    Background: Border protection is an extremely important area in ensuring the national security of each country. Objectives: The purpose of this article is to show the role of the Polish Border Guard in the area of Poland’s national security. The Border Guard in Poland is responsible for ensuring state security and responding to emerging threats using available methods and tools. Methods: To identify the role of the Border Guard in maintaining state security, an analysis of the literature on the subject was made. Results: The role of the Border Guard in ensuring state security is extremely important. Conclusions: Today, security issues have become very important both from the point of view of the individual and the country.

    We live in a time when terrorism is everywhere, having become a permanent element of modern world’s landscape. Hardly a day passes without mass media notifying us of yet another terrorist attack. States create laws aimed at making the functioning of the society orderly and protecting citizens against actions aimed at disturbing social balance and interfering with their peaceful and safe life. Under the above-indicated act, the Minister of the Interior and Administration is in charge of most anti-terrorist tasks. He has at his disposal tools, in the form of units subordinate to him, with which such tasks can be performed. Said units include: Police, Border Guard, Government Protection Bureau, State Fire Service. Units subordinate to the Minister of the Interior and Administration are charged with very important tasks as far as preventing and combating terrorist threats are concerned.

    Cross-border cooperation constitutes one of the most important projects within the European ‘architecture’, and entails an entire system consisting of international public law, European integration, subsidiarity and partnership parameters, decentralisation and regionalisation, as well as international and domestic security parameters. It is one of the priorities of the European neighbourhood and strategic partnership policy. Cross-border cooperation focuses on member states and states utilising the European Neighbourhood and Partnership Instrument. It applies to both land and sea borders. With regard to cooperation aimed at ensuring Polish border security, two levels can be defined: 1. cooperation with the neighbouring states and domestic institutions with regard to the system of managing state border security, focused primarily on actions relating to preventing and counteracting cross-border crime; 2. cooperation benefiting third countries (countries which are not neighbours) which is advisory in nature and entails sharing experience and best practices. In this paper, I analyse various methods and forms of cross-border cooperation on the international and domestic level.

    Author has done research focused on diagnose of the condition of companies of people and property protection and security guards working within this companies. Results of this research showed that at this moment companies of the people and property protection are currently not being used as a public security element. Author has proved that this companies have the required potential which if used properly can improve the sense of security in Poland. To make it possible it is necessary to make legal, economic and organisational changes. As the final result of the research author based on his own experience provides concrete proposals and the direction of change that could optimise and increase participation of companies of people and property protection in the Polish security system.

    Artykuł ma na celu ukazanie działania prywatnych agencji ochrony na terenie sądów w Polsce. Autorka najpierw wskazuje regulacje prawne dotyczące ochrony osób i mienia, a także najważniejsze prawa i obowiązki pracowników ochrony w ogóle, a następnie omawia zasady skutecznego organizowania działań ochronnych w budynkach użyteczności publicznej. Następnie przechodzi do wskazania uprawnień i obowiązków pracowników ochrony obiektów sądowych na podstawie dostępnych w sieci regulaminów i szczegółowych warunków zamówienia usług ochroniarskich wybranych sądów w Polsce. Krótko scharakteryzowane zostają również warunki świadczenia usług ochroniarskich na terenach sądów Rzeczypospolitej Polskiej przez prywatne firmy specjalizujące się w tym zakresie, a także zasady ogłaszania przetargu. Prowadzi to do wniosku, że prywatne agencje ochrony są w Polsce bardzo istotnym elementem funkcjonowania sądów, który realnie wpływa na poczucie bezpieczeństwa wszystkich osób przebywających na terenie obiektu sądowego.9
    The aim of the article is to show the way of security agencies operation at the courts in Poland. Firstly, the author indicates the most important regulations regarding the protection of persons and services, as well as the most important rights and obligations of security officers in the general and then discussed principles of organization of protective actions in public buildings. Next, the author points out the rights and obligations of court security officers based on the regulations contained in the network and the scope of the terms of contract for protection services of selected courts in Poland. There are terms of security services in the courts of the Republic of Poland by private companies specializing in this field shortly characterized, as well as the principles of announcing a tender. This leads to the conclusion that private security agencies in Poland are very important for courts functioning, which really take into account the sense of security of all persons staying in the court.

    Artykuł jest próbą oceny i syntezy podstaw prawnych działalności społecznych organizacji pozarządowych w zespolonym procesie zarządzania kryzysowego. Wykazane spostrzeżenia dotyczą praktycznego wykorzystania trzeciego sektora do wsparcia organizacji rządowych i samorządowych oraz korzyści jakie może przynieść współdziałanie tych organizacji w złożonym, ciągłym i elastycznym procesie zarządzania kryzysowego. Celem opracowania jest, też przedstawienie kryteriów jakie muszą być spełnione, aby organizacje społeczne mogły skutecznie uczestniczyć w realizacji zadań dotyczących ochrony ludności we współdziałaniu z jednostkami administracji publicznej. Opracowanie systematyzuje i wzbogaca wiedzę dotyczącą działalności, pozarządowych form bezpieczeństwa na rzecz systemu zarządzania kryzysowego RP.
    The article is an attempt to evaluate and synthesize the legal basis for the activities of social non-governmental organizations in a joint crisis management process. The observations made concern the practical use of the third sector to support government and local government organizations and the benefits that these organizations can bring in the complex, continuous and flexible crisis management process. The aim of the study is also to present the criteria that must be met so that social organizations can effectively participate in the implementation of tasks related to civil protection in cooperation with public administration units. The study systematizes and enriches knowledge about activities, non-governmental forms of security for the benefit of the crisis management system of the Republic of Poland.
