    Security is one of the most appreciated values in the social and individual dimension. Ensuring public security of a given society is an essential condition for the development of both individuals and the state understood as an organized group of individuals. Every citizen has a constitutionally guaranteed right to their behavior. The Constitution also recognized the independence, the territorial integrity of the state and the inviolability of borders as the supreme value. Poland as a sovereign and democratic Member State of the UN, OSCE, NATO and the EU adopted the stable and continuous national security as a priority objective.

    Opis:
    The issue of migration is a growing phenomenon. It has its source in mundane social causes, working conditions, personal as well as political circumstances. After joining the European Union and the Schengen area, new labor markets were opened for the Poles. This raises many opportunities, but also challenges and threats for emigrants and citizens of the countries to which they go. Trends in the world and in Europe represent the majority of seasonal or time trips. Poland is also becoming an increasingly attractive country for paid work, especially for the citizens from the eastern border of the country. Migration is an important aspect of the European integration, which has a huge impact on economic development, primarily reflected in the labor market.
    Niniejszy artykuł ma na celu przedstawienie na ile ustawodawstwo polskie zapewnia bezpieczeństwo dzieciom niepełnosprawnym, aby mogły one rozwijać się, zaspokajać swoje potrzeby i uczestniczyć w miarę możliwości w życiu społecznym na równi z innymi. Zostaną przedstawione zagadnienia dotyczące środków prawnych oraz gwarantowanych świadczeń służących ochronie dzieci niepełnosprawnych a także rozważania, czy w obecnym stanie prawnym w Polsce zapewnione bezpieczeństwo tych dzieci jest wystarczające i stwarza odpowiednie warunków by mogły one urzeczywistnić swoje uprawnienia i wolności.

    People instinctively sought to ensure their own security since the dawn of time. This simply existential need impelled people to seek new solutions for its assurance. You may say that the need for security shaped the attitudes of people, and greatly contributed to the current development of civilization. This article is dedicated to the strategic reserves of our nation and its role for the security of local communities in Poland. The primary problem, that has been addressed herein, is the possibility to provide strategic reserves in crisis situations, on the basis of analyses carried out by the Material Reserves Agency, taking place in recent years.

    The beginning of the 21st century is characterized by a deep crisis of the national and international security system. For many factors caused by the intensification of military-political conflicts of a new type, the term “hybrid war” is now used. A feature of these conflicts is, in the first place, the use by the opponents of a wide scale of non-military means of influence: economic, informational, environmental, social, political and others. It is important here to justify the importance of the transformation of the state system of civil protection, which is being developed under the influence of contemporary military and political conflicts. The problem of military-political rivalry, by defining the content of the term “military-political conflict”, leads to a confrontation of political entities both within the state and at the state level, as well as between states, aimed at achieving their own political interests using various means and ways of influencing the political, military, economic, social and information spheres. The purpose of this speech is to present the mechanisms of solving all existing problems related to the functioning of society and to present the forms and features of contemporary hybrid conflicts.

    Analyzing the statistics of disciplinary offenses have to say that the introduction of significant changes in the legislation has a very beneficial effect on the behavior of the police officers as well as the socio-economic situation in our country contributed to the reduction of behavioral and disciplinary offenses of which is the formation of a uniformed police. The legislature clearly, as well as first and foremost a very crude manner established rules of disciplinary responsibility of police officers. You should know, however, that there are few professions that are so widely extended to disciplinary action (including off-duty) and a code of professional ethics. The mere fact that the police is the formation of serving the society and above all also designed to protect the safety of people and to maintain public order and safety as well as it has for society prevent the onerous power to impose administrative measures, i believe that being a cop is a special honor for the officer, and society such a person should be the object of respect. However, at this point we have to say that our Polish society for various reasons, do not chump to officers too much respect, it is often the target of attacks hooligan and the butt of jokes. Police officers except that they are public officials who bear a special responsibility by virtue of their functions, they are mostly „ordinary people’’.

    Pod koniec lat 90. XX wieku nastąpiło gwałtowne przyspieszenie rozwoju nauki i technologii oraz rozwoju nowych technologii w związku z tym również telekomunikacji i komunikacji. Wskaźnik wykorzystania najnowszych technologii w codziennym życiu osiągnął niespotykany dotąd poziom. Dostępność różnych form komunikacji i możliwość szybkiego komunikowania się pomiędzy sobą na długich dystansach, spowodowała „zamknięcie się” na otaczający ludzi świat. Doprowadziło to do zmiany liczby procesów w sferze nauki, kultury oraz gospodarki, obejmujących obszar całego świata oraz całego społeczeństwa określanego mianem globalizacji. Istniejące problemy, zjawiska, w tym jego zasięgu są ograniczone przez przestrzeń, a stały się światowe, globalne. Człowiek stał się obywatelem świata. Musimy w tym miejscu stwierdzić, że globalizacja niesie ze sobą wiele pozytywnych cech, ale jednocześnie tworzy także mnóstwo zagrożeń.

    By the late nineties of the twentieth century saw a rapid acceleration in the development of science and technology, development of new technologies and in conjunction with that of telecommunications and communications. The availability of communication and the ability to quickly today people communicate over long distances resulted in “close-up” the existing world. This caused a change in the number of processes in the sphere of science, culture and economy, covering the entire area of the globe, the whole human society referred to collectively as globalization. The existing problems, the phenomenon, including its range is also limited space and the human took a global, global. Man of the citizens of a state, became a citizen of the world. We must at this point be stated that globalization brings with it many positive features, but at the same time also creates a whole bunch of threats.

    This article presents the issue of recruitment and use of children by adults as soldiers to armed struggle. Presents a picture of the modern world, including the countries, continents, in which children soldiers and rifle AK-47 as the living shields without name, dignity and personality reflect the life. Adults of this world of technology, space, nanotechnology use minors to fighting tribal, religious, narkotykotion, etc. Despite established international conventions on the rights of the child, the African Charter of the rights of the child, and the opposition of the public referred to resorts, countries still use thousands of children as soldiers who have become tools in the hands of adults.

    Niniejszy artykuł przestawia problematykę werbowania i wykorzystania przez dorosłych dzieci jako żołnierzy do walki zbrojnej. Prezentuje obraz współczesnego świata, w tym państw, kontynentów, na których terenie dzieci żołnierze z karabinem AK-47 jako żywe tarcze bez imienia, godności i osobowości oddają życie. Dorośli tego świata techniki, kosmosu, nanotechnologii wykorzystują niepełnoletnich do walk plemiennych, religijnych, narkotykowych, itp. Mimo ustanowionych międzynarodowych konwencji praw dziecka, afrykańskiej karcie praw i dobra dziecka, sprzeciwu opinii publicznej określone ośrodki, kraje nadal wykorzystują tysiące dzieci jako żołnierzy, które stają się narzędziami w rękach dorosłych.
