    Within the set of principles of agricultural law there can be distinguished those that are directly or indirectly empowered in the Constitution of the Republic of Poland. The outcome of analyzing them according to this criterion may serve as contribution to better systematize these principles and to determine the extent of their consistency with the socio–economic model of the system. It also appears that the results of in–depth research of this issue could become useful in the determination of the constitutional norm for controlling legal solutions applicable to the existing provisions of agricultural law. As a result of the analysis conducted, it can be assessed that the principles of agricultural law proposed by P. Czechowski and A. Lichorowicz have multifaceted empowerment in the provisions of the Constitution, which allows to better understand and more fully define them. The only principle of a constitutional status, regarding the family farm as the basis of the agricultural system, for its greater usefulness, requires a wider application on the basis of ordinary laws. It seems that it is the requirement of the times to take a new, slightly more comprehensive, look at the principles of agricultural law and to cogitate on establishing new ones, particularly in the light of the experience of almost a decade of the Polish membership in the European Union and more than fifteen years of the Constitution of 1997.

    Opis:
    Quotas for the production of milk are a permanent element of the Common Agricultural Policy. Their legal character and the possibility of their acquisition are the subject of this article. On the one hand, the quotas are to be considered from the administrative law point of view– they are the result of an administrative decision and their distribution is regulated by the code of administrative procedure. On the other hand, the legislator allowed the possibility of the civil law turnover. In Poland the legislator allows permanent and temporary alienation of individual quotes. In the case of permanent alienation, regulations pertaining to the contract of sale are applied; in the case of turning them over for somebody else’s use – those concerning the contract of lease. Taking the above into account, one may observe that quotas for production of milk are of dual nature. In the relations: farmer – the Agricultural Market Agency, there is no doubt they are regulated by administrative law. Yet, in the case of appearing in the turnover they are the qualifications of a certain material worth, which requires the application of civil law.

    Opis:
    The new financial perspective covering the period 2014-2020 has brought many changes. The main priority of the new rural development policy is to improve the competitiveness of farms, having regard to environmental objectives. Rural Development Programme for years 2014-2020 will encourage further restructuring and modernization of farms and development of agri-food processing as well as strengthening their competitiveness in EU and global food market. Development of farms will also be supported by seven sub-measures of current Rural Development Programme. The most important needs of rural areas have been established using the popular SWOT analysis. Implementation of these needs is to induce specific criteria for the access to the various forms of financial assistance as provided for in the Program. Author of this article takes the view that they have been aptly chosen and should result in effective implementation of the objectives of the current Rural Development Programme.

    Opis:
    Initially, the milk and milk products market was a subject to administrative and legal instruments, with the milk quota system playing a key role. The aim was to reduce the imbalance between the supply and demand and resulting structural surpluses in this sector and thereby to achieve a better market balance. The reconstruction of the normative system of organization of the milk and milk products sector which began in 2003 resulted from the needs of the changing economic situation and led to a definitive abandonment of the quota system of milk production since 1 April 2015. The purpose of this paper is to present the legislative process which results in the creation of specific regulations governing the contracts for supply of raw milk which are an instrument influencing the milk and milk products sector and to draw attention to the most important aspects of their introduction into the Polish legal system.
