This analytical paper explores the impact of Russia’s full-scale invasion on Ukrainian politics and society since 2022. Tematyka artykułu oscyluje wokół zagadnień związanych z zasadami ponoszenia odpowiedzialności konstytucyjnej przez prezydenta Ukrainy. Na gruncie prawa ukraińskiego zakres odpowiedzialności wyznacza prawno-ustrojową pozycję prezydenta Ukrainy, który na podstawie przepisów Konstytucji z 26 czerwca 1996 r. może być złożony z urzędu w trybie procedury impeachmentu. W artykule przeprowadzono analizę stanowisk doktryny prawniczej dotyczących zakresu pojęciowego „odpowiedzialności konstytucyjnej prezydenta Ukrainy” oraz dokonano próby zdefiniowania odpowiedzialności konstytucyjnej prezydenta Ukrainy w świetle postanowień Konstytucji Ukrainy oraz wykładni legalnej dokonanej przez Sąd Konstytucyjny Ukrainy. W artykule przedstawiono również poszczególne etapy procedury mającej na celu złożenie głowy państwa z urzędu, wskazano organy uprawnione do wszczęcia i przeprowadzenia postępowania oraz podjęcia decyzji o odsunięciu z zajmowanego stanowiska prezydenta. Podjęto także próbę analizy skutków prawnych niekonstytucyjnego zwolnienia urzędu głowy państwa przez Wiktora Janukowycza. W wyniku przeprowadzonej analizy aktów prawnych skonstruowano wnioski de lege ferenda odnoszące się do kręgu podmiotów uprawnionych do inicjowania i przeprowadzania procedury impeachmentu.
This article presents issues pertaining to the constitutional responsibility acknowledged by the president of Ukraine. Under the Ukrainian law, the scope of responsibilities taken over by the president of Ukraine translates into his legal and system-related position. According to the Constitution of 26 June 1996, the duties and responsibilities may be attributed ex officio, under the procedure of impeachment. The aim of this article is also to present differences between the representatives of legal doctrines in terms of acknowledging the constitutional responsibility by the president of Ukraine. The article also specifies each stage of the procedure aimed at dismissing the president, provides a list of bodies authorised to commence and conduct the proceedings and making the final decision on the dismissal. Furthermore, the article also provides analysis of legal effects being exerted when the head of state was unconstitutionally dismissed by Viktor Yanukovych. The result of the analysis of legal acts was the formulation of de lege ferenda conclusions referring to/concerning the spectrum of entities authorized to initiate and conducting the impeachment procedure.

The problem of thorough and ultimate decommunisation in Ukraine got suddenly valid during Euromaidan on the turn of 2013/2014 and after its termination. It became a component of post–revolutionary reforms in the field of policy of memory. A year after Euromaidan Ukraine’s parliament adopted four “decommunisation laws” on 9 April 2015. One of them concerns the condemnation of the Communist regime and prohibition the propaganda of his symbols. The author analysed contents of the law and focused on the results of decommunisation, which included the cleansing the public space from Soviet–era legacy. Full implementation of the law was planned for the year. During this time the goal was almost fully implemented regarding the renaming of many locations and districts. The communist names of thousands streets, squares, urban districts were changed, although this process was delayed. The process of renaming of many institutions, industrial plants and press titles was very slow.

Contemporary terrorism is characterised by a complex and networked model of operation. While the main objectives of terrorist acts remain the same, the attack environment, tactics and tools are changing. The international community is taking steps to strengthen counter-terrorism systems, but these are peaceful solutions. These models do not consider the conditions of hybrid armed conflicts in which terrorism is an element of combat tactics. It is a relatively new phenomenon and particularly dangerous for the civilian population. The acts of terror in hybrid warfare are not mechanisms with a simple scheme of action, and, as we try to show in this article, they represent a deliberate and broad spectrum of action. Therefore, there is an urgent need to understand terrorism in the context of the threat of hybrid war (especially when terrorist acts complement hybrid tactics or significantly replace conventional tactics). This type of threat must be recognised before achieving its strategic goals. From the substantive point of view, the article studies the problem of terrorism as one of the threats of an armed conflict in Ukraine, commonly known as hybrid war.

Based on a survey of clients and interviews with experts, the study evaluates rehabilitation services for children with Down Syndrome provided through the out-of-school center “Socium”. It is the only non-governmental organization in Kyiv (Ukraine) which is fully engaged in physical health and sport rehabilitation of disabled children. The findings demonstrate the positive effects of sport education on the social functioning and health of children and their families. The research reveals the need for the professional support of social workers of families with children who have mental retardation, and suggests steps for improving the services and inclusiveness at the centre.

The difference in the methodology of conducting military operations by Russian and Ukrainian troops during the war ongoing since February 2022 is striking. It does not result only from the adopted convention of conducting these activities but is conditioned on a much deeper mental level resulting from cultural conditions. They determine the perception and understanding of the phenomenon of war. In other words, the operational and tactical methodology can be adapted to changing realities, provided that the essence of such a change is understood in terms of achieving the assumed military and non-military goals. Furthermore, these goals could be achieved by conducting military operations according to a completely different methodology, probably with much greater effectiveness. Why, in such a perspective, did the Russian side choose such a barbaric way of conducting war, characterising the methodology of military actions of the past decades or even centuries? This paper aims to answer the research question: What premises condition the Russian methodology of military action in the Russian-Ukrainian war of 2022? Empirical methods were employed to obtain an answer to this question.

Opis:
The main thesis of article is the analyse of the socio-economic and national-politic situation of contemporary Ukraine, especially after it declared independence. The economy in the time 1991–2016 collapsed especially in the comparison to the Soviet time. It’s demonstrates by the deep fall of the industrial and agricultural production, high rate of deindustralization, the growth of unemployment and the emigration to west countries and Russia. The Ukrainian state and economy are in the deep crisis and their can’t to solve the basic internal and international problems and contradictions of the country. On the east border to Russia was broke the half open war, Crimea declared independence and joined to Russian Federation, Donetsk and Lugansk declared secession. The leading Ukrainian compradors wait the support from USA, NATO, UE, but the situation of Ukrainian state is dramatical and it’s near the category failure state, the perspective of the accession of Ukraine to EU is very long.
В статье поддаётся анализу общественно-экономические и политически-нацональные проблемы современной Украины. Анализу предшествует описание состояния экономики за последних 25 лет а тоже сравнение со временами СССР. Это развитие, кроме нескольких первых лет, характеризуеся глубоким падением промышленной и сельскохозяйственной продукции, поступает деиндустриализация, растёт безработица. Нарастающие явления – безработица и эмиграция не только на запад, но тоже в Россию и в Канаду. Государство находится в глубоком кризисе и не умеет решить основные национальные проблемы, углублённые этнически-национальными и международными противоречиями, особенно с Россией. Настоящие политические элиты ищут помощи в Евросоюзе, США и НАТО, но они сдержанные по отношению к этому. Украина кажется государством пришедшим в упадок и перспектива её вступления в Евросоюз и НАТО весьма отдалённая.

Artykuł jest próbą analizy współczesnej propagandy rosyjskiej poprzez pryzmat wojny w Ukrainie. Z kolei celem badań jest ocena efektywności współczesnej propagandy rosyjskiej w tym zakresie. Badania przeprowadzono w oparciu o metodologię jakościową z zastosowaniem strategii analizy źródeł. Badania wykazały, iż współczesna propaganda rosyjska wywiera znaczny wpływ na postrzeganie wojny w Ukrainie wśród Rosjan – choć jej efektywność wykazuje spadek.
The article is an attempt to analyze contemporary Russian propaganda through the prism of the war in Ukraine. The purpose of the research is to assess the effectiveness of contemporary Russian propaganda in this area. The research was based on a qualitative methodology with the use of a source analysis strategy. Research showed the contemporary Russian propaganda has a significant impact on the perception of the war in Ukraine among Russians – although its effectiveness is showing a decrease.

The main aim of the paper is to analyse the potential transitional justice mechanisms, directed at reintegration of Donbas, a territory temporarily occupied by pro-Russian separatists, being under the combination of a direct and indirect control of Kremlin, with Ukraine. In the aftermath of the Revolution of Dignity and a remove of ex-President Viktor Yanukovych as a consequence of Euromaidan protests held in Kyiv, in the Winter 2013/14, Ukraine became a state involved in the international armed conflict covering its Eastern provinces as a result of an external aggression of the Russian Federation. Furthermore, since early-2014, Moscow is continuously using pro-Russian militants to form and uphold unrecognised, de facto regimes of the so-called ‘Donetsk’ and ‘Luhansk People’s Republic(s)’ affecting the territorial integrity of the Ukrainian state. It is argued that Kyiv shall take into consideration some of the peace and restoration models applied in similar conflict or post-conflict environments, such as the United Nations Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium (UNTAES) or the experience of numerous disarmament, demobilisation and reintegration (DDR) programs, filled with the transitional justice component. Moreover, by emphasising the context of a military (semifrozen) conflict in Eastern Ukraine, the paper is going to shed more light on the possible application of transitional justice tool-kit in the ongoing conflicts scenarios and its potential contribution to the shift from a conflict to the postwar environment.

In the context of the military conflict in Ukraine, since February 24, 2022, the Polish government has decided to include refugee children in the continuation and implementation of education in the Polish education system at various stages and levels of education. Educational institutions in Poland have faced the great challenge of accepting refugee children into the Polish education system. Due to the war situation, both children with a refugee background and their guardians (mothers), as well as teachers, were confronted with the reality that showed many aspects of education and the implementation of the didactic process in a situation hitherto unknown and unexpected. The article aims to provide a preliminary diagnosis of the education process of children with a refugee background from the perspective of teachers and institutional support. In addition, the analysis also attempted to assess the health and mental well-being of children with experience of war trauma. Critical reflection on the education process of refugee children in Poland is based on available reports and studies of quantitative and qualitative research carried out primarily by public institutions (Polish Ministry of Education and Science, UNHCR, Integrated Educational Platform) and the private sector (Centre for Citizenship Education 2022–2023).

The article aims to address the following question: in the case of a war in Ukraine, is public international law an obstacle to the application of combined international enforcement action within the framework of the collective security system under the auspices of the United Nations, or whether such impediments lie elsewhere? Russia’s presence in the Security Council as a permanent member, and thus endowed with the privilege of vetoing resolutions, paralyses this body. Therefore, the subject of the analysis is what other actions of the United Nations are permitted by law. It is important for assessing the status of the UN as a collective actor in international relations, the main objective of which, under Art. 1 of the UN Charter, is “to maintain international peace and security, and, to that end: to take effective collective measures for (…) the suppression of acts of aggression”. Bearing in mind the fact that international law is a consensual legal order, the article assesses its available compulsory mechanisms and instruments. The supplementary objective is to determine whether it is permissible to use the term “war” with regard to the armed conflict between Russia and Ukraine.

The geopolitical location between Russia and Germany has historically determined Poland’s foreign policy, in which Ukraine has been given a privileged place. Polish policy-makers have perceived Ukrainian independence as the main barrier preventing the restoration of Russian imperial ambitions. Consequently, Poland has been unwavering in its commitment to supporting the Ukrainians in their resistance to the Russian invasion of Ukraine in February 2022. This attitude was visible in Poland’s Prime Minister Mateusz Morawiecki’s 2023 lecture at the University of Heidelberg. Nevertheless, relations between Ukraine and Poland and the current Russia-Ukraine conflict are far more complex than is mainly acknowledged. Behind Poland’s support, there is an unhealed wound of Ukrainian nationalism, which the current government in Ukraine does not want to unknowledge. The Ukrainian nationalist ideas, based on the slogan “Nation above all,” are very different from those of the Poles. Upon proper recognition of the multifaceted causes of war and the situation’s complexity, a cease-fire and a peaceful settlement of the Russia-Ukraine conflict could be achieved.

A number of international sanctions have been placed on Russia since it launched an attack on Ukraine on February 24, 2022, in order to persuade the country to de-escalate the conflict. The sanctions imposed on Russia, while designed to harm the Russian economy, had unintended consequences on the world economy, primarily through the disruption of global supply chains. Energy supply shocks, commodities and trade supply shocks were all caused by the conflict. In many nations, this resulted in an increase in worldwide inflation. Despite the fact that Israel and Turkey were instrumental in mediating a peaceful end of the conflict between Russia and Ukraine, the economic fallout from the crisis continued to reverberate throughout Europe and beyond.
После нападения на Украину 24 февраля 2022 года на Россию был наложен ряд международных санкций, чтобы убедить страну в необходимости деэскалации конфликта. Санкции, введенные против России, хотя и были призваны нанести ущерб российской экономике, имели непредвиденные последствия для мировой экономики, в первую очередь из-за нарушения глобальных цепочек поставок. Сбои в поставках энергоносителей, сырьевых товаров и торговли были вызваны конфликтом. Во многих странах это привело к увеличению мировой инфляции. Несмотря на то, что Израиль и Турция сыграли важную роль в мирном разрешении конфликта между Россией и Украиной, экономические последствия кризиса продолжали сказываться на всей Европе и за ее пределами.

The aim of the publication is to analyze Turkey’s reaction to Russia’s aggression towards Ukraine. The research will first identify the following independent variables which determine Turkey’s response to Russia’s aggression against Ukraine: the geostrategic importance of the Black Sea, the multidimensional cooperation between Turkey and Ukraine, the interdependence of Turkey and Russia, and the economic crisis in Turkey. Secondly, the strategy of the analyzed reaction will be discussed together with the justification for its choice. Third, the diplomatic, political, military, and humanitarian actions undertaken by Turkey in response to the war in Ukraine will be analyzed. A methodological assumption has been made, with which Turkey’s reaction to Russia’s aggression against Ukraine (the dependent variable) is conditioned by independent variables functioning simultaneously on two levels: the international system and the domestic system. Four research hypotheses will be verified in the article.
Celem publikacji jest analiza reakcji Turcji na agresję Rosji w Ukrainie. W ramach badań, po pierwsze, zidentyfikowane zostaną następujące zmienne niezależne warunkujące reakcję Turcji na agresję Rosji w Ukrainie: geostrategiczne znaczenie Morza Czarnego, wielowymiarowa współpraca Turcji z Ukrainą, współzależność Turcji i Rosji, kryzys gospodarczy w Turcji. Po drugie, omówiona zostanie strategia owej reakcji wraz z uzasadnieniem jej wyboru. Po trzecie, przeanalizowane zostaną działania dyplomatyczno- polityczne, militarne i humanitarne podejmowane przez Turcję w odpowiedzi na wojnę w Ukrainie. Przyjęto założenie metodologiczne, zgodnie z którym reakcja Turcji na agresję Rosji w Ukrainie (zmienna zależna) warunkowana jest przez zmienne niezależne funkcjonujące jednocześnie na dwóch poziomach: systemu międzynarodowego i wewnątrzpaństwowego. W artykule weryfikacji poddane zostaną cztery hipotezy badawcze.

The LGBT rights are lately one of the aspects of a social and political discourse both in the Russian Federation and in Ukraine. In these countries of a common historical heritage there are some analogies in the perspective on human rights and their realization. It may be also noted that the LGBT rights have become an instrument of politics. In the following article the authors present a comparative analysis of the way in which the LGBT rights are respected in the Russian Federation and in Ukraine. They will depict the similarities and differences between these two countries which result from historical conditions, and will provide an analysis of the current perception of non-heterosexual people in both countries.
