    The article discusses the importance of issues of multilateral treaties in the history of Europe since 1945. It is when a large number of international organizations were launched, including those that were regional like European Communities/European Union. The author tackles the issues of multilateral agreements between countries and international organizations and the European Union, that have been grouped according to scope. Verification of the scientist problem resulted finding that multilateral treaties are undeniable urge to regulate new areas of relationships, but they do not replace the bilateral relations between the countries. Evidenced by the increase in the number of bilateral agreements together with the increasing number of multilateral agreements.

    Artykuł 90 Konstytucji Rzeczypospolitej Polskiej (ustawy zasadniczej) jest zdefiniowany nie tylko w orzecznictwie, ale również i w doktrynie, jako podstawa prawna przystąpienia państwa członkowskiego (m.in. Polski) do organizacji międzynarodowej. Udział ten związany jest przede wszystkim z uprawnieniami członkowskimi, ale także z obowiązkami. Wśród tych pierwszych należy wskazać po pierwsze czerpanie korzyści z członkostwa w organizacji międzynarodowej, po drugie wykonywanie wszystkich statutowych i zwyczajowych uprawnień członkowskich, czy też udział w procesie podejmowania decyzji. Natomiast do obowiązków członkowskich należy zaliczyć po pierwsze wykonywanie zobowiązań statutowych, wspieranie organizacji międzynarodowej w realizacji celów i funkcji organizacyjnych, czy też solidarność z organizacją oraz jej państwami członkowskimi.
    Article 90 of the Constitution of Poland (the constitutional law) is defined not only in the jurisprudence, but also in the doctrine, as the legal basis for the accession of a member state (including Poland) to an international organization. This participation is primarily related to membership rights, but also to obligations. Among the former, it is necessary to point out, firstly, reaping the benefits of membership in an international organization, secondly, exercising all statutory and customary membership rights, or participation in the decision-making process. On the other hand, member duties include, first of all, the performance of statutory obligations, supporting an international organization in achieving organizational goals and functions, or solidarity with the organization and its member states.

    Opis:
    Scientific research is devoted to consideration of the concept of foreign experience of preparation of aviation personnel in aviation countries in the world. The relevance of the article is conditioned by world trends that are related to the fact that aviation becomes a major element in the development of many states. Accordingly, the appeal to problems arising within the framework of labor relations in the field of aviation is one of the significant components of the analysis. State regulation of aviation activity is aimed at guaranteeing the safety of aviation, ensuring the interests of the state, national security and the prevention of acts of illegal interference in civil aviation. The study of foreign experience in the preparation of aviation staffin aviation countries will provide a scientific study of promising areas for the development of education in the aviation industry in Ukraine, taking into account the existing experience in the field of aviation construction and operation of aircraft, deploy persistent activity to enhance aviation and professional orientation of aviation preparation. In this regard, out state is in dire need of creative use of innovation in the field of legal regulation of the preparation of aviation personnel in the world-recognized leaders of the economy and education in the field of aviation, transition to the way to improve the existing legal system of aircrafttraining in order to ensure high levels of education and professionalism of graduates, their general, aviation and professional culture, creation of a further basis for motivated, permanent increase in education, qualified skills of aviation specialists, their permanent professional growth and confident creative self-realization. Taking into account a high requirement in the presence of highly skilled aviation personnel at the modern market of labour in the process of eurointegration of Ukrainian society, it is necessary to connect present long-term experience of functioning of domestic school from training of aviation staffin Ukraine with the oversea systems of preparation of aviation personnel of some leading aviation countries of the world, such as France, Italy, Large Britain, USA.
    Наукове дослідження присвячено розгляду поняття іноземного досвіду підготовки авіаційного персоналу в авіаційних країнах світу. Актуальність статті зумовлена світовими тенденціями, які пов›язані з тим, що авіація стає основним елементом у розвитку багатьох держав. Відповідно, звернення до проблем, що виникають у рамках трудових відносин у сфері авіації, є однією зі значущих складових аналізу. Державне регулювання діяльності в галузі авіації спрямовано на гарантування безпеки авіації, забезпечення інтересів держави, національної безпеки та недопущення актів незаконного втручання в діяльність цивільної авіації. Вивчення іноземного досвіду підготовки авіаційного персоналу в авіаційних країнах світу надасть змогу провести наукове дослідження перспективних напрямів розвитку освіти в авіаційній галузі в Україні з урахуванням наявного власного досвіду в галузі авіаційного будування й експлуатації повітряних суден, розгорнути наполегливу активну діяльність щодо посилення авіаційно-професійної спрямованості підготовки авіаційного персоналу з вчасним й ефективним впровадженням до навчального процесу сучасних технологій, методів навчання та системи надійного об’єктивного гарантованого контролю якості фахової спроможності навченого персоналу. У зв’язку з цим в нашій державі вкрай необхідне творче використання ноу-хау у сфері правового регулювання підготовки авіаційного персоналу у всесвітньо визнаних лідерів економіки та освіти в галузі авіації, переходу на шлях вдосконалення наявної правової системи підготовки авіафахівців з метою забезпечення високого рівня освіченості та професіоналізму випускників, їх загальної, авіаційної та професійної культури, створення надалі підґрунтя для вмотивованого, постійного підвищення рівня освіти, кваліфікованих навичок авіаційних фахівців, їх постійного професійного зростання та впевненої творчої самореалізації. Враховуючи високу потребу у наявності висококваліфікованого авіаційного персоналу на сучасному ринку праці в процесі євроінтеграції українського суспільства, фахівцям державного рангу, які приділяють велику увагу проблемі професійної підготовки авіаційного персоналу з високим рівнем психофізіологічної надійності та серйозно зацікавлені в забезпеченні безпеки польотів галузі авіації України, необхідно поєднати наявні в даний час варіанти закордонних систем підготовки авіаційного персоналу деяких провідних авіаційних країн світу, таких як Франція, Італія, Велика Британія, США, з наявним багаторічним досвідом функціонування вітчизняної школи з підготовки авіаційних кадрів в Україні.

    The paper refers to a diplomatic controversy between Brazil and the United States that took place in the late sixties of the 20th century. The reason of the dispute layed in a fact of exporting processed soluble coffee by Brazil to the USA at very competitive prices. The US processors didn’t have access to law grade coffees, which served as a raw material to fabrication of soluble powder. The US processors forced the Department of State to counteract that situation. As a result the USA government blamed Brazil of discriminatory trade practices and violating free trade. The controversy was put under the consideration of the International Coffee Organization. The proceedings coincided with the twilight of the American aid programme for Latin America called Alliance for Progress. The controversy was an instance of growing suspicions and deteriorating relations between Latin America and the USA, which changed its foreign policy in that region from supporting development of democracy in the continent toward backing up military regimes.
