This article aims to present the positions of minorities in Central and Eastern Europe since 1990. The analysis concentrates on relations between the various cultural and minorities group. The main outline is the concepts of minority rights and their multi-dimensional development of linguistic minorities and social development. There is a broad description of the social development of Roma in Central and Eastern Europe. Eastern European democracy promoters have made extensive use of their bilateral diplomatic channels to allow democratization laggards in the post-communist space a glimpse of what democracy looks like close to home and to give them encouragement and know-how to move forward with reforms.

After the collapse of the bipolar international system, a new line of “soft” division in Europe has been established in East-Central Europe. The article seeks to verify the hypothesis that Central and Eastern Europe is an international relations area but is not a cohesive, tightly-knit region united by common institutions, historical experience and the resulting awareness of a separate identity and a sense of community vis-à-vis the external world whereas the international order herein is a dynamic process undergoing evolution. Despite the passage of over twenty years since the collapse of the bipolar system, this process has not yet been completed.

Nowadays, the common denominator of involvement of the EastCentral Europe in the international arena, and above all, the premise determining community of interest expressed in the European Union is the migration crisis. Despite the different circumstances of activity in the context of the migration crisis, states in the region express similar opinions on the consequences of immigration for security in the region. Above all, they emphasise the implications of immigration for the internal security of states. Given the complex nature of migration, this article focuses on the phenomenon of immigration in the EU, determining the causes of the escalation of the influx of immigrants and, above all, identifying the consequences for the security of states of East-Central Europe.

East-Central Europe being distinguished – despite different views – a geographical space does not constitute a distinct and coherent political, economic, social, and cultural space. Changes taking place in contemporary Europe, in particular those associated with integration processes mark a new, specific dividing line, different from that during the Cold War. It runs across the geographical, and, consequently, social, political, economic and cultural space of East-Central Europe. It is constructed by both different standards and indicators of social, political and economic life in that part of Europe and the specific shape of cultural identity. The research objective of the paper is to identify and analyze the “fracture” of social space in this part of Europe. It is assumed that social space is a complex, multifaceted construction. Especially significant seems to be the problem of the political empowerments of civil society and its limitations, the problem of the socio-economic situation, and the problem of cultural identity. It is also assumed that the EU’s political strategy currently being pursued, consisting in relinquishing the prospect of EU enlargement towards the east to include selected countries of the so-called post-Soviet area, contributes to strengthening “the fracture” of East-Central Europe. This is apparently the result of the European Union’s implementation of “A Europe of Projects” strategy, which is the measures undertaken under the European Neighbourhood Policy, Eastern Partnership, or Black Sea Synergy.

In 2010, Barbara Budrich Publishers (Germany) published a book titled Political Science in Central-East Europe. Diversity and Convergence on the development and state of political science in the countries of Eastern and Central Europe. The book is a collection of 19 country reports (Albania, Armenia, Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Georgia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Russia, Serbia, Slovakia, Slovenia and Ukraine), which, collectively, provide the much needed account on the discipline’s institutionalization throughout the region. Individual chapters – written by academic professors or lecturers – include such information as the state of research, teaching, major books and journals, international cooperation, public impact. The chapter on Polish political science was written by professor Teresa Sasinska-Klas, at the time of the publication, the President of the Polish Political Science Association.

This paper has been based on three assumptions that have been widely discussed in the international political science: (1) there has been a decline of democracy in East–Central Europe (ECE) with the emergence of “velvet dictatorships”, (2) the velvet dictatorships rely on the soft power of media and communication rather on the hard power of state violence that has provoked “cultural wars“ and (3) the basic turning point is the transition from the former modernization narrative to the traditional narrative with “reinventing the past” and “reconceptualising modernity” through the reference to the historically given collective national identity by launching the “politics of historical memory”. The velvet dictatorships have been using and abusing the national history as an ideological drug to consolidate their power. The (social and national) populism and Euroscepticism are the basic twin terms to describe the soft power of the new (semi)authoritarian regimes. They are convertible, the two sides of the same coin, since they express the same divergence from the EU mainstream from inside and outside. Soft power means that the political contest in the new regimes has been transferred from the hard to the soft fields of politics as the fight between the confronting narratives. The victory of the traditionalist–nativist narrative carries also the message that the people are only passive “subjects” and not active citizens, so the field of politics has been extremely narrowed in the “new brave world” in ECE.

America’s unipolar balance of power created after the end of the Cold War is inevitably coming to an end. The dynamic economic growth of the People’s Republic of China, lasting uninterruptedly since the 1980s, the reconstruction of spheres of influence by the Russian Federation, the world war on terrorism with the accompanying costly wars in Iraq and Afghanistan, economic crises systematically weakening the economies of Western countries in 2001, 2007 and 2020, and the COVID-19 pandemic – these are just some of the many causes of geopolitical changes. Parallel to the weakening position of the United States, countries such as the Russian Federation are increasingly boldly challenging the current balance of power, provoking armed conflicts and destabilizing countries located in Central and Eastern Europe. The purpose of this article is to present the American Multi-Domain Operation concept as a response to the Russian concept of new generation warfare by which the country successfully led to the annexation of Crimea, the war in Donbas, and the political destabilization of Ukraine. The main research problem resulting from the assumed goal was to answer the following question: what is a Multi-Domain Operation and how do the United States intend to compete and win in the armed conflict taking place in Central and Eastern Europe with the Russian Federation? The following research methods were used to solve the research problems: the method of cause-effect and institutional-legal analysis, method of examining documents, and the method of analysis and criticism of literature. The monographic and comparative methods were also used. However, the main role was played by deductive reasoning which enables the identification of facts based on an in-depth analysis of source data. Taking into account the preliminary research, the author proposed the following research hypothesis: a Multi-Domain Operation is another American operational concept describing the security environment, and the Russian and American way of war. The USA will achieve victory in a possible armed conflict by locating and neutralizing the enemy’s anti-access – area denial capabilities, and then destroying its forces in the disputed area.
Однополярный баланс сил Америки после окончания холодной войны неизбежно подходит к концу. Динамичный экономический рост Китайской Народной Республики, продолжающийся непрерывно с 1980-х годов, восстановление сфер влияния Российской Федерацией, мировая война с терроризмом и сопровождающие ее дорогостоящие войны в Ираке и Афганистане, экономические кризисы, систематически ослабляющие экономики страны Запада в 2001, 2007, 2020 годах, пандемия COVID-19 – вот лишь некоторые из многих причин геополитических изменений. Параллельно с ослаблением позиций США такие страны, как Российская Федерация, все более смело бросают вызов существующему балансу сил, провоцируя вооруженные конфликты и дестабилизируя страны, расположенные в Центральной и Восточной Европе. Цель данной статьи – представить американскую концепцию многозонной операции как ответ на российскую концепцию войн нового поколения, посредством которых Россия успешно привела к аннексии Крыма, войне на Донбассе и политической дестабилизация Украины. Основной исследовательской проблемой, вытекающей из поставленной цели, стал ответ на вопрос: что такое многозонная операция и как США намерены конкурировать и побеждать в вооруженном конфликте в Центральной и Восточной Европе с Российской Федерацией? Для решения исследовательских задач использовались следующие методы исследования:. метод причинно-следственного, организационно-правового анализа, документального исследования и анализа и критики литературы. Использовались также монографический метод и сравнение. Однако главную роль сыграли дедуктивные рассуждения, позволившие выявить факты на основе глубокого анализа исходных данных. Принимая во внимание предварительное исследование, автор выдвинул следующую исследовательскую гипотезу: многозонная операция является еще одной американской оперативной концепцией, описывающей обстановку безопасности, а также российско-американский способ ведения войны. США добьются победы в возможном вооруженном конфликте, обнаружив и нейтрализовав средства противодействия доступу противника, а затем уничтожив его силы в спорном районе.

The aim of the paper is an attempt at evaluating the Eastern Partnership from the point of view of the socio-cultural dimension in a broad sense. Do cultural and civilisational factors influence relations between the EU and Eastern European and South Caucasus countries? Is the EU capable of further enlargement? The Eastern Partnership is experiencing significant turmoil (Russia-Ukraine war, unstable South Caucasus) which begs the question of the future of the policy. Moreover, the paper tackles the issue of the EU’s internal factors and their influence upon relations with Eastern countries.
Celem niniejszego artykułu jest próba spojrzenia na projekt Partnerstwa Wschodniego Unii Europejskiej z punktu widzenia wymiaru społeczno-kulturowego. Czy Unia Europejska jest w stanie nadal się rozszerzać? Czy uwarunkowania kulturowo-cywilizacyjne mają wpływ na kształt stosunków Unii Europejskiej z państwami Europy Wschodniej i Kaukazu Południowego? Partnerstwo Wschodnie poddawane jest silnym wstrząsom (wojna Rosji z Ukrainą, niestabilny Kaukaz Południowy), które rodzą pytania o przyszłość tej polityki. W artykule zostanie również podjęta próba odniesienia się do uwarunkowań wewnętrznych UE i ich wpływu na jej stosunki z państwami wschodnimi.
