However, there is a area of co-operation, the military sphere, where co-operation runs exemplary. In this article I would like to draw attention to a few issues connected with this matter.

Polish education and research in Korea has become systematic since the establishment of the Department of Polish Studies at Hankuk University of Foreign Studies (HUFS). The Department of Polish Studies at HUFS is the only academic department in Korea which teaches and studies the politics, economy, history, and culture of Poland, as well as the Polish language and literature. Since its establishment in 1987, the department has produced more than 800 graduates. The Department of Polish Studies forms and maintains a close relationship with universities in Poland. It also makes continuous effort for more students to study the Polish language at universities in Poland.

Organizational preparations to the Polish Presidency are in progress at full steam. We began accomplishment of some tasks in 2007 starting from the analysis of experiences of other countries. In 2008, the Government Plenipotentiary for the Polish Presidency in the EU was appointed and in January 2009 the Polish government passed a comprehensive program of preparations to this historical event. Moreover in 2009 the financial resources for organization were provided, logistic preparations as well as trainings for Polish officials and first promo and information activities were undertaken. On July 1, 2011 Poland will assume the Presidency of the EU Council. It is not only a great challenge requiring strategic planning, full political and organizational activity on domestic and European level but also, what the representatives of the current government emphasize, a big opportunity for Poland in shaping the EU. According to them, the Presidency gives a possibility of a bigger and real influence on decisions taken in the EU. To the public opinion, they send messages that we will have an opportunity to present in the EU arena the priorities of Polish policy, emphasize the most important area, submit our own ideas and initiatives. Only few emphasize the fact that the Presidency is mainly the continuation of previous activities of the EU, providing its coherent functioning and guaranteeing the vote in the worldwide important matters.

For this study, an evaluation tool focusing on the Polish history was developed to measure the academic performance of college students who major in the Polish language in Korea. The purpose of this study was to investigate the effects of the tool on students’ academic performance after applying it in a classroom setting. The tool consisted of three types of questions, which were administered before and after the application of the tool to 108 students taking a Polish history course. The results of the study serve as a foundation for revitalizing research on Poland and Polish language education, as well as for improving students’ academic performance.

The text was submitted to the action to be taken by the governing conservative country on the eve of the outbreak of the World War I. The main problem was to reform the electoral law to parliament. Among conservatives prevailed in this case big difference. While Krakow conservatives were in favor of reform and related concessions to the Ukrainians, their East-Galician countrymen have in this case the opposite opinion. The author writes that this issue dominated also the campaign for the national parliament in 1913. The new chamber resumed negotiations on the issue. Finally, just before the outbreak of war reform was adopted. Unfortunately, the relations had already been so strained that the adopted draft has failed to appease them. At the end of his discussion the author concludes that the events of the years 1913–1914 were one of the main reasons that led to the outbreak of bloody Polish-Ukrainian war of 1918–1919.

The Senate of the Republic of Poland hosted another seminar in a series of Polish-Kazakh seminars. These seminars are an effect of the cooperation of Polish Senate, including the Senate Legislative Committee run by Senator Doctor Piotr Zientarski and the Embassy of the Republic of Kazakhstan in Poland headed by Ambassador Yerik Utembayev. These seminars serve the purpose of mutual closing and getting to know of the representatives of both countries’ parliamentary, scientific and cultural environments.

This paper aims to determine whether the war in Ukraine will affect the scope of judicial verification of public administration in Poland. According to new legislation (the socalled Aid Act), which Polish Parliament passed shortly after February 24, 2022, the Polish municipalities (cities) are entitled to provide aid for local foreign communities, especially those within the borders of Ukraine. The basis for such aid will take the form of a proper municipal or city council resolution. The main issue concerning this form of aid is the necessity of applying Ukrainian law, at least in the context of decoding who is entitled to be a beneficiary. Against this background, it is vital to determine whether such circumstances as war and humanitarian reasons should affect the scope of judicial review. In theory, two approaches are available, formalism and judicial relativism which both are inappropriate. The author argues that the doctrine of deference, as understood by justice A. Scalia must be applied to secure both rule of law principle and the legitimacy of administrative courts in Poland. The main subject of the analysis was the content of the law, which was the starting point for analysing the views of the doctrine and jurisprudence. Due to the international nature of the issue, it was necessary to refer to the achievements of Ukrainian law.

The proclamation of independence of Kosovo, although expected, had a destabilizing impact on the international situation. International community had various opinions on the decision of Kosovo authorities. Numerous conditions in "uenced the positions of individual countries. Countries acknowledging independence of Kosovo, that is some EU countries and the United States, recognized the proclamation of independence of Kosovo as a final stage of the Yugoslavia’s break-up with the basis for peaceful cooperation on the Balkans. Whereas, countries opposing the secession of Kosovo found it against the international law. They perceived this act as an example of western countries’ dominance and feared that it would form a dangerous precedent threatening international stability and security.

In this paper, I wish to present the complexity of Jewish-Polish relations from the 19th century until the interwar period, with emphasis on sociolinguistic issues. I will illustrate the circumstances of the contact between the Polish and Hebrew languages. Poles and Jews, who lived side by side, developed successful relationships, but mainly in the criminal underworld. That was reflected in a sociolect – a dialect of criminals that constituted a mixture of Polish, Yiddish, Russian, and several other languages, including quite a few Hebrew words, which with time adopted new meanings. Moreover, I will provide some examples of Hebrew words used in Polish criminal jargon, as well as those which have been coined in every-day Polish. Then I will refer to some Hebrew words that are not connected with a world of crime and are still in use in spoken Polish.

There is a strong conviction in the political thought of the Law and Justice party (Prawo i Sprawiedliwość; hereafter PiS) that the fundamental motive behind the state’s activity in the international environment is the pursuit of the state’s own interests (the realistic theory of international relations), which is historically determined (historical policy). PiS politicians specified that the main goal of the Polish foreign policy is to ensure the state’s external security.. Two fundamental pillars of the Republic of Poland’s security were defined. First, the foundation of the state’s security would be close alliance with the United States, strengthened by Poland’s membership in the NATO. Secondly, a significant role in the neutralization of threats was seen in Poland’s membership in the European Union. The party led by Jarosław Kaczyński took an exceptionally realistic view of the policies pursued by Poland’s neighbours – Russia and Germany. The Russian Federation was seen as a state that sought to gain control over Central and Eastern European countries (clientelism). The intensification of the cooperation between Germany and Russia caused particular apprehension among PiS politicians.
Analiza myśli politycznej Prawa i Sprawiedliwości – Artykuł jest opracowaniem z zakresu myśli politycznej, polityki zagranicznej i stosunków międzynarodowych. Przedmiotem badań były założenia strategiczne, przyjęte przez PiS w koncepcji polityki zagranicznej Polski w pierwszej dekadzie XXI wieku, realizowanej przez rząd Jarosława Kaczyńskiego w latach 2006–2007 oraz przez prezydenta Lecha Kaczyńskiego w okresie 2005–2010. Zajęto się trzema kwestiami. Po pierwsze – parydygmatem analizowania środowiska międzynarodowego, właściwym dla myśli politycznej PiS. Po drugie – przesłankami oceny Niemiec i Rosji, przy jednoczesnym wskazaniu na ich realistyczny charakter. Po trzecie – celami strategicznymi w polityce zagranicznej Polski wyznaczonymi przez PiS.

Jan Tomasz Gross in the article published on the German „Die Welt” daily’s website and also in the interview he gave in February 2016 for the German broadcast station Deutschlandfunk (DLF), stated that during WW2 the Polish killed between 25.000 – 30.000 Germans and many times more Jews, since only 40.000 survived on the Polish territory. Gross is not a historian, but a sociologist, he writes his own historic essays instead of dissertations based on documents. Hence, he airs erroneous information. The scientific studies show, that during WW2 the Polish killed between 60 to 80 thousand German soldiers, police officers and officials who had exerted terror and repression. On the other hand, about 100 thousand Jews survived Holocaust on the territory of Poland only thanks to the aid of the people. In the historic evaluation of Polish-Jewish relations, Jan Tomasz Gross by airing erroneous information went beyond a border of confabulation. Such actions performed by Gross can only be compared to the ahistorical and false terms “Polish death camps”, which have been used in the German press and other mass media, and Gross “conformed” to the German model of evaluation of the Polish nation. But the WW2 executioner, that is Germany, are not entitled to use such a term towards their victim, that is Poland. Therefore, the Germans, having murdered about 6 million Polish citizens, are the last ones who should instruct us on the issue of accepting Muslim refugees, as they have no moral right to it.

The article focuses, first and foremost, on attitude of the Polish Diaspora in the RSA towards socio-political situation in country of settlement. In solving problem particular attention is drawn to the attitude of the Polish Diaspora to political transition in South Africa. Relation to this process is portrayed by engagement of the Polish Diaspora in building new political order after apartheid – multiethnic democracy called New South Africa, among others through its participation in parliamentary elections, referendums and membership in political parties. Conclusions concentrate on conditions and effects of the Polish Diaspora participation in political life in country of settlement.

Stanisław Niegoszewski (1565-post-1600) was a prime example of a Renaissance man: he was a student at the universities of Krakow and Padua; a poet-improviser; an alchemist; a courtier of King Sigismund Vasa III; a diplomat; a devout follower of the Counter-Reformation; and a businessman. He divided his life between Poland and Italy, and his biography is known to us so fragmentarily that some scholars reconstruct his life based on instinct, assumptions, personal preference, or unfounded hypotheses. Henryk Barycz, the eminent scholar and author of entries in the Polish Biographical Dictionary, had divided the deeds and works of one Stanisław Niegoszewski into two different persons: “Stanisław Niegoszewski (Niegoszowski), coat of arms of Jastrzębiec (circa 1560-5 - circa 1588-90),” a student at the universities of Krakow and Padua and a poet-improviser, and “Stanisław Niegoszewski (Niegoszowski), coat of arms of Jastrzębiec (circa 1565-70 - after 1607),” an alchemist, courtier of King Sigismund Vasa III, diplomat, devout follower of the CounterReformation, and poet as well. Although Władysław Magnuszewski proved wrong Barycz’s theory about the existence of two Niegoszewskis nearly a half-century ago, the outdated theory is repeated by new generations of scholars again and again. This paper attempts to prove that all three sojourns in Padua of a certain Niegoszewski—as a student in 1582-1583, as an alchemist in 1585, and as a royal diplomat in 1594—belong to the same person. Based on new sources found in Italian archives and libraries in 2013, the biography of a single Stanisław Niegoszewski could be reconstructed with much more detail than before.
Stanisław Niegoszewski (1565-post 1600), studente dell’Università di Cracovia e di quella di Padova, poeta-improvvisatore, alchimista, cortigiano di re Sigismondo III Vasa, diplomatico, fervente sostenitore della Controriforma ed uomo d’affari, fu uno dei primi esempi di uomo del Rinascimento. Egli trascorse la sua vita fra la Polonia e l’Italia. La sua biografia ci è nota in modo tanto frammentario che alcuni studiosi ricostruiscono la sua vita basandosi sull’istinto, presupposizioni, preferenze personali ed ipotesi infondate. Henryk Barycz, eminente ricercatore ed autore di varie voci del Dizionario Biografico Polacco, ha scisso le vicende e l’opera di Stanisław Niegoszewski in due persone differenti: ”Stanisław Niegoszewski (Niegoszowski), dello stemma di Jastrzębiec (1560-5 ca. - 1588-90 ca.)”, studente delle università di Cracovia e di Padova nonché poeta improvvisatore, e ”Stanisław Niegoszewski (Niegoszowski), dello stemma di Jastrzębiec (1565-70 ca. - post 1607)”, alchimista, cortigiano di re Sigismondo III Vasa, diplomatico, fervente sostenitore della Controriforma nonché poeta. Sebbene Władysław Magnuszewski abbia confutato la teoria di Barycz sull’esistenza di due Niegoszewski circa mezzo secolo fa, essa viene ribadita da sempre nuove generazioni di studiosi. In questo articolo mi sforzo di dimostrare che tutti e tre i soggiorni di Niegoszewski a Padova, come studente negli anni 1582-1583, come alchimista nel 1585 e in qualità di diplomatico reale nel 1594, riguardano la stessa persona. Sulla base delle nuove fonti da me rinvenute negli archivi e nelle biblioteche italiane nel 2013, la biografia di Stanisław Niegoszewski, lo stesso, è stata ricostruita con molti più dettagli di prima.
