    Opis:
    The author is of the opinion that the commonly accepted view about the identity, the concept, and the content of state security and national security in Poland is burdened with numerous flaws, which is confirmed by the legislative practice, planning, and the organizational activity of the state. The author poses a question whether mutual relationships between the concepts of state security and national security exist in the views of Polish theorists and in Polish legislation and, if they do, what they are. Of the methods of establishing the identity of state and national security and the mutual relationship between these terms, one of the ways to see the complexity of the issue is to refer to legislation. The author puts forward a hypothesis that both Polish law and the practical planning and organizational activities of public administration and other entities provide many arguments that these concepts are not identical, but there are strong axiological, epistemological, and ontological links between them. The author is convinced that determination of the domain of the concepts in question and the relationships between them will make it easier for public administration bodies to plan, organize, and carry out specific tasks in the field of security.

    Security and law practice in Slovakia is confronted with the phenomenon of rejecting the performance of extraordinary service on the one hand and the potential of performing a voluntary military service. Practical implementation of the Arbitration Obligation stipulated in Act no. 570/2005 Z.z. about the new obligations in the wording of later regulations gets new impulses. The identification of these aspects as an object of investigation creates a perspective platform for a comprehensive assessment (identification, analysis and evaluation) of named phenomena that can help to protect the state’s interest in the exercise of state authority, in particular for the maintenance of peace, security and defense of the state and to prevent the illegal conduct of citizens, Against civilian service, against service in the armed forces, and against the defense of the homeland.

    Opis:
    Corruption poses a serious threat to the internal security of the state as it destabilises social relations and has a deleterious effect on the political system, negatively affecting legislation and the economy in particular. Corruption, as a phenomenon which erodes social relations, also results in demoralisation and the slackening of morals in society, which is an important substrate of the state. As a multi-dimensional phenomenon, corruption poses a threat to social relations within states and to their internal security both in the broad sense – as a threat to the instruments of the state, and in the narrow sense – threatening the lives, health and property of citizens. Corruption destabilises multiple areas of the functioning of the state, damages the political sphere, in particular in the case of unclear party financing rules and illicit lobbying. It also results in faulty laws and provisions being introduced (or not introduced) which favour the few. Corruption also involves destructive economic phenomena, especially in the case of large public projects and tax-related crimes. Morally, it constitutes treason. It ultimately destabilises state structures, rendering them dysfunctional and inefficient, and perverting the fundamental principles of democracy.

    The article aims to introduce the analysis of Israeli politics from the perspective of French historian, philosopher and sociologist Raymond Aron (1905–1983). Aron belonged to the secular Jewish assimilated community in France. That is why his analyses of Israel are both very deep and detailed. Aron described Israel as a crossroad of global international relations and ”planetary“ diplomacy. In his life research, he emphasized strictly the disinterested analytical approach, thus he described Israeli policy and the political environment of Middle East from this point of view. Although his thinking was based on realistic theory of international relations and etatism, his analysis of Israeli policy rather came from his personal beliefs. In result, Aron could afford to understand freely all problems of the participants of Israeli politics.

    В настоящее время проблема безопасности приобрела более широкое значение чем когда-либо. Возник социальный запрос на формирование самостоятельного междисциплинарного научного направления – теории безопасности (безопасностьведения, секьюритологии). В докладе раскрывается содержательная сущность междисциплинарного подхода к пониманию проблем: общей теории безопасности; теории безопасностьведенеческого (секьюритологического) дуализма; теории управления безопасностью социальных систем; идеологии безпасностьцентризма, безопасностьтворения как основоформирующих факторов современной философии теории безопасности. Безопасностьтворение рассматривается как двухвидовый процесс обеспечения безопасности социальных систем: система защиты и система противодействия неблагоприятным факторам (целенаправленное выгодное управление ними); материализация опасности – как процесс градации: риск, вызов, угроза благоприятному существованию и развитию объектов обеспечения безопасности: личности, общества, государства, международного сообщества и человеческой цивилизации в целом.
    Currently, the security problem has a broader meaning than ever. There is a social demand for development of an independent multi-disciplinary scientific field – the theory of security. This thesis presents the essence of multi-disciplinary approach to understanding problems and factors basic to modern philosophy of security theory: basic theory of security; theory of dualism in security management; theory of social systems security; ideology of security centrism; security control. Security Control is viewed as a dual process of security provision to social systems: protection system and counteraction system (purposeful benefit management) against adverse factors; and hazards build up – risk, challenge, threat – to the existence and favorable development of security of objects: individuals, society, state, international community and human civilization.

    Celem tego artykułu jest pokazanie stanu funkcjonowania organów ścigania na Ukrainie, które walczą z przestępczością wojskową. Ponadto algorytm działań prokuratury wojskowej jest pokazany po wprowadzeniu zmian w ustawodawstwie. Zauważono, że bezpieczeństwo narodowe Ukrainy i jej bezpieczeństwo militarne są chronione przez Siły Zbrojne Ukrainy i inne formacje wojskowe. W tych formacjach wojskowych służą żołnierze, oficerowie i generałowie. Zadania każdej formacji wojskowej są różne. Wprowadzenie. Artykuł określa bezpieczeństwo narodowe Ukrainy, bezpieczeństwo militarne Ukrainy i sposób tworzenia bezpieczeństwa. To samo mówi się o kwestiach zapewnienia bezpieczeństwa państwa. Oddzielnie zauważa się, że istnieje ustawa o Państwowym Biurze Sprawiedliwości Wojskowej. Ten wojskowy organ ścigania powinien wdrożyć funkcje postępowania przygotowawczego przeciwko żołnierzom i innym osobom. Metody badań są stosowane z uwzględnieniem tematu artykułu, problemów, które należy rozwiązać, oraz wniosków, które należy wyciągnąć. Zastosowano metody: formalno-logiczną, hermeneutyczną, porównawczą. Dzięki tym metodom możliwe było porównanie kompetencji formacji wojskowych na Ukrainie w celu określenia niezbędnych prawnych możliwości dla przyszłej agencji ścigania – Państwowego Biura Sprawiedliwości Wojskowej. Wnioski zawierają oświadczenie autora, że nadszedł czas, aby stworzyć oprócz prokuratury wojskowej kolejny organ ścigania, którego kompetencje obejmowałyby wszystkie formacje wojskowe. Wynika to z faktu, że na Ukrainie w tej chwili nie ma ani jednej formacji wojskowej, której kompetencje obejmują inne formacje wojskowe. Wyjątkiem jest prokuratura wojskowa.
    Тhe purpose of this article is to show the state of the functioning of law enforcement agencies in Ukraine, which are fighting against military crime. In addition, the algorithm for the activities of the military prosecutor’s office is shown after changes are made to the legislation. It was noted that the national security of Ukraine and its military security are protected by the Armed Forces of Ukraine and other military formations. In these military formations serve soldiers, officers and generals. The tasks of each military formation are different. Introduction. The article defines the national security of Ukraine, the military security of Ukraine, and how security is created. The same is said about the subjects of ensuring the security of the state. The same is said about the subjects of ensuring the security of the state. It is separately noted that there is a bill on the State Bureau of Military Justice. This military law enforcement agency should implement the functions of pre-trial investigation against servicemen and others. The research methods are used taking into account the topic of the article, the problems that need to be addressed, and the conclusions to be drawn. Such methods were used: formal-logical, hermeneutical, comparative. Thanks to these methods, it was possible to compare the competence of military formations in Ukraine, to determine the necessary legal possibilities for the future law enforcement agency – the State Bureau of Military Justice. The conclusions contain the author’s statement that the time has come to create, in addition to the military prosecutor’s office, yet another law enforcement body whose competence extended to all military formations. This is due to the fact that in Ukraine at the moment there is no shadow of one military formation, whose competence extends to other military formations. The exception is the military prosecutor’s office.
