Chambers of commerce play an important role for entrepreneurs and the economy. However, their position, organization, effectiveness and tasks vary from country to country. The challenges of the 21st-century economy require the strengthening of chambers so that they can effectively support business. We should look for possible improvements. Chambers are usually categorized into three main models: Anglo-Saxon, continental and mixed. An additional public (or administrative) model is sometimes added. The analysis of the literature shows, however, that the assignment of chambers to models is sometimes arbitrary or customary. This results in different classification of some countries into specific models – e.g. Poland is assigned to the Anglo-Saxon or mixed model, while Spain is placed in the continental model, although some features of their chambers indicate the properties of the mixed model. The systematic confusion stems from the fact that the current taxonomy is too general to address effectively some of the most important differences between chambers operating in more than 200 countries. But more important is that its design does not provide tools and information that (in the increasing complexity of today’s economy) could support the development of chambers based on the results of comparative research. This article outlines a set of the key differences between British, Polish and Belgian chambers of commerce with several references to Canadian and US chambers. They are all private law and generally listed as Anglo-Saxon model members. But there are major differences between them. It’s important to examine foreign systems when changes to the domestic chambers are considered. It should be clear that there is no single and common framework that can be just replicated. Each country’s history, economy and social norms must be considered before changes are made. This is why comparative studies are the key to finding the best improvements for local needs.

Opis:
On the basis of extensive sources, the author discusses the meeting point of three phenomena: innovativeness, economic self-governing bodies and the modernizing function of the law. Initially, he analyzes the meaning of the words ‘innovation’ and ‘modernization’. The issue of innovation and innovativeness is described with reference to Joseph Schumpeter. New notions are indicated, that have emerged in academic language: innovative competence, innovative potential, innovative environment, etc. The innovative activity of modern chambers of commerce in Poland is criticized. An attempt is made to draft an ideal model of an innovation incubator. The author identifies the sources of poor development of business environment institutions, as chambers of commerce are defined, as lying in their legal organization, which is faulty in his opinion. As he emphasizes the idea of self-government (differentiating between ‘self-government’ and a ‘self-governing community’) he raises the issue of whether it is feasible to vest the tasks of the central administration in economic self-governing bodies.

In a knowledge-based economy innovativeness is among the most significant factors that are decisive for the competitiveness of modern businesses. EU member states undertake numerous activities to support the innovativeness of their businesses and to reduce the distance between them and the global leaders of innovativeness. In Poland only a small proportion of businesses run innovative activities and the level of innovativeness of the economy significantly differs from that of the majority of EU states. Stimulating an enterprise’s innovative potential is significantly influenced by cooperation and connections with the institutions of the business environment. The institutions supporting the innovative activity of businesses in Poland are not fit to meet their needs. At the same time the civil factor, namely the entrepreneurs, is not taken advantage of. Their role in business life can be strengthened by the chambers of commerce and industry – the institutions of public law that represent all entrepreneurs and which are competent to participate in the shaping and implementation of policies to promote the innovativeness of the state and its regions.

Opis:
State audit institutions constitute a very important part of the contemporary model of state. Auditors (people employed by state audit institutions), being professionals, should fulfill many duties which are customarily assigned to them by the society. In their daily work auditors should observe statutes and codes of ethics. The ethics of auditors of the Supreme Audit Office (Najwyższa Izba Kontroli) is held in high regard among rules of conduct for auditors. It serves a model for ethics in other state audit institutions, such as the National Labour Inspectorate (Państwowa Inspekcja Pracy) or Regional Chambers of Audit (regionalne izby obrachunkowe). Ethics of auditors is a special kind of ethics expected from public administration employees.
