    Regional contracts developed in Poland as a consequence of the process of the state decentralisation and the building of local governments in the 1990s. By learning from other countries’ experiences (especially the French regional policy), an instrument was devised in order to support the decentralisation of the state development intervention and to foster the regions’ empowerment to programme and administer the regional policy. Unfortunately, since the very first edition, regional contracts in Poland have become a hostage to impromptu political acts determining changes to the economic policy, the limited state budget and very frequent legal amendments. The goal of this article is to conduct a synthetic analysis of the origins, changes and challenges related to the use of regional contracts in the Polish development policy. The author’s subjective, critical opinions were confronted with the opinions of the representatives of regional authorities in selected voivodeships. To this end, interviews were conducted with directors of departments in selected marshal offices. The resulting evaluation, conclusions and recommendations allowed the verification of the author’s subjective views.

    The author approaches the institution of local government as a factor that supports the development of culture, and pays particular attention to the need to support regional periodicals. The issue under analysis is discussed within the framework of the cultural role of local government. Significant reasons for the advantageous involvement of local government in the development of a region’s culture, both individual and social, are discussed. The significant role of regional periodicals in shaping regional identity and advancing local governance is also discussed. Consequently, regional periodicals are defined as a special kind of public good which should enjoy the protection and support of local government.
    Autor potraktował instytucję samorządu terytorialnego w kategoriach czynnika wspierającego rozwój kultury, zwracając w szczególności uwagę na potrzebę wsparcia działalności czasopism o charakterze regionalistycznym. Badane zagadnienie osadzono na płaszczyźnie funkcji kulturowej samorządu terytorialnego. Wskazano na istotne, zarówno jednostkowe, jak i społeczne, przyczyny pozytywnej ingerencji samorządu terytorialnego w rozwój kultury regionu. Omówiono także ważną rolę czasopism regionalistycznych w kształtowaniu tożsamości regionu oraz rozwoju samorządności terytorialnej. W rezultacie zdefiniowano czasopismo regionalistyczne jako szczególnego rodzaju dobro publiczne, którego działalność powinna uzyskać ochronę i wsparcie samorządu terytorialnego.

    Kwestia polityki transportowej jest niezwykle istotnym aspektem polityki rozwoju województwa. Dodatkowo jest elementem planowania w różnych skalach przestrzennych: europejskiej, krajowej oraz wojewódzkiej i regionalnej. Na każdym z tych poziomów element transportu publicznego jest poruszany w zróżnicowanym stopniu. O ile opracowania rangi krajowej oraz europejskiej zazwyczaj dotyczą ogólnych wytycznych i rekomendacji, to dokumenty planistyczne na poziomie województwa powinny być bardziej dokładne. Jest to również związane z organizacją transportu kolejowego na obszarze województwa, co należy do zadań własnych samorządu. Autor dokonał przeglądu planów zagospodarowania przestrzennego oraz planów transportowych trzech województw: dolnośląskiego, śląskiego oraz opolskiego. Celem analizy było ustalenie głównych założeń oraz planów dotyczących regionalnego transportu kolejowego. Autor zidentyfikował niekonsekwencje w planowaniu transportu publicznego oraz brak spójnej polityki transportowej w regionie.
    Transport policy is significant element of voivodeship’s development policy. Additionally it is component of spatial planning in different spatial scales. Generally European and national documents usually concerns main recommendations and assumptions. Voivodeship plans should be more precise. It is also connected with organization of regional railway transport, which is own task of local government. Author made review of spatial development and transport plans of three voivodeships (dolnośląskie, opolskie, śląskie). The purpose of the analysis was delimitation assumptions and plans of regional railway transit. Author defined some disabilities in documents, e.g: inconsistency, incompatibilities between different documents, lack of consistent transport policy.

    Opis:
    One of the greatest achievements of the socio-political transformation process in Poland is the extensive decentralization of public authorities. The current law on municipal government has brought about the restoration of the phenomenon of local governance in Poland, thus becoming the beginning of further local government reform, topped with the establishment of district and regional government. January 1, 1999 marks the introduction of the principal three-tier territorial division of the state, organized from then on into municipalities, counties and regions, the latter being of particular interest to us here. The reform of local government encompassed the regions, resulting in a significant qualitative change, as regions were granted the status of separate entities, thus becoming partners in relations with the centralauthorities. The fifteen years of regional government in Poland calls for reflections on the efficiency of the steps taken then, and the directions of further advancement of local government at a regional level. This issue is of utmost importance, since in a democratic, decentralized state, locally governed regions play an increasingly significant role in promoting, stimulating and providing public financing for initiatives serving socio-economic development. Effective fulfillment of these tasks, coupled with changing principles of how to generate the budget revenue of local governments, lies among the main conditions for the future operations of the regions, and ensuring appropriate means to implement regional development projects.
    Jednym z największych osiągnięć procesu transformacji społeczno-politycznej w Polsce jest szeroka decentralizacja sfery władztwa publicznego. Obowiązująca obecnie ustawa o samorządzie gminnym doprowadziła do restytucji zjawiska władzy lokalnej w Polsce, a zarazem stanowiła pierwszy krok do dalszych reform samorządowych zwieńczonych ustanowieniem samorządu powiatowego i wojewódzkiego. Z dniem 1 stycznia 1999 r. wprowadzono zasadniczy trójstopniowy podział terytorialny państwa, którego jednostkami stały się gminy, powiaty i szczególnie nas interesujące województwa. Reforma samorządowa obejmując swoim zasięgiem województwa spowodowała, że nastąpiła istotna zmiana jakościowa, bowiem województwa - regiony uzyskały podmiotowość co usytuowało je na płaszczyźnie partnerskich relacji w stosunku do władz centralnych. Piętnaście lat funkcjonowania samorządu regionalnego w Polsce skłania do refleksji dotyczącej efektywności podjętych wówczas działań i kierunków dalszego rozwoju samorządu na poziomie województwa. Jest to niezwykle istotne, bowiem w demokratycznym, zdecentralizowanym państwie to właśnie samorządowy region odgrywa coraz większą rolę w promowaniu, stymulowaniu i finansowaniu ze środków publicznych inicjatyw służących rozwojowi społeczno-gospodarczemu. Od sprawnej realizacji tych zadań, a także zmiany zasad generowania przychodów budżetowych samorządu, zależy w głównej mierze przyszłe funkcjonowanie województw i to czy będą one mieć wystarczające środki na realizację programów rozwoju regionalnego.

    The purpose of the study is the structure of political parties and comparative analysis of the party system in the Republic of India. The objective of the research is to investigate the functioning of the parties, power structure, dynamics and their role in forming the government at the centre and state levels in the country. In addition, the study analyses the approaches of the parties as an actor to make a coalition government in various provincial governments. The research used comparative method analysis to achieve the purpose of this study and describe the source methods for testing the research objectives. The study finds the comprehensive relevance of parties’ role in the Indian political system. Finally, the result of the article finds as a conclusion that the multi-party system provides multiple opportunities for people to participate in the democratic process in India.
    Celem opracowania jest struktura partii politycznych oraz analiza porównawcza systemu partyjnego w Republice Indii. Celem pracy jest zbadanie funkcjonowania partii, struktury władzy, dynamiki oraz ich roli w tworzeniu rządu na szczeblu centralnym i stanowym w kraju. Ponadto w opracowaniu przeanalizowano podejście partii jako podmiotu tworzącego rząd koalicyjny w różnych rządach prowincjonalnych. W badaniu zastosowano analizę metodą porównawczą, aby osiągnąć cel niniejszego opracowania, oraz opisano metody źródłowe służące sprawdzeniu celów badawczych. Badanie wykazało wszechstronne znaczenie roli partii w indyjskim systemie politycznym. Wreszcie, w wyniku artykułu stwierdzono, że system wielopartyjny zapewnia ludziom wiele możliwości uczestniczenia w procesie demokratycznym w Indiach.

    W związku ze zmianami prawa od 2004 r. samorządy wojewódzkie w Polsce są w pełni odpowiedzialne za organizację i finansowanie kolejowego pasażerskiego transportu regionalnego. Ich wydatki, zarówno na dotowanie deficytowych przewozów osób, jak i zakup kolejowych pojazdów szynowych, są bardzo zróżnicowane. Zależą one przede wszystkim od wielkości budżetu województwa, a także od znaczenia tego rodzaju transportu w danym regionie, na które w dużej mierze wpływa zróżnicowanie gęstości sieci kolejowej w Polsce. Poszczególne samorządy nieco inaczej postrzegają obecną i przyszłą rolę regionalnego transportu kolejowego, co uwidacznia się w strukturze wydatków. Wiele z nich inwestuje znaczne środki w jego rozwój oraz modernizację taboru. Niektóre natomiast w taki sposób konstruują budżety, że możliwe jest co najwyżej utrzymanie aktualnej wielkości pracy przewozowej. Ponadto różne są sposoby organizacji tego rodzaju transportu na obszarze województwa, co także wpływa na koszty. Wielkość środków wydatkowanych na regionalny kolejowy transport pasażerski w przeliczeniu na mieszkańca wykazuje duże zróżnicowanie regionalne i najczęściej odzwierciedla poziom zamożności województw. Zróżnicowana jest jednak również struktura wydatkowanych środków – oprócz wydatków na samo utrzymanie połączeń kolejowych pojawiają się wydatki inwestycyjne, w zakresie infrastruktury oraz taboru. Do liderów w organizacji nowoczesnego i niezawodnego regionalnego transportu kolejowego można, biorąc pod uwagę różnorodne kryteria, zaliczyć województwa: dolnośląskie, kujawsko-pomorskie, mazowieckie, pomorskie, śląskie, wielkopolskie i zachodniopomorskie.
    Due to the changes in law, voivodeship governments in Poland has been fully responsible for the organisation and funding of the regional railway passenger traffic since 2004. Their expenses for the subsidy to a deficient passenger transport, as well as purchase of trains is very diversified. They depend mostly on the budget of the voivodeship and on the importance of this kind of transport in the region, which is highly dependent on the diverse density of railway network in Poland. Each government has its own perception of the present and future role of the regional railway transport, which can be seen in the structure of expenses. Although many of them invest substantial amount of money in the development of the railway transport and modernisation of the rolling stock, some draw up their budgets in such a way that it is merely possible to maintain vehicle kilometers on the current level. Moreover, there are various methods of organisation of this type of transport in the voivodeship area, which has an impact on the costs. The amount of money spent on the regional railway passenger transport per capita is diversified across the regions and very often it is a sign of voivodeship’s wealth. The structure of the spending is also diversified – apart from the expenses on the maintenance of the railway connections, there are expenses on the investments, infrastructure and rolling stock. To a circle of the undisputed leaders in organisation of modern and reliable regional railway transport we can rank, considering a variety of criteria, voivodeships: dolnośląskie, kujawsko-pomorskie, mazowieckie, pomorskie, śląskie, wielkopolskie and zachodniopomorskie.
