Goal – to analyze the activities of public authorities and local governments in the context of decentralization, to identify the main problems of the relationship between public authorities and local governments in order to improve their work. Research methodology – in the article the author applied general (system analysis method, method of argumentation theory) and private scientific methods of cognition (legal: formal‑legal and comparative‑legal methods). Score/results – the article analyzes the process of decentralization of public administration, on the basis of domestic experience, offers ways of functional and structural optimization of relations between public authorities, explores the principles of improving the relationship between public authorities and local governments in the decentralization process. Originality/value – the work is done by the author independently without any help and assistance of others. The article provides links to citations, as well as links to legislation. The nature of the article is a review report.

The aim of the paper is to analyse and evaluate the financial structure of local infrastructure projects in Poland, divided into types of local governments, as compared with the financial structure of both global and European infrastructure projects. The research is based on secondary data from statistics published by specialised periodicals and agencies, as well as on data included in budget implementation reports published on the website of the Ministry of Finance. The analysis covers the financial structures of infrastructure projects on the global and European scale in the years 2015, and in Poland in the years 2015-2016.

Opis:
Goal – to analyze and summarize the normative legal acts that regulate the procedure for the provision of administrative services in Ukraine and identify the main problematic issues of legal regulation of administrative services in Ukraine and ways to solve them. The analysis includes a set of guidelines for improving the quality of the provision of administrative services by the executive authorities and local self‑government bodies, and identifies certain gaps in the legal framework on these issues. Research methodology – the paper uses the analysis of regulatory documents on the organization of the provision of administrative services in Ukraine, mechanisms and theoretical foundations of their organizations. Score/results – the goal identification of the main problematic issues of legal regulation of the provision of administrative services in Ukraine and ways to solve them. Recommendations for solving these problems have been developed. Originality/value – the paper is done by the authors independently without any help and assistance of others. The paper provides links to researches, as well as links to legislation. The nature of the paper is a review report.

After the economic crisis of 2008, local governments performed crisis management on their own since central governments’ actions restricted individual local government actions in most countries. Thus, local policy actions brought significant results only later. In the second period – after 2011 – local government policy actions helped to overcome the negative effects of the crisis and – in some cases – paved the way for the modernisation of the local government system. This became a central issue for countries since ageing of population, shifting within the demand of local public goods and inefficient operation called for structural changes. Modernisation of local public system is a complex phenomenon and reaches far beyond the scope of this paper thus we make an attempt to summarize the general state of local decentralisation after 2008, introduce some new theoretical findings of OECD’s researches and its positive implications in member states. We argue that diverse national policy changes do not support widescale comparisons but pioneers of local government reforms will gain the most benefits of modernisation. Local government systems shall – very soon – not only bear the burden of central governments’ task and revenue sharing issues but more and more incorporate long term sustainable correlations with the educational system and local economic development – probably the most effective tools for raising competitiveness at the sub-central level.
