- The text presents an analysis of functioning of Polish social security system; the system itself demands verification and adjustment to a novel formula of society of citizens, based on social ties, activity and self-responsibility. It is underlined that Europe departs slowly from ideals of welfare state to promote welfare mix – self-control and life-span self-reliance of citizens; and it departs from a model of a protective state to promote a model of a protective society. It is pointed out, with Poland as an exemplification, how a misunderstood notion of justice may cause a widespread sense of discrimination among some social groups, how centrally state-directed process of social solidarity may polarize and prompt conflicts of pressure groups, risking simultaneously a loss of fluidity of public finance. The research material ends with an assertion that social justice established by law has to take into account a social-political context, and its link with social solidarity ought to be based not so much on tradition of the protective state than rather on strengthening of social ties, on a community of interests, on creating the sense of self-responsibility for a quality of one’s life.
