Warsaw Science Diplomacy School 2020 was the 1st edition of summer school held together by the European Academy of Diplomacy, based in Poland, and the European Union led programme Inventing a shared Science Diplomacy for Europe (InsSciDE). The week-long venue took place online, due to the coronavirus pandemic, between 22-26 June 2020. Class of 2020 consisted of 28 participants from 6 continents, 10 European Union member states and 27 countries in total, where vast majority possessed different nationality and country of residence. Also, the mentors and instructors of the school came from over 13 institutions gathered in the InsSciDe consortium. Participants were divided into 4 teams where they were discussing study cases of how European science diplomacy applies to global challenges. The chosen challenges were the following: Natural resources as public goods for global health; A Matter of Global Epidemic Diplomacy; Scientists in diplomacy during the Scramble for Africa; and A co-production of science and diplomacy in the Law of the Sea.

Cultural diplomacy is getting more and more important instrument of the foreign policy in achieving objectives in increasingly globalized world. Undoubtedly it became one of the crucial components of international relations, promoting deeper cooperation and understanding between states, international organizations and people. The article aims to analyze how ASEAN use the cultural diplomacy in order to strengthen its position in the region and in the world as a whole. I start with defining what the cultural diplomacy is. Next I try to explain the differences as well as re lationship between ‘cultural diplomacy’, ‘public diplomacy’ and ‘cultural relations’. Then, by using the concept of cultural diplomacy I examine how ASEAN use the cultural diplomacy, as foreign policy instrument, in the multilateral environment. Finally, I summarize the article and give some suggestions how ASEAN cultural diplomacy should be directed in order to improve it.

The goal of the research was to investigate FIFA, one of the most important international sports organisations, from the perspective of its diplomatic subjectivity. It is a case study concerning the process of selection of the World Cup hosts by FIFA, in reference to the engagement of presidents, prime ministers and other representatives of national authorities of states that hosted FIFA World Cup in bidding for the tournament within last the 30 years. The hypothesis that was verified within the research assumed that through selecting World Cup host FIFA obtains diplomatic subjectivity. This refers to research questions concerning the willingness of state leaders to engage in contacts and negotiations with sports officials and reasons for such engagement.
Celem pracy jest zbadanie jednej z najważniejszych organizacji sportowych, jaką jest FIFA, z perspektywy jej dyplomatycznej podmiotowości. Badanie stanowi studium przypadku poświęcone procesowi wybierania gospodarzy mistrzostw świata w piłce nożnej w kontekście wspierania poszczególnych kandydatur przez prezydentów, premierów i innych przedstawicieli władz państw, którym ostatecznie przyznano organizację mistrzostw świata w ostatnich 30 latach. Hipoteza, która została poddana weryfikacji, zakładała, że poprzez wybieranie gospodarzy mistrzostw świata w piłce nożnej FIFA uzyskuje podmiotowość dyplomatyczną. Wiąże się to z pytaniami badawczymi dotyczącymi gotowości przywódców państwowych do angażowania się w kontakty i negocjacje z działaczami sportowymi oraz przyczyn takiego zaangażowania.

The paper adds to the body of recent scholarly literature that emphasizes the role of domestic publics in public diplomacy – a field until recently examined with only minor attention to the domestic realm. It suggests conducting an analysis of the domestic dimension of public diplomacy on three levels: individual, organizational, and national. By doing so, we are able to understand in a complex manner the environment from which public diplomacy practice grows, and thus also its specific dynamics. Applying this model of analysis to the case of Israel, the paper describes major domestic factors shaping Israeli public diplomacy: the culture of individual engagement (individual level), the clash of organizational ethea of institutions responsible for public diplomacy (organizational level), and the intertwining of public diplomacy and nation-building (national level). The analysis also allows us to better grasp the dilemma faced by Israeli public diplomacy between efficiency and democratic character.

The aim of the paper is to investigate ping–pong diplomacy between the Unites States and China, which was used by both countries as a diplomatic tool, aimed at achieving political rapprochement despite ideological dissonance and conflict over Taiwan. Both governments were seeking a way to establish closer relations but the circumstances prevented them from traditional diplomatic contacts. Sports exchange proved to be a convenient solution. In the paper the Author attempts to verify a hypothesis on a subsequent legacy of the ping–pong diplomacy in American foreign policy. The study allowed to determine reasons for the need to employ sport in order to establish closer relations between two hostile actors of international relations. It is an attempt to answer a question concerning the intentional or coincidental character of the analysed sports exchange. The paper is an empirical case study on one of the prime examples of positive sports diplomacy and was conducted with the use of decision–making.

Celem artykułu jest zbadanie pojęcia dyplomacja sportowa. Mimo że znaczenie sportu w dyplomacji wydaje się być dostrzegane i rozumiane przez badaczy w Polsce, zagadnienie to nie było jak dotąd szerzej analizowane. Jako że termin ten jest zazwyczaj uznawany za jeden z wymiarów dyplomacji publicznej, artykuł poświęcony jest także zbadaniu kwestii roli i miejsca sportu w jej ramach. W treści artykułu przedstawiony został szereg sposobów rozumienia pojęcia dyplomacja sportowa prezentowanych przez różnych badaczy. Naukowcy rozumieją ten termin w sposób zróżnicowany, w szczególności jeżeli chodzi o jego zakres. W związku z tym w artykule podjęto próbę zaproponowania najbardziej adekwatnego sposobu rozumienia tego pojęcia.
The aim of the article is to investigate the term ‘sports diplomacy’. Although the significance of sport in diplomacy seems to be recognized and understood by scholars in Poland, it has not been analysed in a deeper way so far. As the term is usually regarded as one of the dimensions of public diplomatic, the role and place of sport within public diplomacy is also analysed. In the article, a number of ways of understanding sports diplomacy by various scholars will be introduced. Scientist tend to regard this term differently, especially in respect to its range. Therefore, an attempt to provide the most appropriate way of understanding sports diplomacy will be conducted.

The COVID-19 pandemic caused not only substantial turmoil in the international environment, both politically and economically, but it also inspired new forms of diplomatic conduct. Since 2020 we could observe new forms of health diplomacy, which is already well-established among theoretical concept. While counteracting the harmful effects of the pandemic was the primary goal of most of the initiatives, it soon became apparent that health diplomacy can be perceived by many as a political tool, supporting foreign policies and strategic goals. This research aims to investigate International Olympic Committee as a non-state diplomatic actor and its efforts related to the COVID-19 pandemic that can be classified as public diplomacy and, more specifically, health diplomacy. The main research question refers to the character of diplomatic conduct, more specifically, whether it can be related to traditional health diplomacy focused on addressing health challenges or also to public diplomacy, aimed at reaching own goals.
Pandemia COVID-19 przyczyniła się do pojawienia się licznych wyzwań i zagrożeń zarówno o charakterze politycznym, jak i gospodarczym. W środowisku międzynarodowym dało się także zaobserwować pojawienie się wielu nowych inicjatyw dyplomatycznych, które stanowiły niejako odpowiedź na te wyzwania. Szczególne miejsce wśród tych inicjatyw zajmowały działania, które mogą zostać określone jako dyplomacja zdrowotna, rozumiana jako szczególny przejaw dyplomacji publicznej. Kategoria ta jest niejednoznaczna i w najbardziej dosłownym znaczeniu jej celem jest współdziałanie ukierunkowane na minimalizowanie zagrożeń zdrowotnych. Jej drugie znaczenie jest bliższe dyplomacji publicznej, bowiem skupia się na wykorzystaniu działań z zakresu promocji zdrowia jako narzędzia wspierającego politykę zagraniczną oraz osiąganie celów strategicznych. Badanie skupia się na Międzynarodowym Komitecie Olimpijskim jako aktorze niepaństwowym i jego inicjatywach podejmowanych w okresie pandemii COVID-19, które można zaklasyfikować jako dyplomację zdrowotną. Zasadnicze pytanie badawcze odnosi się do charakteru podejmowanych działań – czy noszą one znamiona tradycyjnej dyplomacji zdrowotnej skierowanej na zapobieganie zagrożeniom zdrowotnym, czy też mają charakter narzędzia wspierającego osiąganie własnych celów, również strategicznych.

Defence diplomacy is increasingly important in modern states’ foreign and security policies. The ever-expanding circle of issues of interest fosters the strengthening of the role and importance of defence diplomacy. Alongside the traditional areas of military cooperation based on dialogue and support, other areas of interaction serving international security are becoming more visible. Each state has a different set of instruments at its disposal, and they try to shape defence diplomacy in their own way, taking into account the specificities of their own national interests and the environments in which they operate. Despite their natural differences, there is a common understanding that defence diplomacy can enhance trust and transparency in international relations. Nevertheless, with all the similarities in states or international security organisations, it is not easy to talk about a universal model of defence diplomacy. The wide range of diplomatic instruments allows each state to select and adapt them to the specific situation and the conditions dictated by geopolitics or geo-economics in the relevant international policy areas.

China is a country that employs a number of tools in order to shape its positive international perception. Sport plays an important role in this area. The aim of the research is to investigate the issue of sports exchanges and their role in shaping international image of China. The analysis is an empirical case study and is aimed at answering a research question concerning how sports exchanges may be used in order to shape a desired international image of a country. According to the main hypothesis to be tested in the article, through sports exchanges China managed to make a swift from the old, unidirectional sports diplomacy, to a more dialogue-oriented, reciprocal form.
Chiny należą do krajów, które wykorzystują szereg narzędzi kształtowania pozytywnego wizerunku międzynarodowego. Sport odgrywa w ich ramach istotną rolę. Celem badania jest analiza kwestii wymian sportowych i ich roli w kształtowaniu międzynarodowego wizerunku Chin. Badanie stanowi empiryczne studium przypadku i jego celem jest odpowiedź na pytanie badawcze dotyczące tego, w jaki sposób wymiany sportowe mogą być wykorzystane do kształtowania pożądanego wizerunku państwa. Zgodnie z główną hipotezą, która poddana została weryfikacji, przez wymiany sportowe Chiny były w stanie przejść od tradycyjnych form jednokierunkowej dyplomacji sportowej do bardziej ukierunkowanej na dialog i wzajemność.

Opis:
Syria is a state which has been affected by multiple series of disasters in the XXI century. Some of them has been natural caused, whereas there were some caused by human activity. Only for the first two decades of the current century, Syria has been the arena of the most complex military conflict, which significantly damaged the whole state and caused its partial international isolation. On the other hand, Syria has struggle with various types of natural disasters, such as drought from 2006 to 2010, numerous floods, the COVID-19 and Cholera outbreak and finally, the recent earthquake, occured in February 2023. The last phenomenon has lead numerous countries to express solidarity with Syria as well as to deliver the humanitarian aid to this country. Some of them are considered to be hostile towards Damascus and president Bashar el-Assad. In parallel to the humanitarian assistance, there was a diplomatic process, which led to full rehabilitation of Syrian president in the region and to full normalization diplomatic relations with other Arabic states as well as to start a dialogue with Turkey. In some analytical and media centers, the recent events have been described as an outcome of the earthquake diplomacy or disaster diplomacy, characterized as the international situation in which the natural disaster and the readiness to counterreaction against its effects, may create the opportunities to deescalate relations between the warrying states. Therefore, would it be accurate to consider the recent disaster in Syria able to create the new process as well as to transform the long-term strategies of a number of countries? This article will deal with analysing political process occured between Syria and the regional powers after the earthquake as well as it will try to answer the question how the international position of Syria has changed and crucially: does the recent earthquake have the impact on these issues?
Сирия – страна, которая в XXI веке подверглась целому ряду катастроф, как природных, так и техногенных. Только за первые два десятилетия этого века страна стала ареной самого многогранного и многопланового вооруженного конфликта, который привел к ее внутренней дезорганизации и частичной изоляции на международном уровне. С другой стороны, Сирию преследуют стихийные бедствия, такие как засуха 2006–2010 годов, многочисленные наводнения, эпидемии КОВИД-19 и холеры и, наконец, разрушительное землетрясение в феврале 2023 года. Последнее вызвало волну выражений солидарности и гуманитарной помощи Сирии со стороны многочисленных стран-союзников, а также тех, кто до сих пор считался враждебным по отношению к правлению президента Башара Асада. Параллельно со спасательной операцией шел дипломатический процесс, который привел к реабилитации сирийского лидера в регионе, полной нормализации отношений с арабскими странами (включая восстановление членства Сирии в Лиге арабских государств) и началу диалога с Турцией. В некоторых аналитических центрах и СМИ последние события описываются как результат дипломатии землетрясений или дипломатии катастроф, характеризуемой, в частности, как международная ситуация, в которой стихийное бедствие и стремление противостоять его последствиям создают возможности для деэскалации между конфликтующими сторонами. Таким образом, создала ли природная катастрофа в данном случае новую международную ситуацию и, следовательно, способна ли она в течение нескольких месяцев пересмотреть многолетнюю стратегию ряда государств? В данной статье мы проанализируем политические процессы между Сирией и государствами региона после землетрясения и попытаемся ответить на вопрос, как изменилась международная позиция Сирии и, самое главное, повлияло ли на эти процессы недавнее землетрясение и какое значение оно имело.

The paper refers to the category of sports diplomacy and aims to investigate the issue of diplomatic subjectivity of international sports organizations, by the example of FIFA and its prerogative to grant membership to national football federations. Such processes on some occasions are connected to political and diplomatic significance, particularly in relation to states without universal international recognition, for whom participation in international sport is an important tool in their struggle for legitimization. The research question that the author attempts to answer is whether membership of national sports organization in the international sports federations can be meaningful from the perspective of the state’s endeavors toward securing international recognition. The hypothesis stated that the prerogative of international sports bodies such as FIFA to recognize national sports federations enhances their diplomatic subjectivity.

Article “Public and cultural diplomacy in cities’ branding” is a try to set ideas of city diplomacy and idea of branding into theory of international relations. Also, analysis of two West-European and two East-European cities is a chance to analyze chances and threats that both states and cities can encounter during a process of brand building. The main questions that article is answering are “Can cities use their resources and connections to make public and cultural diplomacy?” and “What influence on that process has factor of being a city in post-soviet country or former Soviet Satellite state?” It can be said that cities are able to brand and rebrand itself and they are more flexible than states that cannot run away from some aspects of its identity. In case of difference between western and post-soviet states, the difference is none. In research, numerous rankings, articles and analyses were used as a primary sources in order to characterize how different are images of Italy, Germany, Hungary and Ukraine. Also, paper tries to determine, what is relation between states brand and branding of its cities.
Статья представляет собой попытку вписать идеи городской дипломатии и брендинга в теорию международных отношений. Кроме того, анализ двух западноевропейских и двух восточноевропейских городов — это возможность проанализировать шансы и угрозы, с которыми могут столкнуться как государства, так и города в процессе построения бренда. Основные вопросы, на которые отвечает статья: «Могут ли города использовать свои ресурсы и связи для публичной и культурной дипломатии?» и «Какое влияние на этот процесс оказывает фактор принадлежности города к в постсоветской стране или бывшем советском государстве-сателлите?». Можно сказать, что города способны к брендингу и ребрендингу, и они более гибкие, чем государства, которые не могут избежать некоторых аспектов своей идентичности. Разницы между западными и постсоветскими государствами нет. В исследованиях в качестве первоисточников использовались многочисленные рейтинги, статьи и анализы, которые позволяют охарактеризовать, насколько различаются образы Италии, Германии, Венгрии и Украины. Также в статье предпринята попытка определить, какова связь между брендом государства ибрендингом его городов.

Opis:
The article tackles the issue of measurement and evaluation of the effectiveness of public diplomacy instruments, such as strategies. The author suggests applying the approach based on the phenomenon of attraction. The evaluation of quality of public diplomacy is presented as the evaluation of influence of capabilities of public diplomacy instruments, and their certain set (aggregate) in subjective and functional strategies of public diplomacy. The article also argues a state that the more public diplomacy instruments meet the conditions of successful attraction and affiliation, the more likely they would be attractive to the population of a host country and would provide an involvement effect.
Artykuł dotyczy kwestii mierzenia i oceny skuteczności instrumentów dyplomacji publicznej, takich jak strategie. Autorka proponuje zastosowanie podejścia opartego na zjawisku atrakcyjności. Ocenę jakości dyplomacji publicznej przedstawiono jako ocenę wpływu skuteczności jej instrumentów oraz pewnego ich zestawienia w subiektywnych i funkcjonalnych strategiach dyplomacji publicznej. W artykule postawiono również tezę, że im bardziej instrumenty dyplomacji publicznej spełniają warunki skutecznego przyciągania i przynależności, tym bardziej będą one atrakcyjne dla ludności kraju przyjmującego oraz zapewnią efekt zaangażowania.

Celem artykułu jest próba stworzenia autorskiej propozycji pojęcia dyplomacji dla nauki i dostosowania siatki pojęciowej do zmieniającej się rzeczywistości międzynarodowej. Odwołując się do wytycznych teorii poznania i logiki formalnej w ujęciu T. Kotarbińskiego, zidentyfikowane będą komponenty treści i przedmiot pojęcia, takie jak podmioty inicjujące, adresaci, cel i instrumenty działań w ramach dyplomacji dla nauki.
The aim of the article is an attempt to create an author’s proposal of the notion of diplomacy for science and to adapt the notional network to the changing international reality. Referring to the guidelines of the theory of cognition and formal logic in T. Kotarbiński’s view, the following will be identified: content components and the subject of the concept, such as initiators, addressees, purpose and instruments of action within the framework of diplomacy for science.
