
The aim of the analysis that was conducted was to state whether and to what degree legal regulations on equal status of men and women, included in the electoral code and passed by the Sejm on 5 January 2011, support women in their participation in the public sphere on a local level. We did research into how the representation of candidates and the elect-ed to the organs of the local self-government in a constituency no. 9 was formed, which depended on the current electoral system (proportional and majority electoral system). The analysis concerned the presence of men and women candidates on the electoral list and the number of mandates won by both genders on the level of districts, counties and provinces. On its basis, it was proved that the proportional electoral system clearly sup-ports equal opportunities but only at the stage of women’s participation on electoral lists. Comparing the percentage of mandates won, we noticed that women occupied more positions in organs where the majority electoral system is applied, that is, in district councils (excluding town and cities with county rights).

The education system and its role in reproducing gender inequality have been discussed in different European countries for over 40 years. The research-based reports from 16 European countries delivered to European Commission within Exchange of Good Practice on Gender Equality forum created a unique opportunity to learn about the main themes, intensity and stages of development of gender and education discourse across Europe. The analysis of the situation in various countries revealed some differences and similarities in the approach to introducing gender in education between post-communist countries and countries with long-time history of gender equality debate. The areas of difference refer to social perception of gender, discrepancy between official legislation and practice, cooperation with educational authorities, textbooks contents and attitude to sexual education. The major similarities concern teachers’ awareness and attitudes, gender gap between boys and girls in scholastic achievements, segregation in vocational choice and feminization of teaching profession. The country overview allows to locate Poland on the map of this European discourse as well as to show inspiring examples coming from the countries far more developed in introducing gender sensitive mechanisms in educational practice.

Opis:
March 8 as International Women’s Day is the consequence of the work of labor movements in North America and Europe. The holiday, established in 1910 during the 8th Congress of the Second International in Copenhagen, was to promote the idea of women’s rights and build support for universal suffrage of women. The first celebration of the International Women’s Day was held on 19 March 1911 in Western Europe to commemorate the 1848 March Revolution. In Russia, and then the USSR, it was decided to organize it on the anniversary of women’s participation in the demonstration in Petrograd (now St. Petersburg) on 8 March (23 February - according to the Julian calendar) 1917. In the interwar period in Poland (on the initiative of the PPS) Women’s Day was celebrated on 19 June, commemorating the abolition of slavery in the United States. In 1972, the UN General Assembly, on the wave of efforts to change its policy towards women, proclaimed 1975 the International Women’s Year. Until 1977 - when the UN General Assembly recognized 8 March as the International Day of Women’s Rights and International Peace, which could be celebrated on a day chosen according to the tradition of a given country - this holiday was mainly celebrated in socialist countries.
8 Марта, как Международный женский день - это результат рабочего движения в Северной Америке и Европе. Праздник, учрежденный в 1910 году во время 8-го Конгресса II Социалистического интернационала в Копенгагене, был предназначен для пропаганды идей прав женщин и для оказания поддержки для получения ними всеобщих избирательных прав. Впервые Международный женский день отмечался 19 марта 1911 года в Западной Европе в ознаменование мартовской революции 1848 года. В свою очередь в России, а в последствии в СССР, было принято решение отмечать его в годовщину участия женщин в демонстрации в Петрограде (сегодняшнем Санкт-Петербурге) 8 марта (23 февраля по юлианскому календарю) 1917 года. В межвоенный период в Польше (по инициативе PPS) Праздник женщин отмечался 19 июня, то есть в день памяти об отмене рабства в Соединенных Штатах Америки. В 1972 году Генеральная Ассамблея ООН, на волне своих усилий по изменению политики в отношении женщин, объявила 1975 год Международным годом женщин. До 1977 года, когда Генеральная Ассамблея ООН признала 8 марта Международным днем прав женщин и мира во всем мире, который можно праздновать в любой день, выбранный в соответствии с традициями данной страны, этот праздник отмечался в основном в социалистических странах.
