The dynamic development of Chinese enterprises in the last two decades means that increasingly often, Chinese companies have been expanding their own specific corporate culture and management methods. The article discusses the differences in the attitudes of managers, business strategies as well as the Chinese definitions and visions of what an enterprise is to serve, what are its goals, strategies and forms of operation. In the article, we analyze Chinese and external – Western factors which influence the management and organization of work in China, arguing that the Chinese management model may be described as a hybrid, in view of the variety of sources on which its principles are based. The first part of the article deals with the philosophical foundations and management considerations in traditional China, referring to the main currents of the Chinese philosophical thought, Confucianism, Legism and Daoism. The second part describes the implications of Chinese philosophy in management; the practice of networking and how the characteristics of Chinese society affect corporate governance in China. Part three is devoted to human resources and to the way social needs of Chinese workers are met.The Chinese society is examined in the context of management. The last part of the article describes enterprises in the People’s Republic of China, their special relationship with the State and how it is understood in the context of management.

This paper presents some remarks on the theory of hybrid activities. Analysis of relevant texts indicates that at present there is no real theory of hybrid activities. Interpretations and definitions of hybrid activities differ to some extent and certain important features are missing. For example, some authors opine that hybrid activities consist of simultaneous military and non-military operations. This opinion is not necessarily true as non-military activities can precede military activities. Monitoring this phase of hybrid activities is particularly important. The so-called “crisis management” covers (from the viewpoint of praxeology) a too narrow area.
Niniejszy artykuł przedstawia kilka uwag na temat teorii działań hybrydowych. Analiza przedmiotowej literatury wskazuje, że obecnie nie ma czegoś takiego jak rzeczywista teoria działań hybrydowych. Interpretacje i definicje działań hybrydowych różnią się w pewnym stopniu, a niektóre istotne problemy nie są w ogóle poruszane. Na przykład niektórzy autorzy są zdania, że działania hybrydowe składają się z jednoczesnych militarnych i niemilitarnych operacji. Ta opinia jest niekoniecznie słuszna, jako że niemilitarne działania mogą poprzedzać działania militarne. Monitorowanie tej fazy działań hybrydowych jest szczególnie ważne. Tak zwane „zarządzanie kryzysowe” swoim obecnym zakresem pokrywa, z punktu widzenia prakseologii (nauki o korzystnym, sprawnym działaniu), zbyt wąski obszar działań.

Other examples of the use of hybrids Hybrid security, a type of economic instrument, Hybrid word, a word derived from more than one language, Hybrid market, a system allowing stock trades to be completed either electronically or manually, Hybrid organization, an organization that mixes elements of various sectors of society The world around us is a hybrid and it is no longer just a state of transition. This also applies to Cloud Computing. Hybrid cloud is a composition of two or more clouds (private, community or public) that remain distinct entities but are bound together, offering the benefits of multiple deployment models. Business requires a flexible IT infrastructure that can scale on demand. A hybrid cloud gives organizations the best of both worlds, so company can take advantage of external resources when it makes sense from business perspective. Varied use cases for hybrid cloud composition exist. For example, an organization may store sensitive client data in house on a private cloud application, but interconnect that application to a business intelligence application provided on a public cloud as a software service. This example of hybrid cloud extends the capabilities of the enterprise to deliver a specific business service through the addition of externally available public cloud services. Hybrid cloud adoption depends on a number of factors such as data security and compliance requirements, level of control needed over data, and the applications an organization uses. Another example of hybrid cloud is one where IT organizations use public cloud computing resources to meet temporary capacity needs that cannot be met by the private cloud. This capability enables hybrid clouds to employ cloud bursting for scaling across clouds. Cloud bursting is an application deployment model in which an application runs in a private cloud or data center and „bursts” to a public cloud when the demand for computing capacity increases.

Opis:
Migration as a weapon sounds like a policy statement by resurgent nationalistic parties (and governments) in the West. However, politics and the human cost aside, what if an adversary (both state and non-state actor) does exploit the current global crisis of mass migration due to globalization, war, and political unrest? This article will look at the ongoing mass migration to the European Union within the wider security context of the so-called hybrid threats and/or ‘grey zone’ tactics. It looks at the various legal categories of migration as how the law can be weaponized as so-called ‘lawfare’ to undermine the existing legal frameworks distinguishing between legal and illegal migration. The authors recognize the possibility that this article will be used as an argument by the political actors involved for their nationalistic and anti-migration politics and policies. Yet, we believe that the potential of abusing the current vacuum for political gains along ideological party lines makes it necessary to provide a wider legal-security focused perspective on mass migration.

Contemporary terrorism is characterised by a complex and networked model of operation. While the main objectives of terrorist acts remain the same, the attack environment, tactics and tools are changing. The international community is taking steps to strengthen counter-terrorism systems, but these are peaceful solutions. These models do not consider the conditions of hybrid armed conflicts in which terrorism is an element of combat tactics. It is a relatively new phenomenon and particularly dangerous for the civilian population. The acts of terror in hybrid warfare are not mechanisms with a simple scheme of action, and, as we try to show in this article, they represent a deliberate and broad spectrum of action. Therefore, there is an urgent need to understand terrorism in the context of the threat of hybrid war (especially when terrorist acts complement hybrid tactics or significantly replace conventional tactics). This type of threat must be recognised before achieving its strategic goals. From the substantive point of view, the article studies the problem of terrorism as one of the threats of an armed conflict in Ukraine, commonly known as hybrid war.

Unrest, conflicts, and wars in various parts of the world have created huge political and business opportunities for private military companies. They can gather intelligence, provide security for rich and powerful political actors, and provide mercenaries to interest groups worldwide. Private Russian military forces with close ties to President Vladimir Putin are used in war zones and continue expanding their presence in many regions worldwide. The Wagner Group is the most famous Russian mercenary unit. It gained notoriety mainly by supporting Russian forces in the conflict in Ukraine in 2014. At that time, it also provided one of the services that the authorities in the Kremlin particularly appreciate in their actions, and that is the lack of attribution for conducting armed conflicts, thanks to which mercenaries play the role of separatist fighters. Since then, the organisation has been deployed in many countries, including Syria, Libya, Mali, the Central African Republic, Sudan, and Venezuela, always to covertly support representatives of regimes favoured by Putin. Like all other mercenary units in Russia, the Wagner Group does not officially exist, because Russian law does not allow mercenary activities. The article has two main objectives: first, to present an analysis of the activities of the Wagner Group, using the currently available information; second, to prove that the concept of hybrid warfare could best explain the Kremlin’s use of Russian mercenaries.

Russian-Ukrainian conflict has contributed to the spread in the media and politics the term hybrid war. The purpose of this article is to encourage researchers to reflect on the pertinence of the use of the term and on the need to clarify it. The most important question highlighted in the course of analysis, lean toward determining of characteristics that would allow state clearly what kind of conflicts, using what techniques and from which point, you may to be called hybrid war.
Konflikt rosyjsko-ukraiński przyczynił się do upowszechnienia w języku mediów i polityki pojęcia wojny hybrydowej. Celem niniejszego artykułu jest skłonienie badaczy do refleksji nad zasadnością używania tego pojęcia i nad koniecznością jego doprecyzowania. Najważniejsza wątpliwość uwydatniona w toku analizy skłania się ku określeniu zespołu cech, które pozwalałyby jednoznacznie stwierdzić, jakiego rodzaju konflikty, z użyciem jakich technik i od którego momentu, można określać mianem wojen hybrydowych.

In the last decade, one can notice the huge interest of researchers in the field of cyberpolicy, which is primarily due to the widespread use of the Internet in the public space. This fact is also an impulse for conducting interdisciplinary research that combines knowledge from social sciences on the one hand, and uses content from technical sciences on the other. Compared to the form of conducting election campaigns in the 20th century in the U.S., during the 2016 election campaign there were significant changes in the conduct of political struggle. These changes consist above all in the use of cybernetic tools, which to a large extent, however difficult to determine, shaped electoral behavior. The contemporary political competition is more and more dependent on technology, which becomes the main element of the professionalization of election campaigns. Investigating the impact of cyberspace on electoral results is a big challenge, considering the fact that the area of cybertechnology is extremely complex. Cyberspace has now become a field for many political phenomena that are constantly evolving and in most cases their importance is immense for the functioning of the political system. The article is intended to deal with selected phenomena related to cybertechnology that were compared with other events from the U.S. election campaign in 2016. The article aims to investigate selected events resulting from the use of cybertechnology, which had an impact on electoral behavior.

Hybrid aggression of the Russian Federation, starting from the illegal annexation of Crimean peninsula and consistent occupation of the territory of Donetsk and Luhansk regions in 2014, was accompanied by massive information campaigns against Ukraine from the aggressor state. 135Features of the Organization of Work of Public... Hybrid component of the conflict was observable since the inception. Information-psychological warfare, humiliation of Ukrainian language and culture, falsification of Ukrainian history, establishment of alternative reality of the distorted information picture of the world by the Russian media were identified as one of the most relevant threats to the national security of Ukraine. Current challenges and threats to the national security of Ukraine determine the overall necessity of finding a viable, adequate, as well as integrated tool, which will make possible to establish consistent cooperation in the security and defence sector. Qualitative analysis of the organization of work of units of the Ministry of Defence of Ukraine during the armed aggression of the Russian Federation against Ukraine in order to develop new effective mechanisms of countering the aggression is of upmost importance. Development of this work on the basis of the unique experience will give the chance to establish effective resistance to destructive information campaigns which are conducted by the external aggressor.

Elections are nowadays treated as a symbol of a democratic order. However, this view is not true. The institution of elections also occurs in states that are far from being a democracy. However, their course and functions significantly differ from the elections carried out in democratic countries. As it has been shown in the article, the analysis of the title issue becomes particularly important due to the growing group of countries referred to as hybrid regimes.
Wybory traktowane są współcześnie jako symbol demokratycznego porządku. Jednak pogląd ten nie jest prawdziwy. Instytucja wyborów występuje również w państwach, które są dalekie od demokracji. Jednak ich przebieg i spełniane funkcje w istotny sposób różnią się od wyborów realizowanych w państwach demokratycznych. Jak ukazane to zostało w artykule analiza tytułowego zagadnienia staje się szczególnie istotna z związku ze zwiększająca się grupą państw określanych jako reżimy hybrydowe.

It is difficult to characterize Ukrainian society as fully active or passive, as, on the one hand, public participation and involvement in political life as well as large mobilization in situations where civil interests are violated are clearly visible, and, on the other, we can notice a decrease of political activity as a consequence of these events. The aim of the present work was to analyze and explain the specificity of the functioning of Ukrainian society in the years 2000 – 2012. The study was conducted with the author’s own designed tool based on the concept of ideal types developed by Max Weber. The analysis of political apathy used a dissonant category of political activity and the conclusions were drawn on the basis of whether the legislation of Ukraine promotes an active attitude of society and the extent to which the provisions of the law are reflected in real involvement of Ukrainian citizens in political matters. The results show that participation of Ukrainian society in different forms of political activity does not entail its full realization, while the fact that Ukrainian citizens got involved in public affairs excludes the recognition of Ukrainian society as fully apathetic. Thus, in the case of Ukraine, we are dealing with a hybrid society characterized by political activity with elements of political apathy.

The article aims to analyze the role of economic sanctions in the People’s Republic of China’s overall approach to achieving its security objectives in the international arena. During the last two decades, Beijing used this instrument on numerous occasions to exert pressure on a varied group of actors. China’s current strategy toward a range of disputes and conflicts it is engaged in (the South China Sea territorial disputes most prominently stand out) is often described using the popular vocabulary of “hybrid warfare” or “grey zone conflicts”. Putting the conceptual complications aside, the author agrees that the PRC’s approach can be viewed as part of a growing trend for great powers to employ what can be called “hybrid strategies” toward its opponents. As part of a broader category of economic statecraft, economic sanctions form an important element of this approach. Considering current scholarship on both “hybrid” (or “grey area”) warfare and economic sanctions, the article answers the question of why the PRC increasingly resorts to hybrid strategies (including economic coercion) and identifies the main characteristics of Chinese economic sanctions. It also provides preliminary conclusions on their effectiveness.
