For the first time internal security has been clearly articulated in Russian National Security Strategy of December 2015. That is when the so-called colour revolutions and “radical social groups which use nationalist and extremist religious ideologies, foreign and international nongovernmental organisations, as well as private citizens who act against the Russian territorial integrity and destabilise political processes” have been deemed the most significant challenges to the Russian security, together with the North Atlantic Alliance and the United States of America. As a response to such defined threats, Russian legislation introduced solutions that attempt to prevent the danger. The aim of this article is to answer the question, whether Russian authorities treat the destabilisation of internal situation as one of the main challenges to the Russian security, and if yes, what are the indications of that? Does Russian legislation (especially from the last few years), actions of the Russian authorities and Russian subject literature, include evidence confirming this hypothesis?

It is an axiom to say that the language of the print media is a highly effective instrument of power, politics and propaganda. This paper illustrates the fact that language can be ‘powerful ’ in terms of style and lexicon, and of the attitude to reality it expresses, which is primarily related to ideology. The authors stress the role of the Russian language in the totalitarian propaganda of the period concerned. The 1917 Revolution and civil war in Russia marked the period of the greatest conflicts and a turmoil that was accompanied by an intense ‘linguistic experience and changes to the ‘status ’ ofthe language. Intheyears immediately following the Revolution the role of the official language, conveying the single official ideology was enormous and newspapers turned out to be an efficient instrument of propaganda. They provided the main channel of totalitarian ideology, efficiently influencing social consciousness. This paper is based on an analysis of texts published in three Kazakhstani newspapers: “Glos Semirechye” (1919), “Dzhetysuyskaya Pravda” (1923), “Turkiestan komunistytchna”, “True Semirechensk Region” (1920). It is demonstrated in the conclusions that the demagogic texts published there conveyed the ideology of a totalitarian system. One of the main messages conveyed in these texts concerned the image ofa new world shaped by such factors as the Revolution, contradictions between different social classes, external and internal threats, as well as threatening the victory of reactionary forces. This paper attempts to identify and characterise the manifestations of ideology propagated at the time of the proletarian revolution.

The author of this paper analyzes the policy of strategic partnership between Germany and Russia, especially in the field of the economy, which originated after the reunification of Germany in 1990. He stresses that it was the government of Angela Merkel after 2005 that began to emphasize the authoritarian rule of President Vladimir Putin and human rights breaches in Russia. Nevertheless, economic cooperation continued under the pressure from business circles. The author’s main hypothesis is that it was only Russia’s aggression towards Ukraine that undermined German-Russian collaboration, which is no longer given priority. Germany is the foremost advocate of the EU’s maintaining its sanctions against Russia. Angela Merkel’s third and fourth governments have tried to ‘Europeanize’ Germany’s policy towards the Russian Federation to a greater extent. Both Germany and the EU need Russia as a strategic partner to resolve problems in the Middle East and combat international terrorism. Russia is also a significant supplier of strategic resources to Germany and the EU. This paper employs the descriptive research method, the method of source analysis and decision-making analysis.

It is demonstrated that ‘Eurasianism’ as an interdisciplinary scientific doctrine and an object-focused area of geographical social science is at its root, generally complementary to the methodology of Russian (Soviet) socio-economic (human) geography, and corresponds to its research tradition. The geo-economic, geopolitical and geo-cultural transformation of the post-Soviet ‘Eurasian space’ is analysed. The geo-concept of a multipolar ‘Mega-Eurasia’is proposed and justified. It is emphasised that the effective participation of Russia as one of the dominants of the Eurasian space is associated with the non-admission of an extremely undesirable, harmful scenario for Russia as well as of its possible marginalisation and limitation to the flimsy framework of the ‘Russian world’. A hypothetically possible commitment to only one of the existing global ‘power centres’ is also considered to be a losing one.

Partners in Polish-Russian couples have different opinions concerning women’s appearence. Stressing femininity and paying much attention to attractiveness of a female-partner seems to be very important to Russian partners of both sexes. In this paper, this phenomenon is analyzed from two perspectives. The gender perspective pays special attention to the diversities in the evolution of partiarchal model in Poland and Russia. The analysis from the perspective of cultural anthropology leads to the conclusion about manifestation of Russian identity in Polish-Russian relations. Concidering “femininity” an important category and laying a metaphysical emphasis on it seems to be one of the ways of the “being Russian” manifestation.

This paper analyzes the regional elections of the deputies to the Kaliningrad Oblast Duma, starting in 1993 and the applicable legislation, and leads to the conclusion that, in general, all the elements of the election system of deputies of the State Duma,or the Federal Assembly of the Russian Federation, are replicated in the Kaliningrad region and other units of the Federation. The unification of the electoral legislation across the entire Russian Federation promoted greater similarity of the election systems of different regions, without taking into account their specific character. The transformation of the law on electoral procedures on the federal level, which is still in progress, determines further search for an optimal election model in the Russian Federation.
Калининградская область занимает особое место среди других российских регионов как с исторической точки зрения, ввиду присоединения еек Российской Федерации по итогам Второй мировой войны в 1945 году, таки с географической, как регион, не соединенный с основной территорией России и граничащий только с государствами Евросоюза – Польшей и Литвой. Соответственно, исследование электорального поведения калининградских избирателей на протяжении выборных кампаний 1993–2013 гг. представляет значительный интерес с учетом существенного взаимовлияния и культурно-де-лового обмена области с соседними европейскими странами. Следует отметить, что результаты многочисленных выборных кампаний исследуемого периода в целом отражали общероссийские тенденции и закономерности процессов развития избирательной системы, состояния структур гражданского общества и политических партий, а также избирательного законодательства. На этом историческом этапе прослеживается последовательное формирование системы разделения властей на всем пространстве Российской Федерации. При этом динамика российского федерализма не носила однонаправленного характера и не отличалась последовательностью и стабильностью. Значительным и многократным изменениям подвергались выборные процедуры в региональные законодательные собрания, избирательный процесс на выборах губернаторов. В данной статье приведен анализ проводившихся с 1993 года в регионе избирательных кампаний по выборам депутатов областной Думы и применявше гося законодательства, который позволяет сделать выводы о том, что как в Калининградской области, так и в других субъектах федерации производилось в основном копирование всех элементов избирательной системы, применяемой на выборах депутатов Государственной Думы Федерального Собрания РФ. Унификация избирательного законодательства на всей территории РФ повлекла все большее сходство избирательных систем регионов друг с другом без учета их региональной специфики. Продолжающаяся на федеральном уровне правовая трансформация избирательных процедур определяет дальнейший поиск оптимальной выборной модели в РФ.

The information policy of the official Russian and pro-Russian online media regarding the so-called Ukrainian crisis contributes to the formation of the image of a new “ideological enemy” in public consciousness. With the help of traditional techniques of political propaganda, persistent clichés, and vivid visual images, modern Russian cartoonists influence the emotional perception of the situation by the public and perpetuate new myths about Ukraine. This article examines how the formation and dissemination of the image of the “enemy” occurs through its representation in the genre of modern political caricature. Caricatures reflecting the attitude of Russian artists to the political and economic situation in the neighboring country, to the bilateral conflict, as well as to attempts to resolve it by influential world political actors are analyzed using examples of specific authors and the plots of their caricatures.

How did Russian political regime change after the “White Revolution”? The article makes a methodological, theoretical, and empirical contribution to the field of studies on the dynamics of non-democratic regimes, and especially the nature of the alterations within Putin’s Russia. The research field is the Russian political system determined by its three aspects: structure of political institutions, political awareness of public issues, and political mobilization between the “White Revolution” and the beginning of Putin’s fourth term. The paper solves the research problems by employing the qualitative analysis of sources and drawing on the critical analysis of the recent news. The analysis benefits from the use of Roman Bäcker’s analytical device, a theoretical framework made of the three continua whose extreme points are the indicators of authoritarianism and totalitarianism respectively. The research tool is to identify the essential features of Putin’s political regime. According to this model, bureaucracy or siloviki, emotional mentality, and social apathy are typical of authoritarianism. In turn, state-party apparatus, totalitarian gnosis, and controlled mass mobilization are the symptoms of totalitarianism. This article researches how the Russian political regime evolved from the “White Revolution” to the beginning of Putin’s fourth term. It tests the hypothesis that the system most likely evolved from a soft to hard military authoritarianism. The regime might have moved towards a hybrid regime made of the elements of authoritarianism and totalitarianism. It formulates the conclusion the Russian political regime is a hard military authoritarianism. After the fall of the “White Revolution”, most notably after the annexation of Crimea, few totalitarian elements were visible, mostly in the sphere of social awareness in the form of totalitarian political gnosis. In addition, the indicators of totalitarianism started to disappear from September 2014, especially the elements of totalitarian gnosis in the political discourse.

The aim of this paper is to conduct a comparative analysis of two culture codes, semantic  and  asemantico-asyntactic,  as  tools  for  ordering  reality  and  discovering  the  meaning  of events. Belinsky and Gogol’s lives and their mutual relations are the subject of our research. The antinomy, and even irreconcilability of codes is observed in concepts of the human and the world. According to the semantic code which was used by Gogol, a person is a part and, at the same time, a reflection of God’s order, and  the world is dichotomic (sacral – sinful, meaningful – meaningless, spiritual – material); it is an area for the fight between good and evil. Belinski, in turn, following the asemantico-asyntactic code, put the human at the centre of the rational world. At the beginning of the 40’s, when Belinsky could still interpret Gogol’s  writings  within  the  frameworks  of  asyntactico-asemantic  culture  code,  he  regarded himself as similar to Gogol. The split occurred after the book Chosen pieces of a correspondence  with  friends  was  published.  The  tragedy  of  not  being understood, which  both  great Russian thinkers faced, was evidence for the existence of two separate sign and  meaning systems within one culture. It must be added that the systems developed against the background of state order, which was coded by the syntactic culture code. Further research needs to be conducted in this field.

Evangelical Christians and Baptists are Evangelical denominations representing Protestant beliefs in Russia. They share a similar approach to doctrinal matters and at one point in history united into a single ecclesiastical organisation. Domestic factors, in particular, as well as foreign influences played an important role in the Russian origins of Evangelical groups, which contributed to the Evangelical movement’s religious inquisitiveness, spiritual fervour, and readiness for martyrdom around the world. In order to develop a thorough understanding of Evangelical Christians and Baptists in Russia, one needs to explore their political and cultural backgrounds.

The article presents the publications in the periodical “Zhurnal Imperatorskogo chelovekolubivogo obshchestva” and the literary almanac Podarok bednym in the light of the development of charity in Russia (motives, forms, results): 1. The publications of Alexander Sturdza (About social charity, About private charity), Pyotr Shalikov etc.; 2. The charity institutions in the capital and the provinces; 3. The charity initiatives of women and the Russian writers. “Zhurnal Imperatorskogo chelovekolubivogo obshchestva” (the monthly magazine) was published in St. Petersburg from 1817 to 1826. It contained, among other elements, information and reports about the activity of philanthropists and charity institutions, and literary works (Hymn to love for a man by Pyotr Shalikov). Podarok bednym was published in Odessa in 1834 (the motto was a quotation from the Aeneid by Vergil: “Miseris succurrere disco”) by a women’s benevolent society. It contained the commentaries and works of belles-lettres. The paper compares “Zhurnal Imperatorskogo chelovekolubivogo obshchestva” and Podarok bednym (the “common places”, for instance the articles by Alexander Strudza About social charity published in “Zhurnal Imperatorskogo chelovekolubivogo obshchestva” in 1817 and in Podarok bednym in 1834). It presents also the discussions about charity in the Russian periodicals in the first half of the 19th century.
