    Wartykule przedstawiono sytuację demograficzną obszarów wiejskich w województwie lubuskim w 2009 r. Ukazano ją na tle procesów demograficznych zachodzących w latach 1995–2009. Omówiono zmiany liczby ludności wiejskiej, ruch naturalny i migracyjny, strukturę ludności według płci i wieku oraz ich rozkłady przestrzenne.Wskazano na różnicujące je czynniki. Zwrócono także uwagę na odmienność badanych procesów na wsi i w mieście.
    The article presents the demographic situation of rural areas in Lubuska Land in 2009 against the demographic processes taking place there in the years 1995–2009. The issues addressed includechanges in the rural population figures, vital statistics and migration movement, the sex/age structure of the population, and their spatial distributions. Factors responsible for the differences are identified. Attention is also paid to how those processes vary between the countryside and town.

    Opis:
    The paper examines the social dimension of adjustment processes of reproduction. It is based on the postmodern contestation of the basic terms which clearly convey the legitimacy of public intervention and subsequently set its direction. The phenomenon of society endures in time and space thanks to its self-replication enhanced by the state. Firstly, the state is, in some sense, capable of organising and steering the process of social reproduction. It also provides the institutional framework for the confronting of interests. Secondly, the state is the beneficiary of social reproduction – its existence and development depends on the dynamics of the ‘duration’ of society. Obviously, demography is the key to the future. A social structure determines the success of individuals. That crucial factor directly shapes the basic substrate of social processes. The increasing break of the Polish demographic structure (the decline of reproduction rates and consequent diminution in cohorts of childbearing age) makes up the context of the fundamental problem of the natalistic policy. It also constitutes an axis of the undertaken considerations.
    Artykuł podejmuje sygnalną refleksję nad społecznym wymiarem reprodukcyjnych procesów dostosowawczych. Została ona osnuta na postmodernistycznej kontestacji podstawowych pojęć. Te bowiem w oczywisty sposób decydują o zasadności interwencji publicznej, a następnie wyznaczają jej kierunki. Fenomen społeczeństwa trwa w czasie i przestrzeni dzięki odtwarzaniu samego siebie. Nowoczesne państwo odgrywa w tym istotną rolę systemową. Po pierwsze, jest poniekąd jego organizatorem (posiada narzędzia do ukierunkowania procesu reprodukcji społecznej), zapewnia bowiem prawne i organizacyjne ramy konfrontacji interesów. Po drugie, jest beneficjentem tego procesu – jego przetrwanie zależy od dynamiki „trwania” społeczeństwa. Demografia jest kluczem do przyszłości, od niej bezpośrednio zależy podstawowy substrat procesów społecznych. Struktura społeczna determinuje szanse rozwojowe tworzących ją jednostek. Narastające załamanie polskiej struktury demograficznej (polegające na kurczeniu się wskaźników reprodukcji oraz liczebności kohort w wieku rozrodczym) stanowi kontekst fundamentalnego problemu polityki natalistycznej. Wyznacza to oś podjętych rozważań.

    Opracowanie jest skrótem ekspertyzy, wykonanej dla władz samorządowych Pleszewa. Jej celem była m.in. wariantowa prognoza ludnościowa do 2050 r. w oparciu o alternatywne sposoby szacowania liczby ludności, sporządzona dla potrzeb planowania przestrzennego i rozwoju miasta i gminy. W projekcjach zastosowano metodę kohortowo-składnikową i opracowano dwie projekcje na podstawie dwóch scenariuszy rozwoju gminy. Następnie wyniki skonfrontowano z bilansem terenów pod różne funkcje w studium uwarunkowań i kierunków zagospodarowania przestrzennego, wykazując pewną nadwyżkę terenów inwestycyjnych. Oprócz tego wyniki mogą być traktowane jako przyczynek do rozpoznania procesów demograficznych i ich uwarunkowań w jednym z miastpogranicznego zbioru małych i średnich ośrodków.
    The study is a short compilation of an expertise prepared for Pleszew local authorities. Its aim was, among other things, an alternative population forecast based on alternative methods of population estimation, made for the needs of spatial planning and development of the city and the municipality. For the purposes of the forecast, the initial number of inhabitants was first corrected. Next, assumptions were formulated for two variants (development scenarios). In the projections, the cohort-component method was used, calculating births, deaths, inflows and outflows for the following time ranges (2017–2020 and then 65 years to 2050). In the perspective of the coming decades, a fairly pronounced decrease in population should be expected in the commune (to the level of 23.3–28.0 thousand) with a clear aging of the population. Then the results were confronted with the balance of areas for various functions in the study of land development conditions and directions, showing a certain surplus of investment areas. It was recommended that investment areas be reduced. It is advisable, inter alia, to prepare a more detailed study concerning the inventory of existing buildings and the valorisation of potential investment and residential areas within the administrative borders of the city and its immediate vicinity (the suburban zone), as well as to monitor rural localities exposed to the greatest age structure aging and depopulation. On the other hand, the inflow of population will be of key importance for maintaining the demographic potential of the city in the future, hence the activities of the self-government should be directed in particular at creating attractive jobs andimproving living conditions (quality of life). Incentives for the rural population in the surroundings (Pleszew poviat) to move to Pleszew or its vicinity, which is justified by the relatively low level ofurbanisation in the region, could be a great opportunity in this respect. Such measures should be the subject of regional, social and housing policy solutions of the state, e.g. the national plan for restructuring of the settlement network.

    Opis:
    This paper tackles staff problems of contemporary public administration. It starts with an analysis of the dependence between the efficiency of administration and the effi ciency of public servants in administration, whose efficiency depends on the level and quality of their qualifications. The analysis was carried out in three perspectives (i) with regard to the whole public administration of the State, (ii) with regard to the State and government central administration and (iii) with regard to regional public administration, on the example of the Lower Silesia region. It was assumed that the quality of the staff in administration is related to and depends on the legislation regulating the recruitment for public administration offices. The relevant provisions determine the choices made in the recruitment process and the subsequent creation of career paths. However, unstable and poor legal provisions have a negative impact on the quality of public administration personnel, which is manifested in poor performance, high employment fl uctuations and a diminishing interest among the younger generation in a career in public administration. This, in turn, may distort the natural generation exchange of administration staff in the future. As can be seen from the statistical analysis conducted in respect of the numbers of public administration employees and the fluctuation among them, as well as the demographic structure examined with regard the gender, age and length of employment, the initially assumed hypothesis of the negative consequences of the inconsistent legislative policy governing the regulations of the public administration staff. The sociological picture illustrating the attitudes among the members of the society to public administration confirms the hypothesis of the poor condition of public administration and a loss in confi dence in its activities or actions. The main reason for the current situation is that the constitutional principle of the neutrality of civil servants is realised only by orders that prohibit combining civil service with political activity, but do not limit or reduce the strong and direct influence exercised by political parties on the legal regulations within public civil service or the policies of appointing candidates to key administrative positions in (not only government) offices.

    Opis:
    The article analyses the relation between the ageing of society and technical progress, which seems to be a particularly important subject in the view of the inevitability of changes in the demographic structure and the latest analyses of the impact of this phenomenon on labour productivity. On the basis of the results of empirical studies, forecasts of the GDP growth rate for Europe have been revised, taking into account this correlation. It appears that the existence of dependencies lowers this indicator significantly. Moreover, the analysis of the time series of macroeconomic aggregates has shown that a change in the demographic structure may have a severe impact not only on the long-term trend but also on the course of economic cycles. Furthermore, the article extends the classic model of overlapping generations in such a way as to reflect the impact of population ageing on technical progress. It has been shown that the impact of the modification is far greater than the impact of merely taking into account the slowdown resulting from demographic trends.
    Przedmiotem artykułu jest analiza związku starzenia się społeczeństwa i postępu technicznego, co wydaje się tematem szczególnie istotnym wobec nieuchronności przemian struktury demograficznej oraz najnowszych analiz dotyczących wpływu tego zjawiska na produktywność pracy. Korzystając z wyników badań empirycznych, dokonano rewizji prognoz stopy wzrostu PKB dla Europy, uwzględniającej przedmiotowy związek. Okazuje się, że istnienie zależności znacznie obniża wskaźnik. Ponadto na podstawie analizy szeregów czasowych agregatów makroekonomicznych pokazano, że zmiana struktury demograficznej może mieć dotkliwe skutki nie tylko dla długookresowego trendu, lecz także dla przebiegu cykli koniunkturalnych. W artykule rozszerzono również klasyczny model nakładających się pokoleń w taki sposób, by odzwierciedlał wpływ zmiany starzenia się społeczeństwa na postęp techniczny. Pokazano, że modyfikacja skutkuje pogorszeniem się wyników ekonomicznych w dużo większym stopniu niż uwzględnienie jedynie spowolnienia wynikającego z trendów demograficznych.
