The paper discusses the problems of criminological forecasting of crime. The analyses have been based on issues concerning theoretical foundations and assumptions of this process in Russia. Since it is a country with considerable socio-demographic, religious and cultural diversity, it must analyse, assess and monitor these territorial differences in crime and skilfully anticipate the changes taking place there. Russia is the country that already has experience in predicting the development of crime. Current Russian criminological literature has been used in the deliberations. The publication presents various definitions of criminological crime forecasting. Attention was drawn not only to the need to anticipate changes in criminal trends but also to the evolution of crime causes. The sources of information necessary to forecast this phenomenon have also been indicated. It has been emphasized that this is, in particular, knowledge about socio-economic and political transformations taking place in the country. The several stages and complexity of the forecasting process, as well as its result in the form of a crime forecast, have also been underlined. By presenting a number of forecasting objectives, its usefulness for the protection of the security of the state and its citizens have been emphasized. The basics of conducting research analyses in the form of three scientific methods (extrapolation, modelling, and application of criminological expertise) have been discussed, as well. The classifications of forecasting and the periods applied in practice have been presented. The above issues have been discussed on the basis of theoretical assumptions adopted by Russian criminologists. Attention has been focused on the most important issues for preventing and combatting crime. The considerations have confirmed the need to anticipate the development of crime.

Organised crime, including human traffi cking, is one of the most serious crimes against persons and violations of human rights. Human trafficking is a complex illegal business and, in most cases, involves activities undertaken by international organised crime gangs. Human traffi cking combines aspects of human life in terms of limitating freedom to enjoy it. This publication intends to standardise the existing theories and defi nitions and to collect and systematise the knowledge of the experience of the Police Academy in Szczytno in training law enforcement services involved in preventing and combatting human traffi cking. The study presents a number of activities undertaken since 2006 by the Academy, whose aim has been to provide training for the relevant services responsible for combatting transnational organised crime, and for preventing and combatting human trafficking.

Organised crime, in view of its nature, is very dangerous, and its extensive structure not only in Poland, but all over the world causes a great threat to ordinary people. In Poland, the main service established to fight crime, including organised crime, is the police. The fight against organised crime (of an economic, drug, criminal, terrorism-related nature, including cross-border crime) is handled by the police organisational unit set up in 2000 - the Central Bureau of Investigation. The purpose of the article is to present the police as a competent service in the fi eld of recognising, combatting and preventing organised crime.

Throughout the world, modern environmental crime is characterized by the emergence of new forms of criminal behavior, improving ways of committing crimes and steadily increasing participation of organized criminal groups and communities in their commission. Nowadays, organized environmental crime along with environmental terrorism constitute a significant security threat. The distinctive features of organized environmental crime include: longevity and stability of a criminal organization, which in most cases effectively manages a complex of criminal activities from the organizational and economic point of view, and also has the ability to minimize the risks arising in this connection, long-term planning of activities, involving individuals and commercial structures, building criminal networks. Another characteristic feature is its focus on the market (including the illegal one). The organized groups often engage in criminal activities in various areas, committing environmental and economic and other types of crimes, while the corruption component is an integral feature of them. Organized transnational environmental crime carries out its activities in such key areas as illegal trade in rare and endangered species of wild fauna and flora and their derivatives, illegal logging and trade in illegal timber, illegal turnover of waste including illegal transportation, storage, discharge and burial, transboundary movement of hazardous waste, illegal fishing. Law enforcement and law enforcement agencies of various states pooling their efforts to curb ecologically criminal behavior, neutralizing all stages of the crime: planning, illegal extraction of resources, transportation, marketing, laundering of proceeds from crime play an important role in combating organized environmental crime. Eliminating the economic basis of the activities of criminal groups, reducing their profitability, is the key to success in combating it. Improvement of international legislation for development will create an integrated system of measures to counteract organized environmental crime at the level of individual states and ensure unification of national legislative systems in terms of terminology, compositions, and sanctions applied for the commission of environmental crimes by organized groups.

Opis:
Reporting a crime is a mutual obligation imposed by law and special regulations on both the sender and the recipient of the infor-mation. The obligation of both parties, i.e. the reporter and the reportee, to act synergistically is aimed at eliminating the risk of inaction of law enforce-ment agencies or some kind of social consent to break the law. It is notewor-thy that the person reporting a crime is not obliged to check the accuracy of the information, as this information does not have to be objectively true, although it should be factually correct. However, there are some concerns about accepting a report of a crime and the interrogation of the reporter as a witness in a situation where a police offi cer has a justifi ed suspicion that the reporter is under the infl uence of alcohol, intoxicants, or psychotropic or psychoactive drugs. In such a situation, is it necessary to verify the state of sobriety, and is there any legal basis at all for checking the state of sobriety of such a person? Can such a person be instructed about his/her rights and obligations, and what is the responsibility of such a person in accordanc with Article 233 § 1, Article 233 § 1a and Articles 234 and 238 of the Polish Criminal Code, Act of 6 June 1997? At the beginning, it is worth noting that there is an inconsistency in the position of the judicature and the doctrine on the issue of interrogating people who are in a state of intoxication. The reason for the above should be found in the fact that the legislator did not make a fi rm decision on the admissibility of an interrogation of a person who is intoxicated or under the infl uence of another similarly acting substance by a procedural authority.The aim of this article is to fi nd the answer to the aforementioned questions and to discuss the issue of the adoption of a notifi cation of a crime with respect to the proper performance of the duties by a police officer.

The article presents the evolution of car crime. It discusses the causes and conditions of vehicle theft. It also presents an aspect of the professionalisation of criminals, which was infl uenced by the emergence of modern anti-theft systems. It has also resulted in the creation of groups, among which individuals are engaged in a specifi c task involving planning, taking the vehicle, and then its legalisation and sale. The paper also discusses the issues of counteracting car crime, including the importance of international cooperation of police services and cooperation of vehicle manufacturers, which helps to prevent such criminal acts.

The police is an institution serving the society, its task being to enforce the law and take all actions aimed at eliminating its violations. As a uniformed and armed force, it plays an important role in the state security system, including prosecution of individuals who do not comply with applicable legal norms. The police offi cer’s profession enjoys particular respect, but to ensure the correctness of the service performed, only those who meet the requirements specifi ed for this profession can join the ranks of the police. The article presents topics related to the recruitment process, and the role of internal control as elements of crime prevention in the Polish police. A special role has been assigned to recruitment, which is responsible for verifying the admitted people – their character traits, moral attitudes, emotional stability, as well as health and physical fi tness. In turn, the task of control is, on the one hand, to ensure the correctness of service, and on the other hand, to reveal any irregularities and to strive to remove them. The internal control in the police is the responsibility of the Control Bureau at the National Police HQ under the direct supervision of the National Police Chief, Provincial HQ Control Departments under the supervision of the Provincial Police Chiefs, and inspections by designated persons under the supervision of the City Police Chiefs. In addition, new technologies have been introduced in the police for more effective control, including determining the location of offi cers (using the GPS system) and recording interventions (by body-worn cameras). The said technology also has a preventive function against breaking the law. The measure of control affects the number of all crimes revealed in the police environment. The analysis of revealed irregularities has shown that more than 50% of them are corruption-related offences, and therefore this aspect has been widely discussed in the article.

This article deals with a phenomenon that is often spoken about, reported in the media, but about which very little empirical evidence has emerged over the years. Only a handful of criminologists have addressed this phenomenon. This stems from the belief that supernatural phenomena cannot be researched using scientific methods. However, within the phenomenological paradigm, there is room for engaging informants who report their lived experiences. Scientific opinion, as far as social sciences are concerned, confines spirituality to Theology and Anthropology. The notion of the supernatural should otherwise be confined to private life. Against this background, the authors claim that it is rather a general tendency within the scientific community to either consider the spiritual world as a superstition and a phenomenon not to be engaged in. Spirituality should thus be relegated to private discourse. Therefore, the authors endeavour to shed the light on the topic by defining concepts, presenting typologies from the literature, as well as concerning crime and Satanism. The recruitment strategies, as well as the means of control over the followers, are presented, and then specific crimes, abuse, psychological disorders and spiritual possession are discussed. The goal of this paper is to stimulate researchers to tackle this secretive phenomenon and its criminological connections as the perpetration of crime have often been reported where there was the evidence of rituals. Spirituality is the part of life for billions of people in the world and is it worth to be investigated Perhaps it is rather a lack of interest or even fear that leads to the dearth of research in this area.

The main part of the article is the study on the legal character of the South Irish Police cross-border cooperation. Aggressive delinquency is recognized as a one of the most serious threats for the society. Although criminal violence is often considered in the fi eld of criminology, the issues of recurrence of criminal violence are less often undertaken. The article focuses on that important area of interest in criminology, including risk assessment for recurrence of criminal violence in particular. Changes in the penal policy as well as the main assumptions of risk assessment approach were characterised from dual perspective – criminology and forensic psychology. Moreover, the risk factors and protective factors model, diagnostic methods and current directions for predicting violent recidivism were discussed. Besides, threat of criminal aggression was revealed at a broad, social context, including the problem of the “dark number of crimes”. Limitations connected with measuring extent of recurrent aggressive delinquency were also discussed. At the end of the review, authors presented theoretical model included key factors infl uencing at the general level of criminal violence treat. This model consists of four categories: 1) institutions and the legal rules, 2) professional risk assessment, 3) effectiveness of former prisoners adaptation in society, 4) social perception and social attitudes toward risk of harm caused by aggressive crime. Presented article might be useful in discussion around the issue of effective criminal violence prevention.

Opis:
Environmental expertise plays a special role in the course of the investigation of environmental crimes. Its main task is to recreate the mechanism of the incident, established the causation link, as well as determine the scale the negative impact on the environment and the measures to restore its original state. The author discusses the current practice of the environmental expertise in the Russian Federation. In Russia the experts from the state or private laboratories can be appointed to assist the investigator and the court in performing their tasks. The problem is that there is no commonly accepted expert methodology in a case of environmental offences. While the state experts can be expected to apply the standardised methodology approved by the Russian Centre of Forensic Expertise in Moscow, their colleges from the private sector are free to use any methods they consider as appropriate depending on the circumstances of the case. Unfortunately, in Russia, as well as in Poland, there are no effective control mechanisms to ensure that the methods applied and the data used by the experts are scientifically valid. It means that the obtained results are no always reliable and accurate. Another problem referred to the difficulties of the damage assessment in such cases. The dynamics of the environment, the complicity of the relations between its elements makes it extremely hard to assess the scale of the negative impact, as well as to establish the causation link between the human’s actions or negligence and observed changes.

The article is divided into two main parts. It refers to selected data on hate crimes recorded in Poland and Police effectiveness regarding preventing, investigating and combating such kinds of crimes. Based on available sources there is no problem with extremist activity in a large-scale in Poland nowadays, but for sure there is an urgent one with the increasing number of hatemotivated incidents, both with its social impact. Awareness-raising and educational campaigns that aim at promoting respect for human rights and tolerance for diversity are much needed in this matter. Also, law enforcement agencies, including Police, play a key role while tackling racism and bias. An uncontrolled and unpunished manifestation of hate, both with the lack of an appropriate and unequivocal state response to such incidents, also quiet, social approval to hate-motivated behaviours, seem to be the main components of extreme movements growing. Thus, the main aim of the article was to describe the phenomenon of hate-motivated incidents that were reported in Poland within the past years and to diagnose Polish police officers’ skills, knowledge and qualification in this field, both qualitative analyses of accessible training programmes. Selected terms (racism, discrimination, intolerance, xenophobia and hate speech) and symbols (the Celtic Cross, the SS-Totenkopf and the Triskele) that promote hate were defined (part 1) both with Police officers’ identification accuracy. Research results presented in this article were gathered by using a variety of methods and techniques, both theoretical and empirical (part 2). The data that refers to Police competence in the context of preventing, investigating and combating hate crimes was mainly collected as a part of a doctoral research conducted by the author in 2012–2014.
