    Opis:
    Two sections of sediment from small oxbow-lake infillings located in different river valleys in central Poland were studied by cladoceran analysis in order to examine the response of aquatic ecosystems to the Younger Dryas. Lithological and geochemical records, as well as chydorid (Chydoridae) ephippia analysis were also used to reconstruct Younger Dryas climate trends. A high concentration of cladocerans, as well as the presence of Cladocera taxa preferring warmer water, was found. It is likely that local processes in the oxbow lakes were important, because the presence of warm-preferring taxa was also related to their habitats and their development. Yet local environmental forces, such as the influence of the rivers, habitat modification, macrophyte abundance, and eutrophication, were not only major factors to affect the Cladocera diversity in the Younger Dryas. The observation of changes in the composition and concentration of Cladocera in oxbow-lake infillings indicates that most of the changes occurred in response to climate changes.

    Artykuł dotyczy problematyki formułowania lokalnej polityki przestrzennej wobec obszarów przestrzeni publicznej. W pierwszej części przedstawiono uwarunkowania formalnoprawne prowadzenia działań wobec takich terenów w kontekście jednego z najważniejszych dokumentów planistycznych – studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy. Natomiast w drugiej części artykułu zaprezentowano wyniki badań, dotyczących sposobu kształtowania polityki przestrzennej wobec obszarów przestrzeni publicznej w wybranych miastach powiatowych województwa wielkopolskiego.
    This article deals with the issues of local spatial policy formulation to areas of public space. The first part presents the formal and legal determinants of carrying out activities to such areas in the context of one of the most important planning documents – the study of conditions and directions of spatial management. In the second part of the article are presented results of studies on how spatial policy towards areas of public space in selected cities Wielkopolska voivodeship.

    Opis:
    This article deals with the issues that accompany areas that may become subject to a decision determining the conditions of their development and the provisions of the local spatial development plan. It was inspired by the land development plans drafted for the city of Poznan. The author wondered whether the area in question could, alternately, be regulated by a normative or administrative act. In other words, the question which was asked was whether there existed any legal determinants that could direct an application of a particular form of development. The research undertaken in this respect allowed to draw a conclusion that the currently binding Act on Planning and Spatial Development regulates only indirectly the matters raised. And yet, for reasons of functionality, extensive areas on which many constructions are planned to be erected, ought to be located on the basis of local plans. Only such plans account for (apart from determining the technical parameters of the planned structures) values such as public transport and its effi ciency, technical infrastructure, local shopping centres and the like. Owing to them, a sustained development of these areas as well as spatial order can be ensured. Further, in an ideal model, decisions regarding the development conditions ought to be issued for individual building separately, and for relatively small areas. In the event of a large area it may be possible to secure its development in a manner signifi cantly diff erent from the existing structures. What it also means is that the new structures may be added to areas already developed, without the possibility of the local community to intervene. The possibility of an instrumental treatment of the development and land planning decisions is strengthened by the fact that formally it is not tied or related to anyof the provisions of the investment plans of feasibility studies performed locally.

    Rok 2020, rok pandemii, stał się symbolem nagłych zagrożeń zmieniających zasadniczo życie społeczne i gospodarcze. Jest on jednak tylko przykładem nowych nawarstwiających się niepewności, takich jak zmiany klimatyczne, które silnie wpływają na system administracji publicznej. Przedmiotem opracowania jest odpowiedź na pytanie, jaki ustrój administracji publicznej i jakie prawne formy działania będą sprzyjać zwiększeniu odporności państwa na wstrząsy i większej elastyczności działania jego administracji. Możemy tu ukazać trzy sposoby ujęcia posiadające swoich zwolenników również w nauce prawa, a więc: scentralizowanego państwa rozbudowującego wobec zagrożeń tylko struktury eksperckie i doradcze; państwa minimalnego, w którym wzmacnia się głównie sieć współdziałania z obywatelami, podmiotami gospodarczymi i administracją, takiego, które prowadzi ograniczone działania zarządzania kryzysowego, i trzeciej koncepcji współpracującego systemu modułów administracji rządowej i samorządowej przy dużej niezależności samorządu, dobrej koordynacji i otwarciu na innowacji społeczne. Autorka wypowiada się za wyborem trzeciego modelu dla stworzenia elastycznego, odpornego na wstrząsy państwa, ukazując zalety takiego rozwiązania oraz słabości modelu pierwszego, ku któremu dąży postępująca obecnie recentralizacja.
    The year 2020, the year of the COVID-19 pandemic, has become a symbol of sudden threats that fundamentally change social and economic life. However, the pandemic is only one example of the new accumulating uncertainties, such as climate change, which are strongly affecting the public administration system. The aim of the study is to answer the question of what kind of public administration system and what legal forms of action will contribute to increasing the resistance of the State to shocks, and fostering greater flexibility of its administration. Three approaches will be presented that have their supporters in the legal sciences, namely: a centralized state that only expands expert and advisory structures in order to counter threats; a minimal state, in which the network of interaction with citizens, business entities and the administration is mainly strengthened, being one that conducts limited crisis management activities; and, lastly, the concept of a cooperative system of central and local government administration modules, with local self-government having a high level of independence, good coordination, and openness to social innovation. The author advocates the choice of the third model to create a flexible, shock-resistant state, showing the advantages of such a solution and the weaknesses of the first model, towards which the current recentralization is striving.
