Over the past generation Australia has increasingly self-identified as ‘multicultural’, and Asian Australians presented as natural parts of the Australian community. This contrasts sharply with Australia’s overtly racist past, where migration policy excluded Asians, and Indigenous Australians were excluded from the rights and benefits accorded the white population. We argue that understanding of how this took place usefully draws upon examination of the ways, in which ‘Britain’ was constructed from groups defined in reductionist ways, viewed as different ethnic groups (‘Welsh’, ‘English’, Scots’, ‘Irish’), with similar aspects of inclusion and exclusion: most importantly, a relatively successful ‘project’ of constructed ‘self- -identification’, somewhat different from others. This can be seen as a ‘unity within diversity’. This then leads to conclusions that stress the importance of assessing constructs of ‘unity’ with care, since they are constructs; and to recognizing that the definitions that address the construed sub-groups (‘minorities’, ‘Indigenous Australians’) of that diversity as reductionist and also constructs. In policy terms, this suggests that there is much to learn from Australian experiences in negotiating, defining and enjoying ‘diversity’, referred to in Australia as ‘multiculturalism’. Central to these are the relative strength and coherence of Australian state activities, with a range of meaningful and publicly supported interventions to address the issues arising from new immigrant groups of different characteristics.

The British political system is unusual in many aspects. First of all, Britain lacks a written constitution. The country’s political system has long appeared a model of stability in a changing world. It should be noted that European integration has had a considerable impact on the British political system. However, the election of Tony Blair government in 1997 was a starting point towards serious constitutional reforms. One of the most important was the devolution and The House of Lords reform. Apart from it Human Rights and Freedom of Information Act were introduced. In 2000 a directly elected mayor of London was elected. In 2010 a coalition government was established with David Cameron as the Prime Minister from the Conservative Party. The second were the Liberal Democrats. This coalition in itself was unusual in Britain’s post-war history. The set of changes in the British political system was an important part of the coalition agreement. The first stage was The Parliamentary Voting System and Constituencies Act 2011 which provided for a referendum on the voting system for UK Parliament and reduced the number of constituencies. The second was The Fixed-term Parliaments Act 2011 which set the date of the next general election as 7th May 2015 and on the first Thursday in every fifth year thereafter. There are only two circumstances when early elections can be held. The Monarch no longer dissolves Parliament, but the Act does not affect her/his power to prorogue Parliament. In 2011 proposed reforms to the royal succession were also announced. They changed the rules of succession and the first-born child of a monarch would be heir apparent regardless of gender. Apart from it there were plans to reform the House of Lords again. Its current serving members were to be replaced by a semi-elected house of as few as 300 members (240 elected and 60 appointed). The plans failed, because they did not gain acceptance. Constitutional changes since 1997 have been extensive, but there was no holistic view on the reform process. Nowadays the country faces the possible separation of Scotland, which could lead to the breakup of the United Kingdom. It could be a revolutionary change of the British political system. However, there are close links between Scotland and the rest of the country and in all probability the status quo will prevail.

Russian authorities have for years been proclaiming that in order to ensure energy security and to increase their economic presence in North-East Asia their priority is to diversify gas export and to increase cooperation with the Asia-Pacific region. Despite frequent meetings at interstate and business levels, and numerous formal – but no binding – agreements, no tangible progress in this regard has yet been made. This paper argues, from a game-theoretic perspective, that peril for Russian geopolitical and economic interests ensuing from both inception of EU energy policy and evolution of the European gas market has been one of the factors hindering Russian plans of eastbound gas export diversification.

The article is devoted to the problem of specification of approaches to the design and implementation of electronic educational courses in conditions of continuously and dynamically changing digital information and learning environment of the modern university. Based on the results of the content analysis of the digital infrastructure and regulatory documentation of the Siberian Federal University and the discursive analysis of the leading trends in the field of digital education, necessary conditions for a successful professional pedagogical activity are described. On the basis of smart education principles, possible solutions to the problems of teaching at university, such as personification of teaching, project-oriented courses and initiating the launch of mechanisms for students’ informal self-education are synthesized and justified.

The third wave of civilization development and information society emerges. Increasingly more often production capacity enables manufacturing goods considerably saturated with modern knowledge to develop into highly advanced technologies. New forms of production developed, including soft ware, media, advertising, consulting, and public relations. Consequently, the stage of relative stabilization comes to its end and threats result from the lack of ability to follow continuous changes.

This text contributes to the debate on the change in the way of teaching mathematics as it responds to the shifts caused by the transition to distance learning during the pandemic. The author analyses the conclusions of contemporary publications and international research alongside teaching experiences related to various aspects of the functioning of mathematics teachers, the efficacy and quality of their work as well as the issue of their education and improvement. In the course of literature research, probing questions on the pandemic-era school failures occurring in mathematics have clearly highlighted inequalities in the education system. The author analyses the application of ICT in distance learning, which has significantly stimulated processes and phenomena linked to the functioning of an individual in schooling. The time of the pandemic has exposed the shortcomings of the Polish education system and necessitated reflection on the future of Polish schooling. When the magnitude of failures in mathematics does not decrease but remains constant, it is imperative that the reason why it is the leading subject of school failures is determined. Therefore, it is important to establish the new role of the mathematics teacher in the process of changes prompted by distance learning.

The paper outlines changing attitudes towards Mao since 1976 up to 2015, as an important part of political and ideological transformations in the PRC. The study is based on the author’s personal talks with numerous Chinese of different social standing during these years. Some essential party documents, interesting research by other scholars and internet sources have been employed here as well. The point of departure constitutes a comparison of Mao and Stalin and their political and social roles respectively in the PRC and in the Soviet Union. The author puts an emphasis on cultural differences between the two societies. The author points out that the political and ideological cult of Mao as a Great Helmsman and Great Teacher started to fade away before his death (September 9, 1976). The turning point constituted the death of Zhou Enlai in January 1976. Then, during mass celebrations commemorating him at the Tiananmen Square, Maoist “revolutionary” policy had been criticised in public for the first time and the new myth of the Prime Minister as “great patriot taking care of the state and of the people” was born. The new nationalistic spirit was manifested in opposition to “internationally minded” revolutionary policy, which caused suffering of the Chinese people. Immediately after the funeral of Mao, in the beginning of October, the radical Maoists, who predominated at that time, were arrested in a particular coup d’etat, and the so-called Gang of Four lost power. The moderate Maoists, who ruled the country, tried to preserve the cult of Mao, but within the ruling elite and the society critical attitudes to the Maoist policy were on the rise. It was combined with increasing nationalism and the cult of Zhou at the grass root level. In 1978, a new period started; both the people and the cadres on the grass root level initiated reforms, even those dismantling of the Maoist system (including the people’s communes at the countryside). The “walls of democracy” appeared in the cities, and the critical evaluation of the past concerned the Maoist heritage. The new leaders including Deng Xiaoping led a “silent de-maoisation”: the destruction of Mao monuments, his quotations in public places, etc. Moreover, they presented Mao as a great politician, who committed serious mistakes, and whose heritage could be analysed and criticised under the heading “Mao was a man not a god”. On the other hand, they struggled against “excessive criticism” towards Mao as harmful to the state and destabilising the society. At the end of the 1980s, new tendencies started to appear. The new market economy already changed life of the ordinary Chinese. On the one hand, new super-rich, and on the other the “new poor” appeared side by side with sharp economic differences between cities, villages, and regions. The new “money first” mentality prevailed, whereas moral values and human attitudes faded away. Under the new system of “wild capitalism”, the interest in the Maoist heritage could be seen among the older people and youngsters as well in opposition to the new official “market and motherland” ideology. Mao at this stage had been imagined first of all as a great “national leader”. The paper also analyses the evolution of Mao Zedong Mausoleum towards an “Ancestral Hall of Revolution”. The author analyses various religious and mystical aspects of the cults of Mao in the framework of the “folk religion”, starting with his veneration as a God of Safe Travel up to the Tutelary God Granting Prosperity to the Nation and Tranquillity to the People. Chinese authorities have to take under consideration such phenomena and adapt their policies to new social expectations. In this field, one could see the fundamental contradiction between the ruling elite educated in the tradition of the Western Enlightenment and the Chinese people much more bounded by their civilisation.

Celem artykułu jest przegląd głównych zagadnień badawczych związanych z analizą zmian systemów wyborczych. Począwszy od lat dziewięćdziesiątych XX w. problematyka ta stała się bowiem popularnym tematem badawczym eksploatowanym w badaniach politologicznych i konstytucyjnych. W oparciu o przegląd literatury przedmiotu zwrócono uwagę na badania dotyczące podmiotów zaangażowanych w zmiany systemów wyborczych, motywacji leżących u podstaw tych decyzji, świadomości politycznych konsekwencji uczestników zmian, przekładania politycznych preferencji w efekty zmian systemów wyborczych, czynników kształtujących procesy reform wyborczych.
The aim of the article is to review the main research issues related to the analysis of changes in electoral systems. Since the nineties of the twentieth century, the issue has become a popular research. Based on the literature review, attention was drawn to research on entities involved in changes to electoral systems, the motivations underlying these decisions, awareness of the political consequences of participants into the effects of changes in electoral systems, factors shaping electoral reform processes.

This text is an attempt to reconstruct how emigrants from Poland adapted to the living conditions in Scottish society after Poland acceded to the European Union. Using the functional perspective, four potential forms of migrant adaptation were defined according to their relations with the social system of the host country. Assimilation, integration, marginalisation, and isolation were distinguished as four essential types occurring with different intensities and frequencies. The adaptation of migrants to new living conditions was analysed using these forms concerning the following three critical dimensions of human existence: the material, the cultural, and the social. It makes it possible to show the diversity of the adaptation strategies according to gender and the problem of working in jobs below one’s skill level. On the other hand, the analysis of the cultural and social dimensions made it possible to identify issues related to the accumulation of family social capital and difficulties in transferring cultural capital between the two countries. The survey also showed that Polish migrants have a high integration potential. However, situations where unfavourable or negative experiences of migrants intensify, may constitute a fundamental basis for developing an adaptation strategy that will result in the marginalisation of this group.

The article aims to make a critical reflection, theoretical and practical, on the school and its functioning in the context of shaping the desired competences among graduates that distinguish them on the labour market. It is a strong impression that young people in the Polish classroom system still play the role of passive recipients of educational services rather than independent creators. Thus, there is a clear need to create high-quality bridges between the areas of pedagogical support for students in their educational and professional choices and the labour market and employers’ space in Poland. Education “ever anew” is the one that continually changes, adjusts its forms and contents to the changing socio-economic reality, creates a new quality focused on an individual and demanding recipient. The introduction takes the form of a brief reflection on the current dynamics of educational and professional life and the competences that will be needed in the future. The next section presents selected contexts and the diversity of the conditions of educational spaces in Poland. The summary contains inspiration for selected aspects of the future of education, such as the concept of learning in cyber parks and the use of “creative confidence” in learning.

The main ideas of this article are the following: (1) Education in a knowledge-based society takes place in a technology-based society. Therefore, we must pay attention to the technological possibilities and changes. (2) On the one hand, the technological “reality” forms the prevailing culture. On the other hand, the cultural patterns of action and using influence this technological “reality”, change it, adapt it to the cultural “environment” (interaction of technology and culture). (3) These actual processes of change include two (ideal) forms: (a) the adjustment of existing cultural resp. social patterns to the new technological possibilities (persistence of the “traditions”); (b) the recombination of existing and the appearance or arising of (complete) new cultural resp. social patterns (surprises, mostly no foreseeable/ predictable). (4) Cultural changes are not an automatic resp. direct result of technological possibilities. The use of these possibilities depends on the competencies, the values a. s. o. of the user(s); this is fundamentally influenced by the existing culture. – On this basis, the article at first will show some trends and problems in the current development of ICTs. Secondly some cultural and social implications of these trends will be discussed (examples: “evaluation and selection of a / the technological solution”, “important criteria of IT-security”, “security/safety culture” and “tacit presence”). Some conclusions finish the reflections.
