Scholars over the years have delved into the discourse of states’ foreign publics engagements in their foreign policy objectives. This analysis is done generally with the western perspective of public diplomacy with recent Asian scholarship evolving. As a result, this study aims to reflect on public diplomacy from an African perspective. Therefore, it analyses how African governments have been engaging their foreign publics (foreign governments and their citizens) to attract foreign aid, tourism, and investments in their nation-building and development trajectory. The article explores African public diplomacy mechanisms such as diasporas, nation branding, cultural diplomacy, and many others. It also digests some of the challenges confronting African governments in their public diplomacy campaigns, like lack of research, human and financial resources, and lack of coherent foreign policy documents. The article’s findings demonstrate that although Africa generally has rich public diplomacy resources, these are not adequately harnessed in most African states’ foreign policy. This situation has led to poor foreign policy implementation by most African governments. The study contributes to the public diplomacy scholarship in general and African public diplomacy in particular, which scholars have underexplored. It concludes that scholars should delve into the exegesis of the rich African public diplomacy currencies.

When analyzing events which unfolded in the Ukraine during the final months of 2004 and the involvement of Polish politicians and public opinion in the struggle for the preservation of the democratic character of presidential elections, a question arises regarding the connection of their actions with the political projects of Jerzy Giedroyć, the founder and sole editor of an influential magazine and a centre of political thought, which was Culture, published in Maisons-Laffitte, near Paris, in the years 1947–2000. Historians and political scientists rightly emphasize the fact that the „Eastern doctrine”, also known as the ULB doctrine (from the abbreviation of „Ukraine, Lithuania, Belarus”), has been a constant element of Polish foreign policy since 1989. Generally speaking, Giedroyć was convinced that nationalist impulses would eventually destroy the Russian empire from within, and a sovereign Poland would gain three new neighbours in the East: Ukraine, Lithuania and Belarus. This process was expected to take place in the near future, as foreseen by Culture contributors who called on the émigrés from Eastern Europe to work together in laying solid foundations for the future partnership.

This study focuses on the implications of the enactment of the Act on the Promotion of Education of Critical Foreign Languages in Korea. This act is a legal institutionalization of the state’s responsibilities for and roles of teaching less commonly taught foreign languages. Foreign language education policy in the country has focused on English and a few major foreign languages. However, the Korean government came to realize the importance of teaching numerous languages that had been considered minor ones to cope with “glocalization”. With the enactment of this Act, the Korean government officially recognized the importance of education related to various foreign languages within its legal framework for public education. The objective of this study is to review the background and outline of the Act and examine the implementation of the projects associated with it. This paper also discusses the expected effectiveness of the Act for teaching diverse foreign languages and issues in the implementation process.

The concept of “diplomacy” combines the foreign policy activities of state leaders and supreme authorities. At various stages of the development of society the methods and means of diplomacy changed. In the Middle Ages the protocol is the rules of paperwork and archiving. Subsequently ceremonial issues began to be attributed to the diplomatic protocol. Currently the diplomatic protocol is a set of generally accepted norms, traditions and conventions that are observed in international communication. The purpose of the study is to analyze the evolution of the Soviet protocol as an instrument of the state’s foreign policy based on the analysis of regulatory documents. The novelty of the study lies in the fact that the author considers the diplomatic legal culture as a component of the image of the state, in which ideology influenced all aspects of society, including the rules of communication between a Soviet citizen and foreign partners. It was revealed that the employees of the Protocol Department of the People’s Commissariat for Foreign Affairs (PCFA), and primarily its head D.T. Florinsky (repressed in 1934) and V.N. Barkov (repressed in 1941, rehabilitated in 1958), were able to “reconcile”, as evidenced by regulatory documents, the European diplomatic protocol with the norms of Soviet ideology. Through its work the Protocol Department tried to destroy the idea of the USSR as an “empire of evil”; it was part of the positive image of the USSR, like the Bolshoi Theater, Soviet sports and Russian literature. As an actor in world politics the Soviet Union could not but accept the main provisions of the Vienna Convention on Diplomatic Relations. Ignoring the international norms of the protocol is a denial of equality, sovereignty, territorial integrity of the state, and as a result, loss of reputation in the eyes of the world community.

As Susilo Bambang Yudhoyono won the 2004 presidential election, it marked the end of Indonesia’s democratic transition era and experienced a dynamic change in foreign policy. The new international identity that viewed Islam as an asset was introduced by SBY, emphasizing the importance of moderate Islam as opposing extremism. The phenomenon of Islamic influence was not only the result of democratic consolidation domestically but also external factors such as the aftermath of 9/11 that portrayed Muslims as potential terrorists. For this reason, Indonesian foreign policy attempted to diminish such misconceptions and tried to be a peacemaker or a mediator in Muslim-related issues globally. To contextualize the analysis, the study focuses on the influence of Islam in Indonesian foreign policy towards the Palestinian-Israeli conflict and Pakistan. The mutual aspirations on the Palestinian statehood shared by both the government and the Muslim elements in society could be found, while religious sentiments were noticeable, as shown by the Muslim groups. In contrast, the influence of Islam in Indonesia-Pakistan relations, especially regarding the Kashmir dispute, was absent due to the difference in views of the government and the Muslim groups and constraining factors, including Indonesia’s national interest priority.

The aim of the research was to create a Foreign Language Anxiety Inventory in the Polish language intended for adolescent and adult students. The items of the Inventory were formulated on the basis of the definition, components, sources and manifestations of language anxiety. The data was collected from 113 Polish students of humanities. Foreign languages learned by the participants were English, French, German and Russian. A principal components analysis with varimax rotation was performed on the responses to 60 items of Foreign Language Anxiety Inventory. The analysis identified five following factors explaining 57% of the variance in the data: speaking and self-image, formal evaluation of foreign language proficiency, feeling incompetent, avoidance of learning and physiological reactions together with nervous behaviour. The values of Cronbach α coefficient for the identified five factors ranged between 0.85 and 0.95. The Inventory can serve as a research tool in diagnostic and experimental research.

Przedmiotem artykułu jest prezentacja porządku prawnego Indii w zakresie rozwiązań dotyczących przyjmowania i wykorzystywania środków zagranicznych przez podmioty sektora publicznego oraz prywatnego. Podstawą prawną jest ustawa o wkładzie zagranicznym, uchwalona w 2010 r. (Foreign Contribution (Regulation) Act 2010) wraz z nowelizacjami. Za cel przyjmowanego aktu normatywnego przyjęto określenie konkretnych zasad, które określają możliwość finansowania zagranicznym wkładem podmiotów prowadzących swoją działalność na terenie państwa. Założeniem legislatywy było zmniejszenie możliwości wpływania w sposób pośredni na politykę państwa, a także zapobieganie działaniom szkodliwym dla interesu narodowego oraz wartości, takich jak demokracja, państwo prawa, transparentność działania organów państwowych oraz ochrona praw obywatelskich.
The article presents the legal order of India in the field of legislative solutions regarding the regulation of the use of foreign funds by public and private sector entities. The legal basis is the Foreign Contribution (Regulation) Act 2010, with amendments in subsequent years. The purpose of the adopted normative act was to define specific rules that condition and allow for the possibility of financing entities operating within the country with foreign contributions. The assumption of the legislation was to reduce the possibility of indirect influence over the state policy, as well as to prevent actions harmful to the national interest with its core values, such as democracy, the rule of law, transparency of state bodies and the protection of civil rights.

The aim of the article is to show the possibility of using the idea of autobiographical narrative in the process of learning a foreign language. The article is composed of two parts, the former presenting the theoretical background of autobiographical narratives in the light of latest glottodidactic literature, the latter presenting the results of the author’s autobiographical narrative research conducted in the year 2012 amongst the students of Classical and Mediterranean Philologies of Wroclaw University (Institute of Classical Studies). The writing of this article was inspired by the published work of Dorota Werbinska22 and her study conducted amongst the students of English Philology as well as the students of non-philological fields of study like managerial studies and elementary education with English. The main objective of the article is to show the possibility of using the autobiographical study in the more effective process of teaching foreign languages.

The aim of the article is to present vital issues related to the school situation of foreign children in Poland. The first part concerns the processes of education and integration of this group of students and legal possibilities to support them. The second one is devoted to the presentation of two (co-written by the author of the article) pedagogical innovations (intercultural portfolio and intercultural tales), which allow us to work with foreigners (kindergarten or first grade) and culturally diverse groups. They serve teaching Polish as a foreign language and forming sensitivity towards otherness. Poland is a country with a relatively low degree of cultural diversity. Working with foreign students is still a big challenge for the teaching staff. Properly chosen educational methods are an important part of the success of the education and integration of foreign students. Evaluation studies show that the methods presented in the text, because of their specificity (possibility of an active and creative learning), gained approval of students and teachers, and are effective. They motivate students to learn and share knowledge about their own culture. They can be used in the course of various activities in the area of education. This article is for everyone interested in intercultural education of children.

A common knowledge shapes our perception of the world and forms our understanding of political phenomena. And almost everyone could agree with the argument that circumstances influence politics. The ebbs and flows in influence, power, prerogatives, performance, and activity of many political actors are an effect of changes in the world outside of them. But one may reasonably argue: what is the cause and what is the result? Is it really true the circumstances evidently, clearly have an effect on e.g. US presidential prerogatives? Or, quite contrary, is the actual, current politics as active as the presidents used their power? The article is about how the two worlds influence each other, what are the mutual connections between politics and political actors’ powers.

For the purposes of this article it has been assumed that public opinion is a rapidly changing state of consciousness of large social groups, made up of more or less stable ideas and beliefs, relating to debatable issues, which has a direct or indirect impact on the current or future interests of society by its properties. This article aims to analyze the impact of public opinion on Polish foreign policy after 1989. The article assumes that: the public opinion has an impact on decisions affecting foreign policy, although the extent of this impact is very different and often is purely indirect; impact of public opinion in Poland on foreign policy increases, but still shall be defined only as incidental impact; public opinion in Poland does not determine foreign policy.
