The objective of this study is to present the opinions of Ukrainian secondary school students, living in a boarding school in Lublin, on their adaptation to the new environment while studying in Poland. The questionnaire method was used, which offered an insight into particular aspects of adaptation for their studying abroad, e.g., coping with being parted from their family, managing free time, adjusting to the new educational environment, viewing the Polish society, as well as observing differences and similarities between the Polish and Ukrainian culture. The collected data point to a need to intensify educational activity promoting the space of mutual understanding between the citizens of the neighbouring countries. The problems revealed in this study show that the educational migration of Ukrainian students to Poland requires implementing a long-term and systemic educational policy that would shape multicultural competence of the Polish society.

The victory of Chinese communists over the Kuomintang, backed by the United States, in the Chinese Civil War, which resulted in the foundation of the People’s Republic of China on October 1, 1949, was the most signifi cant international event a er the Second World War. It reverberated not only through the whole world, but also around Poland. The People’s Republic of Poland broke diplomatic relations with the Kuomintang government of the Republic of China in August 1949. It was the seventh country of the world to recognize the People’s Republic of China on October 5, 1949, and, two days later, Poland and China reestablished diplomatic relations. It is worth mentioning that this fact was generally well received by the Polish society of the 1950s.

Numerous public opinion polls conducted in Poland since the 1990s have tried to answer questions linked with the processes of installing, and later stabilizing the new democratic order. Theoretical considerations were conducted on the basis of political science, sociology, and communications studies dealing with the democratic system, tended to concentrate on procedural questions as well as in institutional frameworks dealing with the functioning of the democratic system. Analyses dealing with the social reception of the political transformations and their reflection in the state of social awareness most often were in reference to the situation concerning successive political elections. It would appear the linking of these research approaches, of the so-called theoretical studies of the democratic process in the political system as well as empirical findings, and also perceived social signals resulting from public opinion research, may lead to the creation of more valuable results, as well as the posing of new research questions.

The COVID-19 pandemic occurred in Poland during the campaign before the presidential election scheduled for May 10. This non-military threat changed the election campaign’s dynamics, leading to an unprecedented failure to hold elections and postponing them. Around the changes in the election procedure, many constitutionalists and political scientists voiced their inconsistency with the law and the provisions of the Constitutional Tribunal. Both the proposed provisions and the manner of their organization raised objections. The article classifies these changes as manifestations of democratic backsliding, weakening democratic institutions and leading to a decline in the quality of democracy. The research goal is to analyze the records in the selected source material and relate them to the selected theoretical category (democratic backsliding). In the course of the research, the following hypothesis is verified: in the face of the COVID-19 epidemic in Poland, attempts by the ruling elite to change the provisions related to organizing the presidential elections scheduled for May 10 are an example of democratic backsliding, which, by weakening democratic institutions, has threatened the constitutional provisions and the essence of the democratic system.

The notion of ‘style’ with reference to power is inherently vague and non-existent in the research terminology of social science. On the other hand though, it is difficult to find a more adequate expression to describe a peculiar, individual way of making use of powers deriving not so much from systematic adjustments as from the personality of a leader. Political power does not simply come down to a simple mechanism of giving and executing orders. It is a sort of performance demanding appropriate requisites lights, prestige and actors. As Herman suitably states: authority by its very nature seeks obedience and enhances prestige. Adopting a common view that each leader is a product of his own age, the personality of a president, therefore, incorporates both individual features and a shared experience of his generation. Considering the ways of realization the presidential power in Poland after 1989 it should be referred not only to its institutional or political aspects but also to historical and cultural background as factors co-determining this peculiar model of leadership.

Ongoing globalization, open borders, emigration and the increasing phenomenon of multiculturalism make it necessary to deal with the diversity of a pluralistic society. It has been extremely important to prepare children and young people to live in such a society, which is to shape their attitudes on the acceptance of cultural diversity, respect and tolerance for minorities or ethnic minorities, to help combat stereotypes, prejudice, racism and xenophobia. This task can be achieved through intercultural education. This article focuses on the analysis of the inclusion of multi – and intercultural education in the modern grammar school curriculum in the schools of Koszalin as an example of public institutions in the cities of one culture.

Various aspects of the term Catholic Church can be considered: theological, sociological, legal or politological. For the purpose of this article the defi nition of the Church as formulated by political science will be essential, although in this discipline various connotations exist. The Church is referred to as a denomination, religious community, an interest group or a political entity. Among authors writing about the Church as a denomination are Wolfgang Ernst Böckenförde and Heindrun Abromeit. Both of them focus on the spiritual-religious aspect of Church activities, at the same time emphasizing that political activity is not the principal aim of the Church. Broader theories of Church activities as an interest group are presented by Carolyn M. Warner and Dietrich Hierlemann. Classifying the Catholic Church as an interest group C.M. Warner claims that this institution makes eff orts to get preferential treatment by political authorities, and its goal is to gain certain resources from the economic and political systems. The Church attempts to lobby democratic governments through political parties and other means, as it intends to have an infl uence on the educational system, impose its moral values on society through legislation, or retain certain tax reliefs. The Church tries to provide its members with certain collective goods (such as answers to moral and philosophical dilemmas), affiliation-based (e.g. cult site), or individual incentives (e.g. sacraments). The Catholic Church, therefore, in addition to an organized religion, can be referred to as an untypical interest group D. Hierlemann similarly states that the Church acts as a representative of interests and a lobbyist that attempts to make infl uential contacts, establish good relations with decision makers and play for resources. The Church acting in the secular sphere is subject to the same priciples as other associations (Verbände). This entity tries to promote its interests in the political process. In reference to theories describing the functioning of associations in the lay-political area we can examine the activities of the Church within the political system. From this perspective D. Hierlemann analyzes various forms of lobbying done by the Catholic Church in Poland.

“More and more phenomena are assuming a political dimension, and the surrounding world of politics is beginning to overwhelm us. Despite its grounding in rationality, and despite efforts to adapt it to the changing forms of social life, it systematically yields to derealisation. The key notions in this area, such as liberty, equality, democracy, raison d’état, revolution, counter-revolution, are becoming increasingly disconnected, receive variegated explanations and interpretations in political practice, are readily subject to manipulation.” Cultural myth expresses a collective, emotionally charged belief in the veracity of a conceptual content, a memory, and simultaneously provides a model, a set of rules for social behaviour. Leszek Kołakowski draws attention to the ubiquity of mythological thinking in contemporary culture in which it addresses the universal need to find meaning and continuity in the world and its values. Myth is then a particular mode of perception, cognition, and understanding of reality, part of man’s mentality, his national and cultural identity.

Poland is a country of the so-called “young democracy” type. As provided for in art. 2 of The Constitution of the Republic of Poland dated 2 April 1997, “The Republic of Poland is a democratic state of law, fulfilling the principles of social justice”. Art. 4 of The Constitution of the Republic of Poland gives superior authority to the Nation. This authority can be exercised “through representatives or directly”. But Poland does not have much experience with the institution of a people’s initiative, nor with other forms of direct democracy. The Polish national law provides for two types of people’s initiative. One type is a people’s initiative of putting a bill before the parliament as provided for in art. 118 subpar. 2 of the Constitution of the Republic of Poland and the Act dated 24 June 1999 on the use of a legislative initiative by citizens. The second type is a people’s initiative of putting forward a motion to hold a legislative referendum regulated by the Act dated 14 March 2003 on holding a national referendum. The legislature did not provide for, however, a people’s initiative for the purpose of amending the constitution or its abrogation. The subject of this paper is the institution of a people’s initiative of putting forward a motion to hold a legislative referendum.
Polska jest państwem tak zwanej młodej demokracji. Art. 2 Konstytucji Rzeczypospolitej Polskiej z dnia 2 kwietnia 1997 r. stanowi, iż „Rzeczpospolita Polska jest demokratycznym państwem prawnym, urzeczywistniającym zasady sprawiedliwości społecznej”. Art. 4 Konstytucji RP daje władzę zwierzchnią narodowi, który może ją sprawować „przez swoich przedstawicieli lub bezpośrednio”. Jednakże polskie doświadczenia z instytucją inicjatywy ludowej, jak również z innymi formami demokracji bezpośredniej są niewielkie. Polskie prawo ogólnokrajowe przewiduje dwa rodzaje inicjatywy ludowej. Jest to inicjatywa ludowa w sprawie złożenia ludowego projektu ustawy w parlamencie przewidziana art. 118 ust. 2 Konstytucji RP i ustawą z dnia 24 czerwca 1999 r. o wykonywaniu inicjatywy ustawodawczej przez obywateli. Drugim rodzajem jest inicjatywa ludowa w sprawie złożenia wniosku o przeprowadzenie referendum ustawodawczego uregulowana ustawą z dnia 14 marca 2003 r. o referendum ogólnokrajowym. Ustawodawca nie uwzględnił jednak inicjatywy ludowej w sprawie zmiany konstytucji lub jej abrogacji. Tematem niniejszego opracowania będzie instytucja inicjatywy ludowej w sprawie złożenia wniosku o przeprowadzenie referendum.

The author describes mutual, constitutional relations between the Senate and the head of state, and asks questions about the perspectives of their modification. The political events of 1989 leading to the reinstatement of a single-member head of state and Senate in Poland made their restitution closely related. At present, the competence and functional dependence of these bodies is low. The President and the Senate share a common view on the constant presence in the doctrinal and political discussion of the problem of changing their political position.
Autor opisuje wzajemne, konstytucyjne relacje Senatu i głowy państwa oraz stawia pytania dotyczące perspektyw ich modyfikacji. Wydarzenia polityczne z 1989 r. prowadzące do przywrócenia w Polsce jednoosobowej głowy państwa i Senatu spowodowały, iż ich restytucja była ściśle powiązana. Obecnie zależność kompetencyjna i funkcjonalna tych organów jest niewielka. Wspólna dla Prezydenta i Senatu jest natomiast stała obecność w dyskusji doktrynalnej i politycznej problemu zmiany ich pozycji ustrojowej.

Ideologies are fundamental in categorising, defi ning and evaluating political reality. They also condition the aims inspiring actors on the political stage, constituting, as it were, a bond providing parties, social groups and societies with sets of values and convictions that unite them. We are now witnessing an evolution of traditional political ideologies, triggered off by new challenges, the changing world order, processes of globalisation and Europeanisation, while political parties in Europe seem to resign from clear–cut ideological identifi cations, opting for the pragmatic, thus maximising their voting scores and, subsequently, efficient management of the public sphere. Politics is ever more frequently perceived as a mere struggle for power, political ideas are seen as slogans serving the purpose of winning votes or popular support, while ideologies have become “goods on display”, hiding deeper meanings of political life. Yet, at the same time ideologies still retain their purpose, infl uencing the functioning of political parties or political communities.

The diplomatic relations between Poland and China had been established before World War II. The new stage in the relations has started on October 7, 1949, when Poland oficially recognized the People’s Republic of China (PRC), which was declared on October 1, 1949. Therefore, in 2009, we had two anniversaries: the 60th anniversary of the founding of the People’s Republic of china and the 60th anniversary of establishing the diplomatic relations between Poland and PRC. This gives the opportunity to summarize mutual relations. Those 60 years have been filled with positive stories, which had significant influence on the development of bilateral relations. However, one can also find dificult, even tragic moments during the history of these two nations. Those uneasy moments had also direct impact on mutual relations.

In the first half of 2001 the US Department of State, following a request from the National Security Archive (a US non-governmental organisation), declassified documents relating to the Round Table negotiations, the presidential elections, the crisis over choice of a prime minister and the creation of government (coalition) in Poland in 1989. Those documents, highly confidential until their release, allow us to look at the most important events in the transformation in Poland from a different perspective, which has not yet been extensively analysed. In essence, they indicate the role of external factors which have influenced the political situation of Poland – the transformation and actual decomposition of communism. They include cables detailing the US embassy’s participation in, and its analysis of the events during Poland’s ‘revolution’.
