European Union’s Common Security and Defence Policy (CSDP) is a fundamental example of comprehensive approach used by the EU to achieve its goals. Though CSDP the EU is able to carry out civil missions and military operations not only in Europe, but also away from it, in the farthest regions. Since 2003 CSDP’s missions and operations have been taking place on three continents: Africa, Asia and Europe. EU’s presence on continents other than Europe allows it to be perceived as a global player responsible for security on the international arena. Each of the continents is important for EU’s policies. It contributes to each of them as well as has benefits from each of them. The Union plays a certain role on each of the continents, which contributes to its position on the international arena. Focusing the actions of European Security and Defence Policy’s (ESDP) (at that time) on Asia was a crucial step towards the status of a global player and also meant a beginning of a new dimension for the relations between the EU and Asia in the area of security. Missions in Indonesia and Afghanistan proves too, that the Asian continent is particularly important for the EU when it comes to security.

In view of the contemporary challenges and threats, European Union’s efforts in the area of civil and military capacity building are extremely important. As an international organization having a high impact on third countries, the European Union plays a key role in conflict prevention and crisis response. In external governance EU has two sectoral policies at its disposal: the Common Foreign and Security Policy (CFSP) and the Common Security and Defense Policy (CSDP). The CFSP is responsible for resolving conflicts and fostering international understanding using diplomacy and giving respect for international rules. The CSDP is responsible for carrying out civilian and military missions as well as for diffusing rules, which affect, in various respects, the improvement of security management in third countries through their incorporation. By adopting today’s global approach, both military and civilian, to crisis management and continuing to strengthen its capacity for action and analytical tools, the European Union is becoming a major security vector at international level, and its Common Security and Defense Policy expeditionary missions are the tangible proof.

The centralization, depoliticization and empowerment of judges in the French counter-terrorism system is an effective measure against terrorism, despite the fact, that it is controversial. The article will discuss the powers of the leading judicial bodies in the fight against terrorism, their advantages and disadvantages. The article emphasizes the thesis of the effectiveness of the anti-terrorism system in France, even though it is based on complex principles.
Centralizacja, odpolitycznienie i wzmocnienie uprawnień sędziów we francuskim systemie antyterrorystycznym jest skutecznym środkiem walki z terroryzmem, mimo, że budzi wiele kontrowersji. W artykule zostaną omówione uprawnienia głównych organów sądowych w zakresie walki z terroryzmem, ich zalety i wady. Artykuł akcentuje tezę o skuteczności systemu antyterrorystycznego we Francji, mimo, iż opiera on się na twardych zasadach.

The purpose of this article is synthetic analysis of the theories concerning the Security and Defence Policy of the European Union. Author analyses neorealist and neofunctionalist theories and marginally takes into account theory of liberal intergovernmentalism and new institutionalism theory. Neorealists argued that in order to understand CSDP, one should look at the changing nature of the balance of power and the way in which member states sought profits coming from the negotiation process, which took place between European Union and NATO. Liberal intergovernmetalists, including Andrew Moravcsik, assumed that CSDP is a factor created and driven by the domestic policy of member states, although both NATO and EU institutions influenced this process. Neofunctionalists’ hypothesis assumed that CSDP is a result of the spill-over effect – consequence of the economic integration. They demonstrated, through economic analysis, the impact of economic and monetary union on the process of development of the European security and defence policy. In neoinstitutionalist theory, the emergence of the CSDP is explained by highlighting the impact of international institutions in the foreign policy of the EU and NATO member states. Above hypotheses have the objective of finding the causes of the CSDP’s emergence, but are also an attempt to answer the question what is the CSDP. Exitisting theories do not adress the whole issue comprehensively, because they are missing implication of links between supranational, transnational and intergovernmental dimension of CSDP, indicating only the conceptualization of evolution and the role of the various bodies at different levels, particularly in the theories of neoliberalism, neoinstitutionalism and intergovernmental liberalism.

Regulations and records relating to the fight against terrorism are scattered in many documents of the EU. After their statement they form a kind of set the acquis terrorisme, as a part of acquis communautaire in the fight against terrorism. The author tried to identify the first principles which are implemented in force in the fight against international terrorism. Aspects of serving as a kind of context to clarify the rules are: cooperation at the external borders, which are rules adopted in the functioning of the Schengen area, judicial cooperation in criminal matters, the principle of combating terrorism in foreign policy.

The Presidency of European Union (EU) plays an important role in the functioning of the whole organisation. First of all, it is the propelling force for new decisions and policies in every area. Interior and exterior security of the EU (especially terrorism and its prevention) has become major issues in recent years. Terrorist attacks in London and Madrid not only made us realise that interior security was threatened, but also that this problem is connected to the exterior environment. In eff ect, many documents referring to fi ghting terrorism have come into existence. It have shown a big demand for creating instruments that would deal with security issues. Moreover, many of the Union’s institutions have been granted rights to combat it. That is why it is legitimate to look closer at the output of previous Presidencies in the area of freedom, security, and justice. This paper aims at listing matters connected to the EU’s security through the analysis of priorities and conclusions of the Presidencies in years 2005–2010, and the effects coming from Work Programmes’ guidelines with simultaneous pointing to often different goals set by particular countries.
