- THE PROCESS OF adjustment to system changes was extremely slow in Warmia and Mazuria since it was hindered by the establishment’s lack of understanding of the idea of democracy. The talks at the Round Table were neglected. From among three main political parties active in the province of Olsztyn, only the members of SD mentioned the idea of democracy. The opposition rooted in “Solidarność,” weak at first, supported the Round Table. The idea which could unite it was the disapproval of the communist regime. The elections to the Seym and Senate were held on the 4th ( first round) and 18th ( second round) of June 1989. In the the province of Olsztyn “Solidarność” won the free election, obtaining both Senate mandates and three seats in the contractual Seym. After such semi-democratic elections the local “Solidarność” were triumphant and the coalition of PZPR, ZSL, SD began to fall.
