This paper deals with the institutional and factual readiness of cities and villages in the Czech Republic to use Integrated Territorial Investments (ITI). On the basis of a questionnaire survey carried out in May 2014 among representatives of 69 municipalities around the core cities of Brno, Jihlava, Olomouc and Hradec Králové - Pardubice as well as a comparison of several model agglomerations, it identifies the main problems and proposes solutions to them. The main theme of this paper is to evaluate the formation of partnerships of municipalities and the process of creating integrated strategies for metropolitan areas. The paper also deals with the relationships and functional links between cities and villages and their hinterland, the common development issues and the existing structures of cooperation and communication. In the conclusion possible recommendations are given to improve the ITI functioning in the Czech Republic on the basis of both, the assessment of the situation in the Republic itself and the reflection on developments in other EU countries.

Opis:
Regeneration of degraded areas takes an important position in the Polish development policy. It is included in the legal framework resulting from the Regeneration Act and the Physical Planning and Spatial Development Act. It constitutes a significant element in the programming of socio-economic and spatial development. This is largely thanks to the EU funds which are the basis for financing the projects and programmes for regeneration. In the country’s development policy a complex approach to regeneration is promoted, manifested by the concentration of activities in the most neglected areas, integrated activities carried out with a broad social participation which will be continuously monitored and evaluated on this basis. The Polish model of regeneration, formulated in such a way, gives hope for the elimination of critical situations in cities and communes.

Although past studies have found that processes of urban shrinkage may act as a catalyst for socio-economic segregation, these relationships remain underexplored outside the context of large cities and capitals. Moreover, cities at lower-tiers of the urban hierarchy in post-socialist Europe have been doubly excluded from the critical discourse on the socio-spatial effects of shrinkage. Hence, this article examines how shrinkage affects socio-economic segregation in the medium-sized post-socialist city of Schwerin, employing segregation indices to assess levels of spatial unevenness and location quotients to map intra-urban patterns of vulnerable population groups over time. Results indicate processes of shrinkage may exacerbate socio-economic segregation in medium-sized cities and that the spatial heterogeneity of shrinkage intersects with uneven distributions of affluence and poverty. However, suggesting that legacies of state socialism shape contemporary socio-spatial change, segregation in Schwerin is strongly conditioned by its socialist-era housing estates, which are generally characterised by the highest rates of population decline, vacancy, and vulnerable groups.

For many decades most researchers, planners and local authorities have been focusing almost exclusively on urban growth and its socio-economic and spatial consequences. However, in the current debate concerning the future of cities and regions in Europe the process of their shrinkage starts to attract more attention. In the conditions of a declining population, urban governance is an important challenge for local authorities, being usually much more difficult than during the periods of population growth. The experience of cities affected by shrinkage shows that there is no simple method of counteracting negative consequences of this process. Regeneration strategies vary a lot, depending mostly on the way the problem is perceived by both central and local governments. The strategies can either choose an adaptive approach (the acceptance of shrinkage and adjustment to it), or attempt to renew growth (shrinkage is treated as just a temporary phenomenon). Quite often the problem is ignored and no action is taken at all. In the paper the authors discuss the conditions and consequences of different approaches towards the process of shrinkage and present examples of regeneration strategies (together with their assessment). They conclude with recommendations for future urban policies.

Following stormy debate regarding the role of globalisation and global space in development, geographical analyses are now tending to return to matters of place, and its role in people’s lives. Given that Latin America’s cities were founded by Europeans, one might expect them to be characterised by processes and phenomena similar to European experiences and general processes of globalisation today. Nowadays, the legal status of homosexual people varies widely from one country to another (ILGA 2019). In many contexts, the homosexual social movement has played a central role in fighting heterosexism and homophobia (Weinberg 1983). Especially in the democratic world, the homosexual social movement has been capable of spreading solidarity and inclusion and also of leading changes in regulatory terms, with different results context by context (Adam, Duyvendak, Krouwel 1999). The paper aims to point out the Italian situation and the main characteristics of the gay social movement in Italy as key factors of the social change. More specifically, the paper is aimed at recounting the political process and the symbolic and cultural factors that led the Italian homosexual social movement to impose itself on the social scene as a reality with its own specific identity. The paper’s last section analyses the so-called “Italian rainbow cities”, urban contexts where the LGBT community is highly concentrated and in which it is so active as to stimulate, in cooperation with the local urban administrations, capacity-building processes oriented to the construction and consolidation of LGBT people’s rights and social inclusion.

Profits and advantages of globalisation flow mainly to large urban agglomerations that constitute the main nodes of the global network owing to the activity of transnational corporations. As a result of intensive global links, in those areas there develop new forms of organisation of economic space. The paper seeks to analyse elements of innovative space in Polish cities in the days of the advancing globalisation of the economy. The study embraced investment of the largest transnational corporations in the world based in Polish cities, especially their investment in R&D centres and business service centres, as well as innovative business environment institutions (technological parks, technology transfer centres, technological incubators, business incubators) and clusters operating in Poland.

Borders’ closure during the COVID-19 pandemic had a particular impact on the everyday life of borderland residents. As part of the research on bordering processes carried out since a few years, during the closure of the state borders in 2020, qualitative interviews on everyday life in the COVID-19 pandemic have been conducted. In this paper, we present the results of the exploratory study on the impact of the COVID-19 pandemic on Polish-German border twin cities. We indicate at what levels borders’ closure affected the border landscape, border practices of the inhabitants of the researched territories, and their notion of the border. We also suggest how border relations were shaped due to differences in the management and perception of the pandemic situation in two countries. The results obtained indicate that the closure of borders has made life more difficult in an area under examination and has also affected the identity and specificity of the place. This issue is worth exploring further to establish the true extent of the impact of the pandemic in the borderlands.

The article treats of the development of Roman cities on the Lower Danube, in the provinces of Upper and Lower Moesia. All these settlements were created in the vicin-ity of military strongholds. After the period of tremendous growth, which peaked in the 2nd century, the cities found themselves in profound crisis in the 3rd to 4th century. The cause of this should be seen in the massive invasions of Germanic tribes, and towards the close of the 4th century also Huns. In the aftermath, the urban and military structures underwent complete transformation, with both ultimately merging into one. This also applied in the case of Novae in Lower Moesia: throughout the latter part of the 3rd, and in the 4th century, the city changed entirely. The organization and management of public transportation is one of the most important responsibilities of local authorities. In view of the dynamically changing conditions of modern cities’ transportation policies, actions in this area pose a challenge, involving the standardization of transportation and its adjustment to the transportation needs and expectations of residents not only of individual cities, but of entire metropolitan areas. One of the ways to tailor transportation to the needs of residents is to continuously coordinate on the basis of diagnosis and analysis of residents’ demands. Public transportation passenger councils provide a forum for exchanging views on this issue. In Poland, only the authorities of Warsaw have thus far decided to establish such a body.

This article seeks to show changes in the socio-economic structure of the thirty largest Polish cities, in topological relations, and in the type of socio-economic differences among them. The research was carried out at three analytical levels: of the unitary variables chosen, principal components, and in a synthetic approach (cluster analysis). To assess structural changes, use was made of comparative statics involving an analysis of the 1998 and 2008 situations. The period analysed was one of dynamic changes in the determinants of the socio-economic development of Polish cities, with four reforms of key significance being introduced, not all of them crowned with success, but also a period marking the start of a decline in demographic dynamics and of suburbanisation processes. It is also treated as a time of transition from a quantitative to a qualitative type of urban development, as indicated by improving services in the sphere of municipal infrastructure. Those processes are connected with the restructuring of the economy, in particular with its distinctly post-industrial orientation, which is especially readily visible in the case of the Upper Silesian Industrial District (a mining and heavy-industry region). The research corroborated the highly specific type of development of the towns of this region as well as the unique position of the Polish capital city. It also showed that the changes which determined the tendencies of transformation of the Polish cities were mainly those in demography, housing situation, level of health care, and level of entrepreneurship.

Modern business services constitute one of the most dynamic developing branches in the economy. This is especially true in Poland. In the last dozen or so years in several Polish cities offering specific location factors over 500 outsourcing service centres have started up. Together they employ over 150 thousand people (in 2015). Intense economic links within these cities have been leading to the establishment of yet more service centres. This branch has been a driving force in the modern office estate market. The article highlights the issue of location choice for outsourcing centres in Poland. Taking into consideration the high dynamics of development of this based on the knowledge economy sector, this issue may be important for business investors, local government units, as well as local business entities. The authors attempt to identify the factors which influence the decisions of managers choosing the place for this activity. A nationwide empirical study was conducted using standardised questionnaire interview addressed to decision-makers in the processes of choosing a location for such centres. The results of these studies include the list of location factors specifying the gradation of their significance to investors when deciding about location.
Nowoczesne usługi dla biznesu są jedną z najbardziej dynamicznie rozwijających się branż gospodarki, również w Polsce. W ciągu ostatnich kilkunastu lat w wybranych dużych miastach Polski, oferujących specyficzne czynniki lokalizacyjne, powstało ponad 500 centrów usług outsourcingowych, zatrudniających około 150 tys. osób. Intensywne powiązania gospodarcze w tych miastach prowadzą do powstania kolejnych nowoczesnych centrów usług. Branża stała się też swoistym motorem napędzającym rynek nowoczesnych nieruchomości biurowych. W artykule podjęto rozważania związane ze współczesnym trendem związanym z przenoszeniem przedsiębiorstw ‒ delokalizacją, a także inną współczesną tendencją w zarządzaniu ‒ outsourcingiem. Głównym celem badań była identyfikacja czynników, jakimi kierują się menedżerowie w procesie wyboru miejsca prowadzenia tego typu działalności. Przeprowadzono ogólnopolskie badanie empiryczne z użyciem standaryzowanego wywiadu kwestionariuszowego, skierowane do osób decyzyjnych w procesie wyboru lokalizacji tego typu centrum. Wynikiem tych badań jest m.in. stworzona lista czynników lokalizacyjnych z określeniem gradacji ich istotności dla inwestorów w procesie podejmowania decyzji o wyborze lokalizacji.

Local authorities are central actors in the governance of European intermediate urban regions. In this paper, we propose a methodology to analyse the fragmentation of local authorities within 119 urban regions. We tested several European databases to create indicators of fragmentation and to develop a typology of fragmentation within cities. Our results show that the Eurostat Cities programme gives a consistent spatial definition of urban regions and that their fragmentation is mainly influenced by national contexts. The developed methodology is a contribution to the debate on territorial reforms and urban governance transformations.

W artykule podjęto problem procesu finansyzacji jednostek samorządu terytorialnego. W pierwszej kolejności dokonano charakterystyki tego zjawiska, następnie przedstawiono propozycję jego pomiaru wykorzystującą analizę struktury aktywów i pasywów bilansu oraz zadłużenia miast metropolitalnych w latach 2007–2017. Wyniki badań prowadzą do niejednoznacznych wniosków. W początkowych latach okresu badawczego zaobserwowano rosnące wskaźniki finansyzacji aktywów i pasywów, jak i wzrost zadłużenia, co wskazywało na przejawy kryzysu finansowego. W drugiej części okresu badawczego wartości badanych wskaźników charakteryzujących zadłużenie miast metropolitalnych zmalały, ale wskaźniki finansyzacji aktywów oraz pasywów nieznacznie wzrosły. Ostateczna ocena tych tendencji będzie możliwa w dłużej perspektywie czasu i wymagała będzie uwzględniania także innych, niemierzalnych czynników, takich jak: polityka finansowa miast, stanowione prawo lub jakość usług publicznych świadczonych przez samorządy miejskie.
The article addresses the problem of the process of the financialization of local self-government units. First of all, the characterization of this phenomenon is made, then a measurement proposal is presented, using the analysis of the structure of balance sheet assets and liabilities and the debt of metropolitan cities in 2007–2017. The research results lead to inconclusive conclusions. In the early years of the research period, increasing indicators of the financializaton of assets and liabilities, as well as an increase in debt, were observed, which indicated the symptoms of the financial crisis. In the second part of the research period, the values of the indicators characterizing the indebtedness of metropolitan cities decreased, but the financialization assets and liabilities ratios increased slightly. The final assessment of these trends will be possible in the longer term and will require consideration of other, immeasurable factors, such as a city’s financial policy, statutory law, and the quality of public services provided by municipalities.
