    The study analysis three personalities who generated selfrecords for a long period of time on their personality development and especially on character questions. The autobiographies** of Franklin, Gandhi and Thoreau’s Walden experiment are studied as paradigmatic modes of enhancing intentionally one’s own autonomy as a necessary condition to increase the personal ability to cope with major social conflicts for the sake of common good. The educational value of Franklin’s methods for character training is based on practical exercises carried with students.

    The aim of this study is to examine how students perceive teacher trait emotional intelligence (TEI) and how those perceptions relate to students’ own self-reported attitudes and motivation. Adult students of ESL/EFL were given an online questionnaire consisting of two parts: one to provide observer-reported data on their teacher’s trait emotional intelligence and the second to measure students’ own attitudes and motivation. In total, 129 participants of 28 nationalities took part. The results showed that the perceived teacher TEI domains of teacher sociability and teacher self-control were significant predictors of student positive feelings and attitudes towards the teacher. With this paper, we make the case that observer reports of teacher TEI by students could be a valuable tool in L2 instruction by offering teachers unique insight into their own classroom behavior, thereby increasing teacher self-awareness which could lead to improved classroom practices.

    This article describes a school intervention program that was initiated and developed by a small team in one of the schools in the city of Nazareth, Israel. The proposed program is intended to promote academic perseverance and thereby reduce dropout rates, providing youth at risk with a variety of personal and interpersonal skills that are important both for studies and for labor world. The findings showed that combining learning with work in the candle factory promoted attendance and reduced violent behavior in school.

    The article is a summary of the internal control system in local self-government in Poland to mark the 25-years existence of local self-government. The main issues relating to internal control in public administration are presented. Internal control in local self-government units based on full implementation of the concept of New Public Management is presented, followed by the discussion of the results of its implementation and the role of management control and internal audit in local self-government. The paper is also an attempt to draw attention to the need for a change in the mentality and awareness of society, both of public administration as well of residents, in order to improve the quality of the tasks carried out by local self-government.
    Artykuł jest podsumowaniem funkcjonowania systemu kontroli wewnętrznej w jednostkach samorządu terytorialnego w Polsce z okazji 25-lecia istnienia samorządu. Autor prezentuje najważniejsze kwestie związane z kontrolą wewnętrzną w administracji publicznej. Zwrócono również uwagę na realizację kontroli zarządczej w sektorze samorządowym. W publikacji zaprezentowano schemat ewolucji kontroli wewnętrznej w jednostkach samorządu terytorialnego z uwzględnieniem pełnego wdrożenia koncepcji New Public Management. Autor koncentruje się na najważniejszych kwestiach związanych z systemem kontroli wewnętrznej. Zaprezentowano również wyniki ankiety poruszającej problematykę wdrożenia oraz roli kontroli zarządczej i audytu wewnętrznego w samorządzie lokalnym. Jest to również próba zwrócenia uwagi na konieczność zmiany mentalności i świadomości społeczeństwa, zarówno pracowników administracji, jak i mieszkańców.

    Demokratyczne państwo prawa cechuje samorząd terytorialny, odpowiadający założeniom zdefiniowanym w Europejskiej karcie samorządu lokalnego (dalej: Karta). Powierzenie mu realizacji zadań publicznych, wymaga sprawowania nad nimi nadzoru zapewniającego zgodność jego działań z prawem. Zgodnie z zasadą proporcjonalności ingerowanie w działania samorządu wymaga poszanowania zasady swobody realizacji jego działań, co przemawia za ograniczeniem nadzoru do niezbędnych rozmiarów. W opracowaniu analizie poddano zgodność polskich regulacji dotyczących samorządu z Kartą. Przyjęte w Konstytucji RP regulacje zasadniczo odpowiadają wymogom sformułowanym w Karcie. Szczegółowe rozwiązania ustawowe jednak nie w pełni realizują zasady sformułowane w art. 8 Karty. Środkiem zapewnić mającym legalność działań samorządu jest eliminowanie z obrotu jego wadliwych rozstrzygnięć. W polskich regulacjach stosowanie tych środków ograniczono do naruszeń prawa skutkujących nieważnością wadliwych aktów. Z wyjątkiem uchwał budżetowych wykluczono możliwość podejmowania przez organy gminy znanych np. w prawie niemieckim, działań autokontrolnych na wypadek naruszeń prawa wymagających korekty. Nie zapewniono możliwości stosowania środków nadzorczych adekwatnych do stwierdzonych naruszeń prawa. Nie zapewniono także realizacji wszystkich celów nadzoru, a zwłaszcza pełnej ochrony jednostki, a także samej gminy przed konsekwencjami istotnych, nieskutkujących nieważnością naruszeń prawa przez jej organy.
    The democratic rule of law is a feature of local self-government corresponding to the presumptions defined in the European Charter of Local Self-Government (hereinafter: the Charter) Entrusting local self-governments with the performance of public tasks requires that they be subject to supervision to ensure the compliance of its activities with the law. According to the principle of proportionality, any interference with the activities of a self-government requires that the principle of freedom of execution be respected, which calls for the supervision to be restricted to the necessary extent. This paper analyses the compliance of Polish regulations on self-government with the Charter. Generally, the regulations stipulated in the Constitution of the Republic of Poland correspond to the requirements contained in the Charter. However, specific statutory solutions are not in full compliance with the rules specified in Article 8 of the Charter. The elimination of faulty decision from circulation is a measure aimed at ensuring the legality of the actions of a self-government. In the Polish regulations, the application of such measures is limited to infringements resulting in the invalidity of faulty acts. With the exception of budgetary resolutions, the possibility of commune or municipality bodies being able to take self-control measures in the event of infringements that required correction was eliminated, although this exists, for example, in German law. The possibility of applying supervisory measures adequate to the confirmed infringements was not provided. Similarly, the execution of all the aims of supervision was not ensured, in particular the full protection of an individual, or the commune or municipality itself, against the consequences of essential infringements of law by its respective bodies that do not result in invalidity.

    Niniejszy artykuł jest próbą przedstawienia problematyki niedoborów gospodarczych i ich relacji ze zjawiskiem alienacji pracy w postkapitalistycznych reżimach biurokratycznych na przykładzie Związku Radzieckiego i Polski. W celu dokonania analizy wychodzę od przesłanek materialnych, które złożyły się na funkcjonowanie władzy stalinowskiej, m.in. biurokratycznego planowania, kontroli nad procesem produkcji i siłą roboczą pracowników najemnych przez aparat partyjny, jak i staram się opisać skutki tego typu mechanizmów dla klasy robotniczej. W pracy posługuję się elementami analizy „gospodarki niedoborów” autorstwa ekonomisty węgierskiego Jánosa Kornaia, by przedstawić strukturalne źródła fenomenu braków towarów, jak i jego skutki społeczne, a także analizą stalinizmu dokonaną przez Lwa Trockiego. By zaprezentować problematykę alienacji pracowniczej, skorzystałem z prac takich autorów jak Bob Arnot („negatywna kontrola robotnicza”) czy Vladimir Andreff (arytmia procesu produkcji). Pomocni byli także współcześni polscy badacze rzeczywistości fabrycznej PRL (Małgorzata Mazurek, Błażej Brzostek).
    This article attempts to present the question of the economic shortages and their connection with the  alienation of labour in the post-capitalist bureaucratic regimes in Soviet Union and Poland. To analyse the problem I start with material conditions which were basis for the reproduction of the Stalinist power, that is bureaucratic planning, control over the labour and production process by the party apparatus, and I also try to describe the impact of these factors towards the working class. The main sources for my study are the writings of the Hungarian economist János Kornai to analyse the roots of the phenomenon of the good hunger and its social costs, and also the Trotsky's analysis of Stalinist bureaucratism. To show the problems of the alienation of labour I use the works of Bob Arnot (about the “negative workers' control”), or Vladimir Andreff (arrhythmical production process). The Polish authors, such as Małgorzata Mazurek or Błażej Brzostek, were also helpful.
