While entering the transformation period, Poland started changes in economics, which was run by the state and was characterized by the lack of market equilibrium and low degree of satisfying the nation’s needs. The change of the state’s role in the economic system became the major challenge for Poland, which started transformations of the system in 1989. The ending of this major phase of transformation can be gauged not only by the degree of state’s withdrawal from the role of the owner and a manager, and replacing this role by a stable set of systemic rules, but also by introducing new market organizing institutions and the degree of financial independence of economic entities from the domination of politics.

Talented youths such as students, professionals, information technology experts, entrepreneurs, cultural workers, and others are now more internationally mobile in the world economy as a delinquent response to new opportunities (and risks) that are offered by globalization. This trend has been reinforced by the greater information flow on economic opportunities and life-styles in different cities and countries across the globe and by lower transportation costs. The burden of this paper is a critical examination of the various dimensions of delinquent international mobility of human capital and its developmental implications on source nations (often developing countries), recipient nations (often rich countries), and on international crime and development. The work is also interested in empirical solution to risk factors against youthful talents and possibilities as imperatives for social mobilization and transformation in a globalized world. The theoretical model for this work shall connect neo-Marxist critical perspective and comparative advantage theory viewed in the light of parsonnian social order model. Finally, the paper will critique social transformation problematic associated with youthful talents not developed and mobilized. Through resourceful literature and empirical models as stated earlier, the possible solutions will emerge. My expectation is to highlight the need for an adequate and cooperative policy response that balances the human resource needs of the source countries and of the receiving countries considering the fact that ethical standards for recruitment and compensation schemes are possible tools to deal with this phenomenon.

The model transformations of Polish public administration after 1989 were the result of the necessary and inevitable consequence of events related to erosion and the collapse of the „real socialism” system. Its internal decomposition, as a result of social reality inadequacy, created a situation in which it was possible to undertake deep systemic reforms in Poland. Democratization of the government system in Poland was an extremely complex process generating numerous problems and showing the scale of adversity in all spheres of social life. All political and structural changes in Poland after 1989 were also possible due to propitious external, international conditions. Especially the collapse of the USSR brought certain possibilities for Poland and other countries in Central and Eastern Europe to regain full sovereignty, which was later expressed in membership in NATO, the Council of Europe, and then European Union accession. As a result of the systemic and political transformation process, the administration has become an extremely important cell in the democratic legal order and the entity responsible for the implementation of a significant part of public tasks at the local, supra-local and regional levels.

This paper is not an attempt to present the process of political changes that occurred in Poland after the end of the Second World War. Its aim is to indicate and explain the characteristics of the process of political change which after 1945 turned Poland into a totalitarian socialist state, and from 1989 led to the construction of the democratic state. The fate of Poland and other Eastern European countries was decided by the strategic interests of the great powers. The memory of the victims of war and democratic axiology gave way to the calculations and domination of force. Many nations were deprived of subjectivity and the possibility of sovereign choice in their future development. In Poland the place of the sovereign nation had been taken by a small group of politicians who became the plenipotentiaries of the Soviet leadership. The creation of the totalitarian system was an essential precondition for the implementation of the Stalinist model of society entirely dominated by the Communist Party, the state described as socialist, and its apparatus of repression. The rule over the nation, although it was called the dictatorship of the proletariat, was a dictatorship over the enslaved society. Only the gradual erosion and finally the collapse of the centre of communist world, created in this part of Europe the possibility to choose freely the model of collective life. The victory of the Polish Solidarity and the fall of Berlin Wall alike symbolize the overcoming the post-Yalta order and the return of these nations to the European, democratic idea of social order. After 1989 the political solutions in which power is protecting the needs, interests and aspirations of each individual as well as the common good, considered the summum bonnum, were chosen. This power is by its very nature decentralised.

In the first half of 2001 the US Department of State, following a request from the National Security Archive (a US non-governmental organisation), declassified documents relating to the Round Table negotiations, the presidential elections, the crisis over choice of a prime minister and the creation of government (coalition) in Poland in 1989. Those documents, highly confidential until their release, allow us to look at the most important events in the transformation in Poland from a different perspective, which has not yet been extensively analysed. In essence, they indicate the role of external factors which have influenced the political situation of Poland – the transformation and actual decomposition of communism. They include cables detailing the US embassy’s participation in, and its analysis of the events during Poland’s ‘revolution’.

This paper presents changes that have occurred at the local level in Poland and new German federal states during the process of the post-communist system transformation. The stages of rebuilding the local self-government and its structures are analyzed. The experiences of Poland and Eastern Germany – two states where the system transformation took different courses – were compared. At the same time, both countries have different constitutional orders of the unitary state and federal state, and this context are interesting fields for a comparative analysis. This paper also confronts the two methods of institution building – the importing of well-established institutions and developing them in the evolutionary way, where in both cases path a dependency can be well observed. In Germany this is considered a special case (Sonderfall) of institutional transformation, in which the key role was played by the transference of institutions, personnel and financial means. This was also done much quicker and in a more structured and comprehensive way than in Poland. In the case of Poland, the creation of local self-government structures or shaping the political actors was a grassroots and evolutionary process. This article points out the most important factors that had a crucial significance in the course and results of the transformation and explains different ways of developing the system of democratic local self-government.

The article attempts to analyse basic understanding of post-1989 political transformation in Poland through the eyes of Chinese diplomats, policymakers, scholars, and journalists. For deeper understanding of Chinese perspective in perceiving Poland, the author applies the discourse analysis that is mainly based on quantitative analysis of articles published in Chinese magazines, such as Nanfang Chuang, and academic journals published by Chinese universities and think-tanks, such as Russian Studies, Syberian Studies, and Problems of Contemporary Socialism. In the first part of the article, the author introduces the major institution that referred to Polish problems in China. The second issue discussed are the key assumptions of 1980s in Poland: the picture presented is based mainly on the book published by Wang Yizhou and Su Shaozhi, in which these issues were described. In the last part, the author focuses on Polish political and administrative bodies, such as the Supreme Chamber of Control and Polish foreign policy, as analysed by the Chinese. In the final conclusion, the author argues that the Chinese use the pragmatic approach, and hope to learn from the Polish transformation in order to secure and maintain the next stage of Chinese reforms.

The article is devoted to Professor Ryszard Borowicz, his research and critical analysis of the changes taking place in the Polish higher education. Ryszard Borowicz was their researcher, witness and participant, as well as, in many aspects, also their co-author, fulfilling many political, management and social functions in that period. The article aims to analyze the transformation of the Polish higher education from the point of view of Borowicz’s critical position, whose research interests were centred on revealing hidden forms of inequality in access to education. The analysis presented in this article is concentrated on the three most import_ant processes: (a) massification of higher education, (b) marketisation of higher education and (c) demographic decline as the most import_ant factors influencing the availability and quality of the education offered by the Polish higher education institutions. The text contains references to a large number of disputes and debates that I had with Professor Ryszard Borowicz throughout the past decade, for which unfortunately I did not manage to thank him.

The article’s purpose is to analyse the generational transformation and outline the characteristics of individual generations. Moreover, the concept of V. Papava indicating generational trends was juxtaposed. The analysis characterises the young generation of Georgians in relation to other generations. I used research methods to solve this research problem based partly on secondary sources. The basic research methods used in the article are the method of analysing existing data and the comparative method, which allowed for juxtaposing the division into generations proposed by V. Papava with the general characteristics of global generation trends. Secondary statistical data studies from the Caucasus Research Resource Center completed the other methods, allowing for a more in-depth analysis of the generations. This article is a snapshot of studies on the generational transformation of Georgian society and is part of a series of articles on the young generation of Georgians and their opinions about democracy and democratisation.
Цель статьи состояла в том, чтобы проанализировать смену поколений и наметить особенности отдельных поколений в грузинском обществе. Кроме того, в статье также сопоставляется концепция поколений В. Папавы с концепцией генеральных трендов поколений. Этот анализ позволил автору охарактеризовать молодое поколение грузин на фоне других поколений. Для анализа этой исследовательской проблемы был использован ряд методов исследования, частично основанных на вторичных источниках. Основными методами исследования, использованными в статье, являются метод анализа имеющихся данных и сравнительный метод. Это позволило провести, предложенное В. Папавом, деление на поколения с общей характеристикой мировых тенденций поколений, а также сопоставление различий и сходства в контексте этих понятий. Обзоры вторичных статистических данных Кавказского исследовательского ресурсного центра дополнили вышеуказанные методы, позволив провести углубленный анализ указанных поколений. Эта статья является вкладом в дальнейшее исследование поколенческих трансформаций грузинского общества и является частью серии статей о молодом поколении грузин и их взглядах на демократию и демократизацию.

This paper aims to briefly tackle the issue of the alter ego and the metamorphosis in Latin American literature. For this reason, we shall take the story by Julio Cortázar entitled Axolotl as a reference point and evaluate the various interpretations of the myth and transformation in Cortázar’s work. Since we are not the very expression and measure of our thoughts (e.g. Julio Cortázar), our other self is always among us. The various existential relationships that we establish daily to confirm that we live our lives fulfilled by certainty and conviction, and that – staying in a permanent conflict with the world engulfed in an antagonistic relationship between the real and the unreal – they are a potent metaphor through which Cortázar evoques Thomas Mann or Franz Kafka, among others. Thus, the axolotl shall not be the only reason to analyze the story. We shall also see how this metaphor is rendered in literature.
Celem artykułu jest krótkie omówienie problemu obecności alter ego i procesów metamorfozy w literaturze latynoamerykańskiej. Punktem wyjścia dla prezentowanych rozważań jest opowiadanie Julio Cortázara Aksolotl. Historia stanowi pretekst ukazania różnych interpretacji, które przekazuje nam Cortázar w odniesieniu do mitu i problemu przemiany, transformacji. Ponieważ nie zawsze jesteśmy uczciwi wobec siebie, wyrazem i miarą naszych myśli może stać się nasze drugie ja, nasz nierzeczywisty sobowtór. Pisarz odwołuje się do różnorodnych relacji egzystencjalnych, w których poszukujemy codziennie potwierdzenia i stałości, poczucia rzeczywistości, pozostając jednak w nieustannym konflikcie ze światem pogrążonym w antagonistycznej relacji między tym, co realne, i tym, co nierzeczywiste. Ten dualizm jest wieloznaczącą metaforą, poprzez którą Cortázar przywołuje m.in. Thomasa Manna czy Franza Kafkę. Aksolotl stanie się zatem pretekstem analizy i punktem wyjścia do refleksji na temat metafory transformacji ukazywanej w literaturze pięknej.

The Author has demonstrated that Samoan youth is not indifferent to cultural universals, despite attempting to co-create them in the course of a multi-cultural dialogue and globalization processes. The study was founded on research results conducted through local observations and a questionnaire distributed among students of the Faculty of Education at the National University of Samoa in Apia. The research aimed to learn about the opinions, aspirations, attitudes, and value systems of Samoan students as they represent the educated elite of the 21st-century generation. The interviewed approve of contemporary civilizational novelties, as long as those do not harm the traditional culture. The socialization process in the Samoan youth has been occurring on a borderland between upbringing, traditional family-tribal, and the modern state-citizen education in schools and social life. Family and traditional customs are still vivid despite being more open to contemporary civilization and state developments. Although cautious towards novelties that might threaten the Samoan culture, these attitudes may be assessed as a reformatory. Based on the results obtained in Samoa, it is justifiable to state that the process of cultural transformation universalization has been occurring there in many areas of reality.

In the process of political transformation, initiated the events of the Round Table in 1989. Important place and importance is given to issues of self-government. Political science literature suggests in this regard to the fact that one of the pillars of political transformation in Poland was the transition from a monopoly of the central government to local government. Covid-19 is considered as an important factor that impacts largely on the security and development. Covid-19 has caused the shiftin the definition of the national security and significance of new emerging non-traditional security issues, for instance the health security, and human security. Accordingly, Covid-19 has had devastating effects on the poor and human development, due to the economic recession and diversion of resources to focus on coping with the virus, stressing the accomplishment of sustainable development goals. It is anticipated that the entanglement of security and development issues gives rise to more complex challenges to ensure the stability and progress of sustainable economic development. This context has raised a question of how countries, especially lower middle-income countries like Vietnam, could cope with arising challenges and opportunities in the new context. This research concludes that Vietnam, as a perfect case study, has strongly supported global and regional cooperation to reset development agenda to focus on quick economic recovery towards resilient, green inclusive, and sustainable development. Internally, Vietnam was successful in controlling the pandemic, and become one of few countries that achieved positive GDP growth in the region in 2020. The key to overcome these challenges remains with the Communist Party of Vietnam’s strong political leadership to control Covid-19, and to take advantages of development trends such as globalization, shifting of supply chain, digital economy, and green recovery and green growth.
