    The migrations of population are considered to be one of fundamental values in the life of cultures and civilisations . They are regarded as a force that generates social and economic progress, political aspirations, a “school” of attitudes, behaviour, tolerance, entrepreneurship, criticism. At the same time it is pointed out that they should not be a spontaneous phenomena and process. It is essential to prepare oneself for functioning in an immigration reality, for various barriers reveal themselves in it and are overcome by immigrants only with effort. The psychological factor is important in this respect. A number of people encounter difficulties to adapt to a new cultural reality because of their personality (e.g. because of neuroticism, distrust towards the outside world, introvertism).

    The state policy is a derivative of many factors, both internal and external. It is implemented through appropriate activities in various fields of its functioning. From 2015, there has been a revival of the debate over migration issues that are the result of the humanitarian crisis that Europe has been struggling with. According to data from the International Organization for Migration, the number of people seeking a refuge or a better life in Europe has increased fourfold in one year. This situation has forced action by the European Union and individual states aimed at limiting the scale of illegal immigration. The aim of the article is to analyze Poland’s migration policy in the context of actions taken by EU institutions. The first part of the work contains theoretical considerations regarding migration policy. In the second one, the author presented attempts to solve the migration crisis by the European Union together with the attitudes of Polish governments towards immigrants and the issue of their relocation. The article presents the changes that have been made in the Polish legal and institutional system. The undertaken analysis indicates that in the migration policy, which is largely reactionary in nature, the chief value is safety.
    Polityka państwa jest pochodną wielu czynników zarówno o charakterze wewnętrznym, jak i zewnętrznym. Realizowana jest poprzez odpowiednie działania w różnych dziedzinach jego funkcjonowania. Od 2015 r. nastąpiło ożywienie debaty nad kwestiami migracji, będącymi następstwem kryzysu imigracyjnego, humanitarnego, z jakim zmaga się Europa. Według danych Międzynarodowej Organizacji ds. Migracji liczba osób szukających schronienia lub lepszego życia w Europie wzrosła czterokrotnie w ciągu jednego roku. Sytuacja ta wymusiła podjęcie działań przez Unię Europejską oraz poszczególne państwa mających na celu ograniczenie skali nielegalnej imigracji. Celem artykułu jest analiza polityki migracyjnej Polski w kontekście działań podjętych przez instytucje unijne. Pierwsza część pracy zawiera rozważania teoretyczne dotyczące polityki migracyjnej. W drugiej natomiast autor przedstawił próby rozwiązania kryzysu migracyjnego przez Unię Europejską wraz z postawami polskich rządów wobec imigrantów oraz kwestii ich relokacji. Artykuł przedstawia zmiany, jakich dokonano w polskim systemie prawo-instytucjonalnym. Podjęta analiza wskazuje, że w polityce migracyjnej, mającej w znacznej mierze charakter reakcyjny, naczelną wartością jest bezpieczeństwo.

    Human migration should be considered as one of the fundamental values of cultural and civilization life, which is creating a new social reality. In the European Union there are different attitudes towards migration: on one hand – professing the principle of free human movement and on the other hand – making restrictions on immigrants. Sweden stands out from other European countries because of friendliness for immigrants. In this country, the migration and integration policy is based on the principles of equality, solidarity, cooperation and consensus. Number of Poles in Sweden is the third largest number of foreigners and it is still increasing, especially after accession of Poland to the European Union. Gainful employment is the main objective of Polish citizens migrating to Sweden. The country is also being selected by young people as a place, where everyone could gain an education, especially higher education. Keywords: international migration, migration policy, integration policy, Sweden multiculturalism, Polish migrants in Sweden.
    Migracje ludności uznać należy za jedną z fundamentalnych wartości życia kulturowo-cywilizacyjnego, kształtującą nową rzeczywistość społeczną świata. W przestrzeni powiązanej strukturą Unii Europejskiej zauważyć można dwa odmienne zjawiska związane z migracją: dążenie do wcielenia w życie zasady swobodnego przepływu osób oraz zjawisko stosowania przez wiele państw ograniczeń dotyczących imigrantów. Szwecja wyróżnia się na tle innych państw europejskich przychylnością dla ludności napływowej. Królestwo Szwecji postrzega się jako kraj otwarty na imigrację, gdzie polityka migracyjna i integracyjna oparta została na zasadach równości, solidarności, współpracy i konsensusu. Liczba Polaków w tym kraju jest już trzecią największą liczbą cudzoziemców, ulegając zwiększeniu zwłaszcza po wstąpieniu Polski do UE. Praca zarobkowa jest głównym celem migracji obywateli polskich do Szwecji, jednakże kraj ten jest również coraz częściej wybierany przez młodych ludzi jako miejsce do zdobycia wykształcenia, zwłaszcza wyższego.

    Nowadays, migration of people on the territory of the European Union has become one of the factors determining Poland’s foreign policy and determining its bilateral relations due to the scale and dynamics of this phenomenon. Notwithstanding the fact that Poland, unlike other EU Member States directly bearing the costs of mass influx of migrants, is not a target country for migrants, the migration crisis associated with mass influx of people also indirectly affects the Polish reality. Emphasizing the implications of the migration crisis from the point of view of state security consistently strengthens critical opinions in Poland and at the same time determines the reluctance of the Polish society to accept immigrants (mainly from the Middle East and North Africa). The article focuses on the repercussions of the migration crisis from the perspective of Polish-German relations. The basis for this research area is, on the one hand, the role of Germany in the context of the migration crisis and, on the other, the presentation of different positions by Poland and Germany regarding the methods of stopping the inflow of migrants into the EU.

    Within a wealth of literature on the subject of the social and political participation of immigrants little has been said about the issue of the mount of immigrants’ engagement in immigrant organizations and its conditions. This paper, based on analysis of CAWI survey of 3500 Polish immigrants describes participations of Poles abroad in Polish immigrant organizations. It also defines three sets of factors determining the amount of engagement. The analysis of empirical data shows that the engagement of Poles abroad in activities of Polish immigrant organizations is limited. Hypotheses concerning factors determining participation in Polish immigrant organizations has been positively verified. Both previous experience of social participation in Poland as well as contemporary experience in country of residence positively influence engagement in Polish immigrant organizations. Also the relation between the country of residence, length of stay, as well as the year of with the level of activity in Polish immigrant organizations emigration has been observed. The participation in those organizations tends also to be influenced by such characteristics of a migrant like: age, size of the locality in which a migrant lives after migration, and type of professional activity. Only two of the assumed variables: size of the origin locality and material situation have not been related to participations of Poles abroad in Polish immigrant organizations.

    The statutory right of a deputy to submit interpellations is provided for in the Rules of Procedure of the Polish Parliament as well as in the Act on the Exercise of the Mandate of a Depute and Senator. The aim of the paper is to analyse Poland’s migration policy in 2019–2023 in the context of interpellations submitted by MPs. In substance, they covered three areas of migration policy: the creeping refugee crisis in the EU and its consequences for Poland, the conflict on the external border of the European Union, which is the Polish-Belarusian border, and Russian aggression against Ukraine and the resulting mass presence of Ukrainians as war refugees in Poland. The analysis showed that in the period in question, Poland does not have a comprehensive migration strategy. In situations of inflow of large numbers of foreigners, decisions of the Polish government are made ad hoc and confirm the thesis that the PiS government is unable to cope with new migration challenges. The source basis of the analysis are interpellations submitted by MPs from the West Pomeranian Province addressed to the Prime Minister, the Minister of Internal Affairs and Administration and the Minister of Education and Science. They are supplemented by laws and extensive literature on the subject.

    While the crises of 2015 and 2022, albeit with different burdens and responsibilities, were pan-European, the crisis on the Polish-Belarusian and Polish-Lithuanian borders can be considered as a regional crisis in which the countries directly affected are involved. For this reason, this crisis is the least studied and recognized outside the country. The aim of the article is to present the genesis, course, and consequences of the crisis on the Polish-Belarusian border in the context of European law. The Polish government has challenged the basic regulations regarding the right to apply for international protection, citing issues of national security protection, as well as using a sovereign narrative. The research hypothesis assumes that the previously Europeanised migration and asylum policy has been nationalised in Poland in connection with the actions of the Polish authorities in response to the crisis. The analysis will be conducted through the prism of the theory of Europeanization, using elements of securitization theory.
    O ile kryzysy z lat 2015 i 2022 – każdy z nich obarczony innym brzemieniem obowiązków i odpowiedzialności – miały charakter ogólnoeuropejski, o tyle kryzys na pograniczu polsko- -białoruskim i polsko-litewskim można uznać za kryzys regionalny, w który zaangażowane są kraje bezpośrednio nim dotknięte. Z tego powodu kryzys ten jest najmniej zbadany i rozpoznany poza granicami kraju. Celem artykułu jest przedstawienie genezy, przebiegu i skutków kryzysu na pograniczu polsko-białoruskim w kontekście prawa europejskiego. Polski rząd zakwestionował podstawowe regulacje dotyczące prawa do ubiegania się o udzielenie ochrony międzynarodowej, powołując się na kwestie ochrony bezpieczeństwa narodowego, a także posługując się suwerenistyczną narracją. Hipoteza badawcza zakłada, że zeuropeizowana wcześniej polityka migracyjna i azylowa została w Polsce znacjonalizowana w związku z działaniami polskich władz w odpowiedzi na kryzys. Analiza zostanie przeprowadzona przez pryzmat teorii europeizacji, z wykorzystaniem elementów teorii sekurytyzacji.

    We współczesnej przestrzeni edukacyjnej stałe miejsce znalazły szkoły dla mniejszości narodowych, w tym także Polaków przebywających na obczyźnie. Duża ruchliwość społeczna i duża liczba Polaków przebywających na wychodźstwie sprawia, że konieczne staje się dostosowanie polskiej oferty edukacyjnej dla najmłodszych odbiorców (dzieci i młodzieży), również poza Polską. W publikacji omawiam znaczenie i konsekwencje współczesnych migracji, charakteryzuję sieć i ofertę szkolnictwa z polskim językiem nauczania, a także omawiam wyniki badań przeprowadzonych w polskich placówkach oświatowych na obczyźnie w wybranych szkołach (w Austrii, Francji oraz Republice Czeskiej), które pozwalają określić główne problemy i oczekiwania rodziców uczniów wobec tych placówek. Opracowanie zamyka podsumowanie. Publikacja stanowi wprowadzenie do szerszych badań nad działalnością i funkcjonowaniem szkół z polskim językiem nauczania na obczyźnie oraz podmiotów silnie związanych z jej działalnością (uczniów, nauczycieli i rodziców).
    What has a permanent place in modern educational space is the school system for national minorities, including Poles living in a foreign land. The increasing social mobility and a large number of Polish citizens living abroad necessitate the adjusting of the Polish educational offer for the youngest (children and youth) - also outside Poland. In the presented study, the authoress discusses the significance and consequences of contemporary migration and describes the network and offer of schools with Polish as the teaching language. The research results are also discussed of the studies conducted in Polish educational institutions abroad in selected schools (in Austria, France, and the Czech Republic), which allows for specifying the major problems and parental expectations concerning these institutions. The work is completed with a recapitulation. The study constitutes an introduction to broader research into the activity and functioning of schools with Polish as the teaching language and of the agents (learners, teachers, parents) tightly related to their activity.

    The duty of each state established by internal law is to protect its borders. The Constitution of the Republic of Poland, referring to the need to ensure the integrity of the territory and the security and inviolability of its borders, gives this duty priority. The crisis on the Polish-Belarusian border poses a serious threat to both the Baltic countries and the European Union. The methods and means used to end it are primarily intended to ensure border security, which is a particularly difficult task given the hybrid nature of the actions carried out by Belarus. The possibility of response and reaction of Polish services is limited by the need to respect human rights, international law regulations and democratic rules, which the Republic of Belarus does not feel bound by. The use of the state of emergency made it possible to focus efforts on combating the crisis, but the question arises how the situation will develop after it is lifted.
    Obowiązkiem każdego państwa ustanawianym przez prawo wewnętrzne jest ochrona jego granic. Konstytucja RP odwołując się do konieczności zapewnienia niepodzielności terytorium oraz bezpieczeństwa i nienaruszalności jego granic nadaje temu obowiązkowi znaczenie priorytetowe. Kryzys na granicy polsko-białoruskiej stanowi poważne zagrożenie zarówno dla krajów nadbałtyckich, jak i Unii Europejskiej. Metody i środki wykorzystywane w celu jego zakończenia mają przede wszystkim zapewnić bezpieczeństwo granicy, co biorąc pod uwagę hybrydowy charakter działań prowadzonych przez Białoruś – jest zadaniem niezwykle trudnym. Możliwość reakcji polskich służb ogranicza konieczność poszanowania praw człowieka, przepisów prawa międzynarodowego oraz reguł demokracji, którymi to Republika Białoruś nie czuje się związana. Skorzystanie z rozwiązania jakim jest stan wyjątkowy pozwoliło skupić wysiłki na zwalczaniu kryzysu, pojawia się jednak pytanie jak rozwinie się sytuacja po jego zniesieniu.
