While reforming of the Ukrainian state, an important part of ensuring the social process is gender issues, providing equal opportunities for self-realization of a person regardless of gender, age, nationality or social origin. In accordance with the Millennium Development Goals adopted by the world community in 2000, one of the priorities of international development and indicators of social and economic development is ensuring gender equality. The implementation of gender equality ideas contributes to the effective use of human potential and, consequently, to the expansion of human development opportunities. Studying the processes of creation and implementation of gender policy in public administration is one of the new areas of research at the current stage of state formation. Its relevance is due to the processes of democratization of the Ukrainian society and search for ways to increase the effectiveness of public policy concerning equal rights and opportunities for women and men. Nowadays it is paid considerable attention to gender equality aspects by many international organizations. Thus, the United Nations (UN) has developed a number of global Sustainable Development Goals (CDGs) for 2015-2030, which were approved in 2015 at the UN Summit on Sustainable Development and which now all countries are committed to. The fifth of the seventeen CDGs is to achieve gender equality and empower all women and girls. In 2017, the Government of Ukraine presented the “Sustainable Development Goals: Ukraine” national report, which addresses gender equality as an essential task. It is emphasized that in Ukraine it is necessary to create conditions for elimination of all women discrimination forms. In this regard the relevant objectives and basic indicators for their achievement have been identified. Despite the fact that the world pays more and more attention to research in the field of gender equality, in Ukraine this issue remains one of the marginal segments in the public administration science. Therefore a systematic study of the formation of a gender-balanced staff at local executive bodies is becoming important. It is the management staff of local executive bodies that is sharply criticized; its mistakes and misjudgments significantly affect the standard of living, the welfare of citizens of a particular administrative-territorial unit, and the image and authority of government and the state as a whole. In the article it is analyzed the principles and mechanisms of state gender policy in Ukraine in the social and labor area, in particular in the civil service, it is studied the latest changes in the legal framework on gender issues, and it is described the existing legal issues that slow the further development of gender integration in all spheres of public administration, it is developed proposals to improve gender policy legal framework at the current stage.

In this article, I gave the analysis of the position of Polish political parties to issues of education and gender. I analyzed the topic of philosophical issues to the LGBT community. The intention of the research was demonstrate how the parties relate to issues of gender, so it identify and propose what changes in the context of education policy. It used an analysis of existing documents (declarations, programs) and expression of individual politicians. On the basis of the study I pointed to the division between left and right side of the political scene in the context of philosophical issues.
W niniejszym artykule analizie poddano stanowiska polskich partii politycznych wobec tematyki edukacyjnej i gender. Przeanalizowano wątek kwestii światopoglądowych wobec środowiska mniejszości seksualnych. Zamierzeniem badawczym było wykazanie, jak partie odnoszą się do tematyki gender, z czym ją utożsamiają i jakie zmiany proponują w kontekście polityki edukacyjnej. Zastosowana została analiza zastanych dokumentów (deklaracji, programów) oraz wypowiedzi poszczególnych polityków. Na podstawie prowadzonych badań wskazano na podział na lewicę i prawicę w kontekście kwestii światopoglądowych.

The education system and its role in reproducing gender inequality have been discussed in different European countries for over 40 years. The research-based reports from 16 European countries delivered to European Commission within Exchange of Good Practice on Gender Equality forum created a unique opportunity to learn about the main themes, intensity and stages of development of gender and education discourse across Europe. The analysis of the situation in various countries revealed some differences and similarities in the approach to introducing gender in education between post-communist countries and countries with long-time history of gender equality debate. The areas of difference refer to social perception of gender, discrepancy between official legislation and practice, cooperation with educational authorities, textbooks contents and attitude to sexual education. The major similarities concern teachers’ awareness and attitudes, gender gap between boys and girls in scholastic achievements, segregation in vocational choice and feminization of teaching profession. The country overview allows to locate Poland on the map of this European discourse as well as to show inspiring examples coming from the countries far more developed in introducing gender sensitive mechanisms in educational practice.

This article’s aim is to follow new directions in musicology research, that aspire to be interdisciplinary in character and to focus on cultural, analitical and critical approach to music. Almost entirely unknown to Polish readers, this research, defined as “new” musicology, refers to ethnomusicology and sociology of music’s outputs, and tries to apply some of the methods used in those disciplines to analyze classical Western music. Feminist musicology, on which I focus the most, is a still evolving, very popular in the US and at the same time very wide field of study. It’s analyses, although they are sometimes ideological, are one of the most interesting examples of widening the frames of traditional musicology, that are worth knowing. Not assuming to exhaust the topic, I find it crucial to outline the fields of research for this discipline.

The aim of the article is to study the process of the reproduction and changing of gender stereotypes relating to women in the Armed Forces of Ukraine. Materials and methods. The method of qualitative content analysis, interpretive and explanatory methods of discourse analysis have been used. Materials to conduct this research are publications, comments and pictures on the pages of group “Military service” in a social network Facebook. Results & discussions. In the military environments gender stereotypes’ psychological functions have profound effects on the specificity of the reproduction and changing of stereotypes relating to women. At the linguistic level the cognitive-adaptive function is realized through the cognitive gender metaphor. Feminine metaphors are becoming instruments that breaks down traditional stereotypes of women and offers a new perspective, namely the absence of polarization between the sexes, as well as the trust and support of interaction between men and women in the military corporate culture. The value-protective psychological function of gender stereotypes relating to women is aimed to maintain collective values, justify and rationalize discriminatory attitudes towards an alien group. Gender stereotypes relating to women are used not to create the opposition “man – woman” or “male – female” but “the military – civil persons”. The constructive function of gender stereotypes is aimed at the internal acceptance of servicemen’s worldview position; it helps to prevent the stress associated with the need for subordination in the military environment. The social functions of gender stereotypes relating to women help a military man to reproduce situations that are emotionally significant for him, in which his needs in recognition and love have been met. Further, this will contribute to the establishment of psychological comfort and deep emotional ties between men and women in a heterogeneous team. The analysis of the gender stereotypes’ functions did not reveal the relationship of competition and hostility between femininity and masculinity in the military environment. Conclusions. For today in the military environment the gender stereotyping of women is becoming flexible, and stereotypes are changing according to social context. The root cause of this process is the specifics of the military professional activities, when the effectiveness of accomplishing the stated tasks is possible only if there is a unified system for accepting corporate goals, values and relationships. The identification of woman on the basis of gender is secondary, but her identification with a social and professional group becomes urgent. Women, just like men, become the bearer of the ideas and ideals of military professional activity, and the updated gender stereotype includes values and norms promoted by the corporate military culture.
Мета статті – дослідити особливості відтворення і конструювання ґендерних стереотипів, які стосуються жінок, в Збройних силах України. Матеріали та методи. На першому етапі особливості конструювання гендерних стереотипів були вивчені за методикою якісного контент-аналізу, на другому етапі були використані інтерпретатівний і пояснювальний методи дискурс-аналізу. Матеріалом дослідження послужили текстові фрагменти і фотографії, які розміщені на сторінках групи соціальної мережі Facebook «Military service – Військова служба». Результати та дискусії. На специфіку відтворення і конструювання стереотипів, які стосуються жінок, у військовому середовищі велику роль відіграє реалізація психологічних функцій ґендерних стереотипів. Когнітивно-адаптаційна функція на лінгвістичному рівні реалізується через когнітивну ґендерну метафору. Фемінні метафори стають тим інструментом, які ламають традиційні стереотипні уявлення про жінок і пропонують нову перспективу – відсутність поляризації між статями, а також таку взаємодію чоловіків і жінок у військовій корпоративній культурі, що базується на довірі і підтримці. Ціннісно-захисна психологічна функція ґендерних стереотипів, які стосуються жінок, у військовому середовищі спрямована на підтримку колективних цінностей, виправдання і раціоналізацію дискримінаційного ставлення до чужої групі. Ґендерні стереотипи щодо жінки використовуються не для створення опозиції «чоловік ¬ жінка» або «чоловіче – жіноче», а «військові – цивільні». Конструктивна функція гендерних стереотипів спрямована на внутрішнє прийняття світоглядної позиції військовослужбовців, попередити стрес, який пов’язаний із необхідністю підпорядкування у військовому середовищі. Соціальні функції ґендерних стереотипів, які стосуються жінок, дозволяють чоловікам-військовослужбовцям відтворити емоційно-значущі для них ситуації, в яких були реалізовані їх потреби у визнанні і любові. Надалі це сприяє встановленню психологічного комфорту і глибоких емоційних зв’язків між чоловіками і жінками в різностатевих колективах. Аналіз функцій ґендерних стереотипів не виявив відносин конкуренції і ворожнечі між фемінністю і маскулінністю у військовому середовищі. Висновки. На теперішний час ґендерна стереотипізація жінки у військовому середовищі стає гнучкою, а стереотипи коригується залежно від соціального контексту. Причина цього процесу ховається в специфіці професійної діяльності військових, яка полягає в тому, що в армії ефективність виконання поставлених завдань можлива лише при наявності єдиної системи прийняття корпоративних цілей, цінностей і відносин. Ідентифікація жінок по ґендерним ознакам виявляється другорядною, актуальною стає її ідентифікація з соціально-професійною групою. Жінки нарівні з чоловіком стають носіями ідей та ідеалів військово-професійної діяльності, а оновлений ґендерний стереотип включає в себе цінності, норми, правила поведінки, що пропагуються корпоративної військової культурою.

The paper presents an empirical test of the theory of gender revolution by Goldscheider, Bernhardt and Lappegård in Poland and Austria. The two countries were chosen because they both are examples of conservative welfare states and intend to enlarge the involvement of men in childcare. The authors conducted a trend analysis to investigate the specific stage of gender revolution the two countries can presently be situated in. The statistical analysis was based on the data from the International Social Survey Program (ISSP) at three different points in time: 1994, 2002 and 2012. The analyses revealed that the level of egalitarian attitudes in Austria is more prominent than in Poland. In both countries, women tend to be more egalitarian than men. The growth of egalitarian attitudes towards gender roles is increasing over time, but only in Poland. However, in Austria an increase in egalitarianism in domestic and care work can be observed over time.

Gender-based violence (GBV) is a global menace that has taken worrisome dimension in the Nigerian society especially among in-school adolescents. It is one of the challenges militating against total development of school aged children in Nigeria; hence, the purpose of the study was to investigate the form, causes and consequences of gender based violence among in-school adolescents in Ilorin metropolis in Nigeria. The study adopted a descriptive research of the survey type. There are 18 secondary school in Ilorin. Simple random sampling technique was used to select 10 schools from the available schools in Ilorin metropolis while random sampling technique was used to select 20 representatives from each selected secondary schools. A total of 200 representatives were used for the study. The result revealed a significant difference in the violence against male and female in-school adolescents. Females were shown to be more physically and sexually harassed as well as marginalized when compared to their male counterparts. The result would enable education stakeholders in Nigeria, especially classroom teachers, to be aware and alert on potential gender based violence against female students.

The objective of the article is to analyze equal access of women and men to positions in the Polish Council of Ministers after 1989. The percentage of women in the Councils of Ministers established between 1989 and 2019 was at the level of 12.55%. Only in the office of Kopacz, the female ratio reached the value of 31.58%, i.e. the level of the so-called critical mass of 30%, which may constitute the threshold of the real influence of women on political decisions. The governments of Morawiecki (1st government) and Szydło were composed of 27% and 25% women, respectively. However, only 13% of women were in the subsequent (2nd) cabinet of Morawiecki. This proves that in the coming years in Poland, the perspective of gender balanced governments, which were created, among others: by the Prime Ministers of Sweden in 2014–2021 and of Canada since 2015, is unlikely to be realized.
Celem artykułu jest analiza równego dostępu kobiet i mężczyzn do stanowisk w Radzie Ministrów po 1989 r. Wolumen kobiet w Radach Ministrów funkcjonujących pomiędzy 1989 a 2019 kształtował się na poziomie 12,5%. Jedynie w gabinecie Ewy Kopacz współczynnik kobiet osiągnął wartość 31,6%, czyli poziom tzw. masy krytycznej wynoszącej 30% i mogącej stanowić próg rzeczywistego wpływu kobiet na decyzje polityczne. W skład rządów Mateusza Morawieckiego (I. rząd) i Beaty Szydło Kobiety wchodziło odpowiednio 27% i 25% kobiet. Natomiast w kolejnym gabinecie Morawieckiego (II. rząd) znalazło się zaledwie 13% kobiet. To świadczy, że w najbliższych latach w Polsce raczej nie zarysuje się perspektywa rządów zrównoważonych pod względem płci, które zostały utworzone m.in.: przez premierów Szwecji w latach 2014–2021 oraz Kanady od 2015 r.

This paper aims to analyse the elements of gender ideology and neo-liberal ideology in a corpus composed of three Italian and two Serbian as a foreign language textbooks. The focus of the study is centered on the representation of activities related to the purchase of clothes and accessories, analysed from the perspective of Critical Discourse Analysis. The results indicate that neoliberal values are sustained through the idea that women are naturally predisposed to be clothes and fashion consumers. On a broader scale, the results implicate that the educational materials taken into examination lack a critical pedagogy approach, and that they do not employ the critical and the transformative potential of education, instead they are limited to the reproduction of dominant ideologies.
Il presente contributo si propone di analizzare gli elementi dell’ideologia di genere e dell’ideologia neoliberale nei manuali per l’insegnamento delle lingue straniere. Il corpus è composto da tre manuali di italiano LS e due manuali di serbo LS adottati nella didattica delle lingue straniere presso l’Università di Banja Luka, Bosnia ed Erzegovina. Il focus dell’analisi è centrato sulla rappresentazione delle attività relative all’acquisto di capi di abbigliamento. Il modello tridimensionale di Norman Fairclough, al cui interno l’analisi delle pratiche discorsive è articolata in tre tappe – descrizione, interpretazione, spiegazione – costituisce il punto di riferimento metodologico. La prima tappa dell’analisi consiste nell’individuazione delle sequenze testuali e illustrative in cui sono denotate le attività relative all’acquisto di capi di abbigliamento, mentre nelle fasi di interpretazione e spiegazione si mette in luce la natura ideologica del discorso educativo. I risultati mostrano che sia nei manuali di serbo LS che in quelli di italiano LS la rappresentazione dell’acquisto di capi di abbigliamento è caratterizzata dalla differenziazione di genere, evidente nella scelta di rendere esclusivamente i personaggi femminili protagonisti di quest’attività. L’immaginario stereotipato della moda e dello shopping in cui a consumare è solo e sempre la donna, rafforzato dal messaggio che implica che l’acquisto di abbigliamento è uno dei modi per soddisfare gli standard di bellezza e aumentare la percezione positiva di sé, conferma il sovrapporsi delle due ideologie, ovvero dimostra come gli stereotipi di genere vengono sfruttati e capitalizzati dalle dinamiche del consumo nel settore della moda e dell’abbigliamento. Siccome né gli stereotipi di genere né i valori neoliberali vengono capovolti per offrire modelli alternativi ed equilibrati, si evince che i manuali del corpus non mettono in atto il potenziale trasformativo dell’educazione.

Heteronormativity refers to a rigorous social gender order in which the only assumed and accepted gender division is between male and female. Non-heteronormativity implies a loosening of the social gender dichotomy. Both the concepts of heteronormativity and non-heteronormativity in relation to children are rarely used, probably because of prevailing notions of an essentially asexual and unproblematically heteronormative, ‘natural’ process of gender identity acquisition in childhood. In this paper, I address the issue of gender and sexuality in childhood in academic discourses and analyse the construction of non-heteronormativity in selected children’s books. Impulses for the research are provided by critical readings of classical psychological and sociological developmental theories, as well as theories and research on the construction of gender identities in children rooted in the paradigm of social constructivism. The presentation of books created with children in mind, in which the authors point to a way of “taming” non-heteronormativity in the children’s world, may strengthen inclusive tendencies in educational activities and change the existing social gender order.

Opis:
The purpose of this paper is to present the analyses of the discursive strategies of constructing gender difference in the articles published in the Science in Poland bulletin. This bulletin is an important platform for the popularization of Polish and world science. It is funded by the Ministry of Science and Higher Education in Poland. In the article, I assume that gender is a socially constructed structure (including discursive) level, about the difference between men and women, especially anatomically. Starting from the assumptions of the theory of discourse, which is understood as the process of producing and reproducing social meaning, the analysis includes articles published on the website between 2005 and 2010. In the first part of the paper, I introduce the definition of gender and gender beliefs, which are an important context for the analysis. Then, the content and the method of research (the analysis of discourse) are characterized. In the last part of the paper, the results of research characterizing the main discursive strategies reproducing gender in polarized, homogeneous, and universal categories are presented.

The research presented in the article focused on negative prescriptive stereotypes of femininity and masculinity. The aim of the research performed was to identify definitions of non-femininity and non-masculinity of student women. The study was conducted using a diagnostic survey method and a self-completed survey questionnaire on a randomly selected sample of 1152 female students. Statistical processing was performed in the PS IMAGO statistical package. Analysis revealed that female students’ definitions of non-femininity and non-masculinity mainly reflect the traditional model of femininity and masculinity, but attitudes towards the obligatory validity of this model are waning.
