In the years since Ukraine’s independence, attention has been paid to defense capability of the country, but reforming the national defense sector has been falling behind current needs. The Ukrainian course towards the European community and NATO membership predetermines the advancement of all spheres of public life, including training of officer personnel of the Armed Forces of Ukraine, its education and career progress. The reform of military education requires introducing new academic programs that permit training modern-type officers - military managers, who can constructively interpret theoretical materials, the experience of domestic and foreign scientists and implement them in their practical activities. Against the backdrop of the reform of military education, one of the most important tasks of higher military education involves not only training highly-qualified specialists but also the conformity of their knowledge with international standards that will allow them to be competitive both at the domestic and international labor markets and be compatible with NATO partners. The introduction of practical management experience as management methodology for the relevant system into military medicine will drive the formation of the requirements for organizing the training of specifically qualified personnel. The training of a manager and leader under the dictatorship (authoritarian) principle is passing into history; there is a need for a military manager as a prototype of an intelligent and wise leader. With the advent and expansion of such a control system as management, the following question has arisen sporadically: what is the difference between management and administration? The objective of management is to increase the profitability of business and production activities, i.e., gaining profit. The objective of administration, in particular, state or public, is to regulate social relations, which would be convenient and beneficial to the use of business and all citizens of the state in their day-to-day operations. Management objectives prescribe the features of management methodology which relies on the guiding principle: public administration adopts methodology and action procedure, which is defined by current legislation, and management adopts methodology and action procedure, which is not prohibited by law. Consequently, military administration is close to public administration in terms of the mentioned methodological principle since it is regulated by statutory acts and the system of orders allowed by the relevant laws in force. Thus, heightened attention to the enhancement of military administration is more important than using the terms “military management” and “military manager” within the system of military administration.

In 2008, before the conflict with Georgia began, no one was able to predict the readiness or effectiveness of the Russian Army. A few years later during the military campaign in Syria, the Russian Armed Forces confirmed their standing as one of the best armies of the world, demonstrating a high level of technical potential and combat training. Between 2008 and 2012 Russia’s military education became one of the best and most prestigious forms of education in Russia. The main purpose of this article is to show the changes that have occurred in the Russian military education since the beginning of military reform (in 2008) to 2012. The main research problem is to answer the question: how have the changes in military education and in the training system strengthened Russia’s military potential?

National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

Today’s world undergoes unbelievably rapid changes in the main spheres of social life. Nearly everyday we can see spectacular socio-political, economic, cultural, science and technological transformation. Rules previously typical for an industrial society became obsolete. The third wave of civilization development and information society emerges. Increasingly more often production capacity enables manufacturing goods considerably saturated with modern knowledge to develop into highly advanced technologies. New forms of production developed, including soft ware, media, advertising, consulting, and public relations. Consequently, the stage of relative stabilization comes to its end and threats result from the lack of ability to follow continuous changes.

The study attempts to forecast military expenditure in Saudi Arabia for 2020. The research began with a comparative analysis of military expenditure in Saudi Arabia and Russia between 2000–2019. For this purpose, bar charts were used on which the calculated values of the dynamics indices with a fixed (2000) and movable (previous year) base of the considered primary data were outlined. The study was preceded by constructing a multiple regression model to evaluate the impact of the increase in military expenditure in Russia on Saudi Arabia. This model shows that as military spending in Russia increases by one million dollars, military spending in Saudi Arabia increases by $ 0.085 million. Then, data on the expenditure incurred by both analyzed countries in 2020, obtained from various internet sources, was outlined. Their analysis made it possible to select only qualitative methods in the form of expert opinions for the forecast. Saudi Arabia's military expenditure forecast was $ 57 500 million.

In December 2017 and January 2018, the Sejm and Senate, thanks to the votes of the deputies of ruling party Law and Justice, passed hugely controversial law amending inter alia Polish Electoral Code. Its adoption was opposed by the parliamentary opposition, by the electoral administration bodies and by many experts, however unsuccessfully. The enactment of this law destabilises the electoral system without a clear or evident need and treats the electoral code as a political instrument. Secondly, it does not provide the sufficient time for adaptation (vacatio legis), which may jeopardise free and fair local elections and the stability of the political system. Thirdly, the bill contains numerous unclear provisions and is in many parts written in a careless and contradictory way. Such amendments do not correspond with the European standards, described in the Venice Commission’s Code of Good Practice in Electoral Matters.

This paper presents some remarks on the situation of Poland in NATO. The problem of ‘predictability’ is analysed on the basis of a simple scheme (system, its environment, their interactions). The geopolitical analysis of this dynamic model leads to the conclusion that the future cannot be described as highly predictable, although some long-term scenarios seem to be relatively plausible and may be used in the construction of more realistic global and national/ regional strategies. The results of this analysis suggest global cooperation and regional integration.

Privatisation of security did not appear in the process of revolution. Under conditions of deepening international relations, as well as integration and globalisation processes, security of the state, as well as other entities, is subject to a number of dependencies. The article casts some doubt on how much states are prepared to take such actions, while not losing the attribute of monopoly on violence. Moreover, the article presents doubts about the ranks of modern armed forces. Private Military Firms (PMFs) are new actors the actions of which affect the security. The contemporary image of the PMF functioning is a phenomenon on a global scale. In the twenty-first century, small businesses can have a huge impact on the reality and international affairs. Leaving military firms without state control proves that they do not understand the dynamics, range, risks and challenges posed by cooperation with entities that are allowed to use force. Furthermore, despite devastating consequences that occurred during the state stabilisation operations, these firms continued to outsource services to contractors, while not creating any legal control over them.

A common knowledge shapes our perception of the world and forms our understanding of political phenomena. And almost everyone could agree with the argument that circumstances influence politics. The ebbs and flows in influence, power, prerogatives, performance, and activity of many political actors are an effect of changes in the world outside of them. But one may reasonably argue: what is the cause and what is the result? Is it really true the circumstances evidently, clearly have an effect on e.g. US presidential prerogatives? Or, quite contrary, is the actual, current politics as active as the presidents used their power? The article is about how the two worlds influence each other, what are the mutual connections between politics and political actors’ powers.

The term ‘praetorianism’ refers to countries in which the armed forces influence the political system. The army, as an institution, can develop its political power in two ways: in a “direct” and “indirect” fashion. While in the first case the armed forces take control over state institutions, the second is more sublime and is restricted to the building of more concealed methods of influence, such as blackmail. Additionally, the army itself, as the officers are not engaged into politics, shows a high level of political cohesion and military professionalism. Turkey is an example of a country in which a professional army, after decades of acquiring political experience and under favourable conditions, was and still is able to efficiently exert backstage politics. On one side, TSK (Turkish Armed Forces) has developed constitutional and legal means of influencing the government, and on the other, the high public trust in the armed forces allows it to, if necessary, effectively blackmail or even supplant disobedient cabinets.

Coraz częściej siły zbrojne próbują jednak definiować swój charakter i wpływać na politykę państwa za pomocą oficjalnych i nieoficjalnych instytucji. Armia staje się wtedy grupą interesu. Celem artykułu jest określenie sposobu funkcjonowania armii jako grupy interesu na bazie istniejących teorii dotyczących sprawowania cywilnej kontroli nad armią.
Within democratic political system, armed forces and police force are under civilian control. The task of army is to secure the state and nation. Increasingly, the armed forces try to define their character and influence the state’s policy through official and unofficial institutions. The army becomes an interest group. The purpose of this article is to determine how the army functions as an interest group based on existing theories concerning the civilian control over the military.

Within the context of increasingly digital work, it appeared interesting to look at how military leaders and their leadership style will have to adapt to remain “up-to-speed” with current challenges. It is qualitative research based on interviews with military and civilian experts. Four interviews have been conducted, but there would be the potential to interview many more experts and look deeper into the matter. Within the context of digitalised military leadership, the importance of communication and mutual trust has been underscored by the experts. They agreed that leaders nowadays must embrace digital developments and include them in their leadership styles. The civilian world can learn from the military when it comes to leadership approaches, which is happening at the time of publication of this article with practical examples (senior military leaders assigned to lead the pandemic task force in some countries). Overall, the outcome of the research is that a relevant and resilient military leadership style in the 21st century resembles the elements of the situational leadership style developed by Hersey-Blanchard.

This article presents the results of research, which set out to clarify the importance and role played by the concept of using A2/AD capabilities in the military strategy of the Russian Federation. Analysis and criticism of the literature were used to solve the research problems. In order to guide the research process, a hypothesis was formulated, assuming that the Russian concept of using A2/AD capabilities is an operationalisation of a broader military strategy for defeating the adversary, as well as an effective deterrence mechanism. The research process established that the Russian concept of using A2/AD capabilities is a theory and operational practice, a broader military strategy of achieving multi-domain superiority over the adversary by conducting strategic offensive operations. Integrating offensive and defensive operational capabilities plays a key role in this concept, which guarantees possession of the strategic initiative and maintenance of dominance in the international security environment and supports the idea of creating Russian spheres of influence. It also prompts NATO states to counter the supremacy of the Russian Federation.
