The contemporary world is full of threats. Their scale, variety and dynamics make single countries, especially those smaller and less wealthy, unable to prevent them. Also former leaders of world politics such as France and Great Britain find this harder and harder. That is why, among integrating European countries there appeared the idea of Common Security and Defence Policy. Its assumption was strenghtening cooperation in these spheres, coordination of positions or the creation of rapid reaction forces, which may lead to common defence. Bearing in mind the events happening just outside the EU (North Africa, Middle East, Ukraine) and inside the EU (Paris terrorist attacks in 2015) there is a question what assumptions have been accomplished? What can the EU do to protect its citizens? These are the issues the article deals with.

This article presents the results of research, which set out to clarify the importance and role played by the concept of using A2/AD capabilities in the military strategy of the Russian Federation. Analysis and criticism of the literature were used to solve the research problems. In order to guide the research process, a hypothesis was formulated, assuming that the Russian concept of using A2/AD capabilities is an operationalisation of a broader military strategy for defeating the adversary, as well as an effective deterrence mechanism. The research process established that the Russian concept of using A2/AD capabilities is a theory and operational practice, a broader military strategy of achieving multi-domain superiority over the adversary by conducting strategic offensive operations. Integrating offensive and defensive operational capabilities plays a key role in this concept, which guarantees possession of the strategic initiative and maintenance of dominance in the international security environment and supports the idea of creating Russian spheres of influence. It also prompts NATO states to counter the supremacy of the Russian Federation.

Today countries participating in space activities, share serious concerns about militarization of space. The defense of space can become an important issue in the international arena, because counteracting emerging threats will probably be associated not only with the development of technology and operational capabilities, but also with the creation of political alliances or attempts at international agreement on certain “rules of the game” for space operations. Ultimately, the growing importance of “space for defense” creates the need for “defense of space”. Individual countries remain the main actors in the field of space defense. Military strategies are defined at national level, and the development and exploitation of military space assets are managed by national organizations. Today, most European countries recognize space as a strategic area, next to land, sea, air and, increasingly, cyberspace, but they have adopted different policies and doctrines depending on their sensitivity, priorities and concerns. European space forces also have different governance structures with significant differences in the distribution of roles and responsibilities, including space agencies and private entities.

The purpose of this article is to present the operational capabilities of the OSCE in regulating armed conflicts and their application in the former Eastern bloc countries. In order to show the role of the OSCE in the regulation of armed conflicts, OSCE operational capabilities have been structured in a conceptual grid including: OSCE regulatory tools – in the form of missions, field offices and field coordinators; regulatory mechanisms and emergency mechanisms applied in the light of the peaceful pathways of OSCE involvement in the regulatory process. The common feature of operation at each phase is the broadly understood maintenance of stability or achieving stability. There are armed conflicts against which the OSCE has selectively used regulatory activity, omitting certain phases of the conflict, and those against which the application of regulatory tools has not led to lasting stabilisation. The results presented in the paper confirm the correctness of considering the above theories against the background of the conflict cycle concept. Institutional and legal analysis and comparative analysis were used in this paper.

Opis:
The changing political system of the XXI century has brought many shifts not only in the global balance of power but also in various regional balances scattered across the globe. The rise of national power in countries beforehand classified as small powers or other equivalents has forced to once again place these states in the newly created balances of power. Amongst these states is Poland, whose national power has grown substantially in the last decade. Hence, it is necessary to analyze how Poland compares to other states in the international system, on a global and regional level, and through this evaluate what Poland’s international position is. The article aims at assessing Polish national power and roles in regional initiatives to examine how Poland is placed in the global and regional balance of power.

The NATO process of civil emergency planning (CEP) is a tool that allows the Allied forces to extend their logistic support capabilities in crisis periods and on a war footing. The civil logistic infrastructure is a “backbone” of national logistic systems. The Allies’ strategic concept has increased reliance on general civil resources and transportation assets to meet military requirements for strategic and operational mobility and sustain operational forces. The following study presents a conceptual model for evaluating the logistic capabilities of land intermodal terminals, discussed in the example of Poland, using methods implemented in management and quality sciences. The results can help configure logistic transport chains and evaluate capabilities to provide logistic services to potential recipients during crises and war. Intermodal transport is a typical service implemented by sea-land transport chains, where land facilities serve as essential elements. Therefore, land intermodal terminals play a crucial role in the state’s logistic system and logistic support when a crisis or a conflict is in progress. It is mainly applied to support national and allied forces in the joint operations area.

Bezpieczeństwo jest dziś słowem-kluczem. Bez jego zagwarantowania nie może być mowy o rozwoju społeczno-gospodarczym państw czy organizacji. Bez niego żaden podmiot nie będzie w stanie sprostać pojawiającym się co chwilę wyzwaniom. I choć świat ulega dynamicznym przeobrażeniom, to jednak wciąż w cenie jest posiadanie realnej siły i zdolności odstraszania potencjalnych nieprzyjaciół. Poprawne lub nawet świetne kontakty gospodarcze nie zastąpią więc sił zbrojnych, silnych przemysłów obronnych czy paktów militarnych. Dlatego państwa Starego Kontynentu, wszystkie bez wyjątku, zdać muszą sobie wreszcie sprawę, że trwające od lat redukowanie wydatków wojskowych i wykorzystywanie USA jako gwaranta europejskiego bezpieczeństwa musi się zakończyć. Czas, by Europa wzięła większą odpowiedzialność za siebie i świat. A potencjał ku temu jest wystarczający.
Security has become the key word nowadays. Without the guarantee of security there is no social or economic development of countries or organisations. Without it no subject will be able to face ongoing challenges. Even though the world is evolving dynamically, it is still essential to have real power and the ability to deter potential enemies. Satisfactory or even excellent economic relations will not replace military power, strong defense industries or military pacts. Therefore, the countries of the Old Continent, without exceptions, must finally realise the fact that decrease in military expanses and treating the USA as a guarantee of European security must come to an end. It is high time Europe took greater responsibility for itself and the world. The potential to achieve this goal is big enough.

The change in the name of the US Pacific Command to the US Indo-Pacific Command, which took place on May 30th , 2018, most clearly shows how the American perception of the security of the region is changing. Trump’s Indo-Pacific concept has replaced B. Obama’s Pivot concept in Asia. Seeing China as a strategic rival and a revisionist power, which has been mentioned in the national security strategy and the national defense strategy, the United States is trying to limit Chinas influence by strengthening formally existing alliances and ties with so-called strategic partners. The following article is an attempt to analyze the military dimension of the emerging need for the US to treat the Indo-Pacific as a unified operational theater, particularly in the context of the deteriorating security situation in the South China Sea and the ongoing Chinese militarization of the region.
