The objective of this article is to attempt to analyse the new regulations in The Law of the Ukraine in Elections of People’s Deputies of Ukraine of November 17, 2011 in the context of the guarantee of compliance with the principle of alternation in power. The authors ask questions is the answer to the following question: To what extent do the new regulations in electoral law guarantee the principle of alternation in power and to what extent do they contribute to the monopoly of the ruling party. Considering the research problem presented in the introduction it is necessary to state that, on the one hand, partial guarantee’s of the principle alternation in power is a characteristic trait of the Ukrainian electoral system, while on the other hand, aspiration of the ruling party to maintain its monopoly is also fairly evident.
Artykuł porusza zagadnienia analizy nowych zapisów ustawy o wyborach deputowanych do Rady Najwyższej Ukrainy z 17 listopada 2011 r. w kontekście gwarancji zasady alternacji władzy. Autorki stawiają pytanie o to w jakim stopniu nowe zapisy ordynacji wyborczej zapewniają zasadę alternację władzy a w jakim stopniu prowadzą do monopolu partii rządzącej. Autorki rozstrzygając postawiony we wstępie problem badawczy, doszły do wniosków, że specyfiką ukraińskiego systemu wyborczego jest z jednej strony częściowe zagwarantowanie zasady alternacji władzy, z drugiej wyraźne dążenie partii rządzącej do utrzymania jej monopolu. Daje to podstawy twierdzić, że przykład ten możemy traktować jako pewnego rodzaju hybrydę między antynomicznymi punktami continuum.

Artykuł stanowi analizę ewolucji prawa wyborczego do parlamentu Republiki Albanii. W artykule ukazujemy parlamentarne prawo wyborcze na tle dynamiki albańskiego systemu politycznego. Zdając sobie sprawę z zależności występujących pomiędzy systemem wyborczym i partyjnym, staramy się odpowiedzieć na pytanie, na ile system wyborczy jest kreatorem dynamicznych zmian w systemie partyjnym Albanii.
The aim of this article is to analyse the evolution of the Albanian parliamentary electoral law. In order to trace the changes that have taken place, a detailed analysis has been made of all Albanian electoral laws since 1990, along with their amendments. In the article, the authors indicate the components of the Albanian electoral system and examine the impact of its dynamics on the conditions of the Albanian political system after 1990. In connection with the adopted dependencies between the electoral and party systems, the authors would like to answer the question whether in this case the electoral system is the creator of dynamic changes in the party system of Albania.

Kampania wyborcza toczy się zwykle na wielu polach. Do najważniejszych należą oczywiście media, które stanowią jeden z głównych kanałów komunikacji kandydatów z wyborcami. Wśród wykorzystywanych do tego narzędzi znajdują się materiały emitowane w ramach obligatoryjnych radiowych audycji wyborczych. Autor sprawdza, jakie materiały zaprezentowały dwa główne komitety startujące w kampanii parlamentarnej w 2015 roku – Prawo i Sprawiedliwość oraz Platforma Obywatelska. Analizuje ich przekaz, rekonstruuje ich główne przesłania oraz wykorzystane środki retoryczne.
An election campaign is usually run on many fields. The most important of these are naturally the media, which are one of the main communication channels with voters. Various tools are used, including materials presented during allocated party political broadcasts on the radio. The author reviews what materials were presented by the two main committees taking part in the 2015 parliamentary campaign – the Law and Justice [PiS] and the Civic Platform [PO] parties. The analysis covers the overall message, the reconstruction of the main communicated points as well as employed rhetorical devices.

Opis:
The problem of media visibility of politicians and political parties is at the heart of the interest of political communication researchers. Theoretical reflections and empirical studies focus on numerous media presence determinants. At the same time, attempts to identify the media visibility of political actors in specific periods, such as the particularly important for democracy period of the election campaign preceding the parliamentary election, are relatively rare. This study is intended to fill that gap. It proposes a simple research tool in the form of a media visibility index, which makes it possible to calculate and compare the visibility of electoral committees in selected media during the election campaign. The tool was used to determine the visibility of electoral committees taking part in the 2019 parliamentary elections in Poland in two TV news services “Wiadomości” and “Fakty”, and three weekly opinion magazines “Newsweek”, “Polityka” and “Sieci”. The data to calculate the index was gathered through manual content analysis of the studied media conducted six weeks before the day of the parliamentary elections.

Artykuł koncentruje się na problematyce wolności wyborów parlamentarnych na gruncie Konstytucji Rzeczypospolitej Polskiej z 2 kwietnia 1997 r. Na wstępie wyjaśniono pojęcie wolności wyborów w płaszczyźnie prawnej i politycznej. Ustalono, że analizowana zasada nie została wprost określona pośród konstytucyjnych zasad prawa wyborczego. Na podstawie przytoczonej argumentacji wyjaśniono, że nie jest to równoznaczne z jej eliminacją z systemu wyborczego. Przeciwnie, nawet bez wyraźnego wyodrębnienia normatywnego wolność wyborów jest pojęciem zastanym, trwale wpisanym do polskiego systemu wyborczego. Jej funkcjonowanie znajduje wyraz w ustanowionych przez ustrojodawcę, licznych regułach gwarancyjnych.
In the article there is presented the issue of the freedom of the parliamentary election in the Polish Constitution from 2nd April 1997. In the beginning there was explained the comprehending of freedom of parliamentary election in the legal and political plain. There was established that analysed principle wasn’t directly determined amongst constitutional rules of voting rights. On the basis of quoted argumentation there was explained that it isn’t tantamount to its elimination from the electoral system. Even without distinct distinguishing this principle is a found notion, permanently written down to the Polish electoral system. Its functioning is finding expression in numerous guarantee rules.

The paper presents the history of the populist dimension. Populism is depicted in this article as a phenomenon with many planes of conceptualization. In order to combine the considerations of populism and the party system, Czech groups have been investigated, which can be included in the current commonly called modern populism in modern politics. The subject of the study was not marginal groups, including detached parties, and those which have been present on the Czech political scene since 1993: ČSSD, ODS, TOP09, KDU-ČSL, ANO 2011, KSČM.
W artykule pokazane zostały historyczne uwarunkowania partii o populistycznym wymiarze. Populizm ukazany został jako zjawisko o wielu płaszczyznach konceptualizacji. W celu połączenia rozważań na temat populizmu i systemu partyjnego badane były czeskie ugrupowania, które można wpisać w nurt zwany zazwyczaj we współczesnej politologii nowym populizmem. Przedmiotem badań nie były ugrupowania marginalne czy też partie oderwane, a te, które od 1993 r. obecne są na czeskiej scenie politycznej: ČSSD, ODS, TOP09, KDU-ČSL, ANO 2011, KSČM.

The author analyzes the parliamentary campaign in Poland in 2011 and investigates politicians’ opinions about Germany and German people. He poses a question of the contexts in which this theme emerged. He attempts to define whether the candidates were referring more frequently to past events and history or to plans for the future. ARTICLE UNDERTAKES AN analysis of the relationship between electoral behavior of individuals and preferred by them socio-political order in the country. The results of studies carried out by the author in recent years indicate that the specified levels of intensity at the disposal of psychological units significantly differentiate, the one hand, political active and passive, on the other – the voters with different political preferences. Thus, the presented study included relevant aspect of the needs of citizens and possibilities for satisfying them by the various socio-political orders in the country. The article analyzes the election programmes of the two largest political parties in Poland, namely, Law and Justice and the Civic Platform (Civic Coalition) from the 2019 parliamentary elections, referring to the proposals of these parties to change the functioning of the state, in particular the scope of legislative, executive and judicial power. The conclusion summarizes the presented programme proposals, considering whether their implementation would be possible under the current political conditions.
W artykule dokonano analizy programów wyborczych dwóch największych partii politycznych, czyli Prawa i Sprawiedliwości oraz Platformy Obywatelskiej (Koalicja Obywatelska) z wyborów parlamentarnych w 2019 roku odnosząc się do propozycji tych partii dotyczących zmiany funkcjonowania państwa, w szczególności zakresu władzy ustawodawczej, wykonawczej i sądowniczej. W zakończeniu podsumowano przedstawione propozycje programowe z uwzględnieniem tego, czy ich wprowadzenie było możliwie w obecnych warunkach politycznych.

The article is based on the analysis of changes in voter turnout from 2000 to 2015. It considers all types of election, including presidential, parliamentary, local, and European parliament one within the territory of West Pomerania, detailing the municipal district of Szczecin; Police District, with Dobra (Szczecińska) commune, Kołbaskowo and Police; and Stargard District, with Kobylanka commune. Focusing exactly on this area is no coincidence and closely relates to the mobility of people. The analysis enabled the formulation of the following hypothesis: communes neighbouring cities attract politically conscious human potential; and the attempt at answering the research question referring to the observed phenomenon: whether the suburbanisation in Szczecin and neighbouring communes is a fact.

A study of the Euro-barometer performed at the end of January and beginning of February 2009 showed that not even 34% of the surveyed in all the 27 countries of the European Union declares the desire to cast their vote in the approaching election to the Euro-community. 15% of the respondents answered that they would de! nitely not vote in the coming election. The participation in the European Parliament Elections has fallen from election to election. This tendency persists and no signs of improvement of the situation can be seen. In 1994, 56.8% of the entitled to vote participated in the elections in all the member countries. Ten years later, only 45.6% of voters cast their votes. New member countries with low level of interest in European matters have considerably contributed to the fall in the level of legitimisation of the European Parliament.

Przedmiotem niniejszego artykułu są wybory parlamentarne w Republice Litewskiej. Podjęto się analizy przebiegu i uwarunkowań instytucjonalnych wyborów, które odbyły się na Litwie w październiku 2020 roku w czasie trwającej pandemii Covid-19. W artykule przeanalizowano takie elementy, jak: wyniki wyborów na Litwie w 2020 r., nowe regulacje wyborcze, a także zaimplementowane nowe techniki głosowania w czasie pandemii. Oprócz tego poruszono także zagadnienia przebiegu kampanii wyborczej, która prowadzona była w warunkach obostrzeń i ograniczeń, które miały zwiększyć bezpieczeństwo wyborców oraz zmniejszyć transmisję koronawirusa SARS-CoV-2.
The subject of this article are the parliamentary elections in the Republic of Lithuania. An analysis of the course and institutional conditions of the elections that took place in Lithuania in October 2020 during the ongoing Covid-19 pandemic was undertaken. The article analyzes such elements as: the results of the elections in Lithuania in 2020, new electoral regulations, as well as the implementation of new voting methods during the pandemic. In addition, the issues of the course of the election campaign were also raised, which was conducted in the conditions of restrictions that were made to increase the safety of voters and reduce the transmission of the SARS-CoV-2 coronavirus.

The article discusses the problem of the evolution of audiovisual political advertising in Polish parliamentary campaigns in the years 2005–2019, taking a closer look at the presentation of programmatic issues, centralized personalization, and the rhetorical functions of spots. The content analysis of the election spots results in a fairly unchanged marketing standard of election offers, appropriate for all parties (regardless of their size), expressing an attempt to combine sensitivity to important voters’ needs with an extensive symbolic layer, emotionally engaging for image purposes. In most spots, the emphasis on psychological and social benefits at the expense of functional (economic) benefits prevails. The change in campaigns concerns only the increase in the importance of appeals attacking political opponents. However, their role remains secondary, regardless of the party’s position on the political market.
W artykule omówiony został problem ewolucji audiowizualnej reklamy politycznej w polskich kampaniach parlamentarnych w latach 2005–2019 pod kątem występowania kwestii programowych, personalizacji scentralizowanej oraz funkcji retorycznych spotów. Z analizy zawartości spotów wyborczych wynika dość niezmienny w kolejnych kampaniach, właściwy dla wszystkich partii (niezależnie od ich wielkości), marketingowy standard ofert wyborczych, wyrażający próbę łączenia wrażliwości na ważne dla wyborców potrzeby z rozbudowaną warstwą symboliczną, angażującą odbiorcę emocjonalnie w celach wizerunkowych. W większości spotów przeważa nacisk na korzyści psychologiczne i społeczne kosztem korzyści funkcjonalnych (ekonomicznych). Zmiana w kampaniach dotyczy jedynie wzrostu znaczenia pojawiających się w nich apeli atakujących przeciwników politycznych. Ich rola pozostaje jednak drugorzędna, niezależnie od pozycji partii na rynku politycznym.

The strength of the parliament in the political system is largely dependent on its professionalism defined by the activity of its deputies. Polish MPs’ level of education is high, of- ten higher than the West European average. The aim of this paper is to find out whether candidates’ education is an electoral criterion, whether voters base their decisions on the prospective deputies’ qualifications and skills confirmed by university diplomas. The study the results of which I present below was carried out between December 2018 and February 2019 as part of the nationwide research project Political preferences. Attitudes – Identifications – Behaviors. It was conducted with the application of the survey questionnaire method.
Siła parlamentu w systemie politycznym w znaczącym stopniu zależy od jego profesjonalizmu definiowanego działaniami podejmowanymi przez deputowanych. Poziom wykształcenia posłów w polskim parlamencie jest wysoki, niejednokrotnie wyższy od średniej na zachodzie. Celem artykułu jest próba odpowiedzi na pytanie czy wykształcenie kandydatów na posłów stanowi kryterium wyborcze, czy wyborcy podejmując decyzje wyborcze zwracają uwagę na kwalifikacje i umiejętności kandydujących do parlamentu potwierdzone dyplomami uczelni wyż- szych. Badania, których wyniki prezentuję poniżej, zostały przeprowadzone w okresie gru- dzień 2018 – luty 2019 w ramach ogólnopolskiego projektu badawczego Preferencje polityczne. Postawy – Identyfikacje – Zachowania. Przeprowadzono je metodą kwestionariusza ankiety.
