Opis:
Until 1965 the requirements and conditions of habilitation proceedings in Poland were governed by the law on schools of higher education. The solutions adopted under that law showed a relatively high degree of stability. In the fi rst years after WWII the habilitation qualifi cation was based on the solutions governing in Poland in the 1930s, with only slight changes introduced in the fi rst month after the end of the war. The fi rst reform of higher education of 1947 left the right to confer habilitation degrees with schools of higher education then in existence and retained the existing order of the habilitation proceedings. However, it implemented a number of rather signifi cant amendments in the area of the requirements needed to be fulfi lled at each stage of these proceedings. The right to lecture remained inherent to the habilitation qualifi cation and degree. What changed was the scope of infl uence of the minister of education supervising schools of higher education regarding habilitation proceedings and the appointment of the Main Council of Higher Education with the right of fi nal say and consent to the opening of the habilitation qualifi cation and to run the habilitation proceedings. Habilitation was abandoned by the reform of 1951 and replaced, following the Soviet model, with a higher degree of a doctor of science. Further changes followed in 1958 when it was restored by relevant provisions of the Act on higher education. It was then that more than forty years after Poland regained independence, the habilitation degree was for the fi rst time tied to a successful completion of the habilitation proceedings and earning the degree of a ‘docent’. The Main Council of Higher Education continued to function but its role in habilitation proceedings was reduced to issuing opinions before the minister of higher education decided on habilitation matters. Apart from schools of higher education, the right to confer habilitation degrees was granted to the Polish Academy of Sciences and academic institutions operating outside schools of higher education.

Opis:
Bad faith trademark registrations in the People’s Republic of China are a longstanding issue. The PRC’s Trademark Law amendment of 2019 changed some articles relating to the bad faith trademark registration. The goal of this Article is to analyse the sources of this issue and examine the provisions of Chinese Trademark Law to understand how well foreign entities are protected against trademark squatters after the 2019 amendment. The causes of this issue were found in China’s unique economic position, the Chinese language, Chinese society, and Chinese culture. The analysis of the amended version of PRC’s Trademark Law found that, in fact, the Chinese legislator made some enhancements, but unfortunately it seems it is not going to be sufficient to protect the rightful foreign owners of trademarks in an effective way.

Opis:
The Finno-Ugric Hungarians made contact with people from the Turkish language group not later as in present-day Bashkiria. It was their original homeland, which was mentioned as the Great or Eastern Hungary by the medieval chroniclers. The Turkic people lived on the Great Steppe in that time, therefore the name of the Turks was a synonym of the nomads. However, in the Byzantine sources it were the Hungarians who were called The Turks. They settled in the region of the Azov Sea together with a branch of the Bulgarian Onogurs, noted in the Arabian sources as s.k.l, and later known as the Szeklers. They got under the political dependency of the Khazars. The Slavic name of the Hungarians *Ągri, from which the Latin name of the Hungari and the Polish Węgrzy was derived, descended from the name of the Onogurs. It seems that the Hungarian tribal commonwealth, which originally wandered to the Maeotidian Steppes and afterwards migrated to the Carpathian Basin, was multiethnical, with great participation of the Turkic population (such as the Szeklers and the Kabars). This people was Magyarized, but left elements of the own historical consciousness to the Hungarians, such as the memory of Attila, which was the basis of the eruditional story of the Hunnic-Hungarian identity by Simon of Kéza. Nevertheless, the Hungarian state preserved its multiethnical character, which generated problems only in the 19th century, a period of growth of the modern nationalisms, which resulted in the disintegration of the state in 1918.

The article presents the problem of teaching Polish language to deaf people and considers two aspects – glottodidactics and identity of deaf. The authors point at the several problems that are met by a teacher who teaches Polish to deaf students. The problems are as following: low status of the Polish language among deaf students, the lack of positive motivation to learn Polish by these students, however they are strongly motivated to learn English that is also a foreign language to them. To improve this situation there should be made not only a change in the teaching process to teach Polish as a foreign language to deaf students, but also teachers should be aware of the fact that deaf students need to be considered as a bilingual and bicultural person. The awareness should improve not only among teachers and hearing people, but also among deaf.

Opis:
In the post-cold era, the economic and military power of the People‘s Republic of China is constantly growing. As a result, the rebirth of the idea of the protectionist economic policy, which has always been present in the American public debate, took place in the U.S. This idea is evidently reflected in the foreign policy of the President of the United States of America, Donald Trump. This article includes the analysis of the contemporary economic protectionism of the United States from the perspective of the offensive realism theory created by John Mearsheimer. The theory is based on three fundamental assumptions: the structure of the international system is anarchic, the primary goal of a state is to survive, for that reason states seek maximalization of their power.

Opis:
The author focuses on Polish big-beat music from the 1960s and early 1970s. He analyzes the lyrics of selected songs from that period, pointing to their self-referential nature and explaining how big beat performers described their fans, themselves, and teenage music in their songs. Songs by both popular and less known local bands are analyzed. The analysis functions in a broader social and political context, and the study of lyrics is further supplemented with quotations from the contemporary press and statements by politicians, journalists, and managers. The author shows that the self-referentiality present in the lyrics of big-beat songs proves that Polish artists in the 1960s and early 1970s were aware of their lyrical and musical strategies.

Jaskółka, on the other hand, is a feature film, in which the image of the PRL emerges through a retrospective presentation of the history of the life of the main character – Agnieszka Jaskółka. Both films have a number of references to the Polish Cinema of Moral Anxiety as well as the use of archival footage, but they present it in a different manner.

Ultimately, they suffered the same fate as the other educational and teacher training institutions managed by entities not welcomed by the Communist party and government in Poland, inspired by Marx’s and Lenin’s ideologies, whose guidelines from the communist headquarters in Moscow imposed a monopolistic vision of so-called socialist education and upbringing.

This article discusses the literary dispute over Kazimiera Iłłakowiczówna’s poetry collected in the Szeptem volume (1966). The dispute started with an ironic review by a young literary critic, Stanisław Barańczak, in the “Nurt” magazine published in Poznań. The article’s author interprets three aspects of the dispute: its legend-creating impact on Iłłakowiczówna as a literary institution, its destructive nature against Iłłakowiczówna as a canonical poet and the dispute’s status in the literary circles of the 1960s. The article provides evidence that Barańczak’s pamphlet hit the poetics and legend of Iłłakowiczówna; what is more, it triggered off a self-repair mechanism of the canon, reinforcing and sealing it from the pressure exerted by the young poets and critics in the late 1960s and the early 1970s. This mechanism, ephemeral from the point of view of the dynamics of literary circles, ultimately carved in stone the legend of Iłłakowiczówna, preventing new interpretations of her poetry and biography.

It presents the ways in which critics reviewed new publications and shows the aspects which they paid special attention to. Some of them were written by renowned specialists in the field. For contemporary historians, the reviews may constitute an interesting source of information on academic criticism from the times of the Polish People’s Republic. They may also bear witness to the hard work and efforts made towards conducting thorough studies into the history of education and bringing up children over various historical periods.

The article deals with the issue of the place, role and significance of the achievements of the housing policy of the Polish People’s Republic (PRL) and in the economy before and after 1989, observed from the contemporary social and economic point of view. In the period of systemic transformation, expert and opinion-makers were, in majority, critical of the achievements of the housing policy of the prior period. This led to the creation and subsequent consolidation in public discourse of the negative image of the housing construction of the PRL period. 30 years after the collapse of communism, during which time the free market economy developed and Poland became a member of EU, this topic requires a more objective look and a more focused approach to the range of socio-demographic and economic changes that took place during that period. The current perception of the problem is also influenced by the lack of solutions to the housing issue by successive governments of the Third Republic of Poland.

The issues of eugenics, although they clearly emerged as late as in the second half of the nineteenth century, was not unknown to humanity in the distant ancient times. From the moment when F. Galton consolidated the theses currently recognized as eugenics, simultaneously introducing the concepts of “eugenics” and “eugenic”, eugenics very quickly found its supporters around the world. Its exceptional exemplification and development was noted in the first half of the twentieth century, which absolutely does not mean that it does not exist nowadays in a different form, using other methods of control and elimination of imperfections of the Homo Sapiens species, as well as undesirable social phenomena. This includes activities not only aimed at prevention, diagnosis or therapy of individual and civilization problems, but are also more radical ones, such as abortion carried out for eugenic purposes. Thus, the content of the article not only discusses eugenic issues in the theoretical context, but also presents opinions of selected groups of people with disabilities, participating in the implementation of the project entitled: “Implementation of the Convention on the Rights of Persons with Disabilities, a Common Matter”, conducted in Poland in 2016–2018, concerning the proposal to introduce a total ban on eugenic abortion into Polish legislation.
