The aim of this paper is to discuss several secondary problems related to the description of paradigms of Polish phraseological units with a verbal component, i.e. indication of the selected function of their imperative forms. The considerations focus on two general issues. Firstly, they present the possible contexts of using said phrases and, secondly, they verify the hypothesis that verbal phraseological units inherit the properties of verbs with regard to the possibility of occurrence in certain imperative form functions.

The article deals with the semantic and valence modifications of three phraseological units: leżeć i kwiczeć, mieć na pieńku and grać pierwsze skrzypce. Initially, these units were connected with personal nouns only and appeared in the multi-word lexical units ktoś leży i kwiczy (‘someone is in a predicament, has no choice’), ktoś ma z kimś na pieńku (‘someone wants to complain about something to somebody, someone bears a grudge against someone) and ktoś gra pierwsze skrzypce (‘someone controls, leads or makes decisions’). Eventually, new phrasemes appeared due to the enrichment ofmeaning of the units and modification of their semantic and selective valency: coś leży i kwiczy (‘something does not work, neither develops nor evolves, does not meet requirements or expectations’), ktoś ma z czymś na pieńku (‘someone does not follow the rules, does not act accordingly or acceptably’) and coś gra pierwsze skrzypce (‘something is most important or dominating, something is in a controlling position’). The research proved that the process of the appearance of these lexical units was facilitated by the language users’ tendency to forget the motivation of the units and the evo-lution of their semantics towards the content which would enable connectivity with impersonal nouns.

The structural arrangement of material for teaching a foreign language is connected with the choice of appropriate words and grammatical constructions, taking into consideration learners’ ages and the conditions of the glottodidactic process. The basic units that constitute foreign-language materials are words, word groups, and sentences; these are defined as micro-, meso-, and macro-units of language. Their choice and their linear combination make glottodidactic texts. They are presented in exercises and in paradigms of conjugation and declination.

The article discusses the motivation and the functioning of two phraseological units in the Polish language, namely leżeć bykiem (to idle lazily) and leżeć martwym bykiem (to be resting idly). Resulting from independent derivations, they appeared in the Polish language in the second half of the twentieth century. Due to formal similarity, though, they quickly developed relations which led to the transformations of their meaning and form.

This paper presents the analysis of Russian animalistic phraseological units included in the Russian-Croatian Phraseological Dictionary (2019). In our research we focused on etalons that have the simile structure. Anthropomorphism and zoomorphism are two antipodes of the same reality within the language picture of the world – in our case it is the Russian language picture of the world. We believed that the anthropocentric perspective of the animal world was stronger than the ecocentric perspective, and that it has influenced the Russian language correspondingly, which has led us to the conclusion that there must be more Russian anthropomorphic similes than zoomomorphic similes. But the analysis that we have performed within the frames of the Russian-Croatian Phraseological Dictionary has not proven our hypothesis. The findings of this study suggest that there is an equal number of anthropomorphic and zoomorphic similes within the analyzed phraseological material.

The article deals with the problem of functioning of the delexicalized units at the level of reference. The aim of the analysis is to describe the semantic relation between the referent of the phraseological unit (E0) and a referent of its updated form in discours (El), modified either at the formal or semantic level. The analysis was done on the basis of some articles from French press (Liberation, le Figaro, Courrier International) and from Polish press (Gazeta Wyborcza, Newsweek) including delexicalized units.

Podział pomocniczy miasta Poznania jest rezultatem oddolnego kreowania jednostek osiedlowych przez mieszkańców miasta. Wynikiem tego jest zróżnicowana struktura wielkościowa osiedli, a cały układ jednostek pomocniczych cechuje duże rozdrobnienie i niespójność terytorialna. Dodatkowo dostrzega się problemy związane z funkcjonowaniem osiedli w Poznaniu, które wynikają głównie z braku równowagi pomiędzy zadaniami i kompetencjami statutowymi. Artykuł identyfikuje te problemy. Dodatkowo praca porusza zagadnienie planowanej reformy jednostek pomocniczych w Poznaniu.
The aim of the study is the presentation of subsidiary districts in the city of Poznań. Poznań’s division into districts has been created by its citizens and is a result of their perception of the urban space. Unfortunately differences in the population and size of those units are too big, and the whole structure is inconsistent. The administrative tasks and powers of these units are also diverse. This problem causes difficulties in the daily operation of the units. The study identifies these difficulties by focusing primarily on their spatial aspect. In addition, a planned reform of the subsidiary units in Poznań is presented. The author indicates also the integrating role of the district units. They should serve not only administrative tasks, but should also integrate a district’s population.

Separate attention is paid to entimological units – lexical units which are described in the entimological dictionaries; as well as to the so called “anti-proverbs” – abnormal paremiological units.

The auxiliary units of Gdansk have become a permanent element of its structure. On the basis of the adopted legal measures, local authorities are not obliged to establish auxiliary units (but in Gdynia it is obligatory to appoint auxiliary units), but it follows from the grassroots activities of citizens. The mechanism of forming auxiliary units has become a means of inhabitants participating in municipal life. The unique functioning of the Gdańsk auxiliary units relies on their ongoing transformation, caused by multiple amendments of local laws. The above is a result of searching for the best solutions. Above all, multiple actions undertaken by the local government are focused on the stabilisation, as well as improvement of the functioning of auxiliary units.
Jednostki pomocnicze miasta Gdańska stały się trwałym elementem w jego przestrzeni. Przyjęte rozwiązania prawne nie obligują władz miasta do tworzenia jednostek pomocniczych (np. w Gdyni jest obowiązek powoływania jednostek pomocniczych), ale kwestie te są wynikiem  oddolnego działania mieszkańców. Mechanizm kształtowania instytucji jednostek pomocniczych stał się formą partycypacji obywateli w życiu gminy. Specyficzne funkcjonowanie  gdańskich jednostek pomocniczych polega na ich ciągłej przemianie, spowodowanej zmianami prawa lokalnego, poszukiwaniem „idealnych” rozwiązań.  Zadawalające jest to, iż wiele poczynań władz miasta zmierza do ustabilizowania i poprawy jakości funkcjonowania jednostek pomocniczych.

Artykuł ukazuje mechanizmy powstawania nowych jednostek frazeologicznych we współczesnym języku polskim. Autorzy prezentują trzy typy innowacji frazeologicznych, wyrażeń rzeczownikowych, np. szklany sufit, efekt cappuccino, aksamitna rewolucja, które pojawiają się w tekstach publicystycznych i w mediach elektronicznych. Swoje badania opierają również na danych z Narodowego Korpusu Języka Polskiego. Celem analiz jest ukazanie budowy i właściwości semantycznych nowych wyrażeń frazeologicznych opartych na schemacie efekt + czego/kogo, rewolucja + jaka/czego (tzw. matryce frazemotwórcze).
The article is concentrated on the specifics of construction of new phraseological units in the contemporary Polish language. In the article have been presented tree types of noun phrases, which occur in media and in journalistic texts (for example szklany sufit – glass ceiling, efekt cappuccino, aksamitna rewolucja). The analysis includes, inter alia, data of National Corpus of Polish. The aim of the study is to describe the language status and properties of the latest phrasems, the construction of which is based on a specific scheme (phrasematic matrix): efekt + czego/kogo, rewolucja + jaka/czego. According to the observations made in the article, the meaning of the considered phraseological expressions is being modified and their use expands.

W artykule podjęto problem procesu finansyzacji jednostek samorządu terytorialnego. W pierwszej kolejności dokonano charakterystyki tego zjawiska, następnie przedstawiono propozycję jego pomiaru wykorzystującą analizę struktury aktywów i pasywów bilansu oraz zadłużenia miast metropolitalnych w latach 2007–2017. Wyniki badań prowadzą do niejednoznacznych wniosków. W początkowych latach okresu badawczego zaobserwowano rosnące wskaźniki finansyzacji aktywów i pasywów, jak i wzrost zadłużenia, co wskazywało na przejawy kryzysu finansowego. W drugiej części okresu badawczego wartości badanych wskaźników charakteryzujących zadłużenie miast metropolitalnych zmalały, ale wskaźniki finansyzacji aktywów oraz pasywów nieznacznie wzrosły. Ostateczna ocena tych tendencji będzie możliwa w dłużej perspektywie czasu i wymagała będzie uwzględniania także innych, niemierzalnych czynników, takich jak: polityka finansowa miast, stanowione prawo lub jakość usług publicznych świadczonych przez samorządy miejskie.
The article addresses the problem of the process of the financialization of local self-government units. First of all, the characterization of this phenomenon is made, then a measurement proposal is presented, using the analysis of the structure of balance sheet assets and liabilities and the debt of metropolitan cities in 2007–2017. The research results lead to inconclusive conclusions. In the early years of the research period, increasing indicators of the financializaton of assets and liabilities, as well as an increase in debt, were observed, which indicated the symptoms of the financial crisis. In the second part of the research period, the values of the indicators characterizing the indebtedness of metropolitan cities decreased, but the financialization assets and liabilities ratios increased slightly. The final assessment of these trends will be possible in the longer term and will require consideration of other, immeasurable factors, such as a city’s financial policy, statutory law, and the quality of public services provided by municipalities.

The article examines the semantics of social status nominations in the Soviet and post-Soviet periods. The values of nouns of the nobility, peasants, serfs, merchants, courtiers, and intellectuals are analyzed. Using material from the National Russian Corpus, word combinations with these adjectives are considered, which allows us to reveal the connotations of social status. The adjective 'courtier' has formed the meaning 'close to the power and serving its interests', because it is freely combined with the names of professions whose representatives are deprived of an independent position: journalist, sociologist, director.

W obliczu planowanych reform pionu jednostek badawczo-rozwojowych w Polsce, autor podejmuje próbę odpowiedzi na pytanie, jak zmieniały się ich funkcje, status, organizacja i formy działalności w następstwie zmian polityki rządowej i otoczenia zewnętrznego oraz zmian ich własnych strategii. Analiza przeprowadzona jest na tle porównawczym pozauczelnianych jednostek badawczych sektora publicznego w krajach tzw. starej Europy, z wykorzystaniem (uzupełniających się) koncepcji „zależności od szlaku” oraz „tworzenia szlaku”, stosowanych w analizie zmian instytucjonalnych.
In the face of the proposed reforms encompassing industrial R&D units in Poland the author makes attempts to show how the functions, status, organisation and forms of activities undertaken by those units evolved in response to changes in policy, in the outside environment and the units’ own strategies. Those issues are analysed in the comparative context of non-university public research institutions in countries of ‘old Europe’, and the author makes use of (mutually complementary) notions of path dependency and path creation, known from analysis of institutional change.
