The article analyzes the Ukrainian narrative concerning the role of student protests in Ukraine in October 1990. The narrative in question competes with much more widespread knowledge about the actions undertaken by the so-called Rukh (People’s Movement of Ukraine, Narodnyi Rukh Ukrajiny) and its leaders as the nation strove for independence. The memory of the so-called the Revolution on Granite is passed on by the participants of those events. Thanks to the inclusive narrative, also moderated by the state, the alternative repre-sentation of the past and historiography has no potential to provoke a conflict of memory, being merely a different interpretative approach indulging in hypothetical scenarios of development of Ukrainian democracy had the key demands of the protesters been met (early elections in 1991).

Ukraina jako państwo położone w Europie Wschodniej i sąsiad Rzeczypospolitej Polskiej jest jej ważnym partnerem gospodarczym, jednak wiedza o najnowszej historii Ukrainy i przyczynach jej obecnej sytuacji geopolitycznej są na ogół nieznane. W tekście podjęto próbę zanalizowania determinantów mających wpływ na obecną sytuację geopolityczną Ukrainy. Przedstawiono zarys historii tego państwa, poczynając od jego początków poprzez dzieje opozycji politycznej w II połowie XX w., okres uniezależniania się od Związku Radzieckiego, aż do transformacji ustrojowej pierwszej połowy lat 90. XX w. W artykule rozważono także kwestię budowania tożsamości narodowej obywateli Ukrainy, sprawę przynależności i struktury etnicznej Półwyspu Krymskiego oraz wpływ zróżnicowania etnicznego mieszkańców na kształt sceny politycznej. Zajęto się również charakterystyką porównawczą przemian politycznych początku lat 90-tych, jakie zaszły w Rzeczypospolitej Polskiej i na Ukrainie. Ponadto zaznaczono wątek stosunku Europy Zachodniej i Stanów Zjednoczonych do młodego państwa ukraińskiego w pierwszych latach jego niepodległości. Trudne dzieje oraz bardzo długi okres braku niezależnego państwa mają do dzisiaj znaczący wpływ na sytuację Ukrainy.
Ukraine as a country located in Eastern Europe and a neighbour of the Republic of Poland is its important economic partner, however, knowledge about the recent history of Ukraine and the reasons for its current geopolitical situation are generally unknown. This article attempts to analyze determinants influencing current geopolitical situation of Ukraine. Short history of this territory has been shown from its very beginning to structural transformation of first half of nineties XX c., including political opposition and the process of gaining independence from Soviet Union. The article touches the problem of rebuilding of national identity of ukrainian citizens showing key differences with Crimea and its influence on political scene. Differential characteristic of transformational processes in Poland and in Ukraine is also included. Attitude of EU and USA to Ukrainian independence is also explored. Difficult history and long lack of independent state have significant influence on Ukrainian condition.

Europe/the European Union, with its obvious trump cards, should be an active and efficient player on the international arena. Such are the expectations of the United States, formulated especially by the administration of Barack Obama. However, from the American perspective, the EU has not proved successful as an important international actor, engaged in resolving global problems and prepared to assume greater responsibility for the course of events in the world. This inertia of the EU resulted in the marginalisation of Europe in American politics, as manifested by the latter’s pivot to the Pacific Rim. It was only after the developments in the Ukraine, which resulted from Russia’s imperial tendencies, that a greater activity and coherence in American and European politics was triggered, having a positive influence also on transatlantic relations.

Ukraina, jako dawne państwo posowieckie, szczególnie od czasu nieudanej pomarańczowej rewolucji 2005 roku, stanęła przed koniecznością budowania nowoczesnego państwa, w tym nowoczesnej administracji. Niniejszy artykuł ma na celu przedstawienie rozwoju e-government i e-governance w Ukrainie. Odniesiono się do światowych oraz polskich definicji powyższych pojęć. Przeanalizowano najważniejsze dokumenty rządowe i wyróżniono trzy etapy budowania e-gov w Ukrainie. W początkowym okresie Ukraina jedynie cyfryzowała swoją administrację. Jednak główną przeszkodą w osiągnięciu sukcesu była niska liczba użytkowników internetu. W kolejnych latach – także dzięki pieniądzom i pomysłom pochodzącym z bardziej doświadczonych państw – polityka cyfryzacji administracji ewoluowała w kierunku e-governance i e-demokracji. Przyspieszenie nastąpiło wraz z wyraźnym wyartykułowaniem dążeń integracyjnych z Unią Europejską.
Ukraine, as a post-Soviet state, especially since the rather unsuccessful Orange Revolution of 2005, has faced the need to build a modern state with modern administration. This article aims to present the evolution of e-government and e-governance in Ukraine with reference to the definitions of these terms. The most important government documents were analyzed and three stages of building e-gov in Ukraine were distinguished. In the initial period, Ukraine only digitized its administration. However, the main obstacle to success was the low number of Internet users. In the following years – also thanks to money and ideas from more experienced countries – the policy of digitalization of administration evolved towards e-governance and e-democracy. The process accelerated when Ukraine articulated its aspirations for integration with the European Union.

According to a contemporary Pole, Ukraine is a country which, having broken out of the clutches of communism, makes its way towards Europe, the place it has always belonged to. The proof of that are the Ukrainians’ European aspirations-to become a member of the EU or NATO, as well as the events of the Orange Revolution, which proved that Ukrainians are mature enough to break free from Russia for the sake of democratization of the country, following the example of Western European countries. However, Ukrainians themselves are no longer so unanimous. A careful look at the country of our neighbours makes it evident that both in the sphere of politics as well as culture the Ukrainian nation is strongly divided. This was demonstrated by the Orange Revolution, which made the West realise that in Ukraine a fight is taking place, where the choice of an eastern or western variant is at stake. Ukrainians are also divided as far as their identity is concerned, both cultural and national, for whose roots they are still searching, both in Russia and Western Europe. We may say that as far as the matter of their place on earth is concerned, Ukrainians are almost in exactly the same place as they were eighty years ago.

This article aims at givng a brief description of the Gagauz people in the areas of Bessarabia and Bulgaria. Gaugazes are a group of elusive people, whose origin seems to be obscure because of only indirect written sources. While in Bulgaria, their old country, Gagauzes maintain Bulgarian identity in addition to their own, in Bessarabia they are a distinct ethnic category. Gaugazes probably can be a micronation, by modern standards. If we consider their culture (spiritual and material), also their history and geography of settlement, they can be categorized as a Slavonic micronation. Nevertheless, their language and origins seem to be non-Slavic.

The aim of the article is to present legal solutions regulating the institution of national referendum in Ukraine during the period of independence. Achieving this aim required the application of an institutional and legal method. The provisions of particular legal acts have been analyzed, including “Constitution of the Ukrainian Soviet Socialist Republic” of 1978, “Constitutional Agreement between the Verkhovna Rada of Ukraine and the President of Ukraine” of 1995, “Constitution of Ukraine” of 1996, “Law on All-Ukrainian and Local Referendum” of 1991, “Law of Ukraine on Central Election Commission” of 2004, and “Law of Ukraine on All-Ukrainian Referendum” of 2012. Attention was focused on legal regulations specifying, among others, the subject of national referendum, entities entitled to initiate and manage a referendum, the procedure for the appointment of referendum commissions, the method of determining the results, and the legal effects of the referendum. The 2012 All-Ukrainian Referendum Act, the provisions of which have been criticized on several occasions by experts and some politicians, was declared unconstitutional by the Constitutional Court of Ukraine in April 2018. As a result, there are currently no statutory provisions in Ukraine governing the principles and procedure for holding a national referendum. This situation could be changed by adopting one of the drafts registered in parliament. However, the work of MPs so far indicates that the Verkhovna Rada of the eighth convocation lacks the political will to adopt a law enabling citizens to directly decide on important issues of state life.
Celem artykułu jest przybliżenie rozwiązań prawnych regulujących instytucję referendum ogólnokrajowego na Ukrainie w okresie niepodległości. Z zamiarem jego osiągnięcia wykorzystana została metoda instytucjonalno-prawna. Analizie poddano przepisy poszczególnych aktów prawnych, w tym „Konstytucji Ukraińskiej Socjalistycznej Republiki Radzieckiej” z 1978 r., „Umowy konstytucyjnej pomiędzy Radą Najwyższą Ukrainy a Prezydentem Ukrainy” z 1995 r., „Konstytucji Ukrainy” z 1996 r., „Ustawy o ogólnoukraińskim i lokalnym referendum” z 1991 r., „Ustawy Ukrainy o Centralnej Komisji Wyborczej” z 2004 r. oraz „Ustawy Ukrainy o referendum ogólnoukraińskim” z 2012 roku. Uwaga została skupiona na regulacjach prawnych określających m.in. przedmiot referendum ogólnokrajowego, podmioty uprawnione do jego inicjowania i zarządzania, tryb powoływania komisji referendalnych, sposób ustalania wyników oraz skutki prawne referendum. Ustawa o referendum ogólnoukraińskim z 2012 r., której przepisy były niejednokrotnie krytykowane przez środowiska eksperckie oraz część polityków, w kwietniu 2018 r., została uznana przez Sąd Konstytucyjny Ukrainy za niezgodną z konstytucją. W związku z tym obecnie brak jest na Ukrainie przepisów ustawowych regulujących zasady i tryb przeprowadzania referendum ogólnokrajowego. Ten stan rzeczy zmieniłoby przyjęcie któregoś z zarejestrowanych w parlamencie projektów. Jednak dotychczasowa praca deputowanych wskazuje, że Radzie Najwyższej VIII kadencji brakuje woli politycznej, aby przyjąć ustawę umożliwiającą obywatelom bezpośrednie decydowanie o ważnych sprawach życia państwowego.

The information policy of the official Russian and pro-Russian online media regarding the so-called Ukrainian crisis contributes to the formation of the image of a new “ideological enemy” in public consciousness. With the help of traditional techniques of political propaganda, persistent clichés, and vivid visual images, modern Russian cartoonists influence the emotional perception of the situation by the public and perpetuate new myths about Ukraine. This article examines how the formation and dissemination of the image of the “enemy” occurs through its representation in the genre of modern political caricature. Caricatures reflecting the attitude of Russian artists to the political and economic situation in the neighboring country, to the bilateral conflict, as well as to attempts to resolve it by influential world political actors are analyzed using examples of specific authors and the plots of their caricatures.

Traditionally, the basic qualities of imagology are associated with its key category—the literary ethnic character. A special field of imagological improvisations is the Serbian novel, which, according to well-known national experience and specific genre features, is favorable for ethnic panoramic imagological reactions, especially when it comes to the mid-20th – early 21st century. The aimof the research is to single out in chronological supposition the poetics of the literary presentation of the phenomenon of Ukraine in the Serbian novelistic discourse at the turn of the millennium. The research is based on comparative, comparative-typological, imagological methods in combination with approaches of structural-semantic and archetypal analysis. In the stated imagological perspective, the novels by I. Andrić, M. Crnjanski, M. Oljača, M. Selimović, G. Petrović, M. Prodanović and М. Pavić are analyzed. The works highlight semantic accents that emphasize the positive imagological view of Ukraine from its foreign ethnic reception, formed in genetically related – Serbian – literature, the tolerance of the Serbian people in creating subjective ethnic panoramas, indispensable for the evolutionary enrichment of intercultural communication based on epistemological heritage.

Aleksander Groza was the author of a series of three alphabet books: The greater alphabet book, The lesser alphabet book and The little alphabet book. This series was created in the Ukraine in 1860. Aleksander Groza was, first of all, a writer and poet, a representative of the so-called “Ukrainian school” in Polish literature, a nobleman and a representative of the middle-class gentry. The aim of the article is to characterize the alphabet books both in terms of structure and content. I will be interested in the values that Aleksander Groza intended to foster in his students, as well as how his ideas presented themselves against the epoch.

The paper deals with internal conflicts, their internationalisation and a hybrid war. In the 1990s many military conflicts could have been regarded as domestic conflicts or internationalised internal conflicts. According to the authors internationalised internal conflicts and a hybrid war have much in common. The purpose of the paper is to compare and confront distinctive characteristics of internationalised internal conflicts with the model of hybrid war. The authors scrutinize definitions of an internal, domestic conflict and a hybrid war, and the possibilities and likelihood of their occurrence. Finally the issue is analysed in terms of international public law. ‘Hybrid war’ is a term not defined in public international law. However it is commonly used not only by media and politicians, but also by academics in a sci- entific discourse. A question arises to what extent it is justified to use a term in the context of different military conflicts, like for instance the one in the East Ukraine that has been going on since 2015. Therefore it is necessary to explain what the term ‘hybrid war’ means. In order to do so, it is necessary to try to define the term. Its distinctive characteristics must be indicated. Then, many military conflicts will be analysed to determine whether they satisfy the requirements for qualifying them as a ‘hybrid war’ or an internationalised internal conflict. The research leads to a conclusion that an internationalised internal conflict gives many opportunities for applying to it methods characteristic of a hybrid war. In the course of an internationalised internal conflict there are many ways in which the aggressor can evade international liability and the authors attempt to answer how to prevent this.

Są one mniej lub bardziej prawdopodobne, jednakże nie należy lekceważyć ich wpływu na postawy społeczne, co można było zaobserwować w minionych latach na przykładzie referendum, dotyczącego BREXIT-u czy wyborów prezydenckich w Stanach Zjednoczonych. W niniejszym artykule zostaną przeanalizowane teorie spiskowe, wykorzystywane przez rosyjską propagandę w trakcie inwazji w Ukrainie oraz ich wpływ na postawy społeczeństw, a nawet na politykę państw.
The Russian invasion of Ukraine is unprecedented in recent history. Since the end of February 2022, fights have been taking place not only in Ukraine, but also in the media space, where all kinds of fake news are used, especially by Russians. Conspiracy theories play an important role in Russian disinformation campaigns. They are more or less likely but their impact on social attitudes should not be underestimated, as could be seen in recent years in the BREXIT referendum or the presidential elections in the United States. This article analyzes the conspiracy theories used by Russian propaganda during the invasion of Ukraine and their impact on the attitudes of societies and even state policies.

Opis:
The present paper constitutes a brief analysis of the EU’s policy towards its eastern neighbors. The paper outlines the condition of the EU (crises the Union is struggling with). Next, the situation of countries in the eastern neighborhood was presented in light of the Eastern Partnership policy. Particular emphasis was placed upon the Ukrainian crisis. The crisis, a de facto, armed conflict between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In other words, Russia’s aggression on Ukraine placed the EU in a precarious position forcing the Union to change its policy towards Russia. The Eastern Partnership project constitutes a long-term policy, and ought to be perceived assuch. The fact that within the EU itself there exist forces which are against, neutral, and supporting of the EU’s eastern policy, including the Eastern Partnership, is noteworthy.
Niniejszy artykuł – w sposób bardzo skrótowy – analizuje politykę Unii Europejskiej wobec wschodnich sąsiadów. W pierwszej kolejności ukazano sytuację UE (kryzysy, z jakimi boryka się Wspólnota), a następnie zaprezentowano sytuację państw wschodniego sąsiedztwa (przez pryzmat polityki Partnerstwa Wschodniego), z położeniem nacisku na tzw. kryzys ukraiński. Kryzys ukraiński, de facto trwający konflikt zbrojny Rosji z Ukrainą, powoduje, że zmianie uległa nie tylko sytuacja geopolityczna Europy Wschodniej, ale również warunki, w jakich realizowana jest polityka wschodnia Unii Europejskiej. Inaczej mówiąc, agresja Rosji na Ukrainę spowodowała, że UE znalazła się w bardzo trudnej  sytuacji i zmuszona została do zmiany swej polityki względem Rosji. Projekt Partnerstwa Wschodniego Unii Europejskiej jest projektem długoterminowym i w takich kategoriach powinien być postrzegany. Należy również pamiętać, że wśród państw członkowskich Unii Europejskiej występują państwa przeciwne, obojętne lub sojusznicze w odniesieniu do polityki wschodniej Unii Europejskiej, w tym do inicjatywy Partnerstwa Wschodniego.
