The aim of the article is to present, in a short and a synthetic form, self-governments as new actors on the international arena. Discussed are the genesis and the development of this new international activities being undertaken by local residential areas such as the “twinning movement” and the programme for establishing “sister cities”. Briefly described are the key international organizations focused on the local self-governance. Discussed is also, in a relative detail, is the cooperation of the Polish self-governance entities with local self-governance partners within the international sphere. The author concludes by attempting to define the scope and importance of the international cooperation of local self-governance entities in general and its impact on the individual participating partners.

Human trafficking is one of the modern forms of slavery and the most dangerous crime against freedom and human dignity. This practice is often associated with the phenomenon of illegal migration and smuggling of migrants, which are particularly intensified in the period of various types of conflicts (armed, ethnic, etc.). The international scale of the problem forces the cooperation of authorities and services responsible for security and public order in many countries. The article presents activities undertaken by the SELEC organization in combating this type of international organized crime in South-Eastern Europe. The source of the data are annual reports on the organization’s activities, published on its official website.

The growing interest in establishing contacts with foreign entities justifies presentation of legal basis for international activity of local government. The article analyses the relevant provisions of the Constitution of Republic of Poland, constitutional local government laws, other relevant national laws, public international law and EU law.

Opis:
Reactiving the local government in Poland gave an opportunity to increase the activity of local communities in the international area. The adoption of legal solutions guaranteed the international activity of local government untis through standardized procedures, defined goals and directions of action. A specific suplement are signed international agreements and agreements on cross-border and international cooperation, which are anchored in international treaties. The legal basis for international cooperation of local government units was defined in the Constitution of the Republic of Poland of April 2, 1997. The main aim of the article was to define the possibilities of international cooperation of local government units in Poland. European documents supporting international cooperation of territorial units were identified. In addition, Polish legal conditions were identified in the scope of concluding cooperation agreements and belonging to international associations.
Reaktywowanie samorządu terytorialnego w Polsce dało szansę na wzrost aktywności wspólnot lokalnych na arenie międzynarodowej. Przyjęcie rozwiązań prawnych zagwarantowało aktywność międzynarodową jednostek samorządowych poprzez ujednolicone procedury, określone cele i kierunki działania. Swoistym uzupełnieniem są podpisane umowy międzynarodowe i porozumienia dotyczące współpracy transgranicznej i międzyregionalnej, mających umocowanie w traktatach międzypaństwowych. Podstawy prawne dla współpracy międzynarodowej jednostek samorządu terytorialnego zostały określone w Konstytucji Rzeczpospolitej Polskiej z 2 kwietnia 1997 r. Celem głównym artykułu było określenie możliwości współpracy międzynarodowej jednostek samorządu terytorialnego w Polsce. Nastąpiła identyfikacja europejskich dokumentów wspierających współpracę międzynarodową jednostek terytorialnych. Ponadto rozpoznano polskie uwarunkowania prawne w zakresie zawierania porozumień o współpracy i przynależności do międzynarodowych zrzeszeń.

The present article is devoted to the international cooperation of libraries in the light of treaties on friendship and cooperation concluded by Poland following the 1989 transformations in Central and Eastern Europe. When examining the provisions of the treaties, it could be noted that cooperation of libraries has not been accorded an appropriate position among the fields of common interest of states. Only in a few treaties on friendship and cooperation we can find provisions that directly relate to libraries, and only in one – the Polish-Greek Treaty of 1996, cooperation of libraries is specified. Naturally, this kind of cooperation, on the basis of the analysis made, can be deduced from the provisions of the treaties on scientific and cultural cooperation, nevertheless in the future, it should be given an appropriate position in the treaties on friendship and cooperation concluded by Poland and thus it has to be distinguished among priority areas of common interest of the states.

Artykuł jest studium przypadku, przedstawiającym współpracę międzynarodową Olecka, które jest stolicą Mazur Garbatych, jako jednej z ponad sześciuset istniejących w Polsce gmin miejsko- -wiejskich. Ukazano w nim sięgające czasów komunistycznej Polski początki tej współpracy, wyrażającej się kooperacją z francuską gminą Marly. Główna część tekstu stanowi omówienie ewolucji i ocenę współczesnej współpracy międzynarodowej Olecka, na którą składają się relacje z partnerami białoruskimi (Szczuczyn), litewskimi (Wilkowyszki, Kozłowa Ruda), ukraińskimi (Drohobycz), rosyjskimi (Gusiew), austriackimi (Guessing) i estońskimi (Johvi). Cechą charakterystyczną aktywności międzynarodowej Olecka jest ścisłe powiązanie z jego położeniem geograficznym i pochodzeniem olecczan. To one determinują w przeważającym stopniu, z kim i na jakich zasadach miasto współpracuje, w bardzo znaczącym stopniu wykorzystując fundusze Unii Europejskiej. Ta aktywność stolicy Mazur Garbatych została dostrzeżona na arenie międzynarodowej. W roku 2014 Olecko zostało uhonorowane prestiżową nagrodą i tytułem Europejskiego Miasta Sportu.
The article is a case study which depicts the international cooperation of Olecko, which is the capital of Mazury Garbate and one of over six hundred urban-rural boroughs in Poland. It shows the beginnings of this activity, dating back to the communist times in Poland, expressed through cooperation with the French municipality of Marly. The main part of the text, however, discusses the evolution and evaluation of contemporary international cooperation of Olecko, which consists in developing relations with Belarusian (Szczuczyn), Lithuanian (Wilkowyszki, Kozlov Ore), Ukrainian (Drohobych), Russian (Gusev), Austrian (Guessing), and Estonian (Johvi) partners. A characteristic feature of Olecko’s international activity is closely linked with its geographical position and the origin of its inhabitants. These factors largely determine with whom and on what terms the city cooperates with, using a significant amount of EU funding. This international activity of the capital of Mazury Garbate has been internationally recognized. In 2014, Olecko was awarded the prestigious prize and the European City of Sport title.

Political significance of sport is usually bound with international rivalry and conflict. However, sport tends to have a role in fostering international dialogue and cooperation as well. The aim of the article is to present the most important examples of this role of international sport. There is a number of examples verifying the hypothesis about consensual role of sport in international politics. Despite political significance, sport is not purely a part of the world of politics. This situation grants sport with an advantage in possibility of establishing international cooperation. Some actions that could seem completely impossible concerning political reality, turned out to be possible in sport. Sports contacts can pave the way for a further, political agreements. For instance a number of specific ‘sports diplomacies’ have taken place, that were used by some countries in order to enhance their capabilities of impacting the international political system.

The article considers the issue of virtual international academic mobility as one of the priority areas of international activities of higher education institutions. It is substantiated that the intensive development of information and communication technologies (knowledge mobility) and informatisation of public life led to the spread and use of virtual educational environments and e-learning in higher education, which became the basis for the development of virtual academic mobility of students. The purpose of the study is to study the existing approaches and practices of academic mobility, including virtual, to determine the main benefits and opportunities for disseminating this experience at all levels of higher education in Ukraine. The research methodology consists of general theoretical and empirical research methods. A review of modern scientific literature, periodicals, and scientific and methodological sources on the problem of academic mobility and the digitalisation of higher education is made. Their analysis, structuring, interpretation and construction of logical conclusions are highlighted. The article considers the content of the main scientific approaches to the definition of “academic mobility”. The characteristic of academic mobility in the conditions of digitalisation of higher education is given. Varieties of academic mobility in modern conditions of digitalisation of higher education (physical, virtual, mixed) are considered. The subjects of virtual academic mobility (virtual student, virtual teacher, virtual university, virtual campus) are outlined. The main advantages and disadvantages of such virtual academic mobility of students are identified. The main methodological recommendations of European funds and associations are analysed, based on which the project preparation plan for any virtual mobility type is developed. It is proposed to carry out additional measures that ensure the quantitative growth of academic (virtual) mobility and improve its quality. The necessity of searching for new forms of remote exchanges, analysis of the experience of foreign associations and their adaptation according to the realities of the system of higher education in Ukraine is substantiated: the active involvement of the student’s audience in programmes of virtual cooperation; increasing the necessary competencies of the administrative and teaching staff of higher education institutions, which allow implementing such virtual projects using innovative information technology tools; preparation of the regulatory framework that enshrines the right to implement virtual academic mobility along with the full-time form and recognition of its results by recalculating educational loans.

The Kyoto Protocol as the Framework Convention on Climate Change is a milestone in the formation and development of the climate change regime that is aimed at controlling global warming by the international community. But besides that this international agreement also became a factor that created new circumstances and opportunities for international cooperation. These circumstances were created for all the participants of the regime: the states, the non-governmental organizations on behalf of the societies and the business organizations as well as the corporations. The Kyoto Protocol became a catalyst for international cooperation between these international relations’ actors at all stages of its existence: the negotiation process, the ratification of it and its implementation, leading to the establishment of new political, social and especially economic ties.

The article presents the Baltic-Black Sea region in the military-political dimension, as well as explores the potential benefits of this cooperation for European security. The study offers some important insights into the historical preconditions for the formation of the Union according to the Baltic-Black Sea Arc. This paper attempts to show the importance of international political and security potential of Ukraine and its influence on the formation of the Baltic-Black Sea Union. The Baltic-Black Sea Union is seen as an effective counterweight to Russia’s expansion into the West, whereby Ukraine could serve as a guarantor of European stability. The article analyzes opinions of international experts on the implementation of the Baltic-Black Sea Union, as well as compares the military power of potential members of the union with the military forces of advanced countries. This study provides an important opportunity to advance the understanding of the benefits for Union members and European countries and how the United States can help implement the idea of project. The analysis emphasizes the functions of the Baltic-Black Sea Union, potential NATO assistance and how the Union will ensure the stability of its forces in Europe. It is summarized why the countries of the Baltic-Black Sea arc can act as a guarantor of protection against Russian aggression.

Osiągnięcie wysokiego poziomu bezpieczeństwa wewnętrznego jest jednym z priorytetów Unii Europejskiej. Politykę bezpieczeństwa wewnętrznego UE realizuje, dbając o przestrzeń wolności, bezpieczeństwa i sprawiedliwości. Wobec kryzysu migracyjnego, który trwa już od wielu lat, a obecnie ma nowe oblicze, przed UE pojawiają się nowe wyzwania. UE musi zacieśnić współpracę na wielu poziomach tak, by zapewnić jak najwyższy poziom bezpieczeństwa. Agencje UE wspomagające współpracę w bezpieczeństwie wewnętrznym angażują się w walkę z efektami kryzysu migracyjnego i wspierają siły państwowe przy ochronie granic. Rolę jednej z nich –Europolu – oraz działającego w jego ramach Europejskiego Centrum Zwalczania Przemytu Migrantów – EMSC warto poruszyć w aspekcie rozważań nad współpracą w bezpieczeństwie wewnętrznym. Odpowiedź na kryzys migracyjny musi być bardziej kompleksowa i brać pod uwagę potrzeby zarówno migrantów, jak i państw przyjmujących czy tranzytowych.
Achieving the high level of internal security is one of the European Union priorities. The EU’s internal security policy is realized caring for freedom, safety, and justice. The EU will encounter new challenges resulting from the migration crisis. Although it lasts many years, now it takes a new turn. The EU has to tighten cooperation at many dimensions to ensure the highest level of security. EU agencies support internal security cooperation by engaging into the fight against migration crisis results and enhancing state forces for border protection. In the context of deliberations on cooperation in internal security, it is worth to debate on the role of one of them – Europol, and the European Migrant Smuggling Centre (EMSC) that operates under its auspices. The answer to the migration crisis must be more complex and consider the needs of transit and receiving states, and migrants themselves.

Russia’s aggression against Ukraine

The aim of the research is to verify the admissibility of granting financial and material aid to territorial units from Ukraine by Polish cities with poviat rights. Consideration was also given to the state and scale of cooperation between cities with county rights (i.e. Bydgoszcz, Toruń and Włocławek) from the Kujawsko-Pomorskie Voivodeship and their partners from Ukraine during the period of Russian aggression. The paper uses the method of content analysis, in addition, own research was carried out involving local governments from the Kuyavian-Pomeranian Voivodeship and the results are presented. The results of the research in this paper proved that there is a legal possibility on the basis of the Act on local self-government (at the same time bearing in mind the provisions of the Act on public finances) to provide financial support from one’s own budget in the form of financial aid and in-kind support in the form of aid in kind to “local and regional communities” in Ukraine, including during the period of Russia’s aggression against Ukraine. In addition, the article found that all surveyed Polish local governments implemented international cooperation focused on humanitarian aid to Ukrainian partners. The article is original in nature and was devoted entirely to the issue of international cooperation during the period of Russia’s aggression against Ukraine.
Celem badań jest zweryfikowanie dopuszczalności udzielania pomocy finansowej i rzeczowej jednostkom terytorialnym z Ukrainy przez polskie miasta na prawach powiatu. Podjęto również rozważania dotyczące stanu i skali współpracy miast na prawach powiatu (tj. Bydgoszczy, Torunia i Włocławka) z województwa kujawsko-pomorskiego z partnerami z Ukrainy w okresie rosyjskiej agresji. W artykule wykorzystano metodę analizy treści, ponadto przeprowadzono badania własne, obejmujące samorządy z województwa kujawsko-pomorskiego i przedstawiono ich wyniki. Wyniki badań zawarte w tej pracy dowiodły, iż istnieje prawna możliwość na gruncie ustawy o samorządzie gminnym (mając zarazem na uwadze przepisy ustawy o finansach publicznych) udzielania z własnego budżetu wsparcia finansowego w formie pomocy finansowej oraz wsparcia rzeczowego w formie pomocy rzeczowej „społecznościom lokalnym i regionalnym”, w Ukrainie w tym w okresie agresji Rosji na Ukrainę. Ponadto w ramach artykułu ustalono, że wszystkie badane polskie samorządy realizowały współpracę międzynarodową ukierunkowaną na pomoc humanitarną dla partnerów ukraińskich. Artykuł ma charakter oryginalny i został poświęcony w całości problematyce współpracy międzynarodowej w okresie agresji Rosji na Ukrainę.

The article discusses the volume of trade between the countries of Central Asia and the EU and the FR with the degree of dependence. This trend may be reinforced in the coming years due to the conditions of trade cooperation between the Central Asian region and the European Union, on the one hand, and between the region and the Russian Federation, on the other.

Opis:
Foreign activity (paradiplomacy) of local governments is one of the elements of Polish foreign policy and plays a special, positive role in the process of Polish integration with the European Union. This paper presents the results of the investigations concerning foreign activity of Polish local and regional governments with Russia. In particular, there is intensive cooperation with the Kaliningrad region, the only region bordering Poland and refers to the neighboring provinces of Warmia and Mazury and Pomorskie. Studies have shown, however, that 11 out of the 16 Polish provinces signed agreements with other regions of Russia and only 2 have no cooperation.
Зарубежная активность (парадипломатия) местного самоуправления один из элементов внешней политики Польши и один из аспектов современных международных отношений, осуществляемых негосударственными субъектами, на их самом низком уровне. В статье представлены результаты деятельности зарубежных польских органов местного самоуправления с партнерами из России. Особенно интенсивное сотрудничество происходит здесь с Калининградской областью, единственным граничащим с Польшей регионом Российской Федерации и касается, главным образом, соседующих воеводств, т. е. Варминско-мазурского и Поморского. Исследования показали, что, на региональном уровне, 14 воеводств установили более или менее интенсивные контакты с российскими регионами, а только 2 не ведут в настоящее время никакого сотрудничества на российском направлении.
