At the turn of the 21st century Polish agriculture intensively changed as the consequence of: 1) the socio-economic transformation that started in 1989, 2) the general transition from a centrally-planned economy to a market economy and 3) Poland’s accession in 2004 to the European Union. In this paper, we try to describe, in a synthetic way, the spatial heterogeneity of development of agriculture in Poland. For this purpose we identified the types of contemporary Polish agriculture. We applied the measures of global (Moran 1950) and local (LISA) spatial autocorrelation devised by L. Anselin (1995) and used their calculations in classification methods. Our dataset consists of 69 variables and 3,069 spatial units at the LAU2 level. As the result of the analysis we identified 20 types of agriculture in Poland and presented their characteristic features. We have paid particular attention to a spatial distribution of identified types. We concluded that the distribution is not only a result of natural or socio-economic conditions and local spatial relationships, but also to a greater extent is still affected by historical conditions (mainly partitions and changes of borders after the First and Second World Wars).

W artykule dokonano porównania dwóch typologii rolnictwa, odnosząc je do obszaru województwa wielkopolskiego. Pierwsza z nich to efekt prac prowadzonych na początku lat 70. ubiegłego wieku przez J. Kostrowickiego i R. Szczęsnego oraz innych współpracowników w Zakładzie Geografii Rolnictwa IGiPZ PAN w Warszawie. Z 13 typów rolnictwa indywidualnego, zidentyfikowanych wówczas w skali kraju, na terenie dzisiejszego województwa wielkopolskiego występowało 5. Druga typologia rolnictwa została opracowana przez autorów niniejszej publikacji w 2019 r. Wyróżniono 20 typów polskiego rolnictwa. Na terenie województwa wielkopolskiego wykształciło się 9 typów. Mimo różnic w metodologii badawczej oraz dostępności materiałów statystycznych w rozkładzie przestrzennym wyróżnionych typów zauważono duże podobieństwa. W obu momentach czasowych stwierdzono trwałe oddziaływanie uwarunkowań historycznych, choć po przystąpieniu Polski do UE obserwuje się systematyczne zacieranie różnic pomiędzy obszarami dawnego zaboru rosyjskiego i pozostałą częścią województwa wielkopolskiego. Zastosowana przez autorów metoda, z uwagi na możliwość wykorzystania bardzo dużej liczby cech diagnostycznych, ma charakter uniwersalny i może być stosowana w różnych regionach.
The aim of the article is an attempt to compare the results between two methods identyfying types of agriculture. These methods use different sets of diagnostic features. The first method was developed by J. Kostrowicki with R. Szczęsny and its team at the Department of Agricultural Geography of the Institute of Geography and Spatial Management of the Polish Academy of Sciences in Warsaw. The result of this team’s research was the development of the first typology of Polish agriculture, which was published in the form of a map in the National Atlas of Poland in the 1970s (Kostrowicki, Szczęsny 1978). It was based on 20 diagnostic features which were described in a five-degree scale. At that time, 13 main types of individual farming and 4 types of collectived agriculture were identyfied. The second typology of agriculture is the result of research by the authors of this study (Głębocki et al. 2019). They used 69 diagnostic features and 20 types of agriculture in Poland were identified. Kostrowicki and Szczęsny (1978) found 5 types of agriculture in the area covered by the contemporary borders of the Wielkopolska Voivodeship. In 2010, 9 types of agriculture were identified. After 40 years, there are significant similarities between spatial distributions of the types representing the two compared typologies of agriculture. However, there are large differences in the research methodology and the availability of statistical sources. Both typologies confirmed the importance of historical conditions in the spatial distribution of the types of agriculture distinguished. The former Prussian-Russian border is still clearly visible in the spatial distribution of types, and the eastern part of the voivodeship is still characterized by agriculture with a lower level of development. It should be remembered that both typologies differ from each other the number of diagnostic features and the size of reference units. Additionally, Kostrowicki and Szczęsny (1978) defined types for individual farming, while the authors of this article found types for the whole agriculture The method used by the authors, due to the possibility of using a very large number of diagnostic features, is universal and can be used in various regions.

Organic farming is part of a sustainable development model; at the same time it is becoming a prerequisite for the multifunctional development of rural areas. The main aim of this study is to identify the state and analyse changes in the development of organic agriculture in Poland as well as to present the possibilities for its development. The time horizon of the study covers the years 2003 to 2015. The basis of the research was an analysis of the literature, the Report of the Chief Inspectorate of Trade Quality of Agriculture and Food (IJHARS), and national empirical research; it also includes an analysis of the results of surveys carried out on organic farms in the summer of 2016, as well as our own observations. The study showed that in the years 2003–2015 Poland saw a rapid increase in the number and area of organic farms due in part to the introduction of EU subsidies. Spatial analysis of the proportions of farms by voivodeship shows that in 2015 most were recorded in Warmia Mazuria, Podlasie and West Pomerania. Similar to the increase in the number of organic farms, the years 2003–2015 saw an increased area of organic farmland. Poland is second in the world in terms of growth in the area of organic farms. In the years 2003–2014 the average size of anorganic farm remained at about 25 ha and was higher than the average size of conventional farms (10 ha). In 2014 the crop structure was dominated by fodder plants (35.8%), and meadows and pastures (31.5%). In terms of livestock production, cattle and horses had the biggest share.

Zachodzące od kilkunastu lat w Polsce silne procesy suburbanizacyjne doprowadziły do gwałtownego rozwoju obszarów podmiejskich. Powoduje to dużą presję na rolnictwo i obszary wiejskie, prowadząc do kurczenia się powierzchni gruntów rolnych. Celem opracowania jest przedstawienie zmian zachodzących w zakresie działalności rolniczej na obszarach metropolitalnych w Polsce. Szczególną uwagę zwrócono na potrzebę racjonalnego gospodarowania gruntami rolnymi i wprowadzenia rozwiązań, które pozwoliłyby na zachowanie najbardziej cennych produkcyjnie i wartościowych krajobrazowo terenów rolniczych. Zakres przestrzenny analizy obejmował 7 wybranych obszarów metropolitalnych w Polsce: Wrocławski Obszar Metropolitalny, Krakowski Obszar Metropolitalny, Górnośląsko-Zagłębiowską Metropolię, Poznański Obszar Metropolitalny, Łódzki Obszar Metropolitalny, Warszawski Obszar Metropolitalny oraz Obszar Metropolitalny Gdańsk–Gdynia–Sopot. Bardziej szczegółowo problemy rolnictwa omówiono na przykładzie Poznańskiego Obszaru Metropolitalnego. W latach 2007–2018 na badanych obszarach metropolitalnych nastąpił spadek powierzchni użytków rolnych o 4,3%, co oznacza zanikanie terenów rolniczych pod wpływem procesów urbanizacyjnych. Względy środowiskowe i gospodarcze przemawiają za tym, aby racjonalnie gospodarować terenami rolniczymi na obszarach metropolitalnych. Z uwagi na ochronę przed nieuzasadnionym wyłączaniem gruntów rolnych z produkcji rolniczej konieczne jest włączenie wielofunkcyjnego rolnictwa i rolnictwa miejskiego do priorytetów planowania przestrzennego obszarów metropolitalnych oraz utworzenie monitoringu zasobów gruntów, jakim dysponuje rolnictwo.
Dynamic suburbanization processes taking place in Poland for several years have led to a rapid development of suburban areas. It results in significant pressure exerted on agriculture and rural areas and leads to agricultural land area shrinkage. The aim of the paper is to present changes occurring in the field of agricultural activity within metropolitan areas in Poland. Particular emphasis was laid on the need for rational management of agricultural land and the introduction of solutions which would allow for maintaining the most valuable agricultural land in terms of production capacity and landscape quality. The spatial scope of the analysis embraced 7 selected metropolitan areas in Poland: Wrocław, Kraków, Górny Śląsk-Zagłębie, Poznań, Łódź, Warszawa and Gdańsk–Gdynia– Sopot, and the problems of the Poznań Metropolitan Area are discussed. In 2007–2018 the size of farmland decreased by 4.3% in the metropolitan areas studied, which means that agricultural land gradually disappears under the influence of urbanisation processes. Environmental and economic reasons speak for the rational management of agricultural areas in metropolises. It is necessary to include multifunctional and urban agriculture in the priorities of spatial planning in metropolitan areas and to create the monitoring of land resources at the disposal of agriculture as the protection against unjustified designation of agricultural land for non-agricultural purposes.

The authors underlie the qualitative and quantitative importance of agriculture and the agro-industrial sector in the Spanish economy analysed in the light of existing legal regulations and claim that a further development of the agricultural sector will only be possible when new information technologies and the Internet are implemented. Their application is one of the main challenges for the agro-industrial sector in the near future. These challenges justify posing questions about legal regulations on issues such as the ownership and storage of data that relate to the application of new technologies, access to, transfer and circulation of these data, the exchange of data through Internet platforms and the control over these platforms, the responsibility thereof, forms of doing business in the context of the application of new technologies, or, as seems to be the most important, cyber-security.
L’articolo si propone di presentare l'importanza quantitativa e qualitativa del settore agricolo e agroindustriale per l'economia spagnola alla luce delle normative in vigore. Secondo gli autori, un ulteriore sviluppo del settore agricolo sarà possibile solo ricorrendo alle nuove tecnologie informatiche e alla rete internet. La loro applicazione è una delle principali sfide per il settore agroindustriale in un prossimo futuro. Le sfide in oggetto contribuiscono, tuttavia, a sollevare interrogativi sulla regolazione giuridica di questioni come la proprietà e l'archiviazione dei dati relativi all'uso di nuove tecnologie, inclusi l'accesso ad essi, il loro trasferimento e la circolazione, lo scambio attraverso piattaforme online e il controllo delle stesse, la responsabilità, forme di attività economica nel contesto dell'applicazione di nuove tecnologie e, come sembra, la più importante tra le questioni elencate – la sicurezza informatica.

W opracowaniu podjęto próbę analizy uwarunkowań rolnictwa w obwodzie kaliningradzkim po rozpadzie Związku Radzieckiego. Poddano analizie uwarunkowania przyrodnicze oraz pozaprzyrodnicze w dwóch skalach przestrzennych: makro i mezo. Stwierdzono, że ogólny wpływ na słaby poziom rozwoju rolnictwa mają uwarunkowania ogólnorosyjskie (zapaść gospodarcza w Rosji, jaka miała miejsce po rozpadzie byłego ZSRR; kontynuowanie przez władze w Moskwie „surowcowej” orientacji rozwoju kraju; nieudolnie przeprowadzana dekolektywizacja). Natomiast uwarunkowania mezoskalowe (przekształcenie obwodu kaliningradzkiego w eksklawę w następstwie rozpadu byłego Związku Radzieckiego; nadanie przez władze centralne i obwodowe zbyt dużej wagi egzogennym uwarunkowaniom rozwoju obwodu kosztem endogennych; przypisanie nadrzędnej roli specjalnej strefie ekonomicznej w rozwoju obwodu) dodatkowo oddziałują negatywnie, pogarszając i tak niekorzystną sytuację rolnictwa w obwodzie. W efekcie poziom rozwoju rolnictwa w obwodzie jest dużo niższy niż na sąsiednich terenach Litwy oraz województwa warmińsko-mazurskiego.
The paper attempts to analyze determinants of agriculture in the Kaliningrad Oblast after the collapse of the Soviet Union. Natural and non-natural determinants were analyzed on a macro and a mezo scale. It was found out that the overall impact on the weak level of development of agriculture is exerted by the all-Russian determinants (economic collapse in Russia which took place after the disintegration of the former USSR; continuing by authorities in Moscow of the “raw material”; direction of the development of the country; ineptly conducted decollectivization). On the other hand, the mezoscale determinants (converting the Kaliningrad Oblast into an enclave as a result of the collapse of the former Soviet Union; giving too great weight to the exogenous determinants of the development of the oblast at the cost of the endogenous ones by central and district authorities; assigning superior role to the special economic zone in the development of the oblast) additionally influence negatively, worsening the already bad condition of agriculture in the oblast.

In the economy of the Polish People’s Republic in the field of agriculture, the key resources which were a subject of competition included: land; production assets (machines, devices, tools for agricultural production, fertilizers, plant protection chemicals) and people necessary to work on farms and for farms. The command economy of the times of the People’s Republic of Poland was an example of an economy of permanent shortages, which increased in times of crises of the entire system. The collapse of 1979-1982 was such a socio-economic crisis. The Trade Union of Independent Farmers’ “Solidarity”, which was part of the great social protest movement in 1980-1981, forced a change in the communist regime’s approach to the peasantry and, together with other pressure groups, contributed to the implementation of the agricultural reform covering the entire sphere of agriculture and not only its state farm segment. The reform of 1981, initiated by the Rzeszów-Ustrzyki agreements, gradually changed the living situation of farmers and, above all, led to changes in the profitability of agricultural production and the legalization of trade in meat products at marketplaces as well as the release of prices for food products in 1989. Peasant farms won the competition with state-owned farms for capital resources – new production factors, and they expanded their land acreage (land factor). Farmers, however, were losing competition for workers in confrontation with industry and services in cities and state-owned farms, where farm workers could count on very generous social benefits.

Trading in agri-food products has been exempted from the process of liberalization of commerce for many years. Developed countries can afford a more active policy of supporting their own producers and the instruments o f market protection they apply tend to be more efficient and complicated than those of less developed countries. It is a modem tendency in the agricultural sector, however, to abandon the intensive commercial policy of supporting export and protecting access to one’s own market, in favor of instruments that do not have an adverse impact on international trade and focus more on the development of rural areas. The objective of this paper is to show the reasons for interventionism in the trade in agri-food products, and characterize the measures applied in commercial policy, primarily duties, quotas, import licenses, export subsidies, and technical and sanitary standards. Another objective ofthe paper is to present the issue o f agricultural interventionism using the example o f measures applied mainly in the commercial policy of the European Union.
Przez wiele lat handel artykułami rolno-spożywczymi był wyłączony z procesu liberalizacji handlu. Państwa wysoko rozwinięte stać na bardziej aktywną politykę wspierania własnych producentów i ich środki ochrony rynku są często bardziej skuteczne i skomplikowane niż stosowane przez państwa słabiej rozwinięte. Współczesne tendencje w sektorze rolnym odchodząjednak od intensywnej polityki handlowej wpierającej eksport i chroniącej dostęp do własnego rynku, na rzecz instrumentów niewpływających negatywnie na handel międzynarodowy skupionych raczej na rozwoju obszarów wiejskich. Celem artykułu jest ukazanie przyczyn interwencjonizmu w handlu artykułami rolno-spozywczymi oraz charakterystyka środków stosowanych w polityce handlowej w tym przede wszystkim: ceł, kontyngentów, licencji importowych, subsydiów eksportowych oraz norm technicznych i sanitarnych. Przedmiotem artykułu jest także przedstawienie zagadnienia interwencjonizmu rolnego na przykładzie środków stosowanych przede wszystkim w polityce handlowej Unii Europejskiej.

Sustainable urban farming is a strategy to improve food availability and food access, and to support food security for the urban population in Malaysia. However, the development of these activities has been affected by several constraints. This article aims to identify the challenges faced by urban farmers in Kuala Lumpur. The challenges of practicing urban gardening were categorised into five groups (technical, resource-related, economic, social and environmental factors). Data were collected via a questionnaire survey distributed to 106 urban farming practitioners from 17 urban gardens in Kuala Lumpur and were analysed using descriptive analysis by tabulating the frequency and percentage. The result showed that highly fluctuating weather, problems with access to available land and financial problems were the main challenges faced by urban farmers in Kuala Lumpur. Furthermore, difficulty in access to a financial institution, lack of commitment and the increased number of pests were also the problems faced by the urban garden. Availability of technical factors is the least issue in this study. Correlation analysis was used to determine the relationship between the challenges of urban gardens and socio-demographics. The result showed that there was a weak correlation between technical factors of educational level (r = 0.225) and race (r = 0.210), respectively, as well as between race and social factor (r = 0.201), while there was a moderate correlation between age and environment factor (r = −0.410). There is a need for further work, and comprehensive research should be conducted to capture what actions can be taken to create a policy-making space for urban farmers.

In this paper, we discuss the presence of community gardens in urban spaces and the types of activities performed there, using the city of Poznań as a case study. First, based on interviews with representatives of selected non-governmental organisations, analyses of available Internet sources as well as our own field research, cartographic and photographic documentation, we identify community gardens in the space of the city and explore their formation process. In the course of our study we also concentrate on the type of garden location. In addition, we devote our attention to the gardens which have disappeared from the fabric of the city. Our study reveals that community gardens currently operating in Poznań are established in non-central locations. These gardens are scattered in various parts of the city. Only in the Łazarz district there are two community gardens. Most frequently, community gardens are established on plots between old blocks of flats and tenement houses. Two gardens are located on underdeveloped greenery near the Warta River and in two city parks. A detailed examination of the events held in the community gardens in the Łazarz district in the years 2014–2017 shows that they had a very diversified character. Both of them turned out to be multifunctional, i.e. hosted meetings devoted to agriculture and horticulture, environmental education, artistic events, DIY and recreation. However, the percentage of events in the structure of the meetings organised in the gardens differed considerably.

The Villager
Opis:
The article presents the periodical “Selsky zhitel” (“The Villager”), which was published by Andrey Bolotov in Moscow in 1778–1779. It was the first Russian private agricultural journal with its purpose, programme, structure and contents. Bolotov’s activity and the history of the Russian agricultural journals in the 18th and early 19th century constitute an interpretive background.

Increasing demand for urban agriculture (UA) can be perceived as a global phenomenon. In some parts of the world its main function is to feed the rapidly growing population while in others it is more associated with lifestyle and environmental issues. Undeniably, UA provides opportunities for sustainable city development. UA can support all pillars of sustainable development: ecological, economic, and social. However, depending on existing circumstances certain pillars may be influenced more than others. In this paper we concentrate on urban allotments in Andalusia and take Baeza as an example of a city with an interesting approach to urban gardening. We attempt to answer the question how urban allotments in Baeza affect the city’s sustainable development and what remains to be done to make this influence more effective. Our study showed that allotment gardens in Baeza endorsed all three pillars of sustainable city development. However, developing broader community relations on the city scale, revival of declining local grocery  market and dissemination of environmental initiatives which allotment gardens may also promote and facilitate was missing.

This study aims to analyse food sovereignty strategies in an effort to eradicate poverty in a micro-scale region by strengthening its food security status. The research was conducted in the Kutai Kartanegara District East Kalimantan Province in Indonesia. Food insecurity status in the study area was determined based on nine food security indicators. The 237 villages in the Kutai Kartanegara District were ranked based on four classifications of vulnerability to food insecurity. The results showed that 3.80% of the villages were highly vulnerable, 5.06% were vulnerable, 8.86% were slightly vulnerable and 82.28% were food secure. While Kutai Kartanegara was a food secure district, in order to maintain its food security status and enhance the performance of the villages that are still vulnerable to food insecurity, local government, and related stakeholders must work together to develop strategies to improve agricultural productivity, increase the region’s human resources capability and strengthen its infrastructure so food can be more readily accessed.

Ich działanie wspomaga rozwój rolnictwa poprzez kształcenie wysokiej klasy specjalistów, kreowanie rozwiązań innowacyjnych i podejmowanie wysiłków na rzecz ochrony środowiska przyrodniczego, z którego czerpią niezbędne surowce oraz inne zasoby. Celem artykułu jest ukazanie roli i znaczenia uczelni rolniczych w środowisku regionalnym.
Amongst colleges functioning in our country the important place is falling to higher education institutions having an agricultural profile. Their action is supporting the development of agriculture by educating top-class specialists, creating innovative Solutions and working for the protection of the natural environment from which they are drawing indispensable raw materials and other Stores. The purpose of this article is to show the role and meanings of agricultural colleges in the regional environment.

Large landownership was one of the main market players in the interwar period. It was a specific enterprise, legally and economically separated. It had its own organisational structure, human, financial and material resources. It carried out production and commercial activities with the aim of making a profit. The number of landowners in Kielce Voivodeship was estimated at 711, and together with their family members they made up a collective five times that number. The landowners were entrepreneurs, who coped with the economic reality with more or less success. The list of landowners was headed by owners of large estates – the Myszkowski, Drucki-Lubecki, Wielopolski, Łubieński, Czartoryski, Radziwiłł, Potocki, Tarnowski and Zamoyski families. However, farms consisting of a single manor, with an area of 180-300 ha, predominated. Apart from a small group of farm owners who wasted their fortune, the landowners were attached to the land and wanted to keep it in good economic condition. Owning a farm entailed responsibility for it. It obliged the owner to manage it properly and not leave it to its fate. My aim is to characterise the activities of landowners as entrepreneurs aiming to improve the economic condition of their property. I have in mind modernisation, which manifested itself in modern technical procedures, mechanisation, selective crop-animal production and the industrialisation of landed estates.
