    The Treaty of Amsterdam introduced the provisions concerning the establishment o f enhanced cooperation in the European Union that were not been applied for over a decade after its signing. The first time it happened was in 2010. The EU Council made a decision to establish such a form o f cooperation on two more occasions - most recently in 2013, on a financial transaction tax (FTT). In this way, the enhanced cooperation has become a permanent and increasingly important form of cooperation within the EU, helping to deepen the diversity of integration in the Union. The paper aims to show the importance of the development of enhanced cooperation, including in particular the subsequent decision to implement enhanced cooperation in the area of FTT, for the functioning of the EU. To outline the context of this problem, the legal basis for enhanced cooperation contained in the Treaties and the examples of integration diversity before 2010 are synthetically indicated; the actions and decisions taken by the states and the EU institutions in connection with the economic crisis, which also affected the diversity of integration in the EU, are listed; and the two first cases of enhanced cooperation are briefly described. The most important conclusions are contained in the final part of the study.

    The surge of diversified forms of regionalism and regional integration within the past few decades has stimulated the reappraisal of the conceptual tools traditionally designed to bench-mark and monitor region-building processes across the world. More recently, the Brexit negotiations have become a reminder that the EU remains an unfolding experience. This article argues that the study of African regionalisms constitutes a timely invitation to revisit the experience of the EU and its contribution to the world of regionalisms. After a brief survey of the classic definition of the region, we will discuss the ongoing relevance of European integration and the implications of the analytical distinction between regionalism, regionalisation and regional integration, before drawing from the study of Africa five threads which set the basis for a comparative study of regions and regionalisms beyond the classic emphasis on the EU or the world of regions.

    Researchers have posed questions concerning the dynamics and crisis of European integration since its beginnings. They have proposed and continue to propose new research fields and questions on the theoretical and empirical approaches to the issue of irregularities in the Euro- pean Union, in particular the most recent ones. The author of this paper joins this trend, and takes a standpoint with respect to the (dependent and independent) variables that define the distorted dynamics of EU integration which have been analytically determined. The author intends to expose the distorted dynamics of the EU system and European integration, as well as the crises that accompany them, fuelling numerous academic, political and media debates and polemics. The research agenda of both an epistemological and empirical nature concerns the academic search for an anti-crisis finalité politique. The paper confirms the pluralistic nature of integration ideology, where no single theory or theoretical concept suffices to explain the increasingly complex, multi-directional crisis-related phenomena and interactions following from European integration. Therefore “the Union as described and academically analysed” is not always equivalent to “the Union in action.” That is why we are dealing with the growing detachment of theoretical concepts from the practical activities within the process of European integration. This paper demonstrates that the theoretical attempts at presenting European integration and its crises result in a certain permeation of paradigms between different concepts and in spontaneous promulgation and ‘merging’ of selected elements of theoretical outlooks that were assigned to quite different, or even contradictory theories and concepts.

    The aim of the article is to analyse selected metaphors used by the President of the Republic of Poland, Aleksander Kwaśniewski, in public appearances during his presidency in from 1995 to 2005. The subject of interest are public appearances in which A. Kwaśniewski talked about the preparation and accession of Poland to one of the most prestigious organisations in the world – the North Atlantic Alliance (NATO) in 1999 and the European Union (EU) in 2004. The author analyses selected metaphors (including: HOME, ROAD, FAMILY), regarding Poland’s accession to these structures, which were used by the president in his speeches. The author discusses how A. Kwaśniewski, who was then the head of state, used metaphors to present his attitude towards the issue of Poland’s integration with North Atlantic Alliance and accession to the European Union and what vision of Poland’s presence in these structures he had.

    The article is focusing on the evolution of Polish approach towards the development of the European strategic autonomy in the European military integration (European Security and Defense Identity), the European Security and Defense Policy and the Common European Security and Defense Policy after joining the EU. During Poland’s Presidency, one of the priorities was to improve military capabilities and crisis management systems. The article characterizes an official position of the Polish authorities in the process of EU integration security system. The last strategic document has been published in May 2017 by the Ministry of National Defense. There have been identified two stages: prior to accession to the EU and Poland’s participation in the ESDP/CSDP EU since 2004. Special attention was paid to the lack of interest of the current Polish political authorities in reforming the EU security system.
    Artykuł dotyczy ewolucji stanowiska rządów Polski wobec kolejnych etapów rozwoju europejskiej autonomii strategicznej (Europejska Tożsamości Bezpieczeństwa i Obrony), Europejskiej Polityki Bezpieczeństwa i Obrony oraz Wspólna Europejska Polityka Bezpieczeństwa i Obrony Unii Europejskiej). Wyodrębnione zostały dwa etapy polskiej Polityki; przed akcesją do UE oraz udział Polski w ESDP/WPBiO, po przystąpieniu do UE. Podczas sprawowania przez Polskę Prezydencji w Radzie, jednym z priorytetów było doskonalenie zdolności wojskowych i systemu reagowania kryzysowego. Scharakteryzowano oficjalne stanowisko władz polskich wobec integracji systemu bezpieczeństwa UE wyrażone w dokumentach strategicznych. Ostatni taki dokument został opublikowany w maju 2017 r. w Ministerstwie Obrony Narodowej. Zwrócono uwagę na sytuacje kryzysowe w problemach dotyczących integracji europejskiej oraz na brak zainteresowania aktualnych władz politycznych Polski udziałem w reformowaniu systemu bezpieczeństwa UE.

    Kryzys klimatyczny i kryzys związany z pandemią wirusa SARS CoV-2 stały się istotnym wyzwaniem dla Unii Europejskiej. Postawiły też dylemat dotyczący wyboru priorytetów czy też próby ich pogodzenia. W artykule dokonano przybliżenia odpowiedzi na pytanie na ile działania antykryzysowe związane z COVID-19 uwzględniają także dotychczasowe priorytety europejskiej polityki klimatycznej. Jak dowiedziono pomimo trudności związanych z pandemią UE nie zamierza odejść od dotychczasowych zielonych priorytetów. Planowane działania zarówno w zakresie odbudowy gospodarki, jak i w obszarze zdrowia publicznego są komplementarne z dotychczasowymi celami.
    The climate crisis and the crisis related to the SARS CoV-2 pandemic have become a major challenge for the European Union. They also posed a dilemma concerning the choice of priorities or attempts to reconcile them. The article provides an approximate answer to the question to what extent anti-crisis measures related to COVID-19 also take into account the existing priorities of the European climate policy. Despite the difficulties associated with the pandemic, the EU does not intend to depart from its previous green priorities. The planned actions both in terms of economic recovery and in the area of public health are complementary to the existing goals.

    W związku z ukraińskimi aspiracjami przystąpienia do Unii Europejskiej wiele traktatów i umów międzynarodowych zostało podpisana w celu zbliżenia prawodawstwa podatkowego Ukrainy do norm i standardów zachodnioeuropejskich. Szczególne znaczenie w tym kontekście ma Umowa o partnerstwie i współpracy między Ukrainą a Wspólnotami Europejskimi i ich państwami członkowskimi, zgodnie z którą Ukraina zobowiązała się do dostosowania swojego obecnego i przyszłego prawodawstwa do standardów Unii Europejskiej, która to kwestia jest przedmiotem rozważań niniejszego tekstu.
    Due to Ukrainian aspirations of accession to the European Union, a number of international treaties and agreements have been signed with the aim of converging Ukraine’s tax legislation with the norms and standards of the West European countries. In this context, the Agreement on Partnership and Cooperation between Ukraine and the European Communities and their Member States, is of particular importance. Under this treaty Ukraine committed itself to the convergence of its own existing and future legislation with that of the EU. This particular issue is under consideration of the text.

    Opis:
    The aim of this paper is to identify and analyse the net convergence on the financial market due to supervisory convergence on the financial market in the microprudential and macroprudential systemic approach and to place this process in the financial net reliance after the legal changes implemented by the European System of Financial Supervision and European Banking Union. In particular, instruments and mechanisms of the EU and national (Polish) instruments and mechanisms for achieving supervisory convergence were analysed, which is a sine qua non for achieving the objective of financial stability, illustrating at the same time the convergence of financial administration in the EU financial market and the legal effects and results of this convergence in institutional, procedural, substantive and network dimensions. The thesis of the study is that three equivalent, necessary and complementary regulatory ways of achieving supervisory convergence in the financial market can be identified.
    Celem opracowania jest uzasadnienie konieczności wyodrębnienia pojęcia „konwergencja sieciowa” na rynku finansowym, do czego w rozważaniach prowadzi przedstawienie zagadnienia procesu konwergencji nadzorczej na rynku finansowym w aspekcie mikr-, makroostrożnościowym i systemowym, a także umiejscowienie go w sieciowym układzie zależności, w jakich umiejscowiony został ten proces po zmianach prawnych wywołanych wprowadzeniem ESNF i EUB. W szczególności analizie poddano instrumenty i mechanizmy unijne i krajowe (polskie) służące osiąganiu zbieżności nadzorczej, co jest warunkiem sine qua non urzeczywistniania celu stabilności finansowej, a zarazem ilustrujące konwergencję administracji finansowej na rynku finansowym UE oraz skutki prawne i rezultaty tej konwergencji w wymiarze instytucjonalnym, proceduralnym, materialnoprawnym i sieciowym. Tezą opracowania jest twierdzenie o możliwości wyodrębnienia trzech równoważnych, potrzebnych i uzupełniających się regulacyjnych sposobów osiągania konwergencji nadzorczej na rynku finansowym.
