The aim of this article is to analyze Polish foreign policy, its nature and instruments of implementation under the migration crisis. The migration issue is in this case the determinant of foreign policy, which verified and actuated Polish external policies in the bilateral relations, as well as in the framework of multilateral cooperation. The migration issue has also become a determinant of European policy of Poland prejudging the extent and mechanisms of Polish involvement in the solution of the migration crisis in European institutions. It should be noted that a different approach to EU policies and its activities to prevent and mitigate the effects of the influx of people on its territory is reflected in the relations between Member States, as exemplified by the Polish-German relations. The migration issue is also reflected in the activities of the Visegrad Group. Fear of the consequences of mass migration into the EU and, above all, opposition to the obligation to accept refugees based on the quota system proposed by the European Commission intensified cooperation within the Visegrad Group. From the Polish foreign policy perspective, the Visegrad Group is seen as an important entity influencing its effects.

The migrations of population are considered to be one of fundamental values in the life of cultures and civilisations . They are regarded as a force that generates social and economic progress, political aspirations, a “school” of attitudes, behaviour, tolerance, entrepreneurship, criticism. At the same time it is pointed out that they should not be a spontaneous phenomena and process. It is essential to prepare oneself for functioning in an immigration reality, for various barriers reveal themselves in it and are overcome by immigrants only with effort. The psychological factor is important in this respect. A number of people encounter difficulties to adapt to a new cultural reality because of their personality (e.g. because of neuroticism, distrust towards the outside world, introvertism).

The state policy is a derivative of many factors, both internal and external. It is implemented through appropriate activities in various fields of its functioning. From 2015, there has been a revival of the debate over migration issues that are the result of the humanitarian crisis that Europe has been struggling with. According to data from the International Organization for Migration, the number of people seeking a refuge or a better life in Europe has increased fourfold in one year. This situation has forced action by the European Union and individual states aimed at limiting the scale of illegal immigration. The aim of the article is to analyze Poland’s migration policy in the context of actions taken by EU institutions. The first part of the work contains theoretical considerations regarding migration policy. In the second one, the author presented attempts to solve the migration crisis by the European Union together with the attitudes of Polish governments towards immigrants and the issue of their relocation. The article presents the changes that have been made in the Polish legal and institutional system. The undertaken analysis indicates that in the migration policy, which is largely reactionary in nature, the chief value is safety.
Polityka państwa jest pochodną wielu czynników zarówno o charakterze wewnętrznym, jak i zewnętrznym. Realizowana jest poprzez odpowiednie działania w różnych dziedzinach jego funkcjonowania. Od 2015 r. nastąpiło ożywienie debaty nad kwestiami migracji, będącymi następstwem kryzysu imigracyjnego, humanitarnego, z jakim zmaga się Europa. Według danych Międzynarodowej Organizacji ds. Migracji liczba osób szukających schronienia lub lepszego życia w Europie wzrosła czterokrotnie w ciągu jednego roku. Sytuacja ta wymusiła podjęcie działań przez Unię Europejską oraz poszczególne państwa mających na celu ograniczenie skali nielegalnej imigracji. Celem artykułu jest analiza polityki migracyjnej Polski w kontekście działań podjętych przez instytucje unijne. Pierwsza część pracy zawiera rozważania teoretyczne dotyczące polityki migracyjnej. W drugiej natomiast autor przedstawił próby rozwiązania kryzysu migracyjnego przez Unię Europejską wraz z postawami polskich rządów wobec imigrantów oraz kwestii ich relokacji. Artykuł przedstawia zmiany, jakich dokonano w polskim systemie prawo-instytucjonalnym. Podjęta analiza wskazuje, że w polityce migracyjnej, mającej w znacznej mierze charakter reakcyjny, naczelną wartością jest bezpieczeństwo.

Italy, due to it is geographical location, is extremely exposed to migratory movements. Over the past few decades, the Republic has undergone a far-reaching transformation from sending to receiving country. A country in which a migration policy practically did not exist had to build it from scratch quite quickly, which was associated with many of its disadvantages, reformed over time. A breakthrough moment was the migration crisis initiated in 2011 and caused by the Arab Spring in North Africa. It was a real test not only for the Italian migration policy, but in retrospect also for the entire European Union, where, unfortunately, there was no enough solidarity.
Włochy, ze względu na swoje wyjątkowe położenie geograficzne, są szczególnie narażone na ruchy migracyjne. W ciągu kilku ostatnich dekad Republika Włoska przeszła daleko idącą transformację z kraju wysyłającego, po przyjmujący. Państwo, w którym praktycznie nie istniała polityka migracyjna, musiało w dość szybkim tempie zbudować ją od podstaw, co okraszone zostało wieloma jej wadami i niedociągnięciami, reformowanymi w miarę upływu czasu. Przełomowym momentem okazał się kryzys migracyjny zapoczątkowany w 2011 r. u podłoża, którego stała Arabska Wiosna w Afryce Północnej. Był on prawdziwym sprawdzianem nie tylko dla włoskiej polityki migracyjnej, ale w perspektywie długofalowej również i całej Unii Europejskiej, gdzie niestety zabrakło wystarczającej solidarności.

Since 2004, the UK has enjoyed a decade of experience in managing migration from EU8 countries. This time around, how well founded are the fears that 2014 will see another ‘flood’ of migrants, on par with levels experienced in 2004? This essay argues that EU2 migration, from Romania and Bulgaria, will not be a repeat of 2004. To begin, this paper will examine the reasons why there was a twenty-fold discrepancy between official estimates of expected migrants following the 2004 enlargement. Then, by using Poland as a case study of typical migration flows after the 2004 migration period, this paper will show that— contrary to predictions based on standard migration theory— mass migration outflows in 2004 is not a good predictor of events to come in 2014. Among other factors, given that those who wanted to migrate to the UK from Romania and Bulgaria already have migrated pre-accession and more countries opened their labour markets in 2014 than they did in 2004, the UK is not likely to see a mass influx of Romanian and Bulgarian migrants as it did with those of Polish origin in 2004. However, like Polish migration, Romanian and Bulgarian migration will tend to be more circular and ‘fluid’.

Nowadays, the common denominator of involvement of the EastCentral Europe in the international arena, and above all, the premise determining community of interest expressed in the European Union is the migration crisis. Despite the different circumstances of activity in the context of the migration crisis, states in the region express similar opinions on the consequences of immigration for security in the region. Above all, they emphasise the implications of immigration for the internal security of states. Given the complex nature of migration, this article focuses on the phenomenon of immigration in the EU, determining the causes of the escalation of the influx of immigrants and, above all, identifying the consequences for the security of states of East-Central Europe.

In mid-October 2019, the European Commission presented a report on the implementation of European Agenda on Migration of 2015 and indicated the areas that require further action mainly related to irregular migration, smuggling of migrants and trafficking. The EC emphasized that only by joining forces of all member states the European Union will be able to fight effectively and humanely with these problems. Irregular migration has become one of the EU most important problems since the 1990s, and the growing number of irregular migrants evoked the feeling that a single state is unable to control people arriving on its territory. The Europeans are terrified of the scale of migration. Conflicts and antagonisms between the local population and the rapidly growing number of migrants have begun to increase. The research goal of the article is to analyze the implementation of the 2015 European Agenda on Migration.
W połowie października 2019 roku Komisja Europejska przedstawiła sprawozdanie dotyczące realizacji działań w ramach „Europejskiego programu w zakresie migracji” z 2015 r. i wskazała na obszary wymagające dalszych działań związanych głównie z nielegalną migracją, przemytem migrantów i handlem ludźmi. KE podkreśliła, że Unia Europejska będzie w stanie skutecznie i humanitarnie walczyć z tymi problemami tylko wtedy, jeśli wszystkie państwa członkowskie wspólnie wezmą udział w tej walce. Nielegalna migracja stała się jednym z najważniejszych problemów UE już w latach 90. XX w., a wzrastająca liczba nielegalnych migrantów zwiększyła poczucie, że pojedyczne państwo nie jest w stanie kontrolować osób przybywających na jego terytorium (Boswell, 2003, ss. 618–620). Europejczycy przerazili się skalą migracji. Zaczęły narastać konflikty i antagonizmy między ludnością miejscową i szybko rosnącą liczbą migrantów. Celem artykułu jest analiza dotychczasowej realizacji postanowień „Europejskiego programu z zakresu migracji” z 2015 roku.

Currently, Türkiye is a country with the largest number of refugees in the world. Over 3.7 million of them come from Syria. At the beginning of the migration crisis which affected European Union member states, Türkiye as a transit destination provided refugees with a place at Temporary Accommodation Centers (TACs). After signing the agreement with the European Union (on March, 21 2016) and with the increasing number of refugees in Türkiye, it became impossible to place all of them in refugee camps. Syrians began to migrate not only to border cities and towns, but also to Istanbul and other Turkish metropolises. This article aims to show the impact of refugees on the situation of Istanbul and other Turkish cities. The analysis is intended to answer the following questions: how did refugees change the structure of Turkish cities? How did the migrations of the Syrian community affect the border cities of Türkiye and the metropolises in the western and central part of the country? Which socio-economic problems did the increase in the number of refugees generate in Türkiye? What kind of social problems arose in Turkish cities with the arrival of Syrian refugees?

The paper is devoted to chosen aspects of the situation of a child with migration experience in a new socio-cultural reality. The analyses undertaken in the article show the dilemmas and difficulties which accompany an individual functioning in the conditions of cultural differences. The text consists of two complementary parts. The first one presents specificity of enculturation and acculturation processes (learning of own and new culture). The second part describes the threads related to experiencing cultural differences and their psychological and social consequences. The consideration included in the paper enrich the narratives of people who experienced/are experiencing migration (mainly in the childhood) which are the results of empirical research (Polish context). The article may be useful to everyone who is interested in the issues of socio-cultural adaptation of children with migration experience.

Migration as a weapon sounds like a policy statement by resurgent nationalistic parties (and governments) in the West. However, politics and the human cost aside, what if an adversary (both state and non-state actor) does exploit the current global crisis of mass migration due to globalization, war, and political unrest? This article will look at the ongoing mass migration to the European Union within the wider security context of the so-called hybrid threats and/or ‘grey zone’ tactics. It looks at the various legal categories of migration as how the law can be weaponized as so-called ‘lawfare’ to undermine the existing legal frameworks distinguishing between legal and illegal migration. The authors recognize the possibility that this article will be used as an argument by the political actors involved for their nationalistic and anti-migration politics and policies. Yet, we believe that the potential of abusing the current vacuum for political gains along ideological party lines makes it necessary to provide a wider legal-security focused perspective on mass migration.

Nowadays, migration of people on the territory of the European Union has become one of the factors determining Poland’s foreign policy and determining its bilateral relations due to the scale and dynamics of this phenomenon. Notwithstanding the fact that Poland, unlike other EU Member States directly bearing the costs of mass influx of migrants, is not a target country for migrants, the migration crisis associated with mass influx of people also indirectly affects the Polish reality. Emphasizing the implications of the migration crisis from the point of view of state security consistently strengthens critical opinions in Poland and at the same time determines the reluctance of the Polish society to accept immigrants (mainly from the Middle East and North Africa). The article focuses on the repercussions of the migration crisis from the perspective of Polish-German relations. The basis for this research area is, on the one hand, the role of Germany in the context of the migration crisis and, on the other, the presentation of different positions by Poland and Germany regarding the methods of stopping the inflow of migrants into the EU.

This article attempts to reflect on three crucial issues concerning migration research. First of all, we seek the answer to the question: what is a specific problem of migration in sociology and in theoretical and methodological approach? For this purpose we reach to the roots of Polish researches of migrants, by Florian Znaniecki and Józef Chałasiński. Secondly, we try to reconstruct the map of current migration problems as is the effect of reviewing the literature of the subject. We pay particular attention to research on migration issues in the UK. Thirdly, we attempt to present our own research approach to Polish emigrants’ problems by using two basical categories: adaptation and integration. The subject of further empirical investigations will be the factors which facilitate or block these processes.

This study investigated women, migration, decent work and vulnerabilities in Africa. Essentially, it is on record that for the last few years more female migrants have been migrating independently for work, education and as heads of households. Despite these improvements, female migrants may still face stronger discrimination, are more vulnerable to mistreatment, and can experience double discrimination as both migrants and as women in their host country in comparison to male migrants. Nonetheless, male migrants are also exposed to vulnerabilities in the migration processes. For example, records have it that every day, women across Libya who have been subjected to forced marriages, sexual abuse, and other dire situations, leave their home countries for the prospect of a better life and with longing for Europe’s safety, they are willing to face an equally perilous route ahead, with the constant risk of being returned to Libyan detention centres, where they are abused, starved, and tortured (Palmucci, 2021). It is based on this that this study was carried out using investigative analysis of women victims who are presently returnees to their home country (Nigeria). Through identified women returnees from some of these countries, most especially Libya, 15 women returnees interacted to share their experiences while outside the country for greener pastures. These 15 women returnees were able to link the authors of this study to other 29 women returnees to Nigeria in the last three to two years.

Cooperation in the South Pacific region is unique due to the characteristics of its participants. Following the period of decolonization (1962-1980), countries in Oceania have radically changed. Achieving independence gave those nations international legal personality, yet complete independence from their former colonial powers. The following consequence was gaining an opportunity to draft, adopt and execute own laws in national and foreign policy. PICT (Pacific island countries and territories) have been expanding connections, political and trade ones, within the region since the 1960s when permanent migration of islanders and intra-regional transactions began. Migrations along with foreign aid are considered as the distinctive characteristics of the Pacific Ocean basin. Since the 1980s, the regional integration in Oceania, through establishing regional groupings and increasing the regional trade agreements number, took on pace and scope. The MIRAB synthetic measure (migration, remittances, aid, bureaucracy) has been used in analyzing the Oceania developing microeconomies. Last but not least, migration and foreign aid have been retaining the region from a deeper and more effective stage of regionalism.
