    Institutional support, reflected not only in legislative solutions, but also in external funding as a means of financial support, is of strategic importance for the success of new power investments, the guarantee of energy security of individual areas, and the socio-economic development of the region where new energy enterprises are located. The present study aims to follow the external funding of biogas investments carried out in Poland, both in the aspect of legal regulations, and the offered co-financing of biogas projects. Considering that biogas enterprises are located and operate in specific places and local systems, the present research problem is tackled from the perspective of the functioning of biogas plants in the local environment. The success of biogas projects and the entire energy transformation process depends, on the one hand, on the harmonisation of activities at the central, national level and, on the other hand, on taking into account the specific socio-economic features that characterise the location of the biogas plant. Therefore, providing comprehensive institutional support for investment for biogas enterprises requires equipping local institutions, including local authorities, with appropriate instruments to shape and monitor the agricultural biogas market at the local level.

    This article presents problematics related to social policy and the system supporting the vocational activity of persons with intellectual disabilities in Poland. Analyses aimed at finding an answer to the question posed in the title are based on the results of a research project entitled Employment and disability. An analysis of the vocational experience of people with intellectual disabilities in Poland, which aimed at an exploration of the policy of the employment of persons with disabilities, practices in the area of employment services, and a reconstruction of the experience of subjects involved in the work situation: job coaches, persons with intellectual disabilities, and coordinators of employment projects. The methodological framework of the project was provided by the grounded theory set in social constructivism as presented in Charmaz’s works. The research material was collected in 25 workplaces employing persons with disabilities in various parts of Poland, mainly by means of in-depth interviews, observation, and field notes. The paper presents only a small  fragment of the research results. The analyses focus on the presentation of the assumptions, goals, and trends of the employment policy, ways of functioning of the system of support of the vocational activity of persons with intellectual disabilities, and the confrontation of these systemic assumptions with the experience of persons involved in the implementation of this employment policy in the Polish reality. The article is therefore a critical analysis of the current policy of the employment of persons with intellectual disabilities, unmasking the existing paradoxes and apparent actions in the system of vocational support and the labour market

    This article presents, undertaken by social organizations and the office of the Capital City of Warsaw, initiatives aimed at developing a model of cooperation between institutions performing tasks in the field of various areas of social policy. These initiatives concern, inter alia, continuing the activities of the education system in the field of equalizing the chances of students with disabilities by institutions performing tasks in the field of various areas of social policy, including those supporting professional and personal functioning of adults. One of the directions of this objective is the creation of an information and coordination point to support adults with disabilities in solving their problems, eg by providing information on possible participation in social rehabilitation and / or employment in an open, supported or protected labor market.

    The Prime Minister’s program speech, called the exposé, attracts particular attention. Its essence comes down to presenting the government’s program. In a few key words, the Prime Minister often summarizes the framework proposals of his government in terms of economic policy, social policy, education, health care, the army as well as individual social and professional groups. The words spoken by the Prime Minister, asking for confidence in the government that has just been formed set the direction for the entire Council of Ministers for subsequent years. In this regard, there is a need to examine the economic policy of every Prime Minister in office since 1989 considering entrepreneurs. What offer did the heads of government make to entrepreneurs, what kind of support could this group count on, how were the institutions supporting the economy and political institutions evaluated? The aim of this article is to find answers to the presented problems.

    Opis:
    The main aim of this paper is to determine the ratio legis of the 500+ program in the Polish State Aid for Child Support Act. The study highlights the long-term disregard for supporting families in State policy. It shows also the legal, economic and systemic causes of the current demographic crisis in Poland. This study offers an overview of existing solutions and an analysis of the true purpose of the newly introduced law. In conclusion, the author states that although the legislative work is a milestone in the field of Polish pro-family policy, there are a lot of drawbacks in these solutions. The 500+ Program should be applied as a supplementary tool, rather than the main tool of Polish demographic policy.
    Celem niniejszego opracowania było określenie ratio legis Programu 500 plus w ustawie o pomocy państwa w wychowywaniu dzieci. W artykule podkreślono, że przez wiele lat trudno doszukać się skutecznych mechanizmów oddziaływania polityki prorodzinnej w Polsce. Ukazano prawne, ekonomiczne i systemowe przyczyny aktualnego kryzysu demograficznego. Opracowanie stanowi omówienie obowiązujących rozwiązań oraz analizę rzeczywistego celu nowo wprowadzonej regulacji prawnej. W konkluzji autor stwierdza, że podjęte prace legislacyjne to milowy krok w zakresie polskiej polityki prorodzinnej, choć są to rozwiązania nie pozbawione wad. Program 500 plus należy potraktować wspomagająco, nie zaś jako kluczowe narzędzie polityki demograficznej Polski.

    The social model of disability is now the dominant perspective taken in Europe on the essence of disability and people affected by it. In 1997, Poland adopted the Resolution of the Parliament on the Charter of Rights of Disabled Persons and joined the Convention on the Rights of Persons with Disabilities in 2012, thereby assuming an obligation to adopt this perspective in its regulations and actions for people with disabilities. The aim of the article was to analyze and evaluate the activities of the Municipal Family Assistance Center (MOPR) in Koszalin in 2013–2016 as a key institution in the local support system for people with disabilities. To accomplish the goal, the following thesis was adopted: at the local level, the Polish system of institutional support for the disabled does not fully meet the assumptions of the social model of disability. The description of the activity of MOPR in Koszalin in the article confirmed the thesis, pointing to the legal and institutional barriers to effective assistance for disabled people in accordance with the social model of disability.
    Społeczny model niepełnosprawności stanowi obecnie w przestrzeni europejskiej dominującą perspektywę podejścia do istoty niepełnosprawności oraz osób nią dotkniętych. Polska, przyjmując w 1997 roku Uchwałą Sejmu Kartę Praw Osób Niepełnosprawnych oraz przystępując w 2012 roku do Konwencji o prawach osób niepełnosprawnych, zobowiązała się do przyjęcia tej perspektywy w swoich regulacjach i działaniach na rzecz osób z niepełnosprawnościami. Celem artykułu była analiza i ocena działań Miejskiego Ośrodka Pomocy Rodzinie w Koszalinie w latach 2013–2016, jako kluczowej instytucji w lokalnym systemie wsparcia osób niepełnosprawnych. Dla realizacji tak sformułowanego celu przyjęto następującą tezę: na poziomie lokalnym polski system instytucjonalnego wsparcia osób niepełnosprawnych nie realizuje w pełni założeń społecznego modelu niepełnosprawności. Przeprowadzona w artykule charakterystyka działań MOPR w Koszalinie zweryfikowała ją pozytywnie, wskazując na prawno-instytucjonalne bariery w skutecznej pomocy osobom niepełnosprawnym zgodnie ze społecznym modelem niepełnosprawności.
