Celem artykułu jest przedstawienie dotychczasowego stanu edycji akt sejmikowych z ziem Wielkiego Księstwa Litewskiego od 1566 do 1794 r. Choć pierwsze wydanie drukiem litewskiej (wileńskiej) uchwały sejmikowej miało miejsce jeszcze w końcu XVIII w., to w przeciwieństwie do ziem Korony Polskiej historycy polscy w późniejszych wiekach w zasadzie mało się nimi interesowali. Stosunkowo dużo akt sejmikowych wydała w XIX w. Wileńska Archeograficzna Komisja, ale należy do tych edycji mieć nadzwyczajny krytycyzm, gdyż miała ona wyraźne zlecenie kształtowania obrazu Rzeczypospolitej (a zwłaszcza Wielkiego Księstwa Litewskiego) przez pryzmat wymagań politycznych i wyznaniowych. Dla polskich badaczy przeszłości ważne były zaś przede wszystkim ziemie polskie i sytuacji nie poprawiło odzyskanie przez Polskę niepodległości w 1918 r. Chcę więc zaprezentować poglądy niektórych z owych historyków na potrzebę takich edycji (zwłaszcza na zjeździe historyków w Wilnie w 1935 r.), ich formę i dorobek edycyjny akt sejmikowych w wiekach XIX–XXI z podziałem na tomy stricte prezentujące takowe akta (wydawane przez wspomnianą Komisję Archeograficzną), na okazjonalne i przypadkowe ich edycje, na dorobek historiografii rosyjskiej, polskiej, litewskiej i białoruskiej. Jakie są widoczne już efekty istnego wybuchu edycji akt sejmikowych w ostatnim dziesięcioleciu i jakie perspektywy? W jakich ośrodkach naukowych podjęte zostały projekty edycyjne i jak wyglądają zespoły je realizujące?
The aim of the article is to present the current state of editing sejmiks’ records from the lands of the Grand Duchy of Lithuania from 1566 to 1794. Although the first printed edition of Lithuanian (Vilnius) sejmiks’ resolutions took place as late as the end of the 18th century, in contrast to the lands of the Polish Crown, Polish historians took little interest in them in later centuries. A relatively large number of sejmik records were published in the 19th century by Vilnius Archaeographical Commission, but one should be extremely critical of these editions, as it was clearly commissioned to shape the picture of the Commonwealth (and especially the Grand Duchy of Lithuania) through the prism of political and confessional requirements. For Polish scholars of the past, on the other hand, it was primarily the Polish lands that were important and the situation was not improved by Poland’s regaining of independence in 1918. Therefore, I would like to present the views of some of these historians on the need for such editions (especially at the historians’ congress in Vilnius in 1935), their form and the achievements of editing sejm records in the 19th – 21st centuries, divided into volumes strictly presenting such records (published by the abovementioned Archaeographical Commission), occasional and incidental editions, and the achievements of Russian, Polish, Lithuanian and Byelorussian historiography. What are the already visible effects of the veritable explosion of editions of sejmik records in the last decade and what are the prospects? In which research centres have editing projects been undertaken and what are the teams carrying them out?

Sotnya’s (hundreds) in the cities of the Grand Duchy of Lithuania in the early New Age are a unique phenomenon in which Belarusian historians see traditions of the ancient Rus. However, in the sources of the 15th–18th centuries there are no mentions of continuity with the urban tradition of the previous era, and the spread of hundreds and tens in the cities on the border of the Grand Duchy of Lithuania was caused by the military confrontation with the Moscow State and the Crimean Khanate. They may have originated on the basis of local traditions of the organization of the infantry, which has its roots in times of ancient Rus, at the same time on their formation could have a significant influence the pattern of organization of the Polish infantry. Hundreds and tens remained of military importance until the middle of the 17th century, but from their appearance until the 18th century, they were equally effective fiscal and administrative units and influenced local government.

Bezpośrednie inwestycje zagraniczne (BIZ) są powszechnie postrzegane jako źródło korzyści dla krajów je przyjmujących. Spodziewane efekty z tytułu BIZ powodują, iż kraje konkurują między sobą w zakresie stwarzania korzystnych warunków dla podejmowanych inwestycji długoterminowych – przyjaznego klimatu inwestycyjnego. Tym niemniej podejmowane działania mogą nie tylko przyciągać kapitał zagraniczny, ale również zniechęcać do inwestowania lub spowodować wycofanie zainwestowanego kapitału. Podstawowym celem niniejszego opracowania jest identyfikacja zestawu czynników decydujących o klimacie inwestycyjnym na Litwie, który sprzyja napływowi długoterminowych inwestycji bezpośrednich. Dodatkowym zamierzeniem jest konfrontacja rozpoznanych czynników w kontekście największej polskiej inwestycji na Litwie. Przeprowadzona analiza pokazała, że Litwa jest stosunkowo atrakcyjnym rynkiem do lokalizacji inwestycji bezpośrednich, ze względu na: korzystne położenie, wykwalifikowaną siłę roboczą, niskie koszty pracy oraz duży potencjał rozwojowy. Natomiast największe trudności w prowadzeniu działalności stanowią: nieefektywna administracja publiczna, biurokracja, regulacje rynku pracy oraz regulacje podatkowe.
Foreign direct investment is generally perceived as a source of benefits for the countries which receive it. FDI is expected to prompt countries to compete with one another in terms of creating favourable conditions for long-term investments, i.e. a favourable investment climate. However, some of the undertaken actions may, instead of attracting foreign capital, discourage investment or even lead to the withdrawal of previously invested resources. The primary objective of this study is to identify a set of factors influencing the investment climate in Lithuania which promotes long-term direct investment inflows. An additional aim is to apply the identified factors to the case of the largest Polish investment in Lithuania. The analysis showed that Lithuania is a relatively attractive market for direct investment, as a result of its favourable location, skilled workforce, low labour costs, and high development potential. In contrast, the greatest difficulties for business are posed by: inefficient public administration, bureaucracy, labour market, and tax regulations.

The purpose of the article is to present the constitutional development of the Republic of Lithuania after the First World War (1918–1926). This period may be divided into two parts: period of provisional constitutions (1918–1922) and period of the Constitution of Republic of Lithuania, which was enacted on August 1, 1922 and abolished in fact by a coup d’état in 1926. The parliamentary system of government was adopted by the first provisional constitution, which was enacted by the Taryba (Council of State) on November 2, 1918. The second provisional constitution was enacted on April 4, 1919. The institution of the President of the State was introduced by virtue of this constitution. The third provisional constitution was enacted by the Steigiamasis Seimas (Constituent Assembly) on June 10, 1920. The Constitution of Republic of Lithuania adopted parliamentary system of government, which was known in provisional constitutions. The unicameral parliament (the Seimas) was the most important body of state authority. The President of the Republic was elected by the Seimas. He could be dismissed by the Seimas, too. The Cabinet of Ministers was appointed by the President. The Cabinet of Ministers had to get the vote of confidence from the Seimas. The Seimas could give the vote of no confidence, too. In this case the Cabinet of Ministers had to hand in its resignation. In practice the political scene was dominated by the Christian Democratic Party. It lost general election only in 1926. A coup d’état, which took place some months later, indicated the end of democratic system of government.

The cult of the saints, especially in the sixteenth century, was an important part of religious literature in the Polish-Lithuanian state, due to the Reformation and Counter-Reformation, but also because of the religious Catholic-Orthodox polemics on the eve of the Union of Brest. Among Serbian and South-Slavonic saints the most famous were: St. Paraskeva-Petka of Tyrnovo, St. Sava Serbian, St. Simon and St. John of Suchava.The presence of South-Slavonic element in the liturgical tradition of the Orthodox Church in the Polish-Lithuanian state is the local specificity that distinguishes Orthodoxy in the Republic and the Grand Duchy of Lithuania from the Orthodox Church in the great Russian state.

Rzeczpospolita Obojga Narodów zmagała się z problemem braku wystarczającej liczby obiektów służących realizacji zadań państwa, w tym budynków mogących pomieścić stosunkowo liczne szlacheckie zgromadzenia. Artykuł podejmuje zagadnienie podwójnej roli miejsc sakralnych w Wielkim Księstwie Litewskim, które nierzadko były wykorzystywane w celach publicznych. Lektura uniwersałów, dokumentów sejmikowych (zwłaszcza instrukcji poselskich) i źródeł pamiętnikarskich przekonuje, że służyły one jako m.in. miejsca obrad szlacheckich gremiów, szkoły, szpitale, archiwa, stancje, w których zatrzymywali się niekiedy monarchowie, czy też miejsca przechowywania dochodów podatkowych, a także składania przysiąg przez lokalnych urzędników. O częstotliwości zjawiska świadczą cyklicznie wypłacane zakonnikom sumy pieniężne, które pokrywały nie tylko koszty eksploatacji udostępnianych szlachcie obiektów, ale również pełniły funkcje odszkodowawcze. W celach publicznych wykorzystywano m.in. kościoły, w tym zakrystie, klasztorne cele i refektarze, kaplice, a nawet cmentarze (co przynajmniej w części przypadków budziło wśród szlachty wątpliwości). Zabudowania pojezuickie próbowano przekształcić na siedziby sądów, szkoły i areszty.
The Polish-Lithuanian Commonwealth struggled with the problem of an insufficient number of facilities for the performance of state tasks, including buildings which could accommodate relatively numerous assemblies of nobility. This study addresses the dual role of the sacraled places sites in the Grand Duchy of Lithuania, which were often used for public purposes. Reading the universals, the documents of the regional councils (pol. sejmiks) – (especially parliamentary instructions) – and diary sources convinces us that they served, among other things, as places of debates for gatherings of the nobility bodies, schools, hospitals, archives, accommodation where monarchs sometimes stayed, or as places where tax revenues were kept and local officials took oaths. The frequency of this phenomenon is evidenced by the sums of money paid to monks on a cyclical basis, which not only covered the costs of operating the facilities which were made available to the nobility, but also had a compensatory function. Among other things, churches, including sacristies, monastic cells and refectories, chapels, and even cemeteries were used for public purposes (which, at least in some cases, raised doubts among the nobility). Attempts were made to convert the postformer Jesuit buildings into court houses, schools and detention centres.

From the moment of the creation of a state on the territories of Belarus, the system of taxation was also developing. At first it was quite primitive, based on the size of the population. Later on, when social and economic relations became more developed, new forms of taxation, based on the value of land, likewise developed. In the 10-12th centuries, the taxes were collected from the territories. The treasury of the Grand Duchy of Lithuania consisted of pecuniary and non-pecuniary (natural) taxes. Since the beginning of the 17th century, more than 30 different taxes had existed. Some of the present taxes have roots in this old system. The feature of this system is that it had an individual character. There were many reductions established, so that one may even talk about a – whole system of tax reductions.

Judicial review of the legality of administrative acts is one of the most important elements of the rule of law. The institute of administrative justice began to develop in the 19th century: in 1872 The French Council of State was given a function of judicial review, the Administrative Court in Vienna (Austria-Hungary) was established in 1867, in Baden (Germany) in 1863, etc. After the First World War, administrative courts were established in several European countries. The law on the Supreme Administrative Court and its Jurisdiction in Czechoslovakia was adopted in 1918. The Law for the Supreme Administrative Court in Poland was issued in 1922. Administrative courts were also functioning in other countries (Latvia, Estonia). In Lithuania administrative courts were established for the first time in 1999, although up to fifteen draft laws on the Administrative Court were prepared in the interwar Lithuania. This article was written on the occasion of the centenary of the Polish administrative courts. Thus, the purpose of the article is to familiarize the readers with Lithuanian administrative courts, starting with the development of the institute of administrative justice from 1918 and ending with the perspectives of judicial review formed in that time. Therefore, the authors of the article set the following objectives: to remind of the origins of administrative justice in Lithuania from 1918 to 1940; to reveal the course of the establishment of administrative courts after the Restoration of the Independence of the Republic of Lithuania in 1990, briefly discussing who and on the basis of which legal acts controlled the legality of administrative acts during the Soviet era; to provide the insights of institutional development as well as competence development of the administrative courts; to present contemporary administrative process, giving some insights about the status quo; to present the features of and the most relevant reforms of administrative process. Abbreviations used in the article are as follows: CSARL – Central State Archive of the Republic of Lithuania, MDWLLAS – Manuscript Department of the Wróblewski Library of the Lithuanian Academy of Sciences.

A particularly difficult time for the Grand Duchy of Lithuania was the period of interreg- num following the death of Zygmunt August. It led to the introduction of special forms of gatherings by the nobility. Summoning regional councils within provinces allowed for speeding up the decision-making process, which at the time was necessary. It was also a convenient way for the dominant elites of that period (the magnates) to control the nobil- ity. It was an original contribution of Lithuania to the form of the regional council of no- bility, which was adopted from the Kingdom of Poland. The Regional Council of Vilnius, held in the said form, was sometimes taking decisions applicable for the whole country.

As is the case in the majority of modern states, the formation of local management and self- management in Belarus is an inevitable process. During the economic and political reforms required for this purpose, there are necessary preconditions. Historically, local government has passed through a long and difficult process of development in Belarus. In working out modern concepts of local government, it is necessary to consider the evolution of the machinery of government and the historical development of most legal regulations of mutual relations between the state as a whole and its parts. Actually, the first forms of self- -management in its modern understanding began to arise in the territory of modern Byelorussia since the XIVth century. In the present legal and historical scientific literature, there was no uniform representation about the stages of formation of local governments in the territory of Belarus. It is represented that these or any other processes are always conditional; nevertheless, in this work, one of the variants of classification and a periodization of the process of formation and the development of local management and self-management in the territory of Belarus is offered.

After being canonically erected in 1388, the Cathedral Chapter of Vilnius did not have any recognized privileges or land grants. It subsisted exclusively off of the bishop of Vilnius’ bona mensae, and it followed the Cathedral Chapter of Cracow’s example with regard to its organization, internal structure, activities, and relationship with the diocesan bishop. Having certain privileges and revenue at its disposal in the 15th century, the canonical corporation of Vilnius began to seek greater legitimacy. It was not until 1515, however, that Bishop Wojciech Radziwiłł ordered that the Chapter write up its rights and duties in the form of statutes and that the Holy See approve them. Pope Leo X subsequently approved the Cathedral Chapter of Vilnius’ statutes through his legate Bishop Zacharias Ferreri on November 29, 1520. The papal confirmation gave the Cathedral Chapter of Vilnius strong legal standing that no one, with the exception of the Holy See, could violate or change. The statutes strengthened the Chapter’s position in relation to the diocesan bishop, which turned out to be both in accordance with the spirit of the times and, with time, affirmed by the Council of Trent (1545-1563).

This article presents various layers of vocabulary constituting lexis of the Tatar tefsir, i.e. the translation of the Quran to the Polish language of the northern borderland, performed in the 16th century by Tatars of the Grand Duchy of Lithuania. Most emphasis was put on the northern borderland, separated on the basis of criteria adopted in the literature of the subject. Selected vocabulary was arranged alphabetically. A context was given in which it occurs and a semantic characteristic was provided on the basis of lexicographic sources – Polish and the East Slavic Languages. It was found that Tatar tefsir contains words previously not described or present in other historic assets of north-eastern borderland. This is particularly true with respect to forms borrowed from the East Slavic Languages, including hybrid forms. What is more, it is characterised by the existence of Old Polish lexis, including names of people performing activities which were not recorded in dictionaries, and other, words used infrequently and in specific text types. Tatar tefsir is also a perfect source for historical studies of Slavic-Oriental relations.

Originally, the members of cathedral chapters were organizationally and structurally divided into two categories: general prelates and canons. During the early stages of organization, prelatures were simultaneously dignities and capitular offices. After the Middle Ages, however, prelatures ceased to be offices and became titular dignities instead. Due to the evolution of the structure and the development of the organization of the chapters and the ways in which they functioned, it was necessary to appoint new officials who were independent of the particular dignities. From the moment that the college of prelates and canons was founded and established in Vilnius, they functioned and acted in spiritualibus and in temporalibus by following the example of the chapter in Cracow that had existed for centuries and adapted the practices to the local conditions of Vilnius. This influence is very clear in the selection and competencies of the officials chosen for the Cathedral Chapter of Vilnius. Among the officials chosen before the partition of Poland took place, those who had the most lasting effects were the capitular procuators, inspectors of capitular goods and property, chancellors, notaries, architivists, and deputies to the Lithuanian Tribunal.

My text concerns minority schools operating on borderland – area of multina- tional relations. I am interested in Lithuanian minority schools in Punsk gmina (Podlaskie voivodeship). I write the way teachers and minority leaders describe their own ethnic group situation. Diagnosis included in their utterances is defnitely pessimistic, expressing anxiety about Lithuanian community, there- fore I ask questions on social functions of said schools. Is not defending minority against assimilation and polonisation their main purpose?

The purpose of this study is to show changes in the legal and political nature of the alliance between the Kingdom of Poland and the Grand Duchy of Lithuania over the centuries, from the Union concluded in Lublin in 1569, through the so-called ‘coequatio iuris’ of 1697, until the regulations adopted in the Constitution of May 3, and the “Reciprocal Guarantee of Both Nations” crowning the process and passed at the Four-Year Sejm on October 20, 1791. The study uses a wide range of archival manuscript sources, old prints, parliamentary legislation, and also numerous studies using both old and current literature. The main research goal of the study was to show to what extent the changes in the legal nature of the union of the two countries led to their full unification, which was in the past (and sometimes still is) the interpretation of this process in many studies, and to what extent the federalist character of the Polish-Lithuanian Commonwealth was preserved, which is nowadays the dominant view and which the author of this study is a strong supporter of.
